Abstract

Dalam UU Pemerintahan Daerah dinyatakan bahwa titik berat otonomi ada di tingkatkabupaten/kota. Akan tetapi realitanya, urusan pemerintahan yang diserahkan ke kabupaten tersebutjuga dilimpahkan kembali kepada pemerintah terendah seperti nagari di Sumatera Barat dan desa diYogyakarta. Padahal dalam UU, pemerintah terendah seperti nagari dan desa memiliki kewenanganotonomi berdasarkan hak asal usulnya. Faktanya, pelaksanaan kewenangan berdasarkan hak asal usulini tidak pernah jelas bentuknya dan seperti apa implementasinya. Dengan menggunakan metodepenelitian kualitatif dengan kaedah grounded theory, artikel penelitian ini menjelaskan makna otonomidi nagari dan desa berdasarkan hak asal usul yang belum mampu diidentifikasi oleh pemerintah terendahtersebut. Selain itu, artikel ini juga menjelaskan implikasi dari pelaksanaan urusan yang dilimpahkanpemerintah kabupaten kepada pemerintah nagari dan desa. Hal penting yang ditemukan dalamtulisan ini adalah ternyata pemerintah memang mengabaikan kewenangan pemerintah terendah dalammelaksanakan hak asal usulnya. Akibatnya pemerintah nagari dan desa lebih memilih pelaksanaanurusan yang dilimpahkan kepadanya untuk menunjang keberhasilan penyelenggaraan otonomi daerahyang ada di kabupaten.

Abstract

The voter data update shows that there were still data on the TMS voters when the DPS determined in Padang Panjang City at 4,307 or 10.96% of the voters. This research was carried out with the descriptive qualitative method through in-depth interviews with various informants, namely election organizers in Padang Panjang City and Disdukcapil and campaign teams. The results of this study show that the problem of the voter list is due to PPDP Performance Culture in the voter data updating process which is seen from 6 aspects, namely (1) the responsiveness of PPDP can understand the needs of voters and not constrained population administration factors, (2) professionalism, work according to rules and has a high competence and understanding of territories, (3) productivity, can reduce voters who do not meet the requirements significantly and nil double voters in DPS (4) accountability, PPDP is ready to answer internally the process and results of updating voter data to the KPU and externally in the level of results, (5) cooperation, PPDP has collaborated with internal KPU and external KPU in voter data summary and (6) quality of service, PPDP and KPU along with their staff conduct socialization to the public for the categories of voters eligible and not eligible in the list voters. Voters registered in the voter list are de facto and de jure voters to be one solution to fulfill the comprehensive, accurate and up-to-date principles in voter data collection

Abstract

The Malay penghulu adat have traditional authority that can direct their people to maintain their own identity and existence. In fact, although the function of these Malay penghulu adat is only in the context of customs and culture, but in some cases these penghulu also influence the implementation of local democracy.  For example, in the election process of the head of the region, although the function of the penghulu adat leader as a leader can direct the tribe and his people, but this function is rarely used because it is contrary to the principle of propriety in Malay custom. Nevertheless, the presence of this penghulu adat remains important to strengthen the legitimacy of the power of the political elite.  This is reasonable because the legitimacy of the Malay customary is very important as a basis for building political support derived from indigenous communities. This article is derived from field research using descriptive qualitative methods. The informants of this research are adat penghulu, members of local elections commissions, bureaucrats, politicians and local academics. This article finds the dimensions of  the Malay penghulu adat authority only used to establish Malay identity by strengthening Malay customs and culture. Moreover, the people of Riau are more complex than the social and cultural aspects. Their involvement gives support to the regional head only in order to preserve Malay culture to be accommodated in local government policy and not in the form of political activity. Therefore it is not surprising that every Riau governor is given the title of Datuk Seri Setia Amanah customs so that those who are given this title take part in preserving Riau Malay culture.

Abstract

An accurate, comprehensive and up-to-date voter list is an absolute prerequisite that must fulfill in carrying out electoral democracy. The existence of a correct voter list will improve the quality of the democratic electoral process by opening the most extensive possible space for citizens to exercise their right to vote. The purpose of this study was to find out the cultural implications of migrating the community in Lubuk Tarok sub-district to voter registration with the Dejure pattern. This research was carried out with qualitative methods through in-depth interviews with various informants equipped with existing documents. The results of this study show that due to the de jure pattern in voter registration has caused a large number of voters registered in the permanent voter list, but the voters are not by the KTP address. It is due to the wander culture in the Lubuk Tarok sub-district. Many of the residents of Lubuk Tarok are wandering out, but their population administration still listed in the Tarok. It is caused by many voting invitations to be returned by KPPS because there were no voters registered in the voter list. Also, this also has implications for the low level of voter participation on election day in the Lubuk Tarok sub-district.

Abstract

This is paper aims to describe the completion of local autonomy based on local culture system in West Sumatera and Bali Province. Beside that, this paper also tries to find out the role of state which depicts state autonomy in implementation of government functions at lowest level, such as nagari in West Sumatera and Desa Pakraman in Bali. Although the local culture system could be applied in local autonomy, yet the modern government system which is introduced by state has affected local culture system at the lowest level. In this context, state autonomy has been involved in fusing local culture system into modern government system so that performing of local democracy declines.

Abstract

The role of strong state to implement kical democracy is important for a state in transition. When decentralization laws UU No. 22/1999 and UU No. 25/1999 was applied, central had a lack of power to control local autonomy so that local government tends to use its power with wrong way. In this condition, the role of state is weak to manage local autonomy, as it has no effect to enhance local prosperity. Therefore, government amended UU No. 22/1999 and UU No. 25/1999 and issue of new decentralization laws UU no. 32/2004 and UU No. 33/2004. Both new decentralization laws become basic for strengthening the role of state to control local democracy in Indonesia. This paper explain teh role of strong state to employ local democracy in West Sumatra aas a subject in this study. With using structural functional approach, this paper shows that local democracy could be achieved because center had capacity to extract, distribute, regulate and reinforce the symbol of state in local society. We conclude by recommending the center for keeping the state strength to accomplish local democracy agenda.

Abstract

This article describes the power network of Minangkabau’s penghulu adat in West Sumatera. As known in West Sumatera, the penghulu has a strategic position in the Minangkabau community. Its position in traditional institutions is of utmost importance, especially in bridging the interests of the community in the political and governance processes in the nagari. This is deemed feasible as penghulu adat is capable of optimizing their power network and utilizing traditional institutions that they congregate in. In explaining the power network of penghulu, this study used a descriptive type of qualitative approach.  Furthermore, this research found various types of formation in penghulu’s power network which serves as the basis for their involvement in the political process of the village. Firstly, the establishment of penghulu power networking through personal capabilities recognized by the community in the village. Secondly, the establishment of penghulu power networking through traditional authority. Thirdly, the establishment of penghulu power networking which originates from the additional legitimacy of local governments, particularly for penghulu considered to represent the local government’s interests in the village. Fourthly, the establishment of penghulu power networking based on the recognition of their peers by bestowing the title of sangsako in the tribe.

Abstract

A threat against the state is no longer in the forms of conventional war declarations or weaponary; but rather in the form of the loss of nationalism spirit due to the waning of national identity in a country. Along with the development of globalization, there is a shift regarding the threats against the state sovereignty. In Batam, Riau Province, as the border area, the threats include economic inequality between communities, the impact of trade liberalization, transnational crime, and the loss of collective identity due to the influence of globalization values using a qualitative approach, this article finds out that there are two forms of community respones related to social defense system; active and passive respones. However, in general, people in the border area in Batam respond more passively so that it affects the formation of the society defense system. In addition, this study also finds out that there are three stages in the formation of social defense system that can be used as a basis in policy formulation model for social defense system, including perception, togetherness, identification of collective action, as well as networking proliferation and regional integration.

Abstract

This study discusses the problems of West Sumatra’s local governments in the practice and implementation of Adat Basandi Syarak Syarak Basandi Kitabullah (ABS-SBK) tradition philosophy in the West Sumatra regional medium-term development plan in 2016-2021. The purpose is to organize the program and activities developed in the regional budget. This study analyzes the ABS-SBK tradition philosophy practice in West Sumatra government administration. This study uses a descriptive qualitative method; moreover, the data collection in this study uses semi-structured interviews related to the practice of ABS-SBK tradition philosophy. This study interviewed 14 informants consisting of customary stakeholders, religious leaders, bureaucrats, academics, women (bundokanduang), and community leaders. In determining the informants, this study uses a purposive sampling method conducted in Agam Regency and Limapuluh Kota Regency in West Sumatra Province. This study found that four factors influence the implementation and practice of the ABS-SBK tradition philosophy in the government level: 1) the absence of apparent ABS-SBK tradition philosophy substance values, 2) the traditional transcendental and profane values of the traditional and sharia institution did not work very well in maintaining and preserving Minangkabau traditional values, 3) the absence of individual consensus and commitment toward ABS-SBK philosophy, and 4) the poor and minimum ABS-SBK tradition philosophy implementation at the government level. People interpret and translate this philosophy according to their understanding since no specific guidelines govern their interaction. This fact is understandable and reasonable since it is part of their life. The same goes for the government level, the absence of the guidelines causes a poor and minimum effort in their development program using ABS-SBK tradition philosophy as the basic. It also leads to a consensus between customary and religious institutions. The government finds it challenging to translate this philosophy into their programs and activities development so that they cannot directly refer their programs to this original philosophy from Minangkabau.

Abstract

In the implementation of regional autonomy, the paradigm of public service should shift from services that are centralized to services that focus more on customer-driven government. But in reality, the practice of public services in many areas is unsatisfactory for the community. The causes of public services still have weaknesses, namely less responsive, less informative, less accessible, less coordinated, bureaucratic, less willing to listen to public complaints, and inefficiency. Another factor is the low motivation for public services. For Padang City, one of the sub-districts that has excellent service is the East Padang sub-district. However, the service process at this sub-district office has fluctuated. Many people complain about the service pattern, including the room that is not representative in carrying out public services. This research uses descriptive qualitative research. To obtain data in accordance with the research focus, the researchers conducted interviews, observations and documentation. Then the data obtained were analyzed using interactive analysis methods. In Padang Timur District, the aspects of public service motivation that are practiced are giving rewards and punishments, conducting coaching and training, and applying transformational leadership. To achieve optimal public services, it is necessary to have a Public Service Motivation that prioritizes competition, competence and consistency.
