Abstract

This research was conducted in Sungai Linau Village, Siak Kecil Subdistrict, Bengkalis Regency with the aim to find out the Village Consultative Body Partnership with the Village Head in Accelerating Development as well as the factors that influence the partnership between the Village Head and BPD Sungai Linau Village, Siak Kecil District, Bengkalis Regency. The type of research used was descriptive qualitative, researchers used informants with informant retrieval using purposive sampling technique, the informants in this study were the Village Head of Sungai Linau, Head of the Sungai Linau BPD, Sungai Linau Village Head, and village communities. Research data collection techniques through observation, interviews, documentation and literature review. Analysis of data from the results of interviews and observations obtained are then recorded and collected so that it becomes a field note. The results of the study concluded that the village head with his device and BPD with residents in his area partnered with each other in developing the village. The BPD brings the aspirations of the community and together with the village head makes village regulations in realizing aspirations while overseeing the running of the village administration. Factors influencing the partnership between the Village Head and BPD of Sungai Linau Village, Siak Kecil Subdistrict, Bengkalis Regency, namely lack of transparency, lack of involvement of the BPD, lack of communication from Chief Village. For this reason, it is recommended to review concerning the system of accountability of the Village Head, increasing the capacity of individuals and organizations for BPDs, Village Heads and Village Secretaries and other village officials through continuous training. Good cooperation between the Village Government and other village institutions is needed, such as the Village Consultative Body and also with the community involved in it.Keywoard : Partnersip, Village Developme

Abstract

Wages are one of the most sensitive aspects of employment. Different stakeholders see wages from different sides. Workers see wages as a source of income to meet the needs of the workers / laborers and their families. Psychologically wages can also create satisfaction for workers. On the other hand, employers see wages as one of production costs. The government sees wages, on the one hand, to ensure the fulfillment of a decent life for workers and their families, increases labor productivity, and increases people's purchasing power.The concept of theory used in this study is the management according to Prajudi Atmosudirjo which explains that in analyzing the implementation, we can see 4 (four) functions in the management of Planning, Organizing, Direction, Supervision. This study aims to find out about how the management of Minimum Wages Pekanbaru City Year 2016. This study uses qualitative research methods and data assessment descriptively. In this data collection using the technique Interview, Observation, and Documentation, using the informant as a source of information.The results showed that the management of Minimum Wages implementation Pekanbaru City in 2016 has not been able to run optimally and maximally. Planning undertaken by the Office of Manpower and Transmigration of Riau Province concerning Wages for Workers that employers should not pay wages under the Minimum Wage provisions of the City. But in the implementation of the plan itself is still a company in Pekanbaru City that does not pay the wage of workers / laborers in accordance with the City Minimum Wage has been set. This causes the non-fulfillment of decent living needs, should the workers' income be able to meet physical, non-physical and social needs, which include food, beverages, clothing, housing, education, health, old age pensions, and recreation. Companies in Pekanbaru City should pay wages in accordance with City Minimum Wages in order to meet the needs of workers / laborers in order to increase the Human Resources of workers / laborers. Abstract

One of the traffic problems in Pekanbaru City is a congestion caused by a buildup of vehicles which causes traffic flow to become obstructed and even stop. The existence of traffic police who are not always there to control the road from congestion has led to the emergence of a group that disrupts the function of the road or commonly called “Pak Ogah” who takes over the role of the Police. "Pak Ogah" is someone who controls the road at a crossroads or a U-turn with the intention of expecting a reward in the form of money from passing drivers. The existence of "Pak Ogah" raises pros and cons among the people of Pekanbaru City. There are those of the view that the existence of "Pak Ogah" is quite helpful in regulating traffic and making it easier for cars that want to turn / turn around, especially during heavy and congested traffic. Meanwhile, some people argue that the existence of "Pak Ogah" can exacerbate traffic jams and disturb car drivers. So the Pekanbaru City Traffic Police and Pekanbaru City Satpol PP held raids to curb the "Pak Ogah". The purpose of this study is to determine how the implementation of policing policies for road function disturbing groups in Pekanbaru City and to find out what are the factors that hinder the implementation of policing policies for road function disturbing groups in Pekanbaru City. This study used purposive sampling technique with qualitative research using a descriptive approach and the required data, both primary and secondary data, were obtained through observation, interviews and documentation and then analyzed based on the research problem. The results of this study indicate that the implementation of policing policies for road disruptive groups in Pekanbaru City has not been going well. The factors that hinder the control of groups that interfere with the function of the road, namely the target group who escaped when it was curbed, the application of weak sanctions, and the motorists who gave money to the groups that disturbed the function of the road.Keywords: Implementation, Public Policy, discipline Pak Ogah

Abstract

Grants are a form of funds that are channeled to the public which are sourced from regional budget revenues and expenditures that are not obligatory and not binding on an ongoing basis which aims to support the implementation of regional government affairs. Policy implementation that has not been guided by policy standards and objectives, raises various problems. Among them are the slow follow-up of verification of proposals, and the absence of a definite policy regarding the schedule of religious aid grant activities. This study uses a qualitative approach. Data collection techniques are carried out with involved observations, in-depth interviews and documentation. Indicators of Implementation of Religious Sector Grants Assistance Policies include (1) Religious Coordination Meeting, (2) Selection Process of Management Requests to the People's Welfare Administration Bureau, (3) Monitoring of the Implementation of Religious Aid Grants, (4) Budgeting for Religious Grants, (5) Distribution of Religious Grants, (6) Accountability Reports by Governors and Government Parties. The concept of influencing factors uses Van Metter and Van Horn theory in Agustino (2016). From the results obtained in the research on the implementation of religious aid grant policy in the public welfare administration bureau there are still many things that influence the implementation of this policy. The influencing factors are (1) size and purpose of the policy, (2) resources, (3) inter-organizational communication, (4) economic, social and political environment.Keywords: Implementation, Policy, Grant Funding

Abstract

Based on data performance appraisal of the dstrict state civil servanst the Kuantan Singingi experienced a decline, Cerenti sub-district government one of the institutions under the Kuantan Singingi district government also found a decrease in employee performance. Therefore it is necessary to study how stratehies to improve the performance of these employees. Performance improvement strategy is a method used by agencies or organizations to provide the best service according to the needs of the community. This study aims to determine the strategies used by the Cerenti sub-district government in improving its performance, by increasing the number of employees according to needs. And identifying factors that hinder the strategy of improving the performance of the Cerenti sub-district government. This research user descriptive qualitative methods. This method uses the theory of performance improvement strategies from Wibowo wit indicators of educations and training, motivation, and incentives. From the result of the study it was found that the strategy of improving the performance of the Cerenti sub-district government of Cerenti was not exactly, viewed from a number of indicators one of which is limited edication and training makes not all employess can take part in the training. And  there inhibiting factors in the from of limited facilities and infrastructure, limited human resource, limited ability of employees.  Keywords:Strategy, Improvement, Employee performance

Abstract

Execution of duties of village heads in rural community development in Rokan IV Koto subdistrict spectator Rokan Hulu regency. the purpose of this study is to investigate the implementation of the tasks of village heads in rural community development in Rokan IV Koto subdistrict scenery of Rokan Hulu regency, to determine the factors that hinder the implementation of the duties of village heads in rural community developmentin Rokan IV Koto subdistrict spectator Rokan Hulu regency.This study uses the resources of the constitution number 6 Year 2014 at the law there are three variables that include community empowerment, rural development, improving people’s welfare. the next factors that affect the implementation of the duties of village heads in rural community development in Roka IV Koto subdistrict spectator Rokan Hulu regency not maximal socialization of empowerment, not all activities involving the empowerment of rural institutions, lack of knowledge of village institutions, this research uses descriptive quantitative approach.The results of this study, according to sources of the constitution number 6 Year 2014 is the empowerment of rural communities, rural development, and improve community. this can be seen from three variables: the empowerment of rural communities less than optimal because the village head only make temporary activities, rural development produces less good, and improve the welfare of the community because the community still many who do not have their own garden. conclusions village chief task execution results in empowering communities in rural districts spectator Rokan IV Koto Rokan Hulu regency categorize less optimal and as for the factors that affect the implementation of the duties of villageheads in community empowerment includes not maximal socialization of empowerment, not all empowerment activities involving institutions village, and the lack of knowledge of village institutios.Keywors: Duties of villge heads and community empowerment

Abstract

Human resources is an important factor in the implementation of work. Good job performance is also the goal of every organization in the government and in the private sector. Human resources are the determining factor in an organization. Said to be a determining factor because the back and forth of an organization depends on its human resources. On the basis of this, it can be said the existence of human resources in an organization is an important factor. to overcome the workload problem that occurs of government kantor camat tampan town of Pekanbaru. the problem of this research is how the workload employee on the part of government kantor camat tampan town of Pekanbaru. the purpose of this study is to analyze  the workload employee on the part of government kantor camat tampan town of Pekanbaru and to analyze inhibiting factors employee on the part of government kantor camat tampan town of Pekanbaru. The theoretical concept used in this study is the analysis of workload by Suci R. Mar'ih Koesomowidjojo (2017) which starts from the conditions of work, the use of work time, targets that must be achieved. In this study researchers used qualitative descriptive research techniques. In this study researchers used observation, interview and documentation techniques. The results of this study concluded that employees worked on more than 42 weekly files for one employee.   Keywords: Workload Analysis, Human Resources

Abstract

Restaurants are increasingly growing in Pekanbaru City. The restaurant is a place to eat food and drinks provided with chargeable. The restaurant have adequate tax potential should be able to increase the local revenue from the tax sector ie restaurant tax. The occurrence of problems such as the number of dishonest restaurants reported taxes and the gap between the target and the realization, of course can not be separated from the supervision of the regional income agency in terms of tax revenue restaurant.The concept of the theory that researchers use is Management, Supervision, and Tax. This research type is qualitative research with descriptive method. Selection of informants of this study using the technique "purposive sampling", which this informant is predetermined and the determination of informants based on the consideration that the selected informant is the people who know and involved. Data collection techniques through interviews, documentation, and observation.The results of this study, Supervision of Restaurant Tax Collection by Pekanbaru City Revenue Board considered not maximal. By looking at the number of restaurants that violate the contents of the provisions of Regional Regulation No. 6 of 2011 on Restaurant Tax. Factors affecting the Supervision of Restaurant Tax Collection by Pekanbaru City Revenue Board are lack of human resources, inadequate infrastructure, lack of awareness of restaurant owner affecting the supervision of restaurant tax collection in Pekanbaru City.Keyword : Supervision, Tax, Restaurant

Abstract

Coaching is an effort, action and activity carried out in an efficient manner to obtain better result, While the (UPPKS) program is a program formed by the government aimed at women who participate in family planning with various stages of a prosperious family that is prioritized to those who are less able to meet the needs in their families.so that they are given coaching to carry out business through the formation groups until they are independent in entrepreneurship or meet the economic needs of their families.this study aims to find out how and factors that influence the  business program to increase the income of a prosperious family in lubuk sikaping subdistrict, pasaman regency.researches used a qualitative descriptive approach using a purposive sampling methods with data collection techniques using interview, observasion, and documentation.the theoretical concept used is the concept of coaching implementation according to santoso, namely the provision of guidance, provision of forums, education or training and field checking including influencing factors. The result of this study can be seen that the UPPKS group coaching is carried out by the population control and family planning (DPPKB) pasaman regency is not yet optimal, the factors that influence the implementation of this guidance are human resources , budget and business acces. Keywords: Coaching, UPPKS Program.

Abstract

This research is motivated by the lack of maximum service provided of Pucuk Rantau sub-district office of Kuantan Singingi Regency to the societyand also high quality of claim public services to the sub-district office. Although this claimis often do not match with the expectations. Empirically, public services still characterized by a complicated, slowly, expensive and tiring. There are many kinds of public service business in the Pucuk Rantau sub-district office is often reaped protests such as less effective and efficient of these services.The purpose of this research is to know the implementation of public service Pucuk Rantau sub-district office in Kuantan Singingi regency, besides that to know the factors inhibiting the implementation of public service at the sub-district office of Pucuk Rantau in Kuantan Singingi Regency. In this research the writers was use descriptive qualitative research methods, this research method aims to analyze and illustrated how the implementation of society services in the sub-district office of Pucuk Rantau in Kuantan Singingi regency. In this study the subject is the official and the society were conduct service activities while the object of study is the implementation of Pucuk Rantau office in providing services to the society. In this research there is a plan of thought as a reference in developing problems to the researchers, the space of service is based on the principle of good service proposed by Sinambela.The result of the study is found that public service in Pucuk Rantau Head Office still needs to be improved, both in terms of Human Resource and in terms of completeness of facilities and infrastructure in implementing public services, so that what people expect in Pucuk Rantau District will be realized. One of the issues that need to be paid attention in the Office of Pucuk Rantau head is the professionalism of employees to be more disciplined in carrying out duty as a service provider to the public.Keywords: Implementation, Service, Public
