Abstract

Umrah is a holy activity whose implementation aims to achieve His blessing. The implementation of Umrah worship has been regulated in the Regulation of the Minister of Religion (PMA) Number 8 of 2018 concerning the implementation of Umrah worship. The implementation of the Umrah pilgrimage has long been an important issue that has attracted a lot of public attention. This attention mainly revolves around the problem of implementation which is considered to be problematic at the national level. From public complaints regarding Umrah administration to fraud cases regarding Umrah organizing bureaus that make people ask how the Ministry of Religion supervises the organizing bureau. The method used in this research is qualitative, the data collection techniques used are interviews, observation and documentation. Sources of data used in this study include primary data and secondary data, the location of the study was conducted at the Ministry of Religion, Pekanbaru City. The research informants in this study were the Umrah Organization Section, Travel Parties and Umrah Participants. The theoretical concept used in this research is the theory of supervision according to Hasibuan which consists of standard setting, measuring the implementation of activities, comparing, taking corrective action. From the research results, that the supervision of the Umrah organizer in Pekanbaru City, the supervision of the Umrah organizer in Pekanbaru City is well but it’s still there factors that hinder the supervision of the Umrah organizer in Pekanbaru City are communication and the absence of a budget.Keyword : Supervision, organizer bureau

Abstract

Peoples Movement Maghrib Qur’an in Kampar regency in the last 3 years has not been effective. The availability of teaching staff and public participation in the Community Movement Maghrib Qur’an is one of the causes of the ineffectiveness of the implementation of the Regional Regulation No. 2 of 2013 on the Community Movement Maghrib Qur’an. Interest Regional Regulation No. 2 of 2013 on the Community Movement Maghrib enable Muslims learn the Qur’an and read the Qur’an at the time of maghrib and make the religious community and to get used to reading the Qur'an and had a strong religious character in Kampar regency. From the analysis it was concluded that the Regional Regulation No. 2 of 2013 which is concerning about the Qur’an categorized Maghrib Society Movement has not been successful. This is evident from not achieving the desired goals and objectives of Regulation No. 2 of 2013. As to enable Muslims to learn and read the Qur’an in maghrib time and make the religious community and to get used to reading the Qur’an and has a strong religious character in Kampar regency. Abstract

The purpose in this research was how the implementation of PERWAKO No.16 in 2009 and what factors that influenced those implementation.The theory conceptused by researcher was public policy and policy implementation. In addition, thisresearch used qualitative methodology with descriptively data study. In collecting thedata, the researcher used interview technique and observation, and by using keyinformant as the source of information.The result of this research showed thatimplementation of PERWAKO no. 16 in 2009 regarding arrangement and orientationof sharing telecommunication towers in Pekanbaru city has not completely workedyet, because based on the influencing factor, there still many owners or providers ofthe tower who develop the tower for their own provider needs, not considering theenvironment around the tower, and never involving the nearest society in the tower.Key words:ImplementationPolicy,PERWAKO, Telecommunication Tower

Abstract

Kampar regency has a high population with its main base in Bangkinang Kota. The large population of Kampar Regency is accompanied by the high number of four-wheeled vehicles and two wheels as a device to facilitate in carrying out daily activities. Personal vehicles require a temporary stop place with a certain period of time and left by the driver in the form of parking facilities. This is one of the potentials owned by the Bangkinang Kota from parking fees to support LOR (Local Own Revenue) managed by the Department of Transportation Kampar regency. The concept of theory used is the theory of Policy Implementation according to Van Meter and Van Horn in Agustino has (6) variables namely, objectives and targets of policies, resources, implementing characteristics, executor attitude, communication antaorganization and social / political / economic environment. Then for factors influencing policy implementation based on the findings or observations of authors at the scene. This research uses qualitative method with descriptive data assessment. The result of the research indicates that there are some obstacles in the implementation process of public roadside retribution policy in bangkinang kota such as insufficient human resources, public participation is not maximized, lack of firmness of parking coordinator in cracking down parking mistress. Then there are some obstacles found in the factors that influence the policy of public roadside retribution levies in the bangkinang kota such as supervision has not been maximized and socialization or banners of appeals that have not been effective.Keywords: Policy Implementation, Retribution, Public Roadside Parking

Abstract

Traditional drug registration is the registration procedure and evaluation of the drug to obtain marketing authorization. Circulation is any activity or series of activities distribution or delivery of drugs, both in the context of trade, not trade, or alienation. The purpose of drug registration is to protect the public from the drug that did not meet the requirements of efficacy, safety, quality and public health.BBPOM Pekanbaru found some illegal drug products sold in the market and are not registered that contain hazardous materials. After checking it turns out a lot of medicinal products sold without a marketing authorization and already violates the rules because it could not demonstrate that the requirements of the drug product is manufactured properly and meets applicable standards. Illegal traditional medicinal products do not have a marketing authorization and many do not have a business license the industry, in terms of the price of traditional medicine was the existence of illegal troubling because it will cause unhealthy competencies with legal herbs assured quality From the description above, the writer interested to examine this issue under the title " Traditional Medicines Registration Procedure by the Center for Food and Drug Administration (BBPOM) In the city of Pekanbaru".Keywords: Procedures, Registration, Traditional Medicine

Abstract

Universities that are often referred to as miniature countries, always give birth to human resources that are competent and integrity. Resources that have competency and ability are not the only thing created by the mechanism in the room, such as lectures. But it can often be generated through outdoor learning that trains and guides, thus giving rise to the self-development of the prospective scholars in the face of problems. With the implementation of pilmapres at the national level, every university is expected to identify and reward students who are excelling and boast continuously. Therefore, universities are expected to have policies that encourage the development of such activities. The problem of this research is what are the aspects of complications that affect students excel at the Faculty of Social and Political Sciences University of Riau. The purpose of this research is to analyze aspects of the complications that affect students excel at the Faculty of Social and Political Sciences University of Riau. The concept of theory used in this research is the theory of competence by Anies Baswedan, which consists of four aspects that are critical, creative, communicative and collaborative. This research uses qualitative descriptive research methods. In this research researchers use observation techniques and interviews.  The results of this research resulted in the conclusion that there is one aspect that has not been well implemented by the students of achievement, namely the collaborative aspect. Students achievers have not been able to optimally apply their achievements to both interest and creativity in the campus environment well. It was justified by the judges in the selection of outstanding students in 2017.

Abstract

Distribution of imported beverage products that are not in accordance with the applicable provisions is still a problem for the people of Pekanbaru. It can be seen from the number of imported beverage distributors that do not get controlling from BBPOM and DISPERINDAG Pekanbaru, there are still many circulating imported beverage products that do not have distribution license, expiry and packaging of dent, there are still many business perpetrators who committed violation and lack of knowledge about the society Imported beverage products that meet the requirements in accordance with the prevailing provisions that are guaranteed to be safe and fit for consumption. This research was conducted to know the controlling conducted by BBPOM and DISPERINDAG on the circulation of imported beverage products in Pekanbaru. By looking at the controlling of BBPOM and DISPERINDAG Pekanbaru to the distribution of imported beverage products in Pekanbaru. The research was conducted using qualitative method with descriptive research type. This research uses Manullang's supervisory theory by setting standards, conducting assessment actions and performing corrective actions. In this research, the techniques are observation, interview and documentation using qualitative descriptive analysis technique. The results of this study indicate that controlling of the circulation of imported beverage products by BBPOM and DISPERINDAG in Pekanbaru is still not running well due to the lack of guidance to business actors and the community, unresolved legal sanctions, still minimal number of employees and number of operational vehicles, Public participation in controlling of the circulation of imported beverage products in Pekanbaru. Therefore, in an effort to optimize the controlling of the circulation of imported beverage products, it is necessary to improve the guidance to businesses and communities, to give strict legal sanctions, and to increase the number of employees and operational vehicles BBPON and DISPERINDAG Pekanbaru.Keywords: control, Distribution Facility, BBPOM and DISPERINDAG

Abstract

Transportation is one tool that is needed in human life, one of them is a motorcycle. The increasing use of motorcycles has an impact on the use of highways that are also increasing. Whereas the area of Kampar district is large enough to cause congestion and traffic density problems are growing that causing traffic violations by the society, especially for students. To overcome traffic problems the Police introduce a Program that known as Safety Riding Program (safety driving). This research used type qualitative method with descriptive data assessment. In collecting data, researcher use purposive sampling method as source of information and data analysis with triangulation technique. The results showed that the implementation of safety riding program for the students by Kampar Country Police in the implementation has been running smoothly, while in terms of resources are insufficient, including from human resources that still classified less.and from physical resources ie tools used in the implementation the safety riding program is still inadequate and lack of informationdelivery. Then executive officers whom still lack as obstacles in the implementation of safety riding program should be overcome by adding staff or executive staff. Abstract

The purpose of this study was to find out and analyze the application of learning organizations in Sago Village and find out the factors that support the implementation of learning organizations in Sago Village. This study is a type of descriptive qualitative research with a case study approach using a theory from Peter M. Senge. Data extraction techniques used were interviews with 8 key informants and 5 supporting informants in Sago Village. Data collection was also collected by good document study techniques and observations. Organizational learning is measured from the same three levels, namely individuals, groups and organizations. Senge proposed 5 disciplines to find out the application of learning organizations in an organization, personal mastery, mental models, shared vision, team learning and systems thinking. The results of the research show that the five disciplines put forward by Senge have been applied quite well in Sago Village. The implementation of learning organizations in Sago Village is supported by leadership and collaboration between employees. There are several obstacles in implementing learning organizations such as the lack of tools for employees to study and time that does not remain an obstacle for employees and people who have different activities. Abstract

Development activities and the rapid advancement of technology have a negative impact on the environment which results in a decrease in quality or environmental degradation. With environmental problems that are increasingly increasing and diverse, it is necessary to have environmental education that is able to change the mindset, attitudes and behaviors that care for the environment. This study discusses the Application of Organizational Culture through the Adiwiyata Program in As-Shofa Islamic Primary School in Pekanbaru City. The purpose of this study is how the application of organizational culture and factors that support the application of organizational culture in As-Shofa Islamic Primary School, Pekanbaru City. This study uses a qualitative method. This research uses Robbins's theory with indicators of individual initiative, integration, management support, supervision and reward systems. The results showed that organizational culture was well implemented in the As-Shofa Islamic Elementary School in Pekanbaru through the adiwiyata program, but there was still a need for an increase in adiwiyata activities at As-Shofa Islamic Primary School in order to win an independent adiwiyata award. Keywords: Adiwiyata Program, Organizational Culture
