Abstract

The development of education in Indonesia must use at least four basic strategies. Namely, The first is equitable distribution of opportunities for education; the second is relevance; the third is quality improvement, and the fourth is efficiency. Generally, this strategy can be divided into two dimensions, namely education improvement and equity. Development of quality improvement is expected to increase the efficiency, effectiveness and productivity of education. "Dimensions of educational equity are expected to provide equal opportunities in obtaining education for all school ages" (Amri, 2013: 68). In realizing distribution of opportunities to obtain education, Surabaya implements a program for acceptance of new students through the path of community partners. The emergence of this policy is also a proof of the government's commitment in carrying out the mandate of the Constitution regarding 20% of the budget for education. This study uses an evaluation research with a qualitative approach. The main data source in this study was obtained by snowball sampling. Data collection techniques in this study used three techniques, namely observation, interviews, and documentation. State High School 13 Surabaya is one of the schools implementing a citizen partner program. The conclusion from this study states that the implementation of the citizen partner program in State High School 13 Surabaya has not yet been reached because of the discovery of elements of nepotism and lack of socialization resulting in one student having not been affected by the community partner program.

The method used is qualitative research because it aims to obtain in-depth data and information, so that the goal of knowing and evaluating teacher performance can be achieved. This type of research is an evaluative research, that is, research to look for gaps between real conditions and expectations as determined by existing standards.Subjects in this study were the principal, teachers and students of Unesa Labschool Junior High School Kawung. This study was conducted in the odd semester of the 2019-2020 school year. Data collection techniques used observation, interviews, and documents. The data analysis technique used in this study was an interactive analysis model consisting of three components, namely data reduction, triangulation, data presentation and conclusion making. The results of this study indicate that teacher performance viewed from pedagogical competencies has generally run well and accorded to the academic qualifications and teacher’s competency standards set by the government. However, the weaknesses of teachers that are still very visible are in creativity in the application of learning both methods and strategies, or in making learning media to support teaching and learning activities. Furthermore, the use of technology is still low and most teachers still use conventional methods in teaching. Whereas teacher performance in terms of professional competence is still not in accordance with academic qualification standards and teacher competencies set by the government. There are still weaknesses in the development of creativity related to media or teaching aids that support learning. In addition, the low implementation of Classroom Action Research (CAR) serves to improve the professionalism of teachers themselves. And the last is the utilization of information and communication technology for personal development that has not been maximized.

Abstract

Ancient buildings are closely related to the long history of the past. The architectural style of the building and its decorative motifs have a distinctive shape in accordance with the spirit of the era of its creation. The idea of creating styles and forms of decoration took the forms of the surrounding nature and the philosophy of the patrons and local rulers. Some of the many decorative motifs that exist, there are motifs that come from religious values. In addition, the various forms of motifs that exist also have similar forms. The similarities in the shape of these motifs are found in the shape of the motifs of technological objects in the gate of Sunan Drajat's tomb which has Islamic breath with one of the relief panels in Tegawangi Temple which has Hindu-Buddhist breaths. The purpose of this research is to describe the idea of the creation of the two forms of motifs, the factors that cause the similarity of the motive forms and reveal the meaning of the two forms of motifs.
