Abstract

Perkembangan teknologi informasi menuntut sekolah menyediakan layanan informasi yang cepat dan mudah diakses. SMP Negeri 38 Palembang masih menyampaikan informasi secara manual sehingga sering terjadi keterlambatan dan kesulitan memperoleh data penting bagi siswa, orang tua, dan masyarakat. Penelitian ini bertujuan merancang dan membangun sistem informasi sekolah berbasis website menggunakan metode Spiral, yang memungkinkan pengembangan dilakukan secara bertahap melalui proses komunikasi, perencanaan, analisis risiko, pengembangan, dan evaluasi. Sistem yang dibuat menyediakan enam menu utama, yaitu Beranda, Profil, Pengumuman, Galeri, Tenaga Pendidik, serta Informasi dan Kontak. Hasil pengujian menggunakan metode Blackbox menunjukkan bahwa seluruh fitur berjalan sesuai kebutuhan pengguna. Sistem informasi ini diharapkan dapat meningkatkan efektivitas, kualitas, dan keterjangkauan layanan informasi di SMP Negeri 38 Palembang.

Abstract

Mitra PM-UPUD adalah UD Batik Tulis Shalempang (Mitra 1) dan Kelompok Pembatik Rumahan, Pemasok Bahan, dan Penjahit Dusun Pliyang (Mitra 2). Permasalahan ditinjau dari aspek produksi adalah Mitra 1 kesulitan memenuhi permintaan pesanan batik tulis seragam karena pembuatan pola batik masih dilakukan secara manual dan membutuhkan banyak pekerja. Dampaknya adalah penyelesaian pesanan batik tulis seragam sering tidak tepat waktu. Pola gambar juga sering tidak sama sehingga menghasilkan batik tulis yang tidak seragam. Kondisi ini menyebabkan komplain dari konsumen sehingga dapat menurunkan kredibilitas Mitra 1. Tujuan program adalah (1) meningkatkan pengetahuan, ketrampilan, dan desain motif canting cap batik motif asli Sampang, dan (2) mengusulkan hak cipta dua motif canting cap batik asli Sampang yaitu Motif Klampok dan Jambu Monyet ke Direktorat Jenderal Kekayaan Intelektual (DJKI) Kementerian Hukum dan HAM (Kemenkumham). Metode kegiatan ditempuh melalui (1) pelatihan, praktek, dan pendampingan pembuatan motif canting cap batik asli Sampang kepada Mitra 2, (2) pelatihan, praktek, dan pendampingan penyusunan rancangan (draf) dokumen hak cipta motif canting cap batik asli Sampang ke DJKI Kemenkumham ke Mitra 1, dan (3) Pengusulan hak cipta motif canting cap Motif Klampok dan Jambu Monyet ke DJKI Kemenkumham. Luaran kegiatan adalah (1) Motif canting cap batik asli Sampang, (2) surat pencatatan ciptaan canting cap batik Motif Klampok dan Jambu Monyet dari DJKI Kemenkumham.

Abstract

Legal politics constitutes the fundamental state policy that determines the direction, substance, and implementation of law in order to achieve national objectives. In the Indonesian constitutional system, the 1945 Constitution of the Republic of Indonesia serves as the supreme legal foundation guiding the formulation and development of national legal politics. This study examines legal politics from the perspective of the 1945 Constitution and analyzes its implications for the formation of national law. Employing a normative legal research method, this study applies statutory, conceptual, and historical approaches by analyzing constitutional provisions, legislation, legal doctrines, and scholarly opinions. The findings reveal that the 1945 Constitution provides normative guidance and clear limitations for national legal politics, particularly in upholding the principles of the rule of law, democracy, constitutional supremacy, and the protection of human rights. The Constitution not only functions as the highest legal norm but also as a philosophical and juridical framework that directs legal policy toward achieving justice, legal certainty, and social welfare. Furthermore, legal politics grounded in constitutional values significantly influences the substance of legislation, the legislative process, and mechanisms of constitutional review. A constitutional-oriented legal politics ensures that laws are formulated in a democratic, participatory, and accountable manner while remaining consistent with the objectives of the state as stipulated in the Preamble of the 1945 Constitution. Therefore, strengthening constitutional compliance in legal politics is essential to develop a just, responsive, and socially equitable national legal system in Indonesia.

Abstract

Decentralization constitutes a central legal-political strategy in Indonesia’s constitutional framework, aimed at redistributing governmental authority from the central government to regional governments in order to enhance public service delivery, governance effectiveness, and the quality of local democracy. As a unitary state, Indonesia adopts decentralization not merely as an administrative arrangement but as a constitutional mandate embedded in Article 18 of the 1945 Constitution, further operationalized through various laws on regional governance. This study examines the legal politics of decentralization in Indonesia and analyzes the challenges it poses to the realization of substantive local democracy. Employing a normative juridical research method, this study uses statutory and conceptual approaches to analyze constitutional provisions, laws on regional government, and relevant legal doctrines. The findings indicate that while decentralization has opened broader opportunities for local autonomy, political participation, and policy innovation, its implementation has also generated significant democratic challenges at the local level. These challenges include the consolidation of local oligarchies, the persistence of political dynasties, corruption, weak institutional capacity, and limited meaningful public participation. In many regions, decentralization has resulted in a shift of power from central elites to local elites rather than genuine empowerment of citizens. This condition reveals a normative–empirical gap between the objectives of decentralization and the realities of local democratic practices. The study argues that the effectiveness of decentralization in strengthening local democracy depends on consistent legal-political orientation, strengthened oversight mechanisms, institutional capacity building at the regional level, and the enhancement of civic participation and political literacy. Without these measures, decentralization risks functioning merely as an administrative transfer of authority rather than as an instrument for deepening democracy and achieving social justice.

Abstract

donesia's digital economy has expanded at a pace that fundamentally outstrips the adaptive capacity of its consumer protection legal framework. This study examines the normative adequacy of Indonesia's legislative architecture governing consumer protection in electronic transactions, with particular attention to the structural gaps produced by the interaction of Law Number 8 of 1999 concerning Consumer Protection (UUPK), Law Number 11 of 2008 concerning Electronic Information and Transactions (UU ITE) as amended by Law Number 1 of 2024, Government Regulation Number 80 of 2019 concerning Trade through Electronic Systems, and the newly enacted Law Number 27 of 2022 concerning Personal Data Protection (UU PDP). Employing a normative juridical method with statutory, conceptual, and comparative approaches, this study identifies three critical normative gaps: the definitional inadequacy of pelaku usaha under the UUPK, which fails to encompass digital marketplace platform operators; the absence of pre-contractual transparency obligations governing algorithmic standard form contracts; and the structural incompatibility of existing dispute resolution mechanisms with the tripartite architecture of digital marketplace commerce. Comparative analysis of the European Union's Digital Services Act and China's E-Commerce Law of 2018 furnishes doctrinal reference points for reform. This study concludes that effective consumer protection in Indonesian digital transactions requires targeted amendments to the UUPK, structural integration of UU PDP into the consumer protection framework, and the establishment of a dedicated Online Dispute Resolution mechanism accessible to consumers without legal representation.
