Abstract

Data-based educational planning has become a key policy direction in Indonesia through the implementation of the Education Report Card (Rapor Pendidikan). However, empirical evidence on how primary schools utilize this data for systematic planning remains limited. This study explores how public primary schools optimize the Education Report Card in educational planning processes. This study employed a qualitative multiple-case design involving 35 public primary schools in Pulogadung District, East Jakarta. Data were collected through semi-structured interviews with principals, vice principals, teachers, and school operators (n = 107), non-participant observations of planning activities, and analysis of school planning documents. The data were analyzed thematically using Miles and Huberman’s framework, supported by cross-case comparison to identify planning typologies and optimization levels. The findings revealed two dominant planning typologies: strategic and reactive. Most schools demonstrated a strategic orientation characterized by systematic data analysis, long- and medium-term planning, and high stakeholder involvement. Schools with higher levels of data literacy and collaborative engagement were more effective in translating Education Report Card data into targeted programs, particularly in literacy and numeracy improvement. In contrast, reactive schools tended to rely on short-term responses and showed limited integration of data into sustainable planning. The study highlights that effective use of the Education Report Card is mediated by data literacy and stakeholder participation. Strengthening these capacities is essential for transforming educational data into actionable and sustainable school improvement strategies.

Abstract

This study aims to evaluate the implementation of a digital literacy program for Madrasah Ibtidaiyah teachers in Klari District, particularly in the development of digital based teaching media. This program was designed in response to the need to improve digital literacy among madrasah educators in line with developments in information technology. Post-test results indicate a significant improvement in teachers' understanding and skills in utilizing technology as a learning medium. The implications of this research suggest that the digital literacy program is effective in promoting the quality of learning at the Madrasah Ibtidaiyah level.

Abstract

This study aims to examine the impact and influence of Massive Open Online Courses (MOOCs) on improving the skills of Functional Policy Analysts (JFAK) in the government sector. The research method used is a literature study, which collects and analyzes various relevant sources regarding the influence of MOOCs on competency development in the public sector. The results of the study indicate that MOOCs have a significant positive impact on improving the technical and managerial skills of JFAK, with a focus on developing capabilities in policy analysis, program management, and data-driven decision-making. MOOC-based training programs enable increased accessibility, flexibility, and cost efficiency for JFAK, as well as facilitate their ability to keep up with the latest developments in public policy. Based on these findings, this study recommends increased government support for the integration of MOOCs into training for Policy Analyst Functional Positions to accelerate the competency improvement process, as well as the need for digital literacy training to maximize the utilization of this platform among JFAK.

Abstract

Education for Indigenous communities in Indonesia holds profound significance, serving not only as a means of knowledge transfer but also as a medium for cultural identity preservation and social empowerment. This study synthesizes research on the educational aspirations of Indigenous peoples in Indonesia during 2020–2025 by examining trends, patterns, and scholarly contributions. Using a Systematic Literature Review (SLR) based on the PRISMA 2020 protocol, 35 articles from Scopus and Google Scholar were analyzed through thematic coding and bibliometric mapping with VOSviewer. Results show a significant increase in publications after 2020, focusing on two domains: education and policy. In education, findings reveal a shift from access-focused issues to socio-cultural dimensions of learning, highlighting the influence of social, cultural, and spiritual factors and the rise of community-based approaches integrating Indigenous Knowledge Systems (IKS) with modern pedagogy under an eco-cultural framework. In policy, challenges include weak regulation, limited funding, and insufficient integration of local knowledge and mother tongues into the national curriculum. Addressing these issues requires culturally equitable policies through recognition of Indigenous knowledge, multilingual education, and active community participation. This synthesis emphasizes that advancing Indigenous educational aspirations depends on the synergy between culturally grounded practices and inclusive, decentralized, epistemically diverse public policies.

Abstract

The phenomenon of teacher work stress is increasingly becoming a concern due to increasing professional demands and the dynamics of change in the education system. This study aims to identify predictors of teacher work stress through a systematic review of published literature from 2015–2025. The research method used is a Systematic Literature Review (SLR) approach based on the PRISMA protocol with the stages of identification, selection, quality evaluation, and synthesis of findings. From all the studies reviewed, a number of literatures showed that workload and work environment are two main determinants that consistently contribute to increased teacher work stress. High workload, especially related to administrative tasks and dual responsibilities, has been shown to increase psychological distress, while an unsupportive work environment amplifies the impact of stress and reduces teacher well-being. The results of this study confirm that work stress arises in response to an imbalance between job demands and available resources, therefore, comprehensive management efforts are needed. In conclusion, workload and work environment play a significant role as triggers of teacher work stress, and these findings can form the basis for developing policies and intervention strategies to create a healthier and more sustainable educational work climate.

Abstract

Cross-border educational partnerships play a crucial role in enhancing teaching quality, particularly in regions facing structural challenges and limited resources. This article outlines the results of a collaborative community service program between Universitas Negeri Jakarta (Indonesia) and Western Mindanao State University (Philippines), aimed at improving the pedagogical capacity of madrasah teachers in Zamboanga, Southern Philippines. Addressing the prevalence of fixed mindsets and reliance on conventional teaching methods, the program adopted a participatory action framework with a two-pronged intervention: (1) fostering a creative mindset and (2) equipping teachers with innovative and contextual teaching methods. Through a series of workshops, mentoring, and pre/post-test evaluations, the program demonstrated significant change. The program findings reveal that transforming the teachers' mindset was an essential foundation for the adoption of practical skills. Teachers not only showed a significant increase in conceptual understanding (85%) but also demonstrated the ability to design creative lesson plans (>80%) by maximizing local resources. This program proves that an approach focused on psychological empowerment and adaptive practical skills can effectively transform teachers into resilient agents of innovation in their communities, with significant implications, including the need for continued collaboration with local partners (WMSU) to establish a Community of Practice and policy advocacy to educational stakeholders to ensure the sustainability of interventions and curriculum adaptation to meet regional educational dynamics.   Abstrak Kemitraan pendidikan lintas negara memegang peran krusial dalam meningkatkan kualitas pengajaran, terutama di wilayah dengan tantangan struktural dan sumber daya terbatas. Artikel ini menguraikan hasil dari program pengabdian masyarakat kolaboratif antara Universitas Negeri Jakarta (Indonesia) dan Western Mindanao State University (Filipina), yang bertujuan untuk meningkatkan kapasitas pedagogis guru madrasah di Zamboanga, Filipina Selatan. Menghadapi masalah berupa dominasi pola pikir statis (fixed mindset) dan ketergantungan pada metode mengajar konvensional, program ini mengadopsi kerangka kerja tindakan partisipatif dengan intervensi dwicabang: (1) membangun pola pikir kreatif (creative mindset) dan (2) membekali guru dengan metode pembelajaran inovatif yang kontekstual. Melalui serangkaian lokakarya, pendampingan, dan evaluasi pre-test/post-test, program ini berhasil menunjukkan perubahan signifikan. Temuan program mengungkapkan bahwa transformasi pola pikir guru menjadi fondasi esensial yang memungkinkan adopsi keterampilan praktis. Para guru tidak hanya menunjukkan peningkatan pemahaman konseptual (85%), tetapi juga kemampuan untuk merancang Rencana Pelaksanaan Pembelajaran (RPP) kreatif (>80%) dengan memanfaatkan sumber daya lokal secara maksimal. Program ini membuktikan bahwa pendekatan yang berfokus pada pemberdayaan psikologis dan keterampilan praktis yang adaptif dapat secara efektif mengubah guru menjadi agen inovasi yang tangguh di lingkungan mereka , dengan implikasi penting, termasuk perlunya kolaborasi lanjutan dengan mitra lokal untuk membentuk Komunitas Praktisi dan advokasi kebijakan kepada pemangku kepentingan pendidikan untuk menjamin keberlanjutan intervensi dan adaptasi kurikulum untuk memenuhi dinamika pendidikan regional.

Abstract

Teachers’ psychological well being plays an essential role in supporting effective instruction and fostering positive teacher student relationships in elementary schools. However, increasing administrative workloads, emotional demands, and performance expectations pose serious challenges to teachers’ mental health. This study aims to systematically identify the main determinants of elementary school teachers’ psychological well being, examine intervention strategies discussed in recent literature, and map current research trends. A Systematic Literature Review was conducted in accordance with the PRISMA 2020 guidelines. Articles were collected using Publish or Perish from the Scopus and Crossref databases, limited to peer reviewed journal publications from 2015 to 2024. Following the screening and eligibility process, 40 articles were selected and analyzed using qualitative thematic synthesis and bibliometric mapping with VOSviewer. The findings show that internal factors such as self efficacy, emotion regulation, resilience, and psychological capital are the most consistent predictors of teachers’ psychological well being. External factors including workload, organizational support, school climate, and leadership practices also play a significant role. Overall, teachers’ psychological well being is shaped by the interaction of individual and organizational factors.

Abstract

This study aims to evaluate the transparency of educational financing at SMPN 203 Jakarta by focusing on information availability, public involvement, accessibility, financial reporting, internal monitoring, and external auditing, using the Discrepancy Evaluation Model (Provus). A qualitative research approach was employed, involving 15 purposively selected participants comprising internal school stakeholders and external auditors. The findings reveal that the availability of financial information remains limited to offline formats, lacking support from digital platforms. Public involvement is primarily consultative, with restricted participation from the school committee and class coordinators. Information accessibility is suboptimal due to the absence of a digital information system. Financial reporting complies with existing regulations, internal monitoring is conducted by a designated team through regular inspections, and external audits are effectively carried out by the Regional Education Office II of East Jakarta and the Education Department. The implications of this study underscore the need to develop a digital information system and enhance public participation to bridge the transparency gaps identified. Furthermore, it emphasizes the importance of strengthening accountable and sustainable financial governance in education. These findings offer significant contributions to the theoretical and practical development of educational financing transparency in secondary schools.
