Kabupaten local government Sula Isles especiallyKecamatan Sanana to realize government that participative feel shortcoming. Cultivation and government informationgiving to community valued still very minim. To the present time, development planning that participative to needcommunity only claimed unilaterally by government Sula Regency especially Sanana subdistrict has been conductedfor well, and accordance procedure that apply. This research use two approaches outright namely qualitative andquantitative approach. Location research in Sanana subdistrict Sula regency. Data collection conducted with threeway, namely: interview, documentation and questionnaire. Data analysis unit in this research is government SulaRegency, citizen and stakeholder that engage in musrenbang Kecamatan Sanana 2011-2012. Sample withdrawaltechnique in this research is withdrawal sample non random (non probability sampling) namely Purposive Sampling.This result research show community participation level in Musrenbang Sanana subdistrict. In 2011 and 2012 includedin informing category level (level participation where community heard and allowed contend, but they do nothave ability to get guarantee that their view would be considered by holder decision.) That thing in pengaruhi olekfactor internal: age, sex, level of education and work eye points of view. While factor external: government andstakeholder own experience that is more compared by community.

Any people who live in democracies have the right to participate in development daerah. Salah of his formthrough aspiration of activities DPRD. This study investigates the impact of autonomy special on poverty reduction. Special autonomy of Aceh designed torebuild Aceh after conflict and tsunami that had destroyed Aceh from the development and social political causingincreased poor people. Special autonomy expected to be the solution of social problems and poverty in aceh province.To achieve a purpose of this research, used the theory decentralization asymmetrical that helps to see effortsthe implementation of decentralization at the provincial level in accordance with local knowledge to the problem ofcommunity social and confinement the level of poverty. This research uses the method the qualitative study by adoptingdescriptive aimed at to explain deeper on the impact of autonomy special on poverty reduction through techniqueobservation, interviews and documentation.

Program relations employees well-ordered very useful for organization and pegawai. Internal employees itself isactivity management human resources that deals with displacement or mutation employees in organization..The problemwas appointed in this research first, where do policy mutation civil servants echelon ii by the provincial governmentsNorth Maluku. Second, factor that influences mutation civil servants by the provincial governments NorthMaluku. Data collection techniques used is a questionnaire, the interview, and observation. While the kind of data isthe primary and secondary data.Totaling population and samples to research is 60 people this research in a qualitativedescriptive using analysis.This research result indicates that mutations not only to civil servants received a lot ofchallenges new and a new task as set already.But mutations are also efforts of the governor regulation, and mutationcivil servants be consistent with act of state civil apparatus in 2014, about authority removal, shifting,dismissal of civilservants. Besides mutation civil servants in government positions of government province by North Maluku it was stillfar from expectation, because there were uncertainty the law and does not consistency of mutation requirements andremoval of office.

The porpuse of the research is to determine the quality of servicein the government apparatus based electronicpassport, in this study using 5 indicators that Keberwujudan (tangible), Daya Tanggap (Responsiviness), Kehandalan(Realibility), Jaminan (Assurance), and Empathy (Empathy). andalsosee at the factors that influence the quality ofservice indicators Organizations, Human Resource, and Service System. The methoduse disdescriptive quantitativemethod using frequency distribution, and the data collection were interviews, observation, documentationandquestionnaires. With research sites at the Immigration Office Class 1 Yogyakarta. Results ofthe research is thatthequality of service in thegovernment apparatus based electronic passport given tothe publicis VeryGoodâas indicatedby the scale 4.21cumulative indexofthe highest value 5.The variables that have the highest value is in thevariable Assurance (Warranty) with a score value of 4.60 with the category of âVery Goodâ and the variable that getsthe lowest score by the public is the variable empathy with a score value of 3.97although the category of âGoodâ. Asfor the factor of influence in the organizationâs services are among the factors, for cesor human resources andservice system. Then there commendations givent o the immigration office in Yogyakarta is in grade 1 to furtherenhancethe quality of His ministry, especially in the Empathy dimension of hospitality, courtesy and discriminatoryactions in serving.

The purpose of this research is to describe and analize the implementation of Authory of the head of Sub- Districtbased on law No. 32 of 2004 on Regional Government (studies on the office of Tanjung Selor and Tanjung Palas Sub-District of Bulungan, North Berneo) about the implementation in terms of sub-district in Tanjung Selor and TanjungPalas sub-District of Bulungan. Based of the law No. 32 of 2004 concerning local government in which the delegationof authory from the regent to the head of sub-distruct is a from of desentralized system of govenment in strengtheningthe organizational structure at districtand maximizing the service. The reseach method used a descriptive studywith a qualitative approach. Reseachs used data collection techniques though interviews, observation, and documents.The focus of reseach is the Analycis on the implementation of Authory of the head of Sub-Distruct based onlaw No. 32 of 2004 on regional Govenment (studies on the office of Tanjung Selor and Tanjung Palas Sus Distruct,Distruct of Bulungan, North Borneo). Based on the results of a study conducted reseachers at Tanjung Selor andTanjung Palas Sub-Distruct are there several problems associated with the authory of the head of sub-district, such asthe coordination on the soceity development, the coordination and maintenance of public intrasstructure and facilities,the coordination of govenments activities in sub district level, and village in order to carry out community serviceinto a scope of duties that can not be carried out optimally. The finding of this research is that in the implementationof the task is not in accordance with what is expeted, the authory i not yet clear, lack of community participation andlaw human resources in the sub-district office. The inhibiting factors are innefective communication, minimum resources,disposition and bureaucratic structures that do not fuction properly. It is suggersted that the service wouldbe optimal by revamping the Tnajung Selor and Tanjung Palas sub-district office..

This research aims at explaining the relation betweenorganizational structure and public service satisfaction.The survey is conducted technically by requestingsome respondents to grade the implementationof changes in organizational structure and performanceof Licensing Department of Yogyakarta, Indonesia.The academic findings are: (1) the implementationof the policy of changes in organizationalstructure led to the characteristics of post-bureaucraticorganization, (2) the public service satisfactionhas been in the relatively high level, and (3) therelationship between organizational structure andpublic service satisfaction is positive and significant.The theoretical implication of this research is thatthe empirical study supports the assumption whichthe organizational structure affects public services.The practical implication that could be recommendedis that the characteristics of organizational structureshould be fostered. Thus, the citizens obtaining servicesfrom the institution would be very satisfied. Thelimitation of this research is the small population ofsamples and respondents so that it would be hardto generalize the findings. It is suggested that theexplanation of why public organization could provideaccess and assurance for citizens in lower levelcould be the issues to be investigated further.KEYWORDS: Public Service, Organizational Structure,Institution, Citizen, Assurance

This research is based on the view of the deliberation forum in the village which should be able to provide dialogue space and community involvement as the subject of development planning, however, the facts that are seen are that the community in Maguwoharjo village is still seen as an object of development planning and the essence of the deliberation forum in the public sphere in the village has not been able to reflect in full by the people in the area. This study aims to analyze the factors that influence deliberation in development planning deliberations and analyze points of weakness in the deliberation process in Maguwoharjo village. The method in this study uses qualitative research methods with data analysis techniques using NVivo12plus software. The results showed that the leadership factor had a percentage of around 36% in influencing community involvement, the socio-cultural factor in the village had a percentage of around 15% where each figure involved had a dominant view that was very thick with Javanese Culture, from the aspect of communication, had a percentage of around 13% in conveying the interests of village development, then, local political factors have a percentage of around 13%, where every participant involved in the village consultation forum has the same interest in development in his area. This study found that the leadership factor was very dominant in influencing the community to be actively involved in the village discussion forum and still found several weaknesses in the deliberation process in the village.

Corruption in Indonesia takes various forms and involves various parties including the local leaders. The aim of this study is to analyze various forms of bribery involving the heads of regencies/Mayors. This study employs qualitative method and focuses on corruption cases in four regencies namely Bangkalan, Karawang, Tegal and Madiun. The research is supported by the Nvivo12 software package that enable researcher to categorize and homogeneous the enormous data. The study found that there are various types of bribery committed by the heads of regencies that include either direct bribery, levies, forced bribery (extortion), or tribute. The type of bribery depends on the specific conditions of each area. The types of corruptions can also be distinguished into hidden and open corruption. Open corruption refers to corruption that involves local governmental units.
