Abstract

Public integrity and politicians will be seen when they are faced with public policies concerning the management of state assets. This is because, when the public official is faced with conflicting obligations, but is able to provide solutions to the exclusion of personal or group interests. The integrity of public politicians, good governance will be created. The problem is, currently the public of politicians with integrity are rarely found, the many conflicts of interest make public officials waste their spending on the state, ultimately resulting in inefficient and low quality public policies. The case that occurred in the Bukit Pamewa Village government, Mentawai District, reflects that there has been a degradation of the integrity of the public politicians. Village funds budget (ADD) which should be used for the welfare of the community through development, was apparently not implemented in accordance with the program or activity plan. The results of this study found that abuse of public officials' authority over the use of public funds carried out by the Village Head together with his equipment was seen in the determination of the amount and budget allocator there was always the interest of the Village Chief who was accommodated by the Village Apparatus. This study uses a qualitative method, where the theory of budgetary politics and elite theory is used as a knife for analysis.

Abstract

This study examines the implementation of Law No. 14 of 2008 concerning Public Information Openness in the Pariaman City Information and Documentation Management (PPID) Officer and the factors that influence it. The implementation of wisdom in this study uses the Edward III policy implementation model which consists of four variables, namely communication, resources, disposition and bureaucratic structure. The results showed that the Pariaman City PPID in carrying out the mandate of Law 14 of 2008 concerning KIP did not run optimally, although in terms of regulations and implementation guidelines (SOP) already had complete guidelines, information services were still limited to the use of external media in the form of magazines. print and electronic media and the use of government website media that have not been compiled according to the KIP Act. The implementation of the UU KIP has not been optimal due to policy communication related to the promotion of understanding that has not been maximally maximized for PPID members, the availability of human resources and budgetary resources also has an impact on the attitude of the implementing apparatus in carrying out their main tasks and functions. Standard in standardizing the standards applied, but existing SOPs have not been applied in the practice of public information disclosure.

Abstract

Life in the Pesantren Musthafawiyah Purba Baru is still colored by clientelistic relations, the relationship of interdependence between Tuan Syekh Bakri who acts as a patron and santri as his client. Santri's compliance with Tuan Syekh occurred because there was a Patron-Client relationship between Tuan Syekh and Santri, so that a proper Paternalistic relationship was established. Tuan Sheikh played a pattern of clientelistic relations and also increased participation in choosing santri in order to support the successful implementation of the 2015 Mandailing Natal district election. All the roles played by Tuan Syekh Baksi could increase the participation of santri voters by 71 percent.

Abstract

This research is motivated by the use of state forest areas in the buffer zone of Siberut National Park by the Matotonan Indigenous People. In fact, the Mentawai Islands Regency consists of 82% of the state forest area and only 18% of the Other Use Areas are space for the community, placing the country in a dominant regulation on the use of forests in Mentawai. But until 2016, 79% of the forest area on Siberut Island was controlled and utilized by indigenous peoples. The Matotonan indigenous people utilize state forest areas more dominantly as spiritual needs rather than as economic needs. With the belief that indigenous peoples are experts in preserving forests, the government provides space for indigenous peoples to utilize state forest areas with the issuance of regional regulations on the recognition and protection of Uma as a customary law community unit. Thus, when the state views forest use in accordance with its interests and objectives, the government responds positively to the use of state forest areas by indigenous peoples.

Abstract

The role of interpersonal communication in public services is very important to support the quality of public services in each agency, especially in government agencies. With the optimal role of interpersonal communication in public service, the information conveyed by communicators to communicants regarding knowledge and understanding of procedures or the process of making passports, will make the service process effective. This study used descriptive qualitative method. From the research conducted, conclusions have been drawn, interpersonal communication that occurs between the officers of the Immigration Office and passport maker, is well established, where the passport maker can understand and understand the information related to the passport-making process, which starts with registering online using the application and inputting data based on the applicant's NIK, then set a date choice for the collection of materials as well as the schedule of interviews and photos. The applicant also easily knows how much it will take to arrange a passport and how long it will take to get a passport book.

Abstract

Penerapan model koalisi sistem parlementer dalam pelaksanaan sistem presidensial di Indonesia mendatangkanmasalah di lembaga legislatif. Artikel ini menjelaskan dampak yang muncul dari model koalisi sistem parlementeryang diterapkan dalam sistem presidensial. Akibatnya, perdebatan program pemerintah di lembaga legislatif tidaklagi dalam rangka pemenuhan kepentingan masyarakat, akan tetapi sekedar menunjukan sikap berseberangandengan pemerintah. Menariknya, partai pemerintah berkuasa justru melibatkan partai oposisi untuk terlibat dalampenyelenggaraan pemerintahan untuk menghindari ketegangan yang terjadi di lembaga legislatif. Pembentukankoalisi pemerintahan seperti ini justru tidak mencerminkan konsistensi dalam melaksanakan undang-undang dasar.Bahkan koalisi yang terbentuk justru hanya mengutamakan kepentingan politik ketimbang memperkuat ideologidalam kehidupan berbangsa dan bernegara. Artikel ini menjelaskan lebih mendalam dampak praktik koalisi modelparlementer ini terhadap penguatan kelembagaan politik dalam sistem presidensial.Kata kunci: Sistem Presidensial dan Penguatan Kelembagaan

Abstract

The presence of Law No. 6 of 2014 as a form of central recognition of the regions, provides new opportunities for elitees at the local level in determining the choice of "berdesa", "berdesa adat" or "kelurahan". What is meant by the local elitee is the adat elitee (ninik mamak) and the government elitee (non ninik mamak, 'they are the generation born in the 1970s, presumably not understanding the concept of nagari, and more absorbing the concepts of modernization'). This conception is the space in arranging the nagari for the local elitee in Minangkabau as a form of the inability of Law No. 22 of 1999 and Law No. 32 of 2004 which has been accommodating the central interest to the local. In its praxis, Law No. 6 of 2014 encourages the dynamics of political interest at the local level with the existence of two distinct interests between the adat elitee and the government elitee who have held the power at the local level. This study uses the qualitative method with case study approach. The results of this study indicate the attractiveness of elitee interests at the local level, in the choice between the administrative-based of nagari and the adat-based of nagari. The attractiveness is based on two interests between philosophical interests and pragmatic interests for power. Regardless of the two interests that occurred, Law no. 6 of 2014 is a momentum for local elitees to gain legitimacy and authority, as a form of recognition gained by local elitees.

Abstract

Supply chain management is the management of the entire process of production, distribution and marketing to allow consumers to supply the desired product. To ensure the basic needs of the national supply chain, the government issued a policy in the form of Presidential Regulation Number 71 Year 2015 concerning the Stipulation and Storage Basic Foodstuffs and Essential Goods. Staples in this policy is the stuff that concerns the lives of many people with high scale of perceived needs and be a factor supporting the welfare of society, in this case including staples result / agricultural products. Agricultural commodity supply chain policy is a form of government control of the availability of supplies and stability of agricultural commodity prices. This paper analyzes the policy-setting and storage of agricultural products in order to protect the perpetrators of the supply chain from upstream to downstream. On the policy of price stability, the reference price is an effort to protect consumers and farmers. The problem that occurs is the traders who do not follow the reference price set by the government on farm products that include such basic needs. While the policy of stock management and logistics, the government guarantees the availability of supplies. In practice some agricultural product supply chain actors more interested in selling their products outside the region attracted by the higher prices. The weakness of existing policies so far is more focused on the technical implementation of supply management.

Abstract

Village funds are funds sourced from the APBN which are managed autonomously by each village in order to create a more independent village. In accountability for the use of village funds, the village government is required to be able to carry out in accordance with the regulations governing the use of village funds. The purpose of this research is to find out what is the role of the Village Elite in managing village funds, and what problems are faced in managing village funds in 2020. This study uses qualitative research with case studies. Data collection techniques were carried out by interviewing and documenting and then comparing the interview data with secondary research data. Data analysis used descriptive evaluative analysis with three steps in the form of data reduction, data presentation, and drawing conclusions. The results of this study indicate that in the process of managing village funds in Sungai Abu Village, Air Hangat Timur District, there are obstacles, including the weak capacity and capability of village government human resources, lack of innovation in program activities and low community participation. So this still affects the village's ability to manage village funds.

Abstract

Tren peningkatan jumlah Dana Desa (DD) dan jumlah desa diharapkan memberikan dampak positif terhadap peningkatan kesejahteraan rakyat. Faktanya pemanfaatan DD masih belum optimal karena adanya berbagai kendala.Penelitian ini bertujuan untuk mendeskripsikan pengelolaan Dana Desa di Provinsi Sumatera Barat dengan lokus penelitian difokuskan pada9 nagari/desa pada 5 kabupaten/kota di Provinsi Sumatera Barat. Pertimbangan pemilihan lokasi dilakukan secara purposif berdasarkan tipologi wilayah.Penelitian ini merupakan penelitian deskriptif kualitatif dengan teknik pengumpulan data berupa studi dokumentasi, observasi, Focus Group Discussions (FGD) dan wawancara mendalam. Wawancara mendalam dilakukan terhadap informan penelitian yang berasal dari pejabat dari Dinas Pemberdayaan Masyarakat Desa (DPMD), Bappeda, Badan Keuangan dan Aset Daerah (BKAD), Bagian Pemerintahan dan Tenaga Ahli. Data yang terkumpul kemudian dianalisis dengan reduksi data,penyajian data dan penarikan kesimpulan. Penelitian ini menemukan bahwa praktek pengelolaan DD di Provinsi Sumatera Barat telah berjalan dengan baik namun belum optimal dilakukan karena masih ditemui beberapa permasalahan dalam setiap tahap pengelolaan DD. Permasalahan pengelolaan DD di Provinsi Sumatera Barat, yaitu inkonsistensi dan keterlambatan regulasi, masalah kewenangan, keterbatasan kapasitas Sumber Daya Manusia (SDM) dan kelembagaan serta rendahnya partisipasi masyarakat. Hasil penelitian ini merekomendasikan beberapa hal antara lain penguatan regulasi, kelembagaan dan SDM, peningkatan kapasitas administrasi desa, penguatan program pemberdayaan masyarakat dan pengembangan potensi ekonomi serta sinergitas program DD dengan program pemerintah daerah maupun pemerintah pusat.
