Abstract

Based on information from the Rainbow Dew Foundation, an NGO focusing on child protection in Batam City, eleven children received protection throughout 2022 due to physical and sexual violence from classmates and teachers. The research also found that fifteen-year-old children experienced bullying and intolerance in schools, especially from minority ethnic groups in the school. This study aims to identify, describe, and analyze Communication Practices in the Advocacy of National Education Policy by the Batam City Education Office. This research uses a qualitative method with a case study approach and a constructivist paradigm, using the Source Credibility Theory as a reference. The research findings indicate the commitment and strategic steps of the Batam City Education Office in implementing national education policies. Schools take concrete steps, such as the continuous Project Management Officer (PMO) meetings, active participation in technical guidance (bimtek), and persuasive socialization efforts, encouraging relevant parties to actively implement national education policies. Communication, both verbal and non-verbal, plays a crucial role in supporting education policy advocacy at the school level. Key words: Education Policy Advocacy, Child Protection, School Violence, Communication Practices

Abstract

Penelitian ini bertujuan untuk menganalisis hambatan komunikasi komunikasi kepala sekolah dan guru dengan orang tua untuk mewujudkan pendidikan karakter, didesain sebagai penelitian kualitatif. Penelitian dilakukan di lembaga pendidikan Madrasah Ibtidaiyah Negeri (MIN) Gunung Pangilun Kota Padang. Informan penelitian adalah pimpinan lembaga pendidikan, Guru dan Orang Tua Siswa. Teknik pengumpulan data melalui wawancara dan observasi. Data yang terkumpul dianalisis model interaktif milik Miles dan Huberman, dimana aktivitas dalam analisis data kualitatif dilakukan secara interaktif dan berlangsung secara terus-menerus sampai tuntas, sehingga datanya jenuh. Hasil penelitian menunjukkan bahwa kepala sekolah dan orang tua melakukan komunikasi dengan orang tua melalui rapat, pengambilan raport, buku penghubung dan media sosial. Hambatan yang dihadapi oleh kepala sekolah dan guru dalam berkomunikasi dengan orang tua adalah pada umumnya orang tua sibuk sehingga tidak semua orang tua dapat terlibat dalam rapat dan pertemuan lainnya. Media yang digunakan seperti buku penghubung belum dioptimalkan dalam penerapan pendidikan karakter

Abstract

This study aims to describe and analyze the process of drafting the message, the process of delivering messages, receiving the message itself for the public and finding obstacles and proposing communication in the form of providing information in the West Sumatra Police Public Relations environment. This research was conducted using qualitative methods. Public Relations in other terms also called Public Relations (PR) is the main branch in the study of communication science. Communication skills are the main things that must be developed both academically and in operational activities. In the world of Public Relations (PR) communication is the main expertise that must be owned by a public relations officer, with the communication expected to have similarities between the organization and the public and the formation of favorable public opinion, so that public relations in West Sumatra Police can promote how the process of communication is objective, trusted and participation.

Abstract

This research was motivated by the emergence of work conflict in the scope of work in Padang Immigration Office. It happens because employees have different cultural characteristics and characters. The purpose of this study was to understand how the dialectics of conflict occur in employees and understand how the communication experience of employee in the process of resolving work conflicts. The study was conducted using Leslie A. Baxter's Relational Dialectic Theory, conducted on 10 employees using the phenomenological analysis method of Van Kaam. The results showed that the dialectic of conflict between employees occurred quite varied. First, there is a contradiction between the desire to get closer or distance themselves if there is a conflict. Second, competition contradiction of positions occured, because between employees have the nature of competing to achieve life goals. Third, contradictions between the desire to be open or closed with fellow employees, the informants try to open each other but still have confidential information in colleague's relationships. Communication experience in the conflict resolution process, used by employees is effective or ineffective conflict management.

Abstract

This study aims to determine the process of diffusion of government programs with development communication studies on Anugrah farmer women's groups in Nagari Sungai Buluh Selatan, Batang Anai District, Padang Pariaman District. This research uses a descriptive qualitative approach with data collection methods through observation, interviews, and documentation studies. The results of the innovation diffusion research show that the government program is an innovation for the Anugrah farmer women's group. The diffusion process occurs through information dissemination using communication channels, namely correspondence, face to face communication channels, with group meetings and mass media. The duration of the implementation of government programs is not so long, which is around 2 weeks -1 month, and has a positive impact on the social system and the surrounding environment.

Abstract

Potensi wilayah di kawasan bahari dapat dimanfaatkan oleh masyarakat sebagai objek wisata. Salah satu objek pembangunan yang dapat menambah pendapatan masyarakat yakni wisata yang dikelola secara langsung oleh masyarakat. Penelitian ini bertujuan untuk pemanfaatan wilayah menjadi objek wisata, yang dapat meningkatkan ekonomi kerakyatan dengan wisata bahari. Kebaruan penelitian ini terdapat pada potensi pengembangan wilayah oleh masyarakat dapat dikelola untuk pertumbuhan desa yang kuat. Metode penelitian yakni kualitatif deskriptif dengan data primer dari 9 informan dengan pengumpulan wawancara mendalam dan data sekunder dari dokumen yang berkaitan isu wisata bahari. Penelitian dilakukan di tiga lokasi yaitu Desa Wisata Amping Parak di Kabupaten Pesisir Selatan, Desa Wisata Teluk Buo di Kota Padang, dan Desa Wisata Apar di Kota Pariaman, Provinsi Sumatera Barat, Indonesia. Hasil penelitian menemukan bahwa Pengembangan Wilayah Desa Wisata Bahari berbasis Masyarakat dibutuhkan Status Lahan Sumber Daya Bahari, Kepemimpinan yang Terbuka, dan Stakeholders yang dapat membantu pengembangan desa wisata.

Abstract

Komunikasi merupakan elemen penting dalam kepemimpinan, terutama bagi pejabat publik menjalankan tugas pemerintahan. Audy Joinaldy selaku Wagub Sumatera Barat memiliki gaya komunikasi yang unik dan adaptif, baik kegiatan formal maupun dalam kehidupan sehari-hari. Penelitian ini bertujuan menganalisis bentuk pengalaman komunikasi dan gaya komunikasi Audy Joinaldy dalam memimpin Sumatera Barat pada panggung depan (frontstage) dan panggung belakang (backstage). Jenis penelitian yang digunakan adalah kualitatif dan pendekatan fenomenologi. Informan penelitian adalah orang-orang terdekat Audy di pemerintahan dan masyarakat dan lingkungan keluarga. Penelitian ini dilakukan tiga bulan dan hasil penelitian menunjukkan bahwa pengalaman komunikasi Audy Joinaldy dalam memimpin Sumatera Barat adalah saat membangun komunikasi dengan bawahan, pendekatan komunikasi kepada masyarakat, pengalaman komunikasi krisis sesama era pandemi covid-19 dan pembebasan lahan jalan tol, dan pengalaman komunikasi dalam menjaga keseimbangan tuntutan pekerjaan dan kehidupan keluarga. Adapun gaya komunikasi Audy Joinaldy (frontstage) didapatkan adanya gaya komunikasi inklusif, gaya komunikasi humoris, gaya komunikasi Audyatif dan gaya komunikasi merakyat. Dalam kehidupan keluarga (backstage), Audy dikenal sebagai suami dan ayah yang penuh kehangatan, dengan gaya komunikasi visioner dan gaya komunikasi hangatinspiratif. Pengalaman dan gaya komunikasi Audy menjadi kunci kesuksesan memimpin Sumatera Barat dan rujukan bagi kepala daerah lainnya dalam berinteraksi di birokrasi maupun dengan masyarakat

Abstract

An organization, in achieving its goals, is propelled by the individuals within it who act as members of the organization. Members of the organization engage in coordination and collaboration, all of which require communication. An organization may consist of a group of people with cultural differences. Cultural differences need to be managed effectively to avoid barriers among members. One form of management is reflected in the members' ability to engage in cross-cultural communication competence. Additionally, organizational culture is a crucial element in shaping a shared meaning system. The integration of all organization members is necessary in achieving organizational goals, especially in situations where there are cultural background differences among members. Cultural differences influence the interpretation and perception processes of organizational members regarding messages and information that arise in the communication process. A cohesive organization is an aspiration that needs to be realized through efforts to strengthen organizational culture and enhance cross-cultural communication competence among all organization members. Cohesiveness represents how organization members are not separated by barriers arising from cultural background differences. This research employs a qualitative method with data collection through document studies. The aim of this study is to uncover the reasons why cross-cultural communication competence and organizational culture are crucial in building cohesiveness within an organization. The researcher conducting this study received funding from the Domestic Master's Scholarship Program of the Ministry of Communication and Information Technology.

Abstract

The digitalization era has driven the transformation of public services through digital technology. In Padang City, the implementation of the SIGNAL application by the Samsat office aims to optimize motor vehicle administration services, yet its execution faces technical, socio-cultural, and institutional barriers, such as connectivity issues, resistance from senior generations toward digital technology, and limitations in human resources and budget. This study aims to analyze the implementation of communication in the utilization of the SIGNAL application at Samsat Padang as a form of digitalization in public services, The research employed a qualitative method with a constructivist paradigm and a case study approach. Data analysis was conducted using Everett M. Rogers’ Diffusion of Innovation Theory as the main framework, supported by Excellent Service Theory and the Technology Acceptance Model (TAM) to measure perceived ease of use and perceived usefulness of the application. The NVivo 12 software was used to identify dominant themes in the implementation of digital communication. The findings revealed five main points: transformation of communication patterns from conventional to integrated digital systems; improved public service effectiveness with reduced processing time; integration of communication systems and data security; responsive communication mechanisms based on citizen feedback; and optimization of communication channels enabling human resource reallocation. Efforts to overcome obstacles included user education, multi-channel communication, engagement of local influencers, and continuous evaluation. Data showed an increase in application adoption from 322 transactions in 2021 to 9,126 in 2024, indicating successful digital communication implementation, though wider outreach is still required.

Abstract

This study explores the communication accommodation process between healthcare providers and patients in improving health services at Bhayangkara Hospital Level III Padang. The research problem focuses on the complexity of communication in police hospitals with unique hierarchical rank structures, where data shows low referral rates of West Sumatra Police personnel (25.8%) and variations in patient satisfaction regarding healthcare provider communication aspects. This study aims to analyze the communication accommodation process, identify strategies implemented by healthcare providers, and analyze factors influencing the process. The research uses qualitative methods with a case study approach and constructivist paradigm, involving 15 informants from hospital management, healthcare providers, and patients selected through purposive sampling. Data collection was conducted through in-depth interviews, non-participant observation, and documentation study, then analyzed using the interactive model of Miles, Huberman, and Saldana with NVivo 12 assistance. Research findings identify four stages of iterative-adaptive communication accommodation process (initial assessment, communication adaptation, understanding verification, and further modification), six accommodation strategies (interpretability, convergence, divergence, emotional expression, discourse management, and interpersonal control), and four factors influencing the process (structural-institutional, individual, situational, and policy-program factors). The research produces a new theoretical model called "Adaptive-Hierarchical Communication Accommodation" that explains the phenomenon of "adaptation duality" where healthcare providers perform dual adaptation to individual patient characteristics and their hierarchical positions. Research recommendations include adopting the four-stage model as an integrated communication operational standard, developing adaptive-hierarchical communication training programs and implementing objective triage systems with strengthening the "Professional First, Rank Second" principle to improve healthcare service quality in police hospitals.
