Abstract

Tourism activities are very affected by the disaster, not exception in the Special Region of Yogyakarta, the perpetra-tors of tourism is devastated by the eruption of Mount Merapi. When Mount Merapi erupts, the number of tourist visits in Yogyakarta drops dramatically to 80% (BPS DIY, 2012). Similarly, it happened in Sleman regency, one of the regencies located in the north of the Special Province of Yogyakarta which is an area with many interesting objects and tourist attraction (ODTW). The impact of this eruption is hitting both the government and Sleman communities especially those directly affected by the impact of the disaster. Although now the eruption is over but still leaves the problem, whether it is a socio-economic problem in the vicinity of Mount Merapi and tourism itself. After conducive situation, local government also can not do the maximum. The availability of human resources (HR) to manage these newly emerging disasters is also not available. It also gives the impression that between the ranks of local government and village government there is no coordination. After the issuance of a letter from the Sleman Regent then the Umbulharjo Village Government was given the authority to manage the Merapi volcano tour area. Through the village regulations finally formed the team of volcano area tour manager of Merapi. The performance of this team after working for 3 (three) years is still not optimal, after through the pre-survey and direct observation to the location it can be seen that the main problem now related to the institutional and human resources supporters. In connection with the above, it is necessary to have community service activities to assist the institutional arrangement and improvement of human resources competence of the manager. Activities that have been carried out include the fulfillment of minimal requirements for secretarial office, nameplate and brochures for the purpose of the existence of organization and tourism services, the preparation of strategic plan documents (renstra) that can be used as a reference for the preparation of work programs, organizational structure and job descriptions that can be used all members to work directed and appropriate field of duty, and websites that can be used for service and tourism promotion. After this community service program ends, most of Merapi volcano tour managers are able to manage the organization and mobilize resources effectively. Abstract

Public-Private Partnerships (PPP) are often seen as an ideal scheme for infrastructure provision when the government is hampered by human and financial resources. Therefore, the government can involve the private sector in playing a role in the successful implementation of infrastructure. This article aims to identify the factors affecting readiness using a public-private partnership (PPP) in the development of Jogja Agro Techno Park (JATP) as a priority development acceleration program in Special Region of Yogyakarta Province. Furthermore, this research uses a descriptive method with qualitative approach. Therefore, the data findings thought in-depth interviews and several kinds of literature. The data findings analysis in this research using NVivo 12 plus software, this qualitative tool is able to provide capture coding rates from interview results that display the intensity level. The result of this research indicated that the dominant variable comes the Local Government Commitment aspects and Institutional Coordination, in which the resulted coding intensity value of Crosstab Query is 28.57%. It is related to the DIY government that has strong institutional level support and its commitment to sustainability in the development of the JATP priority program. Moreover, the high percentage indicators come from the Coordination with Private Sector and Availability of Special Institution. Besides it, other factors found in several aspects of HR Competence and Financial Capacity are did not become play an important role from DIY’s Government in readiness for a PPP scheme in JATP development. This is because financial human resource competencies and also financial capability have been managed by TPSD as an ad-Hock agency devoted to handling PPP schemes. So that the factors of readiness are not necessary to adjust the institutional structure because it has been able to be coordinated based on their respective duties and functions.

Abstract

SIM Masuk Desa (SIMMADE) merupakan sebuah inovasi pelayanan publik yang dikeluarkan oleh Kepolisian Daerah Istimewa Yogyakarta  melalui Kepolisian Resor Bantul pada bulan September 2020. Dengan adanya inovasi pelayanan publik melalui SIMMADE diharapkan mampu memperluas jangkauan penerbitan SIM serta memecah kerumunan yang terjadi pada SatPas Polres Bantul. Penelitian ini memiliki tujuan guna melihat pengaruh fasilitas, transparansi, partisipasi, dan sumber daya manusia terhadap efektivitas pelaksanaan SIMMADE (SIM Masuk Desa) di Kabupaten Bantul. Penelitian ini menggunakan desain metode penelitian kuantitatif dan juga dengan metode penelitian kualitatif berupa wawancara serta dokumentasi sebagai data penunjang. Hasil penelitian menunjukan bahwa faktor yang mempengaruhi efektivitas pelaksanaan SIMMADE atau variabel (X) terdiri dari fasilitas, transparansi, partisipasi dan sumber daya manusia yang memberikan pengaruh positif dan signifikan terhadap variabel (Y) efektivitas pelaksanaan SIMMADE. Untuk melihat lebih jauh terhadap besarnya pengaruh variabel (X) terhadap variabel (Y) dapat dilihat dari hasil path koefisien. Hasil path coefficient menunjukkan hasil sebesar 0.753 yang berarti bahwa hasil path coefficient memiliki tingkat pengaruh yang baik dan kuat. Selain itu hasil statistik deskriptif terhadap efektivitas pelaksanaan SIMMADE terletak pada interval penilaian 4.24-5.00 yaitu 4.44 yang memiliki penilaian sangat baik.

Abstract

ABSTRAKPendapatan pengusaha UMKM (Usaha Mikro Kecil Menengah) tahu bakso “Enak” dan UMKM ketan lupis mengalami penurunan pendapatan sejak pandemi covid-19. Selain itu kendala lain yang dihadapi yaitu belum adanya pemanfaatan media sosial dalam strategi pemasaran di tengah dunia digitalisasi, packaging produk yang masih sederhana sehingga kurang menarik konsumen, dan tidak adanya manajemen keuangan yang baik disaat banyaknya pendapatan dan pengeluaran produk. Dari permasalahan mitra tersebut UMY melalui program pengabdian kepada masyarakat yang disinergikan melalui Kuliah Kerja Nyata (KKN) memiliki beberapa program kegiatan untuk mengatasi permaslahan mitra. Program ini ditujukan untuk meningkatkan kualitas penjualan serta pemasaran tahu bakso “Enak” dan ketan lupis di tengah pandemi covid-19. Kedua UMKM telah diberikan sosialisasi serta pelatihan menggunakan media sosial di era digitalisasi dan untuk membantu pemilik UMKM dalam mengatasi penurunan penjualan di masa pandemi Covid-19. Tim pengabdi telah membuatkan akun media sosial, dan juga telah membuatkan logo dan pamflet yang nantinya akan disebarkan melalui media sosial agar dapat meningkatkan hasil penjualan. Serta menciptakan packaging product yang menarik sehingga menambahkan daya tarik konsumen.  Kata kunci: UMKM ; manajemen keuangan ; media sosial ; manajemen pemasaran ABSTRACTEntrepreneurs of "tahu bakso" and "ketan lupis " as Micro, Small and Medium Enterprises (“UMKM”) face obstacles, especially in the era of the covid-19 pandemic. First, they package the product in a simple way so that it does not attract the attention of consumers. Second, they have not used social media as a marketing strategy in the current digital age. Third, they do not have good financial management. As a result, their income is small and even tends to decline. The UMY Community Service Team together with KKN students have implemented programs and activities to help these small entrepreneurs. The team has trained the entrepreneur on how to package the product in an innovative way. This team has also socialized the use of social media to market products creatively. Lastly, this team has helped with how to manage finances properly. This team wants to achieve the goal, which is that small entrepreneurs can expand their marketing and increase the number of buyers, so that their income increases significantly Keywords: UMKM; financial management ; social media ; marketing management

Abstract

Government Regulation No. 18 of 2016 has explained that the organizational restructuring process of regional apparatus is a process that has gone through the stages and roles that apply. Then, regional readiness in conducting institutional arrangements, so that the downsizing and fattening of the organization has an impact on the renewal of the organizational structure and renewal of field affairs which ultimately the organization can increase/decrease. The object of the research used was organizational restructuring in Dharmasraya Regency. This study uses the theory of Robbins (1994) which describes the related work, departmentalization, chain of command, range of control, centralization and decentralization and formalization. To find out the factors that influence organizational restructuring, researchers use indicators of formal rule approaches, performance evaluations, political processes, and human resources and apparatus. This study uses descriptive qualitative methods. Data collection techniques are carried out by direct interviews, indirect interviews and interpretation analysis of document documentation, reports, and other supporting documents. The results of this study are that the restructuring process of regional apparatus organizations in the Dharmasraya Regency is still largely supported by financial and budgetary factors, human resource factors or regional government apparatus, legislation factors, and political factors. In this study it can be concluded that the Dharmasraya District Government is still weak in the level of delegation of authority, the organization is still very poor in structure, and fattening is too large. Therefore, the factors that greatly influence the process of restructuring the regional apparatus organization in the Dharmasraya District Government are political interests and their implementation is political in nature.

Abstract

The paper has the title of the implementation of collaborative governance in the Brosot cultural village, Galur subdistrict,Kulonprogo Regency. Research aimed to know Bagaimana Collborative Brosot cultural village implementation,Galur subdistrict, Kulonprogo Regency and factors any prejudical Collborative Brosot cultural village, Galur subdistrict,Kulonprogo. Regency Research conducted with kualititatif method, withdrawal data done through interview informationsources, observation, and study documentation. Result Research show that, Model Collaborative Governance inDesa Budaya Brosot, generally speaking is equal Model Collaborative Governance that made by Ansel and Gash. Thereis some factor culture affect that Collaborative Governance implementation in Brosot cultural village, namely: kinshiprelation, Arisan, Jam Karet, Musyawarah Mufakat, Nggih Kepanggih ra Ngaruhke, Gotong Royong and Swadaya, Mokogi,Ngombyongi, and Mosobodoa, paternalistic and the People about that is all.

Abstract

Program relations employees well-ordered very useful for organization and pegawai. Internal employees itself isactivity management human resources that deals with displacement or mutation employees in organization..The problemwas appointed in this research first, where do policy mutation civil servants echelon ii by the provincial governmentsNorth Maluku. Second, factor that influences mutation civil servants by the provincial governments NorthMaluku. Data collection techniques used is a questionnaire, the interview, and observation. While the kind of data isthe primary and secondary data.Totaling population and samples to research is 60 people this research in a qualitativedescriptive using analysis.This research result indicates that mutations not only to civil servants received a lot ofchallenges new and a new task as set already.But mutations are also efforts of the governor regulation, and mutationcivil servants be consistent with act of state civil apparatus in 2014, about authority removal, shifting,dismissal of civilservants. Besides mutation civil servants in government positions of government province by North Maluku it was stillfar from expectation, because there were uncertainty the law and does not consistency of mutation requirements andremoval of office.

Abstract

The purpose of this research is to describe and analize the implementation of Authory of the head of Sub- Districtbased on law No. 32 of 2004 on Regional Government (studies on the office of Tanjung Selor and Tanjung Palas Sub-District of Bulungan, North Berneo) about the implementation in terms of sub-district in Tanjung Selor and TanjungPalas sub-District of Bulungan. Based of the law No. 32 of 2004 concerning local government in which the delegationof authory from the regent to the head of sub-distruct is a from of desentralized system of govenment in strengtheningthe organizational structure at districtand maximizing the service. The reseach method used a descriptive studywith a qualitative approach. Reseachs used data collection techniques though interviews, observation, and documents.The focus of reseach is the Analycis on the implementation of Authory of the head of Sub-Distruct based onlaw No. 32 of 2004 on regional Govenment (studies on the office of Tanjung Selor and Tanjung Palas Sus Distruct,Distruct of Bulungan, North Borneo). Based on the results of a study conducted reseachers at Tanjung Selor andTanjung Palas Sub-Distruct are there several problems associated with the authory of the head of sub-district, such asthe coordination on the soceity development, the coordination and maintenance of public intrasstructure and facilities,the coordination of govenments activities in sub district level, and village in order to carry out community serviceinto a scope of duties that can not be carried out optimally. The finding of this research is that in the implementationof the task is not in accordance with what is expeted, the authory i not yet clear, lack of community participation andlaw human resources in the sub-district office. The inhibiting factors are innefective communication, minimum resources,disposition and bureaucratic structures that do not fuction properly. It is suggersted that the service wouldbe optimal by revamping the Tnajung Selor and Tanjung Palas sub-district office..

Abstract

Public complaints service today’s has become part of  the efforts to improve public services in Indonesia. Government,both central and local levels is appropriate to give special attention to the improvement of  service quality of  publiccomplaints. The government’s attention can be achieved either by continuously innovate to create public complaintsservice that is not only easily accessible by the public, but  also can be received and responded  to effectively by localgovernment. Yogyakarta City’s Government innovates by providing the services of  public complaints were based oninformation technology and communication (e-government). Innovations made by the government of  Yogyakar ta isexpected to provide ease of  access for the public and can be input which should be followed up effectively by thegovernment of  the city of  Yogyakarta so as to create improved quality of  public services in general in the future.

Abstract

Environmental conservation is a shared responsibility for the government, private companies, and the community. One of the efforts to protect the environment is to pay attention to waste disposal. Household contribution to waste generation ranks first compared to other sectors. Therefore, efforts should be made to develop public awareness of waste management. The implementation of the service program aimed to build awareness and management of waste originating from household activities. The methods in the community service program were through tutorials and mentoring. The results of the program showed that the community’s more concerned and aware of the importance of waste management. The main indicator of improved community concern was the establishment of the “Kluwih Resik” Waste Bank.
