Abstract

Preferensi politik masyarakat dalam memilih calon anggota legislatif tercermin dalam Pemilu tahun 2024. Tujuan penelitian ini untuk mengetahui faktor yang menentukan pembentukan preferensi politik masyarakat terhadap calon anggota legislatif serta menganalisis implikasi faktor yang berpengaruh kepada pembentukan pilihan politik tersebut. Penelitian ini merupakan penelitian kualitatif, melalui wawancara langsung kepada beberapa tokoh dan masyarakat awam di Sumatera Barat. Memahami preferensi masyarakat dalam memilih Caleg menjadi krusial untuk menganalisa preferensi masyarakat dalam memilih Calon legislatif dipengaruhi oleh berbagai faktor. Faktor ini perlu dipertimbangkan oleh calon legislatif dalam merumuskan strategi kampanye dan para pemilih dalam membuat keputusan yang rasional dan bertanggung jawab. Terdapat hubungan positif antara partisipasi politik masyarakat dan preferensi politik mereka dalam memilih caleg DPR. Masyarakat yang melek politik yang selalu mengikuti berita politik dan sering terlibat dalam pertemuan politik memiliki pilihan politik, kesukaan terhadap calon atau partai yang lebih kuat dalam menentukan pilihannya. Begitu sebaliknya masyarakat dengan tingkat pengetahuan politik yang rendah akan menentukan pilihannya dengan alasan yang lebih mengedepankan kepentingan mereka seperti untuk mendapatkan uang, hadiah, ataupun memilih karena popularitas. Dari hal tersebut, dapat kita simpulkan bahwa preferensi politik masyarakat Sumatera Barat dalam memilih Caleg DPR tidak terlepas dari faktor-faktor, nilai budaya, agama, kualitas caleg dan juga politik uang.

Abstract

This study describes the social movement of the West Sumatra Islamic Shari'a Enforcement Committee (KPSI) in the strengthening of Islamic values in West Sumatra for the 2014-2019. This period follow after the activities carried out by the West Sumatra KPSI after the rejection of the Lippo Superblock construction in 2013. This uses qualitative research with descriptive analysis with interview and documentation data collection methods. This research uses Islamic social movement theory and arrived at some important findings from this research. First, the mobilization of KPSI in strengthening Islamic values is not based on feelings of disappointment or dissatisfaction but as a form of concern towards the decadence of society. Second, political opportunities led KPSI West Sumatra to conduct da'wah (Islamic propogation). Third, the framing in which KPSI West Sumatra enganged in discourse became the target of mobilization in social movements based on the Qur'an and Sunnah. Fourth, the West Sumatran KPSI alliance or network has many alliances or networks to strengthen its movement.Penelitian ini mendeskripsikan gerakan sosial Komite Penegakan Syari'at Islam (KPSI) Sumbar dalam penguatan nilai-nilai Islam di Sumbar Tahun 2014-2019. Periode ini mengikuti kegiatan yang dilakukan oleh KPSI Sumbar pasca penolakan pembangunan Superblok Lippo pada tahun 2013. Penelitian ini menggunakan penelitian kualitatif dengan analisis deskriptif dengan metode pengumpulan data wawancara dan dokumentasi. Penelitian ini menggunakan teori gerakan sosial Islam dan sampai pada beberapa temuan penting dari penelitian ini. Pertama, mobilisasi KPSI dalam penguatan nilai-nilai Islam tidak didasarkan pada perasaan kecewa atau tidak puas tetapi sebagai bentuk kepedulian terhadap dekadensi masyarakat. Kedua, peluang politik mengantarkan KPSI Sumbar melakukan dakwah. Ketiga, framing di mana KPSI Sumbar berwacana menjadi sasaran mobilisasi dalam gerakan-gerakan sosial yang berbasis Al-Qur'an dan As-Sunnah. Keempat, aliansi atau jaringan KPSI Sumbar memiliki banyak aliansi atau jaringan untuk memperkuat gerakannya.

Abstract

Waste management is one of the problems considered to be damaging to the environment and disturbing to human health. The increasing population, consumption patterns, and low public awareness of participation in management, coupled with political factors, are considered triggers for the failure of waste management. In an era where waste continues to accumulate and its environmental impact is increasingly felt, the government's role in developing innovative policies is vital. This research aims to explain and analyze policy innovations in waste management in Padang City. The theory used is Allan McConnell's theory of policy innovation success and failure. The method employed is qualitative, utilizing a case study. The results of the study show that there are several programs in waste management in Padang City, starting with Regional Regulation No. 21 of 2012 concerning Waste Management, the integrated waste management program (PERSATU), the distribution of floating nets in various rivers, recycling waste entering malls, reducing the use of plastic bags in malls, thematic eco-enzyme villages, RDF technology, maggot cultivation, One Community Unit, One Waste Bank, One Bentor for Each Urban Village, Civil servants saving in waste bank, and Padang Bagoro. However, of the many waste management programs, the Padang City Government has not been able to reduce the amount of waste from year to year, this condition is caused by the sub- optimal political support from local political parties and this condition is exacerbated by the culture and participation of the community which does not support waste management programs in Padang City.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis potensi pengembangan Wakaf Tunai di Lumbung Wakaf Nagari Cubadak melalui Analisis SWOT. Jenis penelitian adalah field research dengan pendekatan deskriptif kualitatif. Sumber data adalah Pengurus Lumbung Wakaf Nagari Cubadak, Wali Nagari Cubadak dan beberapa tokoh masyarakat Nagari Cubadak. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Teknik analisis data menggunakan analisis SWOT dan pendekatan matrik IFAS dan EFAS. Hasil penelitian ditemukan bahwa berdasarkan pendekatan matrik IFAS Lumbung Wakaf Nagari Cubadak lemah secara internal. Kemudian dari sisi eksternal (EFAS) Lumbung Wakaf Nagari Cubadak tidak maksimal dalam memanfaatkan peluang dan mengatasi ancaman. Selanjutnya berdasarkan analisis SWOT Potensi pengembangan wakaf tunai di Lumbung Wakaf Nagari Cubadak dari aspek kekuatan yang dimiliki serta peluang yang ada, bisa menjadi langkah awal untuk pengembangan wakaf tunai. Kemudian dari aspek kelemahan dan ancaman bisa diminimalisir dengan menerapkan strategi manajemen yang professional, startegi investasi yang tepat serta strategi pemasaran yang efektif.

Abstract

Simultaneous general elections will be held in 2024 with the theme of combining national and local elections in the same year. This is done based on the Constitutional Court Decision Number 14/PUU-11/2013 on simultaneous elections, which aims to minimize state financing in the implementation of elections, minimize high-cost politics for election participants, as well as money politics involving voters, abuse of power or prevent bureaucratic politicization, and streamline government work schemes. The purpose of this research is to discuss the dynamics of changes in people's perceptions and voting behavior after the 2019 elections in Indonesia from a political perspective. In voting behavior, one of the perspectives used in mapping and describing the patterns of changes in voting behavior and determining political choices in general elections uses the voting behavior approach. Studies related to voting behavior are studies related to studies that aim to reveal several reasons or factors that cause a person to tend to choose a party or contestant. This research uses quantitative methods. Meanwhile, the sample was drawn randomly using multistage random sampling. The total sample amounted to 1,240 samples, with PSUs in the Province. The survey population is the entire population aged 17 years and over or married. The survey was conducted in 34 provinces in Indonesia. According to the results of the research, Prabowo Subianto still remains the strongest presidential candidate compared to the other candidates. Then, the tendency of Indonesian people to vote for parties, PDIP has the highest vote compared to the tendency towards other parties. Then the dynamics of changing perceptions after the 2019 election, the voting behavior of the Indonesian people tends towards the school of rational choice.

Abstract

This study examines the influence of political education on political participation, which is mediated by political efficacy. This study focuses on the forms of political participation according to the theory of Samuel P. Huntington and Joan M. Nelson. The approach used is quantitative with a survey method. The research sample of 400 respondents was selected by simple random sampling. Data were analyzed using path analysis techniques with the help of the SPSS program version 24. The results of the study show: First, political education and political efficacy simultaneously contribute 47% to political participation, while the remaining 53% is influenced by other variables not studied. The average level of political participation after the political education facilitation activities is classified as high, with a mean value of 3.74 (equivalent to 74.80%). Second, the results of this study recommend ongoing political education efforts to strengthen democratic involvement in society. Third, it is important for the West Sumatra Provincial Kesbangpol Agency to pay attention to the subject of political education implemented from the aspects of age, education level,monthly income, and other social characteristics.

Abstract

Forest management in Indonesia often presents a tension between state-driven conservation objectives and the socio-economic interests of indigenous communities. This study explores how the Hutan Nagari (village forest) scheme serves as a conflict resolution mechanism between indigenous communities and the state, with a focus on Sungai Buluah in West Sumatra. Employing a qualitative case study approach, data were collected through in-depth interviews, field observations, and document analysis involving community members, the Village Forest Management Institution (LPHN), and the provincial forestry agency. The findings reveal a dual pattern of conflict: prior to 2019, vertical and macro-level disputes predominated, rooted in top-down state forestry policies that marginalized local customary rights. Following the implementation of the Hutan Nagari scheme, conflicts shifted to a horizontal and micro-level, involving intra-community negotiations over resource access. Conflict resolution strategies evolved accordingly, from institutional strengthening and enhanced community participation to more nuanced approaches, including problem-solving, yielding, and inaction. These strategies align with sustainable development goals, integrating economic welfare and conservation objectives. This research contributes to the discourse on community-based forest management by highlighting the adaptive nature of conflict resolution mechanisms in pluralistic indigenous settings

Abstract

Nagari Aia Dingin, Solok Regency, has excellent agrotourism assets (Arabica coffee, horticulture, buffalo curd with intellectual property rights) but faces obstacles in the form of low human resource capacity and product processing standardization. This initiative aims to enhance the capacity of youth and the Women Farmers Group (KWT) through certified BNSP barista Training of Trainers (ToT), diversification of frozen horticultural products, and strengthening hygienic cheese production. The program integrates Participatory Action Research (PAR) for inclusive collaboration and Theory of Change (ToC) as a logical framework. Evaluation uses a Pre-Experimental Pre-Post Test design on 44 participants (24 youth and 20 KWT), supplemented by observation and FGD. The program's implementation successfully enhanced human resource capacity and infrastructure. Pre-post test results showed an average increase of 48% in technical knowledge and 110% in practical skills among the barista youth group. Vital infrastructure support (barista and frozen food equipment) from PT. PLN UID West Sumatra facilitated the adoption of technology. Socio-economically, the program successfully created BNSP-certified trainers and empowered KWT in processing value-added products, contributing to the achievement of SDGs 5 and 8. The integration of PAR and ToC proved effective in facilitating technology transfer and capacity building in a participatory manner, resulting in a dual impact: potential income growth and the strengthening of local cultural identity. This model is recommended as an adaptive replication model; however, longitudinal studies are necessary to analyze the long-term impacts.
