Abstract

Zakat is a certain amount of property that is required of Allah SWT, submitted to the people who are entitled. Socio-economically, zakat is expected to help and improve the socio-economic level of its acceptance (mustahik). The form of zakat aid that helps to improve the recipient's economy is productive zakat. Zakat productive is a potential source of funds that can be utilized to advance the welfare of society. In its utilization, zakat is managed to produce something continuously. Sungai Apit Subdistrict Siak Regency is an area that has implemented Zakat poduktif system, but in pity there are still some people who are unable to develop business funds provided by the Unit of Zakat Collection of Sungai Apit District. Therefore it is necessary to see the implementation of productive zakat management in Sungai Apit District Siak District.The reference of productive productive zakat used in this study is the regional regulation number 6 of 2013 on the management of zakat in Siak Regency. Particularly article 24 is to look at the procedure of productive zakat management. This research uses qualitative descriptive method with triangulation technique, data collection with observation, interview and documentation.The result of the research is the implementation of productive zakat management in Sungai Apit Subdistrict Siak Regency is still not optimal because there are still obstacles in the field, therefore it is necessary to see the procedure of utilizing the result of zakat collection for productive business such as: conducting feasibility study, determining the type of productive business, guidance and counseling, monitoring, controlling and supervising, evaluating and reporting. In order for the implementation of productive zakat management can run optimally so that the community who receive the productive zakat assistance can improve the level of the family economy.Keywords: Mustahik, Zakat Productive, Policy Implementation

Abstract

Alam Syahuri, Nim: 1201135119. Implementation Regulation No. 1 Year 2012 on Smoking Area In Bukittinggi. (Study on Public Transportation). Guided by Zulkarnaini,S.Sos,.M.SINo Smoking Area establishment on Public Transportation was an act as protection for the people to the risk of healt problems for effect smoking act absorbed that purposely or involuntary. No smoking area has to be implemented at health facility, school, playground, worship pleace, office, and other public places. In fact,the offenders of on smoking area was not yet gave strict punishment, bad suggestion and lead to offender. This could be seen on many chauffeur and passenger to smoking area on public transportation.The porpose of this research was to analize implementation Non Smoking Area in Bukittinggi city and to know the influenced factor.This research using Van Meter Van Horn theory.The result of this research shows that implementation non smoking area in bukittiggi city (Study on Public Transportation) not totality implemented yet eventhough it already has clear standars, goals, and objectives. Human resource the monitoring of non smoking area team is clear. Coordination and communication between government agency running well and the execution of task fit in with the regulation. Factors that become an obstade in the implementation is less by action smoking area supervisory team and civil service police uni.Keyword : implementation cigarette, No Smoking Area

Abstract

Implementation of the Smart Electricity Program (Prepaid) at PT. PLN (Persero) Rayon Panam Pekanbaru City has been done since year 2011. In this implementation still there any problems from public, in which costs are burdensome pieces administration of public and policy of the new tide in the compulsory use meter smart electricity (prepaid), and other problems that influence the effectiveness implementation of program. This study aims to determine the effectiveness of implementation of the Smart Electricity Program (Prepaid) and the factors that influence the of the Smart Electricity Program (Prepaid) at PT. PLN (Persero) Rayon Panam Pekanbaru City.Theory used in this study was the effectiveness of the theory put formard by Steers, indicator of effectiveness theory consist of exploiting of resource, satisfaction of job, ability in exploiting, ability live with, and work productivity. This study uses qualitative research methods to study descriptive data. In data collection, researchers using observation, interviews, documentation.Based on the result of the research through interviews and observations, it is known that the of the Smart Electricity Program (Prepaid) at PT. PLN (Persero) Rayon Panam Pekanbaru City is still considered less effective. This means that there are still shortcomings in the implementation of the Smart Electricity Program (Prepaid), in which the factors that affect the effectiveness of implementation of this program are: lack of socialization to public and the community’s ability to adapt in the implementation of the Smart Electricity Program (Prepaid).Keywords: Effectiveness, Smart Electricity Program (Prepaid), Implementation

Abstract

Implementation of public services through the Mobile Elektonik (SIMOLEK) system at the One Stop Service Integrated Service Office (DPMPTSP) Pekanbaru City is implemented to improve the quality of public services (licensing and non-licensing services) by providing the simplification of the system and improving access to services so it is expected to encourage community / business actors to manage licensing according to specification and requirement as legality in conducting business activities.In this research, the concept of the theory used refers to the theory of public service proposed by Dwiyanto (2006) suggests four criteria that can be used to assess the bureaucracy (organization) in providing excellent public services, namely public accountability, responsiveness, service orientation, and efficiency service. This research uses qualitative approach with descriptive method in describing the research result. Data collection techniques include interviews, observation and documentation studies.The results of the research show the implementation of public service through the Mobile Elektonik (SIMOLEK) system at the One Stop Service Integrated Service Office (DPMPTSP) Pekanbaru City, the giver and service system has been running well proven by the transparency of service, openness in the availability of information related to licensing services and non permissions needed by the community and accessible to facilitate the community in terms of business licensing online. However, the output (result) in pushing the target group (users of the service) has not been running optimally, the users of the services using SIMOLEK, dated January 5, 2018 there are 105 users who perform the installation of electronic mobile devices, while issuing licenses as legality of business activities (target group) reaching 3,500-4,000 every year. The low service users use SIMOLEK due to the low socialization directly to the target group (business actors) related to electronic mobile services (SIMOLEK) that impact the ignorance and doubt the community / service users to the service.Key Words: Public Service, Public Accountability, Responsiveness, Service Orientation, Service Efficiency.

Abstract

This study aims to explain how the Management of State Property at the Faculty of Social and Political Sciences, University of Riau. Based on the phenomenon found in the field, there are some obstacles in the management of the State Property, such as the goods are not found as evidence of damage or badly damaged assets, mobile assets that move from its place like A building seats move to building B causing incompatibility of recorded inventory data , A complicated and time-consuming procedure for removing State Property.In this study the authors use the theory (Siregar 2004 : 518-520) regarding asset management ie Asset Inventory, Legal Audit, Asset Rating, Asset Optimization, Supervision and Control. As a reference in the management of State Property at the Faculty of Social and Political Sciences, University of Riau.Based on these aspects the authors hold that the State Property Management in the Faculty of Social and Political Sciences of the University of Riau has performed its duties based on Standard Operating Procedures (SOP) that exist. Abstract

This study aims to analyze the performance of Civil Service Police Unit (Satpol PP) in the control of street vendors in the city of Pekanbaru and to analyze the factors that hinder the performance of the Civil Service Police Unit under the control of street vendors in the city of Pekanbaru. The method used in this study is a qualitative research method. Sources of data taken from several people related to the research include: municipal police officer, Head of the Control of Civil Service Police Unit, street vendors and Society. Data collection techniques using the technique of interview, observation, and documentation while the data analysis techniques used in this research is qualitative descriptive analysis.Based on the survey results revealed that the implementation of performance Civil Service Police Unit in controlling street vendors in the city of Pekanbaru is still not optimal, it can be seen from the productivity achieved, the responsiveness of officers in the field to the solutions given to street vendors, as well as accountability or responsibility to solve the problem of street vendors Pekanbaru. While the factors that hinder the performance of the Civil Service Police Unit in Control of street vendors in the city of Pekanbaru, namely: 1. HR competency factors, is expected to the municipal police to increase the number of Civil Service Police Unit personnel in anticipation of the violations committed by violators of order and the quality is still very less so, 2. Factors limitations of infrastructure, the availability of infrastructure and budgetary Civil Service Police Unit were not enough and still very inadequate to carry out enforcement activities continuously and consistently, 3. Factors attendant attitude, the attitude of the civil service police unit officers yet can make the public can receive the information submitted. Ability to convey an appeal that is still lacking. The attitude of the officers also were still not mastered how to be a good way to the street vendors.Keywords: Performance Civil Service Police Unit

Abstract

Non-metallic and rock mineral taxes is tax on activities taking mineral not metal and rock, good from source natural in in and / or surface earth for utilized. In Batang Gansal sub-district, there are still some mining management companies that do not have IUP and have not achieved the target of non-metal mineral and rock tax revenue. So that affect the Original Regional Income (PAD). Therefore the Government of Indragiri Hulu District issued Regulation No. 62 of 2011 Regarding the Directive of Non-Metallic Mineral and Metal Tax Executor. The objective of this Regulation is to reduce the existence of illegal and unlicensed mining entrepreneurs, as well as guidelines for acts used by the apparatus in registration, calculation, collection, collection and control of mining companies operating in Indragiri Hulu District. This study aims to determine the Implementation of Non-Metallic Mineral and Stone Taxes in the District of Batang Gansal Indragiri Hulu Regency. In the theory of implementation model by Van Meter dan Van Horn, there are six influential variables in the implementation, namely: Standards and targets of policies, resources, inter-organizational relation, characteristics of implementing agents, socio-political and economic conditions, disposition of implementors.The research method used in this research is qualitative. With technique that is done by purposive sampling , to informant in this research. In this writing, the informants are Head of Regional Income Board of Indragiri Hulu Regency, Secretary of Regional Income Agency, Head of Registration, Data Collection, Calculation, and Mining. Then analyze the data and manage.Based on research and discussion that researchers do in the field, it was found that the implementation of non-metallic mineral and rock tax policy in Batang Gansal District Indragiri Hulu Regency has not been implemented maximally. Abstract

The Kuantan Singingi Islamic University Building is an asset owned by the Kuantan Singingi Regency Government which is currently an idle or unused asset. The purpose of this study is to find out how the asset utilization strategy by the Regional Financial and Asset Management Agency (BPKAD) Kuantan Singingi (case study of the Kuantan Singingi Islamic University Building) and find out what are the inhibiting faktors.. This research uses qualitative research, the data required both primary and secondary are obtained through observation, interviews and documentation. The results showed that based on the analysis of the potentials owned, these assets have a great opportunity to be utilized. However, there are several faktors that hinder its implementation, including: differences in the concept of utilization between the government and the university, the absence of other alternative uses and the absence of other organizations in preparing utilization programs.Keyword: Asset Utilization, Asset Management, Analysis and Asset Utilization Plan, Strategy Asset Utilization.

Abstract

In an affort to curb the place of entertainment, the government of Pekanbaru City make local regulation Number 03 of 2002 about general entertaintment, one of which is Video Game/Playstation. This regulation aims to curb the Video Game/Playstation so that in the implementation of this business operations do not make a disadvantage, a danger, and disturbance to the society especially surrounding environment. Based on the experience of research in field, most place of Video Game/Playstation do not comply with local regulation that made by government of Pekanbaru City. The purpose of this study is to know how the surveillance of Video Game/Playstation by Civil Service Police Unit of Pekanbaru and to know the obstacle factors that affect surveillance Video Game/Playstation in Pekanbaru City.This study conducted in Sail District Pekanbaru City with using qualitative descriptive method, data was collected through observation and interviews. This research done by using theory of Manullang, which set the stanrdards, make an assesment and take the corrective action.The result of this study conclution, supervision by Civil Service Police Unit of Pekanbaru still not implemented effectively, this proven by the fact that most of Video Game/Playstation in Sail District still not comply the rules that made by government of Pekanbaru City. This happened because of the supervision proccess do not make maximum effort in implementation to rules, Socialization and the sanction.Keyword: Supervision, Operational Hours, Playstation

Abstract

Today the development of television throughout Indonesia very rapidly, causing the creativity and competition among broadcasters higher. So the quality of the broadcast program a barometer of success make a profit. Due to the increasing levels of competition between broadcasters, then the potential for broadcasters to bring up the broadcast program that is incompatible with thee values professed and believed by the public. It can be seen from the spectacle that does not educate and impact of the broadcast to the public, especially in the province of Riau. This study was conducted to determine Television Broadcast Program based on Standard Broadcasting Program conducted by KPID Riau. The research was conducted using qualitative methods, with descriptive research. This research use Handoko Theory with Determination Standards, Determination of Implementation Activities Measurement, Benchmarking Implementation of Standards and analysis of irregularities, taking corrective action. The method used in this research is the method of observation, interviews and documentation by using descriptive and qualitative analysis techniques. Things that have been found in this research is first, the supervision by the Indonesian Broadcasting Commission of Riau is quite optimal. Second, the television broadcasters are still many who are not guided by the Standard of the broadcast program. Third, there is still a lack of socialization to standards and media literacy programs broadcast by KPID Riu. Fourth, there is still a lack of public understanding of the broadcast was good to watch and not good.Keywords : Control, Television Broadcast Program, Standard Broadcasting Program
