Abstract

Development activities and the rapid advancement of technology have a negative impact on the environment which results in a decrease in quality or environmental degradation. With environmental problems that are increasingly increasing and diverse, it is necessary to have environmental education that is able to change the mindset, attitudes and behaviors that care for the environment. This study discusses the Application of Organizational Culture through the Adiwiyata Program in As-Shofa Islamic Primary School in Pekanbaru City. The purpose of this study is how the application of organizational culture and factors that support the application of organizational culture in As-Shofa Islamic Primary School, Pekanbaru City. This study uses a qualitative method. This research uses Robbins's theory with indicators of individual initiative, integration, management support, supervision and reward systems. The results showed that organizational culture was well implemented in the As-Shofa Islamic Elementary School in Pekanbaru through the adiwiyata program, but there was still a need for an increase in adiwiyata activities at As-Shofa Islamic Primary School in order to win an independent adiwiyata award. Keywords: Adiwiyata Program, Organizational Culture

Abstract

The village head as the head of government in the scope of the village should be able to perform optimum duties, either as a public servant or as an intermediary who can provide solutions to problems that exist within the community that includes the area of authority. The aspirations conveyed by the community must be heard by a village head so that what is the goal can be achieved in accordance with expectations. But in the reality of the field is still a lot of problems, this is due to lack of implementation of the head of the Lead Countryside tupoksi.The purpose of this research is to know the implementation of tupoksi village head in koto cengar village in creating peace and order as well as what factors hamper the implementation of tupoksi village head in creating peace and order in koto cengar village. To analyze the phenomenon in this study the authors use Winardi theory with appropriate time utilization indicators, the amount of output, willingness to cooperate, quality of work. The method used in this research is descriptive with qualitative approach.Results of this study show the implementation of the tupoksi village head in creating peace and order in the village koto cengar kuantan mudik district Kuantan singingi district has not been done well with the existence of several cases that disturb the peace and order of society. The inhibiting factors found were communication, human resource placement, facilities and infrastructure, factors of society.Keyword : Implementation of Tupoksi, Lead countryside, peace and order

Abstract

Law Number 25 of 2009 concerning Public Services, as a reference policy for all public service agencies in providing quality services. Providers of quality public services by the government to the community have a very important role in determining national success and development on an ongoing basis. The community will feel satisfaction if they receive good and professional services from service providers. In addition, human resources (HR) are one of the determinants of success in providing public services. The problem of making e-KTP in Tampan Subdistrict, Pekanbaru City, namely: 1. HR owned by the government pekanbaru in the management of e-KTP that is not optimal. 2 Facilities and Infrastructure. 3 SOP has not been implemented properly in Tampan District, Pekanbaru City. The purpose of this study was to analyze the implementation of population administration services in the implementation of the e-KTP of the Charming City Head Office in Pekanbaru City and to find out the factors that influence Population Administration Services in the Implementation of e-KTP of the Charming City Head Office in Pekanbaru City. The location of this research is the research conducted in Pekanbaru City. The related research locations are in the Camatan Tampan Office of Pekanbaru City. This study uses the theory of Pasuraman (Makmur & Thoha, 2017) which consists of: Tangible, Reability, Responsiveness, Assurance, Empathy. The research method used is qualitative with a phenomenological approach with data collection techniques namely interviews, observation, and documentation. The results of this study indicate that the public response regarding the service of making e-KTP in the UPTD of Tampan District, Pekanbaru City is categorized as not unable to fulfill service needs according to the prescribed procedures. In addition, employees who work in the UPTD of Tampan Subdistrict, Pekanbaru City have not been able to provide maximum service, lack of infrastructure, lack of human resources that facilitate servants to the community.  Keywords: Service, Population Administration, Implementation of e-KTP.

Abstract

This study aims to determine: (1) Management of Regional Property (BMD) of Rokan Hilir Regency, especially the management of buildings and buildings belonging to the regional government in the Batu Six office complex (2) Inhibiting Factors in the Management of Regional Property of Rokan Hilir Regency. In this study, the researcher uses the theory of (Hindawan, et al 2006:119) in which the asset life cycle has four phases, namely planning, procurement, operation and disposal. The findings in this study are that there are still many local government buildings that have stopped being activated, causing several buildings and buildings to be abandoned, starting from buildings that are still fit for use to buildings whose physical condition is no longer usable. From another phenomenon, researchers see that there is still less emphasis on local government policies in procuring regional property. The inhibiting factors in the management of regional property are the lack of quality human resources and the lack of emphasis on the government in implementing regional regulations, resulting in a lack of optimization of the management of Regional Property by the regional government.Keywords: Management; Regional Property Penelitian ini bertujuan untuk mengetahui : (1) Pengelolaan Barang Milik Daerah (BMD) Kabupaten Rokan Hilir khususnya pengelolaan pada gedung dan bangunan milik pemerintah daerah di kompleks perkantoran kawasan batu enam (2) Faktor Penghambat Pengelolaan Barang Milik Daerah Kabupaten Rokan Hilir. Dalam penelitian ini peneliti menggunakan teori (Hindawan, dkk 2006:119) yang mana siklus hidup asset memiliki empat fase yaitu perencanaan, pengadaan, pengoperasian dan penghapusan. Temuan pada penelitian ini adalah masih banyaknya bangunan pemerintah daerah yang berhenti difungsikan sehingga menyebabkan beberapa gedung dan bangunan terbengkalai, dimulai dari bangunan yang masih layak pakai hingga bangunan yang kondisi fisiknya sudah tidak dapat digunakan. Dari fenomena lain peneliti melihat masih kurang tegasnya pemerintah daerah dalam pemberlakuan kebijakan dalam melakukan pengadaan barang milik daerah. Faktor-faktor penghambat dalam pengelolaan barang milik daerah tersebut ialah kurangnya kualitas sumber daya manusia dan tidak tegasnya pemerintah dalam menjalankan peraturan daerah, sehingga mengakibatkan kurangnya pengoptimalisasian pengelolaan Barang Milik Daerah oleh pemerintah daerah.Kata Kunci: Pengelolaan; Barang Milik Daerah

Abstract

Tanjung Leban Village, Bukit Batu District, Bengkalis Regency, Riau Province is a village included in the Rokan-Siak Kecil River Peat Hydrology Unit. The existence of this village is very strategic in maintaining the peat swamp ecosystem because its area is included in the Giam Siak Kecil-Bukit Batu Biosphere Reserve area (GSK-BB). But his condition today is quite alarming because it is included in an area prone to repeated land and forest fires. Departing from the above problems, the author wants to raise the focus of the research problem on efforts to develop community potential in peatland management. This study aims to analyze the development of community potential in peatland management in Tanjung Leban Village. This research is a qualitative descriptive study with a sampling technique used is snowball sampling. Research informants are all stakeholders involved and responsible for peatland management. Data collection is done by interviewing, observing, and studying documentation. After the data is collected then it is analyzed using qualitative descriptive analysis. The results showed that the fundamental problem related to environmental management at the study site was the threat of land and forest degradation due to the use of peatland ecosystems that had not been integrated. Therefore it is important to have an empowerment effort with the main goal of improving the quality of life of the community, this is because community empowerment is believed to be able to motivate to change for the better so as to improve the socioeconomic of the family, foster a work culture, and foster a passion for cooperation in development. The programs that are needed by people who live around peatlands are environmental education, the application of environmentally friendly technologies, and the socialization of regulations relating to the protection of ecosystems.

Abstract

Currently villages in Indonesia are required to be able to give birth to quality economic growth and sustainable. Quality economic growth is a concept of strengthening and contribution contributed by the real economy sector in the village. Therefore, the development and empowerment of rural communities through the management of the Village Fund or Village Fund Allocation Fund must be balanced. Because to empower the potential of the village optimally and sustainably, funding for the village needs to be focused not only to build village, but more empowered to become a self-constructing village. This study aims to develop local economic independence through optimizing the management of Village Funds in Siak Subdistrict Siak District and any factors that influence the development of local economic independence. This research is a descriptive qualitative research with sampling technique used is snowball sampling. The research informant is the apparatus involved in the implementation of the Village Fund program and the community leaders who know the program. Data collection was done by interview and observation technique, after the data collected and then analyzed by using qualitative descriptive analysis. The results of research indicate that the development of village economy can be done by strengthening the performance of local economic institutions such as BUMDes through various aspects. To achieve this, an integrated movement between the community, BUMDes and the government is realized in the form of partnership. Activities that can be done is to optimize the function of central and local entrepreneurial institutions to support various efforts to inventory the potential of local economic resources. With the development of household industry activities, it will facilitate efforts to establish cooperation between local economic development institutions that exist and thus create a process of sustainable community empowerment of villages.

Abstract

this study aims to determine how the implementation is inventory of regional assets in the regional financial and asset management agency of Riau province, and to find out what are the obstacles in the implementation of the asset inventory, The theory used in this study was the Asset Inventory by Sugiama in Muthiah Sangadji using 3 indicators (Data Collection, Recording, and Reporting). To be able to answer these problems the researcher used a qualitative method with a descriptive approach / in this qualitative research the writer used data collection techniques in the form of observation, Interviews and documentation then analyzed based on the research problem. The results of this study indicate that the implementation of the Regional Asset Inventory at the Regional Financial and Asset Management Agency of Riau Province, Seen from the 3 indicators (Data Collection, Recording and Reporting) has not been carried out properly because there are still deficiencies in controlling activities such as the implementation of the merging of inventory cards and there are still delays in making report. The constraints in this study are the lack of human resources, The method of data collection of assets is not optimal, and not yet orderly in administration.

Abstract

The Cash Social Assistance Program (BST) is assistance sourced from the Ministry of Social Affairs of the Republic of Indonesia which will be provided to the community based on Integrated Social Welfare Data (DTKS). The purpose of this research is to find out how the effectiveness of the implementation On Social Cash Assistance program during the Covid-19 pandemic in Pasir Pengaraian Village and to find out what are the factors that hinder the implementation of the BST program. The theory used in this research is the theory of program effectiveness by Budiani using 4 indicators (Accuracy of Target, Program Socialization, Program Objectives, Program Monitoring). To be able to answer these problems the researcher used a qualitative method with a descriptive approach / in this qualitative research the writer used data collection techniques in the form of interviews, observation and documentation then analyzed based on the research problem. The results of this study indicate that the effectiveness of the implementation On Social Cash Assistance program during the Covid-19 pandemic in Pasir Pengaraian Village is seen from 4 indicators (Accuracy of Target, Program Socialization, Program Objectives, Program Monitoring) have not been effective. The inhibiting factors in this study were data validation and programs that were issued suddenly.

Abstract

ABSTRACT The Gulamo River is a natural tourist attraction located in Tanjung Alai Village, XIII Koto Kampar District, precisely in the Koto Panjang PLTA Lake Area. It is very important to develop a tourism object on the Gulamo river, District XIII Koto Kampar in order to promote tourism, increase tourist visits, improve the economy of the surrounding community, and be more focused and have a set goal. This study aims to determine the implementation of tourism development and to see the inhibiting factors for the development of the Gulamo river attraction, XIII Koto Kampar District, Kampar Regency. In carrying out research using the theory of Chopper et al. where tourism development policies are measured from five main components related to attractiveness, accessibility, amenities, supporting facilities, and institutions. This research method is a qualitative research with a case study approach in descriptive form. The results of this study indicate that development in terms of attractiveness has not been seen, this is because one of the activities that support the development of attractiveness, namely increasing infrastructure and infrastructure development through special allocation funds (DAK) has not been carried out properly. On the other hand, the implementation of the official Festival/Event has not been carried out because due to Covid-19 is increasing and dangerous, so the implementation that causes the crowd is temporarily suspended. The inhibiting factors are limited funds, land acquisition, and human resources. Keywords: Development, Tourism object, Gulamo river

Abstract

The One Family One Undergraduate Program (SKSS) by Baznas is a scholarship for outstanding students at public and private campuses throughout Indonesia. This program prioritizes students who come from underprivileged families where one of the family members does not yet have a bachelor's level of education. This SKSS scholarship program finances students from the first semester to graduate. The purpose of this study was to determine the effectiveness of the implementation of the one-family one-graduate program by Baznas in Kampar Regency and to determine the factors inhibiting the effectiveness of the implementation of the one-family one-graduate program by Baznas in Kampar Regency. The theory used in this study is the theory of program effectiveness from Budiani which uses four indicators, namely accuracy of objectives, program socialization, program objectives, and program monitoring. The method that the researcher uses is a qualitative method using a descriptive approach. In this qualitative research, the author analyzes on the basis of research problems using data collection techniques in the form of interviews, observations and documentation. The results of this study indicate that the effectiveness of the implementation of the One Family One Bachelor program by Baznas in Kampar Regency can be seen from four indicators, namely the accuracy of Targets, Program Socialization, Program Targets, and Program Monitoring can be said to be effective. The obstacle for this program is the consistency of program implementation and also constrained by limited funds.
