Abstract

Penerapan E-Government menjadi kebutuhan mendesak untuk meningkatkan efisiensi, transparansi, dan akuntabilitas pelayanan publik, khususnya di tingkat desa. Penelitian ini bertujuan menganalisis dukungan dan kapasitas penerapan E-Government dalam digitalisasi pelayanan publik melalui aplikasi Siberas di Desa Sipodeceng. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif dan fenomenologi. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Sumber data primer berasal dari informan dengan teknik purposive sampling, sedangkan data sekunder diperoleh dari dokumen instansi terkait. Analisis data menggunakan model analisis interaktif yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dukungan pemerintah desa, terutama Kepala Desa, cukup baik, tetapi kebijakan formal yang mewajibkan penggunaan aplikasi Siberas belum ada. Kendala yang ditemukan meliputi rendahnya literasi digital masyarakat, terutama kelompok usia lanjut, serta infrastruktur teknologi yang kurang stabil. Digitalisasi melalui Siberas terbukti meningkatkan efisiensi, transparansi, dan akuntabilitas pelayanan, meskipun adopsinya belum merata. Penelitian ini merekomendasikan penguatan kebijakan, peningkatan literasi digital masyarakat, optimalisasi fitur aplikasi, serta penguatan infrastruktur teknologi untuk mendukung keberlanjutan digitalisasi pelayanan publik.

Abstract

Introduction: Stunting, recognized as a prominent global health issue, particularly in low-income countries, arises from persistent undernutrition and frequent infections, adversely impacting children's physical development, cognitive abilities, and future economic productivity. Notwithstanding the implementation of various maternal and child health strategies designed to mitigate stunting, its incidence remains alarmingly high, exhibiting differential efficacy across diverse contexts due to obstacles in policy execution, accessibility issues, and socio-cultural influences. Methods: This study utilized a research methodology that included a bibliometric analysis of publications retrieved from the Scopus Database relating to maternal and child health policies in reducing stunting prevalence using the keywords “maternal and child health policies” and “stunting”. The findings were directly related to the research topic, revealing a total of 154 articles published from 2004 to 2023. The criteria set emphasized articles written in English, with the data obtained exported in CSV format. VOS viewer version 1.6.17 was used for bibliometric analysis in this study. Results: The results showed a significant increase in publications addressing the relationship between health policies and stunting prevalence. Academic discussions on policy and stunting have also increased, especially in the fields of medicine and nursing, which reveal the health impacts on stunted children. Data analysis from various studies emphasized the importance of evidence-based strategies that combine medical interventions with structural, social and economic transformation. Conclusion: In conclusion, this review emphasizes the importance of collaboration between various sectors, including health, education, and agriculture, in addressing stunting. Policymakers should consider establishing dedicated funding streams through public-private partnerships to ensure the sustainability of stunting prevention programs. Implementing regulatory frameworks that mandate intersectoral collaboration between health, education, and agriculture sectors can enhance policy coherence and resource optimization. Furthermore, adopting performance-based incentives for local health agencies may encourage more effective policy implementation and service delivery.

Abstract

Optimizing regional tax revenues and regional levies needs to be carried out through intensification and extensification strategies to fund the implementation of regional development. This research aims to; 1) analyze the regional government's strategy in increasing regional tax revenues and regional levies in Sidenreng Rappang Regency, 2) analyze supporting and inhibiting factors in efforts to optimize regional tax and regional levy revenues. This research uses a qualitative approach, the type of research is descriptive. The research informants were Regional Revenue Agency (Bapenda) officials, selected using purposive sampling techniques. The data collection method uses interview and documentation techniques while the data analysis technique uses qualitative data analysis software (QDAS) Nvivo 12. The results of this research show; 1) intensification and extensification strategies in optimizing regional tax and levy revenues in Sidenreng Rappang district have not been maximized. This can be seen from the realization of regional tax and levy revenues which did not reach the target and even experienced a sharp decline from the previous year. 2) Supporting factors for optimizing regional tax and levy revenues include; The legal basis in the form of Regional Regulations and other related regulations is available, PAD is managed centrally by Bapenda, human resources from natural and economic resources, implementation of the QRIS application online payment system. Inhibiting factors include; the level of awareness of some taxpayers is low, the skills of tax officers in the IT sector are still lacking, sanctions are less strict, supervision is weak, and there are minimal incentives for tax officers.

Abstract

The millennial and generation Z tend to experience the negative impact of the decoy effect, so a consumer protection law is required. The purpose of this study is to demonstrate the negative impact of the decoy effect and the importance of consumer protection through digital literacy. A quantitative descriptive approach was used with millennial and generation Z research subjects who were given a choice of products using bait items. According to the study's findings, respondents are susceptible to the decoy effect, so consumers have the right to know before making a decision. The findings of this study contribute to the public's understanding and provision of suggestions or criticism, as well as to the government's formulation of consumer protection policies, particularly for the millennial and generation Z generations. The implication is that existing consumer protection laws must be flexible, rational, and based on digital literacy. Legal certainty as a form of consumer legal protection to achieve equality in an engagement as a concept for those who make transaction.

Abstract

Kota Serambi Madinah (Gorontalo) merupakan salah satu daerah di Indonesia dengan prevalensi diabetes yang cukup tinggi dengan angka kejadian sebanyak 23.950 orang yang terdiagnosis pada tahun 2023 (Dinkes Gorontalo, 2023). Penelitian ini bertujuan untuk mengetahui pengaruh kadar glukosa darah terhadap pembentukan jaringan granulasi dan epitelisasi pada luka ulkus diabetik di Kota Serambi Madinah. Jenis penelitian ini adalah penelitian kuntitatif non eksperimen dengan menggunakan pendekatan cross sectional. Pengkajian luka menggunakan Bates-Jensen Wound Assessment Tool pada 80 pasien yang dipilih melalui teknik total sampling. Pada penelitian ini ditemukan kadar glukosa darah pasien diabetes melitus yang terbanyak adalah dengan kadar glukosa darah tinggi atau sebesar 58,7% dengan kondisi luka kategori <25%,  granulasi (skor 4) sebanyak 45% pasien dan jaringan epitel pasien yang datang ke klinik  berada pada tahap < 25% sebanyak 60%. Berdasarkan uji chi square for fren yang digunakan pada penelitian ini, dihasilkan nilai (p = 0.000). yang bermakna bahwa ada hubungan kadar glukosa darah dengan jaringan granulasi dan epitelisasi pada luka pasien diabetes mellitus di kota Serambi Madinah

Abstract

Management of public transportation in Indonesia, especially Jakarta, as the capital city of the country, is lagging behind the developed countries in the world and lagging behind seeing progress in Southeast Asian countries, thus directly affecting the low competitiveness of investment and the level of national tourist destinations. This paper aims to explore rail-based public transportation in Kuala Lumpur and compare with conditions in Jakarta. The method used is a descriptive analysis by tracing public transportation through comparative study activities in students of the Master of Public Administration. The results of a comparative study show that the public transportation system in Kuala lumpur especially rail-based transportation is still better than Jakarta. This is because the mode of transportation has been integrated as the Klang Valley Integrated Rail Transit, including; KL Monorail, LRT (light rapid transit), KTM Commuter, KLIA Express / KLIA Transit, and MRT (Mass Rapid Transit).

Abstract

Digitalization in health care is the process of converting analog data or information into digital format which aims to create a connected, efficient, and patient-centered health system, where information flows smoothly, decisions are made based on data and services can be accessed more easily. This study aims to determine the level of satisfaction of outpatients at UPT Arifin Nu'mang Rappang Regional General Hospital. The population of this study was the number of outpatients who sought treatment in November-December 2024 as many as 6,232 people. The research sample was 98 people using incidental sampling technique. The data collection techniques used were observation, questionnaires, and literature studies using quantitative descriptive methods, namely data analysis techniques using descriptive statistical analysis, validity and reliability tests, and simple linear regression analysis using SPSS 21 software. The results of this study indicate that outpatient patient satisfaction has a significant effect on the digitization of health services with a satisfaction level of 73% and 70%, respectively. This is evidenced by the results of the ANOVA test or f test which shows fcount 70.451 with a significance of 0.000 while the t test shows tcount (8.394) > ttable (1.660). The R square value is 42.3%, which means that 42.3% is influenced by patient satisfaction and the remaining 57.7% is influenced by other unknown factors. With this, hospital management needs to formulate strategic steps that can increase the digitalization of health services.

Abstract

This study aims to examine the effect of work discipline on the quality of inpatient services at Arifin Nu'mang Hospital, Panca Rijang District. This study uses a quantitative approach with a descriptive associative research type. Data collection was carried out by observation, questionnaires, and documentation. Data analysis used simple linear regression with the SPSS version 22 program. The results showed that work discipline had a significant effect on the quality of service with a significance value of 0.000 (<0.05) and t count 10.720> t table 2.021. The coefficient of determination (R²) of 0.742 indicates that work discipline contributed 74.2% to the variance in the quality of inpatient services. The results of this study indicate that increasing employee discipline, especially those related to punctuality, responsibility, and professional ethics, can significantly improve hospital service performance.

Abstract

This study aims to analyze the implementation of the Polri Super App in the service of issuing Police Record Certificates (SKCK) at the Parepare District Police, by highlighting user responses, officer readiness, and technical and social challenges in the utilization of this digital service. A qualitative approach was employed through in-depth interviews, surveys, and field observations conducted from March to April 2025. The findings show that although the application is considered to improve service efficiency, there are still barriers in the form of low user digital literacy, limited officer training, and technical constraints such as data synchronization and system errors. Additionally, infrastructure gaps in certain areas also hinder equitable access. This research recommends strengthening application features, regular training for officers and users, and inclusive policies that accelerate the transformation of technology-based public services

Abstract

Penelitian ini membahas permasalahan efektivitas penyaluran pupuk dalam mendukung produktivitas pertanian di Kecamatan Baranti Kabupaten Sidenreng Rappang. Tujuan penelitian ini adalah untuk menganalisis sejauh mana penyaluran pupuk bersubsidi dapat meningkatkan hasil pertanian. Riset ini menggunakan pendekatan kuantitatif deskriptif, di mana data diperoleh melalui instrumen kuesioner kepada 53 petani pengguna pupuk bersubsidi. Hasil analisis menunjukkan bahwa penyaluran pupuk dinilai cukup efektif dengan rata-rata skor 70,5 persen. Sementara itu, produktivitas pertanian rata-rata nilai sebesar 70 persen menunjukkan bahwa hasil berada dalam kategori baik. Analisis regresi linier sederhana mengindikasikan hubungan yang positif dan signifikan antara efektivitas penyaluran pupuk terhadap produktivitas pertanian, dengan kontribusi sebesar 31 persen. Penelitian ini menyimpulkan bahwa penyaluran pupuk bersubsidi memiliki peran penting dalam meningkatkan hasil panen, efisiensi biaya, dan kesejahteraan petani.
