Reformasi birokrasi merupakan upaya perbaikan sistem penyelenggaraan pemerintahan, khususnya pada aspek kelembagaan, manajemen, dan sumber daya manusia. Namun, secara empirik hal ini justru berbanding terbalik dengan area-area reformasi birokrasi yang dicanangkan dalam regulasi. Penelitian ini bertujuan untuk menganalisis implikasi reformasi birokrasi terhadap kepercayaan dan kepuasan masyarakat pada pemerintah dan pelayanan publik yang dilakukan di Kota Tidore Kepulauan, Provinsi Maluku Utara. Metode penelitian yang digunakan adalah kuantitatif, dengan data primernya adalah survey hasil kuesioner berjumlah 225 responden, serta menggunakan software SmartPLS 3.3.3 sebagai alat analisis. Hasil penelitian menunjukkan bahwa variabel regulasi dan akuntabilitas berimplikasi positif dan signifikan terhadap kepercayaan warga terhadap pemerintah, serta kepercayaan warga terhadap pemerintah yang juga berpengaruh positif dan signifikan terhadap kepuasan warga terhadap pelayanan publik. Sementara variabel prosedur, struktur organisasi, sumber daya manusia, dan teknologi tidak memiliki pengaruh signifikan terhadap kepercayaan warga terhadap pemerintah. Penelitian ini berkontribusi sebagai salah satu acuan untuk membenahi birokrasi di Kota Tidore Kepulauan, terutama pada variabel-variabel yang berpengaruh dan signifikan. Penelitian komparatif dengan dua lokus yang berbeda, jumlah responden yang lebih banyak, hingga jangka waktu penelitian yang lebih lama, perlu dilakukan untuk penelitian-penelitian selanjutnya.

Government innovation has become a common concept in many countries for influencing public sector reform. Government policy has also attracted attention from academia as a modern concept of governance. This study aims to understand issue innovation in government perspective. This study reviewed the literature of an article published in the social sciences through the NVivo analysis tool. This study indicates that the main issues in government innovation are public, actors, politics, policies, and institutions. This study also finds that government innovation can be used for decision-making and increasing organizational capacity. In addition, it can also be used to improve democratic institutions and increase organizational. This article contributions is provide new topic concerning government innovation in the future.

The Republic of Indonesia Special Region of Yogyakarta Police (Polda DIY) launched a Polisi Kita Application program as a means to provide services to the community based on real-time online. The purpose of this study is to analyze the factors that influence the application of e-government to the use of the Polisi Kita Application program in the Yogyakarta Regional Police in 2018. The theory used to analyze this phenomenon is the Unified Theory of Acceptance and Use of Technology (UTAUT) theory. This research uses quantitative research methods. The number of research respondents was 99 respondents who were taken using Accidental Sampling techniques and processed using SmartPLS 3.0 Software. The results of this study state that the discovery of factors that influence online-based public services using UTAUT theory is proven to have a significant influence on the use of public services. Based on the results of the analysis in finding the strength of the relationship between variables X and Y found the highest correlation coefficient results in the Behavioral Intention variable with the Ut variable. E-service (Our Police Report) is (0.920). The Police Application We get a good response from the public regarding the ease of using the Police Application. To be able to maintain and improve performance, the Yogyakarta Regional Police should add a feature to verify the user's cellphone number via SMS or email so that the level of security of the user's report is better.

This study aims to determine the development of research in the big theme of Smart City and Smart Governance in the last nine years. To find out about this, 100 relevant journals about its implementation in government with the previous 9 years issue from 2011 to 2019. This study used a qualitative research method with a literature review or a prior research process. The data used were selected from 9-year journal issues from 2011 to 2019. The journals used were the highest citation-published journals, the journals used were journals relevant to government activities, the application of smart city concepts in local government, and the application of service processes. To the community. The results of this study were obtained by the process of data analysis using the Nvivo 12 application. These results address the use of Technology, Information, and Communication (ICT) as the most dominant factor in the implementation of smart cities in the analysis of previous research. Research Will explain the development of research annually and per continent on the significant themes of Smart City and Smart Governance.

Penelitian ini bertujuan untuk mengetahui faktor apa saja yang mempengaruhi kinerja pegawai dalam penerapan Sistem Data Pemilih (Sidalih) Komisi Pemilihan Umum Daerah Istimewa Yogyakarta. Metode penelitian yang digunakan ialah metode penelitian kualitatif deskriftip, data dalam penelitian ini didapatkan dengan melakukan wawancara kepada empat orang stakeholder internal Komisi Pemilihan Umum Daerah Istimewa Yogyakarta. Selanjutnya dalam menganalisa data wawancara yang telah didapatkan data wawancara tersebut diolah melalui NVivo 12 Plus. Hasil yang ditemukan dalam peneltian ini menunjukan disiplin kerja menjadi faktor utama dalam memberikan pengaruh terhadap kinerja pegawai dengan persentase 32,10%, faktor kedua faktor Kepemimpinan 22,40%, faktor ketiga faktor Pelatihan dan Pengembangan dengan persentase 22,20%, Sementara itu faktor Stres Kerja 14.00% dan Kompensasi 9.30% menjadi faktor selanjutnya yang memberikan pengaruh kepada kinerja pegawai dalam penerapan Sistem Data Pemilih di Komisi Pemilihan Umum Daerah Istimewa Yogyakarta. Kinerja egawai dalam melaksanakan tugas dan fungsinya, terkhusus pegawai yang menangani Sidalih sudah dianggap sangat maksimal dengan menunjukkan totalitas kinerja yang sangat tinggi agar dapat mewujudkan data pemilih yang berkualitas.

This study examined perceived usefulness, information quality, and privacy and security to predict trust in e-government. This study used a survey data collection method and a random sampling technique with 100 residents who visit the local government's public services website as respondents. A Likert scale was used to create the questionnaires. SEM-PLS looked at the data to see if it was valid and reliable, as well as test hypothesis and regression. This study found that perceived usefulness, information quality, and privacy and security had a positive and significant effect on trust in e-government with p-values of 0.000, 0.001 and 0.000, respectively. The influence of the three independent variables towards the dependent variable was moderate (R-square = 0.494). Finally, the limitations and implications of these findings are examined. Studi ini menguji manfaat yang dirasakan, kualitas informasi, dan privasi dan keamanan untuk memprediksi kepercayaan pada e-government. Penelitian ini menggunakan metode pengumpulan data survei dan teknik random sampling dengan 100 orang warga yang mengunjungi website layanan publik pemerintah daerah sebagai responden. Sebuah skala Likert digunakan untuk membuat kuesioner. SEM-PLS melihat data untuk melihat apakah itu valid dan reliabel, serta menguji hipotesis dan regresi. Studi ini menemukan bahwa persepsi manfaat, kualitas informasi, dan privasi dan keamanan memiliki pengaruh positif dan signifikan terhadap kepercayaan pada e-government dengan nilai p masing-masing 0,000, 0,001 dan 0,000. This article explains the phenomena of discrimination of Papuan Muslims in the local government in Jayapura Municipality of Papua. In the practice of bureaucracy especially the determination of officials, Papuan Muslims are not involved, even though they are indigenous Papuans. Conditions provide an explanation that there are problems that accompany Muslim travel in Jayapura. This study finds out that of the total 43 units of Regional Working Units (SKPD) which 5 are led by Muslims, while non-Muslims lead others. This composition is unequal of the population in this region, which has a 45% proportion of Protestants and, 41% of Muslims. This paper emphasizes three important points: first, special autonomy for Papua not only affects how regional sentiments are strengthened, but also impacts the treatment of particular groups, especially Muslims. Second, the determination of office in the government is strongly influenced by the similarity of primordial identity, especially ethnicity and religion. Third, from some positions held by Muslims, none of them are from Papuan Muslims.

This research aims at explaining the relation betweenorganizational structure and public service satisfaction.The survey is conducted technically by requestingsome respondents to grade the implementationof changes in organizational structure and performanceof Licensing Department of Yogyakarta, Indonesia.The academic findings are: (1) the implementationof the policy of changes in organizationalstructure led to the characteristics of post-bureaucraticorganization, (2) the public service satisfactionhas been in the relatively high level, and (3) therelationship between organizational structure andpublic service satisfaction is positive and significant.The theoretical implication of this research is thatthe empirical study supports the assumption whichthe organizational structure affects public services.The practical implication that could be recommendedis that the characteristics of organizational structureshould be fostered. Thus, the citizens obtaining servicesfrom the institution would be very satisfied. Thelimitation of this research is the small population ofsamples and respondents so that it would be hardto generalize the findings. It is suggested that theexplanation of why public organization could provideaccess and assurance for citizens in lower levelcould be the issues to be investigated further.KEYWORDS: Public Service, Organizational Structure,Institution, Citizen, Assurance

Public participation is the right and obligation of citizens to contribute to development by contributing to initiative and creativity. Public participation has also attracted a lot of attention from academia as a concept of public policy. The authors conducted a systematic literature review of published articles in the social sciences to enhance our understanding of public participation. Some of the main issues are explained in this area through the NVIVO 12 plus software that qualitative analysis tool. The main issues are community, development, government, information, and interests. This article raises several propositions on the matter. This article suggests some new topics for further research.

Despite the large number of border management agencies at both local and national level, there is no guarantee that borders of Riau Islands Province are well protected. Most illegal fishing, mining and human trafficking are attributable to the lack of collaboration among various border management agencies. It also indicates failure to implement effectively collaborative culture, leadership, team process, structure, and strategic vision. This study aims to evaluate the implementation of Collaborative Governance Model in the management of Riau Islands Province borders. The study used a descriptive verification method, and collected data using an interview technique, while partial least squares method was used in analyzing the data. Results swhowed that the collaborative team process (CTP), turned out to be the dependent variable, while the other five principles, , inter alia, structural, cultural, leadership and strategic vision variables were established as the indepdendentindependent variables that influence CTP.
