Abstract

Penelitian ini bertujuan untuk menganalisis Pembatasan Konstitusional terhadap Hak Prerogatif Presiden dalam Penyusunan kabinet di Indonesia. Penelitian dilakukan dengan metode penelitian hukum normatif melalui pendekatan perudang-undangan dan konseptual dengan menggunakan teknik analisis deskriptif untuk menganalisis bahan hukum primer dan sekunder. Hasil penelitian menunjukkan bahwa kewenangan Presiden untuk membentuk memilih menteri dan menentukan jumlah kementerian tidak mutlak. Presiden harus tetap tunduk pada batasan konstitusional, mekanisme checks and balances dan ketentuan undang-undang, seperti UU No. 39 Tahun 2008 dan UU No. 61 Tahun 2024. Adanya pembatasan ini untuk mencegah terjadinya kesewenang-wenangan serta menjaga efisiensi birokrasi pemerintahan. Penelitian ini menegaskan bahwa pelaksanaan hak prerogatif Presiden harus tetap dalam koridor hukum tata negara sehingga tidak menjadi kekuasaan yang absolut. Penelitian ini memberikan pemahaman mengenai keseimbangan antara diskresi eksekutif dan pembatasan hukum dan implikasinya dalam penyelenggaraan negara. Dengan demikian, Pembatasan Konstitusional terhadap hak prerogatif dalam penyusunan kabinet di Indonesia sangat diperlukan untuk menjamin penyelenggaraan pemerintahan yang akuntabel dan berorientasi pada kepentingan publik.

Abstract

This research examines how the implementation and contribution of Indonesia-Singapore special economic zone cooperation on Batam, Bintan, and Karimun Islands in the era of Jokowi-Jusuf Kalla administration in 2015-2019. The research employs a qualitative descriptive method, with a library research approach by analyzing the phenomenon of developing special economic zones. The results of this study show that the development of a special economic zone between Indonesia and Singapore is a strategy of economic interest through a pattern of bilateral cooperation. The collaboration is manifested in the optimization of three regions, namely Batam, Bintani, and Karimun as investment land. Optimization is carried out with tax exemption as a form of facilitating investment services. In addition, special economic zones are also manifested in the concept of free trade in the three development areas (Batam, Bintan, and Karimun), whose contribution is in the form of growth of Gross Regional Domestic Product in each region.

Abstract

The rapid growth of e-commerce platforms such as Tokopedia has generated a large volume of user reviews containing diverse opinions about products and services. These reviews reflect consumer perceptions and provide valuable insights for business decision-making. This study aims to enhance sentiment analysis performance by optimizing the Naïve Bayes algorithm through a comparison of two feature extraction techniques, namely Bag of Words (BoW) and Term Frequency–Inverse Document Frequency (TF-IDF). The dataset consists of 5,400 Tokopedia product reviews obtained from the Kaggle platform, which are categorized into positive and negative sentiments. The research process includes text preprocessing consisting of text cleaning, case folding, tokenization, stopword removal, and stemming, feature extraction using Bag of Words (BoW) and Term Frequency–Inverse Document Frequency (TF-IDF), handling data imbalance using the Synthetic Minority Over-sampling Technique (SMOTE), and model training using the Naïve Bayes. The dataset is divided into 80% training data and 20% testing data, and model performance is evaluated using accuracy, precision, recall, and F1-score. The results show that BoW achieved the highest accuracy of 93%, while TF-IDF reached 83%, indicating that BoW provides more effective feature representation and more stable performance for Naïve Bayes-based sentiment analysis on this dataset.

Abstract

This study investigates the discourse of hisab and rukyat within masāʾil fiqhiyyah education by comparatively examining the perspectives of Nahdlatul Ulama (NU) and Muhammadiyah figures in East Java regarding the determination of the beginning of the Qamariyah month, particularly Shawwal. The research aims to analyze the ontological foundations, interpretative paradigms, and practical implications of both approaches in responding to contemporary developments in astronomy. This study employs a descriptive-comparative method with an astronomical-fiqh–fiqh approach. Primary data were obtained through in-depth interviews with NU and Muhammadiyah scholars in East Java. In contrast, secondary data were collected from organizational decrees, classical and contemporary fiqh texts, astronomical calculations, and relevant literature. The research was conducted in several regions of East Java. Data were collected through interviews, documentation, and literature review, and analyzed using qualitative comparative analysis supported by astronomical interpretation. The findings reveal that NU scholars predominantly prioritize ru’yah al-hilal supported by hisab. In contrast, Muhammadiyah scholars determine the Qamariyah month based on hisab with the wujud al-hilal criterion. The differences arise mainly from divergent interpretations of syar’i texts and outdated visibility criteria that are no longer consistent with modern astronomical science. Despite these differences, the study identifies the potential for reconciliation through the harmonization of criteria rather than the dichotomy of methods. The study concludes that integrating astronomical accuracy with fiqh interpretation is essential to resolving recurring polemics and strengthening rational Islamic legal discourse.

Abstract

This study addresses a significant lacuna in Nusantara Islamic manuscript scholarship, which has predominantly emphasized cataloguing, textual transmission, and codicological description, while leaving the functional, symbolic, and theological dimensions of wafaq practices underexamined. Focusing on a circular wafaq (wafaq dā’irah) manuscript from Lampung containing Q. 48:29 and Q. 2:246, this research investigates how Qur’anic text, geometric symbolism, and local religiosity intersect within the tradition of ʿIlm al-Hikmah. Employing a qualitative-descriptive design that integrates philological, codicological, and hermeneutical approaches, the study analyzes the manuscript’s textual integrity, visual structure, and socio-historical context in the late nineteenth to early twentieth century. The findings demonstrate that the Qur’anic verses were transmitted faithfully according to the ʿUthmānic rasm, yet functionally transformed through circular geometric inscription, shifting from recitative devotion (tilāwah) to visual-symbolic mediation (hirz/azīmah). Genealogically, the manuscript reflects adaptation of classical Middle Eastern esoteric works—particularly Shams al-Maʿārif al-Kubrā and Khazīnat al-Asrār—into a localized Lampung context, evidenced by Pegon annotations and pragmatic spiritual aims such as protection and authority. Beyond documenting syncretization, this study argues that wafaq manuscripts constitute a contested epistemological arena in which orthodoxy, esotericism, and local authority are negotiated. Consequently, Islamization in Lampung is better understood not as linear doctrinal purification but as a process of symbolic internalization and material articulation of sacred text. By foregrounding the theological contestation and socio-symbolic function of wafaq, this research reframes Indonesian Islamic esotericism as an integral, though debated, component of Islamic intellectual history rather than a peripheral magical residue.
