Abstract

Leadership communication in public universities is a complex process, as rectors must translate institutional vision into messages that can be understood by academic staff, administrative personnel, and governance bodies. This study analyzes the leadership communication style of Ganefri as Rector of Universitas Negeri Padang during the 2016–2024 period, focusing on the dominant communication style and its expression in formal and informal contexts. This research uses a qualitative case study approach involving six key informants. Data were collected through in-depth interviews, observation, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings indicate that Ganefri’s leadership communication style is predominantly structured, regulation-based, evidence-oriented, and clarity-centered. In formal settings, his communication is precise, participatory, and oriented toward accountable collective decision-making. In informal contexts, his communication becomes more fluid, personal, and relational, while still conveying strategic messages. This study concludes that effective leadership communication in higher education requires a balance between regulatory firmness and relational warmth.

Abstract

This research examines interpersonal communication based on intuition, bypassing institutional formalities, yet effectively fostering motivation and self-development in children from complex social backgrounds at the S3 Lintau Foster Home. Children with challenging backgrounds need supportive care and effective communication from family figures to build self-confidence, motivation, and growth. This study reveals that volunteers, through adaptive communication and intuition, successfully fulfill this needs. The research aims to analyze how volunteers' interpersonal communication processes contribute to motivating and developing foster children at the S3 Lintau Orphanage. Utilizing a qualitative case study approach, researchers apply Joseph DeVito’s interpersonal communication concepts alongside the Theory of Coordinated Management of Meaning (CMM) to deeply investigate communication flows. Findings highlight the significance of verbal and nonverbal communication that is personalized for each foster child. The process begins by building closeness, followed by supportive and empathetic message delivery, internalization of rules and values, encouragement of competent behavior, and ultimately fostering motivation and self-development. This progression relies heavily on reconstructing and coordinating meanings to establish shared understanding of the values, rules, and motivations imparted. The study demonstrates how volunteers, without formal authority, use intuitive and adaptive interpersonal communication to meet the emotional and developmental needs of foster children in a complex social context, effectively promoting their growth and motivation.

Abstract

Penelitian ini mengkaji dinamika komunikasi antarpribadi antara Jurusita Pajak Negara (JSPN) dan Wajib Pajak (WP) di Kantor Pelayanan Pajak (KPP) Madya Medan. Proses penagihan pajak aktif merupakan situasi interaksional yang sarat kecemasan, ketidakpastian, dan potensi konflik karena melibatkan asimetri kewenangan yang inheren. Penelitian menggunakan pendekatan kualitatif deskriptif dengan paradigma konstruktivisme. Data diperoleh melalui wawancara mendalam terhadap Jurusita Pajak Negara dan Wajib Pajak, observasi partisipatif, dan analisis dokumen. Analisis data menggunakan model interaktif Miles, Huberman, dan Saldaña (2014). Teori utama yang digunakan adalah Anxiety/Uncertainty Management Theory (AUM) dari Gudykunst (1995) dan Social Exchange Theory (SET) dari Thibaut dan Kelley (1959). Hasil penelitian menunjukkan: (1) Baik Juru Sita Pajak Negara maupun Wajib Pajak mengalami kecemasan dan ketidakpastian simultan di awal interaksi; (2) Juru Sita Pajak Negara menerapkan strategi pembukaan informatif, empati fungsional, dan konfirmasi pemahaman untuk mereduksi kecemasan Wajib Pajak; (3) Dalam perspektif pertukaran sosial, kepatuhan Wajib Pajak meningkat ketika Juru Sita Pajak Negara mampu memaksimalkan reward relasional, kognitif, dan institusional sambil meminimalkan cost psikologis dan prosedural; (4) Ditemukan konsep captive exchange context yang khas dari interaksi perpajakan, di mana ketiadaan pilihan alternatif membuat kualitas komunikasi menjadi penentu utama mode respons Wajib Pajak. Temuan ini mempertegas bahwa komunikasi antarpribadi bukan sekadar sarana penyampaian informasi dalam penagihan pajak, melainkan mekanisme pembentukan kepatuhan yang berkelanjutan. Abstract

Land conversion often causes friction between the government and the community, which leads to conflict. West Pasaman is one of the districts in West Sumatra Province with the highest cases of agrarian conflict in West Sumatra. Data from the Padang City Legal Aid Institute shows that there are 25 cases of agrarian conflict in West Pasaman Regency, one of which occurred in Jorog Pigogah Patibubur. This research focuses on government crisis communication in dealing with conflict. Using the Two Ways Symmetrical Communication model, this research will analyze how the government-society narratives differ regarding the PSN Air Bangis proposal, the process of forming the narrative, and the communication strategy of the Governor of West Sumatra in managing the crisis. This research uses qualitative methods to analyze the management of narratives and conflicts between the Governor of West Sumatra, Mahyeldi Ansharullah and the Air Bangis community regarding the change in the status of forest areas that were originally cultivated by the community, to become production forest areas managed by the state. To obtain data, this research used interview and document study methods. Research shows that the crisis cannot be handled optimally because the crisis communication strategies used by the government have not been successful in managing the conflict.

Abstract

This study aims to examine the forms of interpersonal communication between parents and children in fostering emotional closeness within the environment of Pondok Pesantren Sumatera Thawalib Parabek, Bukittinggi, West Sumatra. The research employed a qualitative approach using a case study method. Data were collected through in-depth interviews with parents and students at the Islamic boarding school. The findings indicate that interpersonal communication through digital media, including telephone calls, text messaging, video calls, sending packages, and direct visits, plays an important role in maintaining emotional bonds between parents and children. However, the quality of communication characterized by empathy and openness was found to be more influential than communication frequency. Religious values, Minangkabau local culture, and pesantren traditions also shape supportive communication patterns that emphasize respect for authority. Effective interpersonal communication can strengthen students’ emotional stability during their educational experience in the pesantren. These findings are expected to contribute to the development of family communication literacy and provide practical insights for pesantren institutions in supporting healthy parent–child relationships.

Abstract

This research explores organizational communication in managing public information through social media in the West Sumatra Regional Police using a qualitative approach, especially case studies. By applying the constructivism paradigm, this research aims to provide a comprehensive picture of organizational communication practices in law enforcement agencies. Primary data was obtained through interviews and direct observation, while secondary data was obtained from documentation and relevant literature. The data analysis technique uses an interactive model, which involves four steps: data collection, data reduction, data presentation, and drawing conclusions. The results of this research show the importance of effective management of public information through social media to maintain public trust and improve the image of law enforcement institutions. The findings and recommendations from this research can serve as a basis for improving and developing organizational communication practices in law enforcement agencies and similar institutions. The implications of this research also stimulate thought to further investigate more effective communication strategies in rapidly evolving contexts such as social media. Thus, this research not only provides valuable insights into organizational communication practices, but also makes an important contribution in the context of public information management in today's digital era.

Abstract

This qualitative study investigates the influence of Instagram as an educational information communication platform on adolescents’ attitudes towards the Drug Abuse and Illicit Trafficking Prevention and Eradication Program (P4GN) at SMAN 4 Padang. Through in-depth interviews and thematic analysis, this study aims to explore the different ways in which adolescents interact with P4GN-related content on Instagram, interpret its messages, and see its impact on their attitudes towards drug abuse prevention. By focusing on qualitative research, this study seeks to capture the different ways in which adolescents interact with educational content on Instagram and how these interactions shape their attitudes towards P4GN. Initial findings indicate that adolescents perceive Instagram as a significant source of information about drug abuse prevention, which influences their attitudes and behaviors towards P4GN. The visual nature and peer-driven interactions play a significant role in shaping adolescents’ perceptions and attitudes towards drug abuse prevention efforts. This study provides valuable insights into understanding the effectiveness of Instagram as a tool to promote positive attitudes towards P4GN among adolescents. These findings will inform future educational strategies and interventions in drug abuse prevention, emphasizing the importance of leveraging social media platforms such as Instagram to engage and empower adolescents in promoting a drug-free society.

Abstract

Organizational communication plays a crucial role in enhancing the performance of civil servants. This study aims to explore communication strategies at the Bureau of People's Welfare, Secretariat of the West Sumatra Provincial Government, and their impact on performance. The research employs a case study approach with interviews, observations, and document analysis. Results show that both formal and informal communication are essential for creating a productive work environment. However, challenges such as lack of openness and miscommunication persist. Recommendations include improving transparency and strengthening informal communication channels. The findings are expected to provide practical guidance for enhancing organizational communication strategies and overall performance of civil servants.

Abstract

This study examines the role of government communication in handling youth gang fights in Padang City, which has become a complex social problem due to a significant increase in cases (40 cases in 2022), the involvement of youth gangs, the escalation of armed violence, and the impact on the city's image as a center of education and tourism. Objective of this study is to explore the dynamics of communication among stakeholders in addressing youth gang violence in Padang City. The qualitative research method uses a phenomenological approach applied through in-depth interviews with 11 key informants (government officials, police, teachers, community leaders, parents, and gang members), observations, and analysis of policy documents and police data. The research findings reveal that: (1) The dynamics of communication among stakeholders are reactive, fragmented, and lack intensity, with coordination only becoming optimal post-incident; (2) The perspectives of youth indicate that involvement in fights is driven by environmental influences, peer pressure, curiosity, and identity-seeking, as well as a lack of understanding of risks; (3) Communication narratives focus on law enforcement (patrols, school sanctions) and preventive programs based on local wisdom (Barisan Dubalang), but are not yet integrated with psychosocial approaches; (4) Barriers to effectiveness include sectoral egoism, temporary communication (only during incidents), and weak synergy of sustainable programs. This study concludes that there is a need to transform the communication model to be collaborative, preventive, and based on the needs of adolescents, by utilizing digital technology and strengthening the role of families and traditional leaders as strategic partners.

Abstract

The Indonesian film industry has experienced rapid development with the presence of various films that are not only entertaining, but also full of social values ​​and messages. The film Onde Mande! is one of the films that highlights the richness of Minangkabau culture while containing social values ​​in a light and entertaining narrative. This study aims to analyze the narrative structure and social values ​​in the film Onde Mande! using the narrative theory approach of Tzvetan Todorov and Walter Fisher. Todorov's theory is used to analyze the storyline into three stages, namely balance, disturbance, and equilibrium. Meanwhile, Fisher's theory emphasizes the importance of meaning, narrative rationality (coherence and fidelity), and moral truths believed by the audience. The results of this study indicate that the narrative structure of the film Onde Mande! follows the pattern of initial balance, disturbance, and new balance. The narrative is delivered coherently, emotionally touching, and has a moral message. This film also depicts the social values ​​of the Minangkabau people, such as mutual cooperation, responsibility, sincerity, deliberation, and devotion to family and culture. Thus, this film is not only entertainment, but also contributes to communication studies, especially in the narrative analysis of films based on Indonesian culture.
