Indonesian government step in achieving educational equity issues, namely the decree No. 70 of 2014 on compulsory education to 12 years and fund regional Bos, 2015. One of the problems facing the district Indragiri Hulu in the field of education that is not maximal implementation of compulsory education to 12 years. Therefore the Government of Indragiri Hulu district is required to pay attention to school-age children to attend compulsory education to 12 years. The main problems that often arise in the success of compulsory education to 12 years is how the government can ensure that children who have graduated from elementary school continuing education to junior high school and children who have graduated from high school to continue their education to the high school level, facilitating school to children ages schools get a decent education, providing infrastructures as supporting teaching and learning activities in schools. This study aims to identify and analyze the implementation of compulsory education to 12 years and examine the factors that affect the implementation of compulsory education to 12 years in Indragiri Hulu.The concept of the theory that researchers use on is public policy, program and policy implementation according to Edward who said that there are four variables that need to be considered in the implementation of the program, namely: 1. Communication, 2. Resources, 3. Disposition, 4. Bureaucratic Structure.The results showed that the implementation of the program's 12-year compulsory education has not run optimally. It diketahun of resources is not adequate: there is a lack of human resources, financial resources are still inadequate, namely the budget obtained by the Department of Education to implement the program is not sufficient in number, socio-economic condition of society that can not afford that still many parents who economically disadvantaged. This resulted in 12-year compulsory education program is not running optimally in Indragiri Hulu.Keyword: implementation, program, compulsory 12 years

The effectiveness of teaching and learning as well as the state is right on target in implementing the learning process, so that the goal can be achieved by either. Issues raised is how the effectiveness of teaching and learning implementation strategy at SMA N 3 Pekanbaru. This research aims to determine the effectiveness of teaching and learning implementation strategy at SMA N 3 Pekanbaru. This is adescriptive qualitative study which gives a clear and detailed illustration based on the facts was found in the observation.Theory used in this study Organizational Effectiveness from Gibson in Tangkilisan (2005). interpretes the factors that affect one is the effectiveness of a teaching and learning implementation strategy at SMA N 3 Pekanbaru. Collecting data use observation and interview technique. Technique analysis is descriptive qualitative.After research had been done we found that that the implementation of the teaching is done in SMA N 3 Pekanbaru has been accomplished back in post-disaster and running poorly due to factors that affect the implementation of teaching and learning in SMA N 3 Pekanbaru, this is the availability of budget and availability of facilities are minimal and hinder the implementation of learning teach.Keyword: effectiveness, effectiveness of the strategy, the implementation of teaching and learning

The peatland restoration strategy is an effort made by the government to accelerate the recovery and restoration of the hydrological function of damaged peat. This is in accordance with Presidential Regulation No. 1 of 2016 concerning the Peatland Restoration Agency. In order to ensure the smooth implementation of the duties and functions of the Peatland Restoration Agency in the Riau Province, the Riau Province Regional Peat Restoration Team was formed, considering that Riau Province is one of the provinces that has become a priority for peatland restoration. Efforts have been made to restore peatlands through the 3R program, namely rewetting, revegetation and revitalization. With this program, it is hoped that it will be able to prevent and reduce the level of forest and peatland fires in Riau Province. The purpose of this study was to determine how the implementation of the peatland restoration strategy by the Regional Peatland Restoration Team in Riau Province and to find out the factors that hamper the implementation of the peatland restoration strategy by the Regional Peatland Restoration Team in Riau Province. This research uses purposive sampling technique with the type of qualitative research. using a descriptive approach and the required data both primary and secondary data obtained through observation, interviews, and documentation then analyzed based on research problems. The results of this study indicate that: first, the implementation of the peatland restoration strategy by the Regional Peat Restoration Team in Riau Province is still not optimal. Second, the inhibiting factor in implementing the strategy of the Riau Province Regional Peat Restoration Team in restoring peatlands is the lack of coordination and human resources. Education staff is one of the most important elements in improving the quality of education educators are community members who are devoted and appointed to support the implementation of education, which includes the management of educational units, researchers, civil servants, supervisors, researchers, developers, librarians, laboratory staff and technical technicians. learn. One of the problems that often occurs in the recruitment of educators is the problem of implementing inadequate teaching staff so that there is often irregular acceptance because a lot of work is done in a non-serious manner. Which is the focus of the research on the implementation of teaching staff who are received by the headmaster who does not do as in the acceptance. The Pelalawan district education office has not been maximal in carrying out teaching staff acceptance.This can be seen from the roles of the school principal in carrying out the report after the receipt for the procedure is regulated by the education office but the implementation is carried out by the principal so that many of the teachers in SD Teluk Meranti still have high school diplomas while in law Law No. 74 of 2005 all teaching staff must be S1. The results of the research on teacher recruitment policies in improving the quality of education in SD Meranti sub-district are: (first) the process of receiving teachers in improving the quality of education at Meranti Bay, (second) through the planning of new teacher admissions conducted systematically, organizing by placing appropriate and competent people, standardized structured implementation and supervision carried out during the teacher acceptance process conducted with the aim of improving the quality of education in SD Teluk Meranti (third) the committee always coordinate with all personnel to always emphasize the importance of quality reception so that education at SD Teluk Meranti is increasing. This research was motivated by there are problems associated with the green line. One of them is the trees are planted on the pedestrian and the path of the median along the corridor of Sudirman Street serve as a place for the installation of board interest in the green belt, banners, pamphlets by way of nailing, tied with ropes and wires to meet of particular interest. Though it is set in Pekanbaru City Regional Regulation No. 5 of 2002 on Public Order article 5 explained that banned drying, attach, attach or hang objects on the road, the green line parks and public places, except the places that have been allowed by the mayor or the appointed official.Society must rely heavily on the performance of the Department of Cleanliness and Landscaping in Pekanbaru city because it is a government agency responsible for managing the green line are required to have maintenance management and performance optimized so that the green line in the city of Pekanbaru especially in the Sudirman Street maintained and its functions keep running.The purpose of this research is to know how the green line maintenance management Sudirman Street by the Department of Cleanliness And Landscaping In Pekanbaru City and determine the factors that influence the management of the maintenance. The theory used in this research is the Management Theory of G.R. Terry. As G.R. Terry explained that there are four aspects that must be taken to ensure that the management runs smoothly and achieved satisfactory results which consists of planning, organizing, implementation and monitoring.The method used to analyze is a descriptive qualitative data collection technique is by observation and interviews.Based on the research found that green line maintenance management is not working effectively, the planning process that takes time and the stage long enough for most of the plan ends with a discourse just like the manufacturing vertical garden for the pedestrian, making the park under the flyover and the process of carrying out the maintenance of the green line relating with others stillmisunderstanding, especially in solving the problem banners. Maintenance management green line of Sudirman street still hampered by two factors: not maximal innovations made by the Department of Cleanliness and Landscaping in creating a system or form of the green line that is new and the lack of participation of the society so that the planning done by the Department of Cleanliness and Landscaping has not reached the maximum results or unsatisfactory.Keywords: Management, Department of Cleanliness and Landscaping, the Green Line

Implementation of Establishment of Village Owned Enterprises in improving community economy in sub-district of Kampar Kara Kampar upstream Kampar district is an effort to see whether the development of bumdesa implemented in accordance with the purpose of the establishment of the bumdesa. Establishment of a Village Owned Enterprise Tanjung is intended to establish business entities engaged in areas compatible with village authorities, able to provide services to the community, mobilize the village economy and contribute to village income. Until now, BUMDesa shoot hope is difficult to develop because the existing funds are not well managed due to lack of human resources management, members of BUMDesa do not know how to manage funds properly and lack of computer control due to lack of coaching to members.The theory used based on Village Regulation number 02 of 2016 on the Implementation of Establishment of BUMDesa. The research method used is descriptive qualitative. Informants in this study are village officials and administrators BUMDesa Tunas Harapan and community totaling as many as 6 people. Sampling technique using purposive sampling with certain consideration. The result of research that the implementation of the establishment of the Village Owned Enterprises in improving the economy of the people in the village of Tanjung Kampar Kampar hill sub-district is not fully implemented because in the implementation there are still shortcomings This is caused by several factors such as the management of unfavorable business units, village and the lack of cooperation with other institutions. Factors that influence the community participation is still lacking, because the community has not felt the benefits of BUMDesa, human resources (HR) that still lack the ability and expertise in managing BUMDesa in accordance with its function and lack of coordination between the Village side with the management of BUMDesa. In addition, it is necessary to procure training and development of human resources (HR) BUMDesa management to increase the ability, skill and adequate insight in running the planned business.Keywords : Implementation, BUMDesa, Community Economy

The concept of the theory used is communication, resources, disposition and bureaucracy structure. Researcher used the theory George C.Edwards III. Researcher from is provided by way of qualitative research was conducted. Collecting data used the technique of observation, interviews and documentation. Informants chosen using a technique purpose of sampling the sample decided not randomly. The results of this research program has been done our best but in the implementation stage did not go entirely according to plan there is still going on a problem associated with factors obstacles in the field on a time of inaccurate, labor implementation and inaccurate development goals. The purpose of this study was to determine pollution control, factors that inhibit pollution control in Sungai Tohor Village, Kepulauan Meranti Regency. The theoretical concept used is the control theory from Amirullah Harris Budiyono with performance measurement indicators, comparing achievements with standards, taking corrective actions. This study uses a qualitative method that is descriptive in nature, informational selection using snowball sampling. Techniques for collecting data through interviews, observation, and documentation. The results of this study indicate that the control carried out by the Department of Environment of the Meranti Islands Regency has not been effective, this shows that there has not been a change in river water quality towards a better one, and there is still a lot of pollution due to the disposal of sago waste along the Tohor River. Learning organization is an organization that with all its strengths, together and continuously transforms itself to be better able to collect, manage and use knowledge for the success of the company or organization. The Finance and Development Supervisory Agency (BPKP) of the Riau Province Representative is one of the pioneers of the government in the field of supervision that continues to improve its quality. Increased employee competency in BPKP Riau Province has carried out the learning process through two main programs, namely: Independent Training Program (PPM) in its own office and Education and Training (Training and Education) at the BPKP Training Center. As for the purpose of this study is to analyze the application of learning organizations in Finance and Development Supervisory Agency (BPKP) Representative Province of Riau and the factors that hinder it. The theory used is the theory of Peter M. Senge namely there are five indicators that determine the learning organization in an organization; Systems thinking; Personal Expertise; Mental Model; Joint Vision; and Team Learning. This study uses a qualitative research with a descriptive approach and the data required for both primary and secondary obtained through interview, observation and documentation techniques for further analysis using triangulation data analysis techniques. The results of this study indicate that: first, the Implementation of Learning Organization in BPKP Representatives of Riau Province has been carried out only with functional learning types. Second, the factors that hinder the Implementation of Learning Organization in BPKP, namely: There has not been a recent innovation of learning methods, time, and internal factors of employees.Keywords: Learning Organization, Implementation

Sungai Kayu Ara Village is an area that is prone to land and forest cover because most of the area is peatland. To prevent land and forest fires, the community's role is needed. One form of fire prevention is the empowerment of the community. community empowerment is carried out namely onion cultivation in peatlands. The choice of onions as a cultivation commodity because it has high prospects and a short harvest time is around 50-60 days. The purpose of this study is to look at community empowerment in the management of peatlands in Sungai Kayu Ara Village and to find out supporting and inhibiting factors in community empowerment. This type of research is a qualitative research with a descriptive approach. Collection of data needed both primary and secondary data is collected through interviews, observations, and documentation then analyzed so that conclusions can be drawn from existing research problems. The results of this study found that community empowerment in Sungai Kayu Ara Village was not optimal. This non-optimal empowerment is due to decreased community participation and crop failures in the second and third plantations. The factors that support this empowerment are the involvement of NGOs and other supporting facilities besides the factors that inhibit this empowerment so that it is not yet optimal, namely the traditional mindset of the community and poor financial management.
