Abstract

Penelitian ini bertujan untuk mengetahui pengaruhfaktor kateristik individu dan lingkungan kerja terhadap kinerja pegawai di Kantor KecamatanPekanbaru Kota Provinsi Riau. Variabel yang digunakan adalah variabel karakteristik individu danlingkungan kerja sebagai variabel independen dan variable kinerja pegawai sebagai variabeldependen. Metode analisis yang digunakan dalam penelitian ini adalah metode analisis statistikdeskriptif dan analisis regressi berganda. Penelitian ini menggunakan metode survei, pengambilansampel dilakukan dengan teknik penentuan sampel sensus dimana semua anggota populasi yaitusebanyak 25 pegawai dijadikan sebagai sampel. Sebelum uji hipothesis, data primer hasil kuesionerdiuji terlebih dahulu validitas dan realibilitasnya dengan menggunakan program SPSS versi 17.0.Hasil penelitian dengan uji t, secara parsial menunjukkan bahwa faktor program karakteritik individutidak berpengaruh signifikan terhadap kinerja pegawai, sementara faktor lingkungan kerjaberpengaruh secara signifikan terhadap kinerja. Akan tetapi hasil uji F, variabel individu dalingkungan kerja berpengaruh secara bersama-sama terhadap variabel kinerja. Nilai KoefisienDeterminan (Adusted R 2 ) sebesar 0,829 menunjukkan bahwa 82,9 persen variasi dari faktorkinerja dapat dijelaskan oleh variabel individu dan lingkungan kerja dan sisanya 27,1 persendijelaskan oleh faktor-faktor lain di luar model penelitian ini.Kata Kunci: program standar, penilaian, perbaikan, pelayanan, kinerja

Abstract

Through Community Empowerment Program Allocation. The purpose of thisstudy is to investigate and analyze the factors that influence the empowerment of rural communitiesthrough village fund allocation (ADD) in District Central Kuantan Kuantan District Singingi. Thisresearch was conducted in the Central District of Kuantan Kuantan District Singingi, where theinformant is research officer involved in the ADD program, community leaders and prominentscholars who know the ADD program. Data collected by interview and observation techniques,after the data was collected and then analyzed using qualitative descriptive analysis. The resultsshow the effectiveness of community empowerment through ADD program in District CentralKuantan Kuantan District Singingi still not running smoothly or less effective, while the dominantfactor influencing factor is fear.

Abstract

  The Quality of Public Services for Persons Disabilities. Figures persons with disabilitiesin the province of Riau and Pekanbaru always increase every year (BPS , 2012; Dinas Sosial Riau,2015) . This study aimed to analyze the quality of public services for persons with disabilities inPekanbaru. This research is a qualitative descriptive study. Data were collected by interview andobservation, then analyzed using the technique of interactive analysis. The results showed thatpublic service delivery in the city of Pekanbaru is still not qualified on aspects of accessibility ,competence , and security. Aspects of responsiveness and courtesy has worked well, especiallyin the service organized by formal institutions such as banking, healthcare, and education . Thelack of commitment and cross-sectoral coordination cause accessibility and security aspects inorder to accomodate the unmet needs of persons with disabilities in the city of Pekanbaru.

Abstract

This paper analyzes peatland management policies in Indonesia in general. Contradictions in the regulations and their application will also be an integral part of this discussion. From this contradiction, it is hoped that some general conditions can be understood that are important to underline when looking at the legality of peatland management. The structure of this discussion will begin with an introduction to several regulations related to peat in Indonesia. The research method used is qualitative with a descriptive approach. The analysis used is policy analysis from a legal perspective. The results of the study indicate that peatland management policies have not achieved the desired goals and objectives in their efforts to protect them from damage and extinction. Peatland management has not been followed by changes in the behavior of the community and other stakeholders to preserve biodiversity and implement sustainable development. This is presumably because there are still differences in vision, interests, and perceptions among stakeholders regarding the existence of the peatlands.

Abstract

Thepurpose of this study is to analyze and explain the mechanism of the implementation of the PNPMMandiri in Sub Base Sub Base East Kerinci Kerinci Pelalawan. The research relies on interviewswith informants between researchers deliberately researchers determine in accordance with theneeds of the required information. Later observations for viewing and analyzing events in thefield. The results indicate the implementation of poverty reduction through PNPM Mandiri in SubBase East Kerinci less successful overall. This happens because of a lack of capability in managingand implementing activities posted coached the poor through its resources.

Abstract

Rentannya lahan gambut terhadap kondisi lingkungan sekitarnya membutuhkan perhatian yang serius untuk menjaga kelestariannya. Diantara upaya pelestarian lahan gambut yang sedang digalakan saat ini berupa pengembangan hutan gambut menjadi Arboretum Gambut. Untuk kawasan Pulau Sumatera, Program Arboretum Gambut di Kecamatan Bukit Batu, Jabupaten Bengkalis, Provinsi Riau merupakan pertama dan satu-satunya yang ada. Hanya saja pengelolaan Arboretum Gambut ini belum dikelola dengan manajemen modern. Kegiatan pengabdian ini bertujuan untuk meningkatkan kapasitas pengelola Arboretum Gambut berbasis education for sustainable development (ESD). Metode pelaksanaan yang digunakan adalah pendekatan partisipatif dan penyuluhan dengan metode ceramah yang ditujukan kepada pengelola. Indikator keberhasilan kegiatan dilihat dari tingkat meningkatnya kapasitas pemimpin, meningkatnya rasa kepemilikan, dan meningkatnya kemampuan pengelolaan program setelah kegiatan dilakukan. Hasil kegiatan menunjukkan adanya peningkatan kemampuan manajerial pengelola dalam menyusun rencana kegiatan, termasuk ajang promosi produk kreatif berbasis tanaman gambut, serta mampu membangun kerjasama dengan perusahaan swasta nasional. Secara ekonomi keberadaan Arboretum Gambut telah memberikan pemasukan tersendiri bagi pengelola dari hasil penjualan tiket, makanan, maupun tanaman-tanaman hasil budidaya yang bisa dibawa pulang oleh pengunjung.

Abstract

Thought intellectual works produced by humans that require the sacrifice of energy, time, and cost in its creation. The existence of this sacrifice makes the work produced has economic value because of the benefits it enjoys. Based on this concept, it encourages the need for an appreciation for the work in the form of legal protection for Protection of Intellectual Property Rights (IPR). This paper aims to analyze the Legal Protection of IPR and Its Urgency for the Business World. This research uses a legal policy approach, namely an approach that is carried out by observing the laws and regulations related to the policy issues under study. The results of the research show that Intellectual Property Rights products are works born of creativity, initiative, and creative power, as well as high and creative intellectual abilities/the work of the brain, meaning and reasoning from the inventors, creators and designers. The results of intellectual creativity with such a deep process as mentioned above have a very high economic value. The results of these works are essentially the personal wealth of those who invented, created or designed.

Abstract

Public Services at PT. Pegadaian Ujung Batu Branch Service Unit (BSU) in Rokan Hulu Regency experienced several problems related to services provided to the community, this can be seen from the problems found, namely, that there are still many administrative officers serving customers not in accordance with Standard Operating Procedures (SOP). This study aims to find out how public services at PT. Pegadaian Ujungpatu Branch Service Unit (BSU) Rokan Hulu Regency. This study uses the concept of Sinambela (2006), which explains that there are 4 theories of public service namely Transparency, Accountability, Conditional, and Participatory. The author uses qualitative research methods by analyzing data descriptively. In collecting research data using interview, observation, and documentation techniques. The results showed that public services at PT. Pegadaian Ujung Batu Branch Service Unit in Rokan Hulu Regency were quite optimal, but there were still problems found, namely the completion time was not in accordance with the SOP, facilities and infrastructure were inadequate, and information get the community will be comfortable in choosing a pawnshop as an alternative funding costs and activities organized by the Pawnshop. Therefore, transparency is expected in the clarity of time in serving people who want to use pawnshops so that the enthusiasm of the community is increasingly increasing to use pawnshops as an alternative funding.Keywords: Service, Public Administration, Standard Operating Procedures.

Abstract

The immigration office is one of the technical executive units of immigration. The immigrations office has some areas in the organizational structure. In this study , the author focuses more on surveillance sections and immigration forms that deal directly with foreigners. The suerveillance activities being done by the second class immigration office Tanjung Balai Karimun containing administrative and field surveillance. The goal of this study is to find out the surveillance of a foreign citizen by second class immigration office Tanjung Balai Karimun, and to find out what factors affect the control of foreign nationals second class immigration office Tanjung Balai Karimun. The concept of a theoryused by Manullang, on a surveillance indicator referring to the three dimensions of surveillance, first establish the standards, conduct judgment actions, conduct repair actions. In this study a descriptive method with a qualitative approach .in data collection, researchers use interview techniques , observation and documentation using models Miles and Huberman . this research shows that the surveillance of a foreign citizen done by the second class immigration office Tanjung Balai Karimun are not properly and less effective because it is not done evenly and with a factor influencing the surveillance of foreign contriesare human resources, tools and infrastructure, community participation, and geography.Keyword : Management, Surveillance, Immigration Office

Abstract

Zakat is a certain amount of property that is required of Allah SWT, submitted to the people who are entitled. Socio-economically, zakat is expected to help and improve the socio-economic level of its acceptance (mustahik). The form of zakat aid that helps to improve the recipient's economy is productive zakat. Zakat productive is a potential source of funds that can be utilized to advance the welfare of society. In its utilization, zakat is managed to produce something continuously. Sungai Apit Subdistrict Siak Regency is an area that has implemented Zakat poduktif system, but in pity there are still some people who are unable to develop business funds provided by the Unit of Zakat Collection of Sungai Apit District. Therefore it is necessary to see the implementation of productive zakat management in Sungai Apit District Siak District.The reference of productive productive zakat used in this study is the regional regulation number 6 of 2013 on the management of zakat in Siak Regency. Particularly article 24 is to look at the procedure of productive zakat management. This research uses qualitative descriptive method with triangulation technique, data collection with observation, interview and documentation.The result of the research is the implementation of productive zakat management in Sungai Apit Subdistrict Siak Regency is still not optimal because there are still obstacles in the field, therefore it is necessary to see the procedure of utilizing the result of zakat collection for productive business such as: conducting feasibility study, determining the type of productive business, guidance and counseling, monitoring, controlling and supervising, evaluating and reporting. In order for the implementation of productive zakat management can run optimally so that the community who receive the productive zakat assistance can improve the level of the family economy.Keywords: Mustahik, Zakat Productive, Policy Implementation
