Abstract

Reformasi birokrasi merupakan upaya perbaikan sistem penyelenggaraan pemerintahan, khususnya pada aspek kelembagaan, manajemen, dan sumber daya manusia. Namun, secara empirik hal ini justru berbanding terbalik dengan area-area reformasi birokrasi yang dicanangkan dalam regulasi. Penelitian ini bertujuan untuk menganalisis implikasi reformasi birokrasi terhadap kepercayaan dan kepuasan masyarakat pada pemerintah dan pelayanan publik yang dilakukan di Kota Tidore Kepulauan, Provinsi Maluku Utara. Metode penelitian yang digunakan adalah kuantitatif, dengan data primernya adalah survey hasil kuesioner berjumlah 225 responden, serta menggunakan software SmartPLS 3.3.3 sebagai alat analisis. Hasil penelitian menunjukkan bahwa variabel regulasi dan akuntabilitas berimplikasi positif dan signifikan terhadap kepercayaan warga terhadap pemerintah, serta kepercayaan warga terhadap pemerintah yang juga berpengaruh positif dan signifikan terhadap kepuasan warga terhadap pelayanan publik. Sementara variabel prosedur, struktur organisasi, sumber daya manusia, dan teknologi tidak memiliki pengaruh signifikan terhadap kepercayaan warga terhadap pemerintah. Penelitian ini berkontribusi sebagai salah satu acuan untuk membenahi birokrasi di Kota Tidore Kepulauan, terutama pada variabel-variabel yang berpengaruh dan signifikan. Penelitian komparatif dengan dua lokus yang berbeda, jumlah responden yang lebih banyak, hingga jangka waktu penelitian yang lebih lama, perlu dilakukan untuk penelitian-penelitian selanjutnya.

Abstract

This paper discusses about the dynamics of the development of the international norm “war on terror” which is analyzed from three dominant approaches in international relations; realism, liberalism, and constructivism. Specifically, this paper seeks to reveal the dynamics of war on terror norms from its inception to date, where the norms have been adopted by the majority of the international community. The first stage is the emergence of the norms which fall within realist thinking stressing on materialist and rationalist dimensions such as security issues and threats from terrorists. The second stage emphasizes on the role of international organizations and international law that closely associated with liberalist thinking. The last stage is strengthening the norms focusing on shared ideas related to humanity, human rights and freedom to build a common identity that led to the emergence of the counter-terrorism norms that fit constructivist perspective.

Abstract

Democratic governance has become a popular term to influence public sector reform in many countries. As a new governance theory, democratic governance has also gained significant interest from scholarly circles. Scholars had different perspectives when discussing the topic of democratic governance. Political perspectives examined democratic governance, especially in terms of states, regime, election and democracy. Technological perspective saw the importance of ICTs, social media, artificial intelligence and big data. The public administration perspective studied the importance of public policy, public management and local government institutions. There were rarely scholars who mapped the ideas about democratic governance. The study tries to fill this gap in thinking about democratic governance by reviewing the journal articles on democratic governance published in Scopus data based. Via NVivo analysis tools, this study showed five pivotal issues, including “government,” “public,” “policy,” “political,’ and ‘institutional.’ Besides, this study revealed some important sub-issues of the pivotal issues, covered ‘responsible government,” “representative government,” “government policy,” “public participation,” “public affairs,” “public interest,” “public policy,” “policy formulation,” “policy implementation,” “political participation,” “political actors,” “political authority,” “institutional change,” “institutional capacity,” “state institutions.’ This study also developed propositions from the pivotal issues and sub-issues. Furthermore, this study proposed a new theoretical model based on the propositions. Finally, this study acknowledges the weaknesses and suggests future research.

Abstract

Abstrac: Management of the Religious Courts in Indonesia turn to changes in the Reformation era. Before the Reformation era, management of the Religious Courts was carried out by two institutions;, namely the Ministry of Religion and the Supreme Court, while in the Reformation era its management was only carried out by the Supreme Court. This paper looks at the phenomenon of formation change processes and its influence on the Religious Court, especially related to the reasons for changes and the factors that influence these changes. This phenomenon is influenced by internal factors and external factors. Its internal factor is efficiency in judicial management and the opening of opportunities for the Religious Courts officials to compete with other judicial officers below the Supreme Court. Its external factor is the enactment of several laws and regulations as mandated by judicial reform in Indonesia. These changes have caused significant results as can be seen in several aspects, such as the revitalization of positions, roles, functions and institutions, organizational structure, institutional processes (litigation and non-litigation processes), human resources, and public services that are fast, transparent and easy. However, the change in management still has unresolved problems, such as budgetary aspects and employee recruitment. Also, the independence of the religious courts during the reform era is not fully independent in totality because it still influenced by the power outside the religious courts or the supreme court; executive and legislative power.Abstrak: Pada era reformasi, telah terjadi perubahan pembinaan terhadap Peradilan Agama (PA). Jika sebelum era Reformasi pembinaan PA menganut sistem peradilan dua atap, dalam arti bahwa pembinaan peradilan PA dilakukan oleh dua lembaga, yaitu Kementerian Agama dan Mahkamah Agung, maka pada era Reformasi pembinaan PA menganut sistem peradilan satu atap, yakni bahwa pembinaan hanya dilakukan oleh Mahkamah Agung. Tulisan ini melihat fenomena proses perubahan pembinaan dan pengaruhnya terhadap PA, terutama terkait dengan alasan perubahan dan faktor-faktor yang mempengaruhi perubahan tersebut. Perubahan pembinanan yang terjadi pada PA dipengaruhi oleh faktor internal dan faktor eksternal. Faktor internal yang mempengaruhi perubahan tersebut adalah keinginan dari aparat PA untuk melakukan pengelolaan pengadilan secara lebih efisien dan memudahkan komunikasi di antara aparat PA dan juga harapan agar aparat PA mampu bersaing dengan aparat peradilan lainnya di bawah MA. Sementara faktor eksternalnya adalah diberlakukannya beberapa peraturan perundangan sebagai amanat reformasi peradilan di Indonesia. Perubahan tersebut telah menyebabkan perubahan yang cukup signifikan sebagaimana dapat dilihat pada beberapa aspek, seperti revitalisasi kedudukan, peran, fungsi dan lembaga, struktur organisasi, proses kelembagaan (proses berperkara dan nonperkara), sumber daya manusia, dan pelayanan publik yang cepat, transparan dan mudah. Namun perubahan pembinaan tersebut juga masih menyisakan problem yang belum terselesaikan, yaitu aspek anggaran dan rekruitmen pegawai sehingga kemandirian yang terjadi di lingkungan PA pada masa reformasi belum sepenuhnya mandiri secara totalitas karena terkait kekuasaan di luar PA ataupun MA, yaitu kekuasan eksekutif dan legislatif.

Abstract

Riau LAM is a community organization that was present in the midst of the decline in the existence of Malay culture in Riau Province and became the only Malay community organization that was made a partner of the government. This research was conducted in Riau Province in 2018. This study aims to determine the capabilities of Riau LAM in realizing the vision of Riau 2020. The research method used is a qualitative method. The results showed that Riau LAM was unable to carry out planning so that it did not have goals, objectives, and strategies in running the organization. Compilation of organizational structures is not in accordance with existing rules, including the absence of written assignments. Placement of members of the organization is carried out with full interest, the absence of organizational development and oversight functions are ignored. Supporting factors for organizational performance are the possession of financial and physical resources derived from the Riau Provincial Government. The inhibiting factor of organizational performance is not qualified human resources, the lack of cooperation with the Riau Provincial Government, the attitude of the organization is not consistent in dealing with cultural dynamics, and the organization’s bad reputation for performance is not optimal. Thus, it was concluded that Riau LAM did not have the ability to support the government’s performance in realizing the vision of Riau 2020.

Abstract

Results of this study concluded that the performance-and activity-based remuneration program have not been able toachieve the goal of improving the poor performance of civil servants in Unit Sekertariat Daerah Provinsi Maluku Utarabecause it cannot still be implemented well. The constraint found in the implementation was inconsistency between therealization of program and the guidelines of program. It is impressed that the implementation of program was only toperforming the formal obligations and not oriented to the goals of program for improving the performance of civilservants in Unit Sekertariat Daerah Provinsi Maluku Utara. The factors influencing the implementation of the programwere the low commitment of implementing staff in achieving the goals of the program, the weak supervision of theprogram, and the poor design of program with many weaknesses.

Abstract

This study investigates the impact of autonomy special on poverty reduction. Special autonomy of Aceh designed torebuild Aceh after conflict and tsunami that had destroyed Aceh from the development and social political causingincreased poor people. Special autonomy expected to be the solution of social problems and poverty in aceh province.To achieve a purpose of this research, used the theory decentralization asymmetrical that helps to see effortsthe implementation of decentralization at the provincial level in accordance with local knowledge to the problem ofcommunity social and confinement the level of poverty. This research uses the method the qualitative study by adoptingdescriptive aimed at to explain deeper on the impact of autonomy special on poverty reduction through techniqueobservation, interviews and documentation.

Abstract

The background of this study is to see that the Social Service Special Region of Yogyakarta, which is one of theagencies involved in the handling of social welfare problems in view the demands and peramsalahan social welfare areincreasingly complex, the Department of Social Welfare in answering this demand by institutional innovation by establishingnew institutional namely Technical Services Unit (UPTD) Integrated Rehabilitation Center for persons with Disabilities(BRTPD) with persons with disabilities blind, mentally disabled, physically disabled, deaf, and mute. In thisstudy, the type of research that will be used is descriptive qualitative approach. Data collection techniques used are inthe form of documentation, interviews, and observation / direct observation. The data analysis is conducted by meansof data collection, data assessment, data interpretation, and conclusion, which is adapted to the prevailing theory andrecognized, on a variable institutional innovation indicators vision and strategy, gluing basic kpetensi, strengtheninginformation and intelligence organizations, market orientation and customers, creativity and idea management, systemsand organizational structures, management ideas and also variable factors that influence institutional innovationwith indicators of internal bureaucracy, the political environment, the external environment. Results from this studyindicate that the institutional innovation UPTD Integrated Rehabilitation Center for Persons with Disabilities conductedSocial Service in outline with menggukan indicators in this study strongly support the creation of institutional innovationUPTD Integrated Rehabilitation Center for Persons with Disabilities. Factors that influence institutional innovationis internal bureaucracy that human resources are still limited in terms of quality and quantity, the political environmentis not yet fully support the budget, and the environment outside the public sector (external) that is too high expectationsof the public are not comparable with capacity owned by hall integrated rehabilitation of persons with disabilities.

Abstract

Natural resources and biodiversity Indonesia make this country rich with potential that exists in it, the main challengeis how to both the way the government manages the resources and can be functioned as it should be for the State andthe Regions. Through the Regional Autonomy in Regions expected to be more independent in determining the wholethe activity as a subordinate of the Unitary Republic of Indonesia, Sula Islands Regional Government also has the samelegitimacy to make various policies, including in the field of tourism. Sula Islands Government has set as part of thedevelopment of tourism and economic make-Based Tourism Policy development to support the development of tourism.Sulabesi island Sula Islands has five locations coastal tourist potential to be developed as a regional destinationtour namely Wai ipa of beach, Pagama Island, Coastal Fatkauyon, Goiyofa Wai of beach,and pas ipa of beach. TourismRegions Island Beach Sulabesi have a characteristic of a typical and natural. But not yet supported by facilities andinfrastructure, including tourist facilities are good and decent for tourists.This research was conducted using qualitativeresearch methods with fenomenalogi approach to describe, analyze and interpret the sides of policies such asparticipation, networking, Organizational Structure, actor, financial, facilities, social, cultural, economic and political aswell as the interests of stakeholders.The results showed that the availability of resources have not been allocated tosupport the implementation of clear, communication and coordination has not run optimally, external conditions (social,economic, and political) impede the implementation of special regional development policy implementation in SulaIslands tourism effectively and optimally. The implication is activity-based tourism economy has not contributed optimallyto the government, private and community from an economic standpoint.

Abstract

Along with the issuance of the Joint Regulation of Governor of Yogyakarta Special Region, Regional Police Chief ofYogyakarta Special Region, and Operational Director of PT. Jasa Raharja No.35 Year 2008 No:B/4820/XI/2008 andNo: SKEB/12/2008 about the program to improve SAMSAT’s excellent service, SAMSAT Corner was established. Vehicletax is one of tax incomes which affects regional income. Therefore, it is necessary to optimize the tax revenue ofvehicle through various efforts. One of the ways is by improving the satisfaction of vehicle taxpayers by giving anoptimal service quality. Based on the explanation above, the researcher was eager to find out the implementation ofSAMSAT Corner service at Galleria Mall in order to improve vehicle tax in 2014. In this research about the implementationof SAMSAT Corner service, a mix method –quantitative and qualitative methods – was employed. Firstly, thedata were collected quantitatively using survey approach. Then, the data were collected qualitatively. Based onthe data analysis, the implementation of SAMSAT Corner service at Galleria Mall has run well, as its index value is 3.59or in good category. SAMSAT Corner service is also influenced by several factors, among others are communication,human resources, disposition, and bureaucracy structure. Their index is 3.76, thus it is in good category as well. Thefinding in this research shows that the internal organizer of service which is maximum cannot guarantee a goodservice, because the internal assessment shows better result than the external one. Based on the analysis, it can beconcluded that the implementation of SAMSAT Corner service at Galleria Mall has run well and it gives positive effectsto society (vehicle taxpayers).However, the regulation that rules the operation of SAMSAT Corner service at GalleriaMallis not optimal yet, so it is necessary to study it again in order to have a clear regulation about SAMSAT Cornerservice.
