Abstract

This study aims to analyze the relationship of vertical integration in the rice market in East Java Province, involving the producer, wholesaler, and retailer levels. The main focus of this research is to analyze price transmission between different market levels and the interconnection among market players within the rice supply chain. The method used is secondary data analysis in the form of weekly time series from January 2020 to August 2024, applying the Vector Autoregression (VAR) model and the Augmented Dickey-Fuller (ADF) stationarity test. The analysis results show that rice prices between market levels influence each other in a bidirectional manner, with a significant long-term effect from retail prices. The wholesale market also plays a crucial role in price transmission between market levels. These findings reflect the complex rice market structure in East Java, which requires further attention in formulating pricing policies to achieve sustainable stability.

Abstract

In general, the characteristics of tofu produced in Sumedang come from two types of soybeans, imported soybeans and local soybeans. This study attempts to examine the characteristics of tofu including texture, color, taste, aroma, water content, and durability. This study is descriptive quantitative, where data collection is carried out through cross-tabulation to see the relationship between soybean types and tofu product characteristics. Through direct observation in the field and conducting interviews with a number of Sumedang tofu producers. The results of the study found that the composition of local soybeans and imported soybeans in producing Sumedang tofu has quite significant differences in forming the characteristics of the tofu produced. Tofu using local soybeans has a soybean flavor and aroma, while tofu processed from imported soybeans has a smoother color and texture. These results can of course provide a real picture for Sumedang tofu producers about choosing the type of soybean according to consumer desires and preferences. Local soybeans can be recommended and educated to tofu producers so that local soybeans are maintained and sustainable.

Abstract

The cocoa downstream policy should be aims to improve the welfare of cocoa farmers, not merely to develop the cocoa downstream industry. This study aims to analyze the impact of Indonesia's cocoa downstream policy through cocoa beans export taxes on the competitiveness and trade performance of cocoa derivative products, as well as its benefits to cocoa farmers. The methods employed include TBI values, RCA index, and product mapping classification. The results show that export taxes have enhanced the export competitiveness of cocoa derivative products such as cocoa paste, butter, and powder, with RCA indices exceeding 1 (comparative advantage) and TBI values approaching 1 (net exporter). Cocoa butter stands out as Indonesia's leading export product, deserving prioritization in export specialization, based on the product mapping classification that consistently place it in Group A. However, the benefits of the export taxes are not significantly felt by cocoa farmers, as the growth in the selling price and planted area of cocoa beans have become more stagnant and tend to decline. The government should evaluate the policy's impact on the welfare of cocoa farmers. The policy should benefit not only the downstream actor (industry) but also upstream actor (cocoa farmers).

Abstract

Indonesia’s dairy industry has undergone substantial development over the past decade, yet it continues to face persistent challenges arising from market liberalization and intensifying global competition. The BUSEP ratio policy, introduced in 1982, was designed to protect smallholder dairy farmers by mandating the absorption of domestically produced fresh milk by processing industries. This study aims to systematically examine the impacts of this policy on the welfare of key stakeholders: government, producers, and consumers, while also identifying the resulting economic and social implications. The research employs a systematic literature review combined with static comparative analysis using secondary data. Comparisons are drawn between conditions before and after the abolition of the BUSEP ratio policy, with specific attention to changes in producer surplus and consumer surplus. In addition, the study assesses the influence of a 5% import tariff on domestic milk pricing structures and supply conditions. The findings reveal that while the BUSEP ratio policy increased producer surplus, it significantly reduced consumer surplus, ultimately leading to a decline in net social welfare. The policy’s revocation in 1998 did not yield the anticipated benefits, as import prices surged sharply during the monetary crisis, preventing processors from optimizing alternative supply sources. Heightened competition with international producers further underscores the need for domestic farmers to enhance efficiency and competitiveness. Overall, the study indicates that existing policies have not optimally improved welfare outcomes. Consequently, there is a pressing need for more adaptive policy frameworks that prioritize production efficiency, price stability, and sustained protection for Indonesia’s dairy farmers.

Abstract

One of the prerequisites for micro and small businesses (MSMEs) to obtain business legality is the Business Identification Number (NIB), which also gives them access to a number of government benefits, including funding, government training programmes, participation in certified training, government procurement contracts, and more. Nevertheless, many MSMEs in the Wai Muli Timur region lack an NIB. This is mostly due to three factors: small business owners' ignorance of the significance of having an NIB, their lack of familiarity with the online single submission system, and their inadequate comprehension of the procedure for getting legal documents. A multidisciplinary group of instructors and students from Politeknik Negeri Lampung developed an integrated help strategy in response to these difficulties. A number of tactics were used, such as mapping MSMEs to identify their legal requirements, NIB socialisation, OSS system training, helping with data entry at the village office, and making door-to-door visits to business owners who were having trouble with digital literacy or internet access. Each strategy—socialization to fill in knowledge gaps, training to enhance comprehension, and proactive outreach to remove access barriers—was created to specifically address the underlying issues. Twenty business owners received their NIBs as a consequence of these efforts, and fifteen more are in the process of finishing their paperwork. With the help given, information and digital literacy problems that had previously impeded business owners were successfully resolved. In addition to increasing the number of MSMEs with NIBs, this programme made a big difference by increasing business owners' knowledge of legal compliance, facilitating better access to financing programmes like KUR, boosting their confidence in enrolling in government-provided training programmes, and producing MSME data for the village administration. Positive answers from MSME participants show that the cooperative strategy involving academics, students, and village leaders is successful in resolving the technical and structural issues the community faces. In addition to enhancing enterprises' legal standing, this programme fortifies the village's ecosystem for economic empowerment. When it comes to applying for NIBs and other legal documents, this collaboration-based help model can be duplicated in other regions with comparable issues, especially in villages with little information, internet access, and digital literacy.
