Abstract

Implementation of good governance in providing public services is the application of good governance in implementing public services whose aim is to improve the welfare of society by implementing the principles of transparency, participation and accountability. The problem in this research is that services in Cinta Damai Village are not optimal and there is a gap between the fees requested by the village and the costs incurred by the Kampar Population and Civil Registration Office in processing correspondence. This research is descriptive qualitative research with the main data sources being primary data and secondary data. Data collection techniques were carried out by interviews and review of the literature. Then the data obtained is analyzed in accordance with the principles of good governance from the theory used. The implementation of good governance carried out by the Cinta Damai Village Government in public services is by implementing the first principle, namely transparency through providing information boards with clear requirements, exposing service SOPs on social media, displaying the village government's LKPJ in the form of banners, but in matters of retribution for processing letters. The population administration of the Cinta Damai Village Government did not provide exact details of the fees required for each letter of correspondence. Furthermore, community participation through planned activities, such as the cementization of RT 6-7 in Sumber Mulyo Hamlet and mutual cooperation. The cementing of the road is carried out by the community in a mutual cooperation manner through self-sufficiency management, namely management carried out by the community, and paid to the community, so that it still helps the community's economy, but the level of community participation is still low, one of which is in participating in musrenbang activities, this is due to the village government does not provide a suggestion box for people to freely express their income. The final principle of accountability, the village government serves the community politely in accordance with the second vision of the village in addition to adequate service facilities. Abstract

The village government plays a role in facilitating the community and providing good direction to the community regarding the development and empowerment goals that will be implemented. The community plays a role in contributing thoughts, energy and property for the success of empowerment and development. The village government plays a role in implementing Dasawisma activities through its role as Facilitator, Regulator and Dynamisator. The problem in this research is that the Tapung Jaya village government is not optimal in carrying out its role as village government.The aim of this research is to determine the role of the Tapung Jaya village government in optimizing the village community empowerment program through dasawisma in 2021 and to determine the supporting and inhibiting factors in carrying out its role as village government referring to the theory of the role of village government according to Ryas Rasyid, 2010, namely the role of government as Facilitator, Regulator And Dynamisator. This research is descriptive qualitative research with the main data sources being primary data and secondary data. The data collection techniques used were interview and documentation techniques. This data analysis technique is Data Reduction, Data Presentation and Conclusion Drawing. The results of this research are that the role of the Tapung Jaya village government as the main driver in empowerment activities carried out by the Tapung Jaya Village PKK is not yet optimal, such as a lack of funds and other infrastructure such as skills training, participation and land to create dasawisma gardens and the existence of inhibiting factors in carrying out its role. Abstract

The Department of Industry and Trade is an executive element of the Regional Government in the field of industry and trade. One of the tasks of the Industrial and Trade Department of the City of Pekanbaru is to monitor the activities carried out by private entities in the management of the Lower Market. The problems in this study are not optimum processes of supervision carried on by the industrial and trade department of the city of pekanbaru, thus decreasing the attractiveness and competitiveness of the lower market. The purpose of this research is to look at the monitoring process carried out by the Industrial and Trade Department of Pekanbaru City in the year 2022-2023. This research uses descriptive qualitative research methods with primary data sources and secondary data. Data collection techniques are interview techniques and documentation techniques. Data analysis techniques are Data Reduction, Data Presentation, and Conclusion Drawing. The results of this study are the surveillance carried out by the Industrial and Trade Department of Pekanbaru City in the management of the market under 2022-2023 has basically been implemented in accordance with the existing rules. But in that year there was a transition period, in which the current managers in the lower markets were replaced, so that the monitoring process was not working significantly. Besides, there are also obstacles among them, polemics between the lower market trader with the new manager as well as the process of transferring the trader from the bottom market to the TPS lower market. Abstract

The implementation of the empowerment function of the Gumanti Village government on the facilitator indicator, and the implementation of the development function of the Gumanti Village government on the innovator indicator and the implementation of the village government function is the responsibility for the implementation of development, empowerment and services. Village government is the organization of village government affairs and community interests. In the field, several problems were found, such as damaged roads in hamlet III, weak village community development and long service times. This research was conducted to see how the implementation of the Gumanti Village government function was carried out and to find out the factors that became obstacles and supporting factors for the implementation of the Gumanti Village government function. The research approach used is a qualitative approach. This type of research is descriptive. The location of this research is in Gumanti Village, Peranap District, Indragiri Hulu Regency. The types and sources of data for this research are divided into primary data and secondary data with data collection techniques through interviews and secondary data in the form of village archives and village data. The results of this study are the implementation of the government function of Gumanti Village, Peranap District, Indragiri Hulu Regency is not optimal, there are still several indicators that still need to be improved, in the implementation of the government service function of Gumanti Village there are indicators of efficiency, effectiveness, and competence. Furthermore, the implementation of modernizers. Meanwhile, indicators that have been running well are indicators of equality, motivators and stabilizers. Factors that hinder the implementation of the Gumanti Village government function are lack of community participation, inactive village websites, electricity that always goes out and lack of human resources. While the supporting factors are sufficient APBDes funds, good service orientation and discipline. Keywords: Service Function, Development, Empowerment.

Abstract

The Pekanbaru City Al-Qur'an Tilawatil Development Institute (LPTQ) is an institution operating in the field of Islamic religion which is directly related to the art of reading, writing and deepening the meaning of the contents of the Al-Quran. The problem that occurred in this research is that there are around 4% of the population who are Muslim or as many as 33,284.6 people who still do not have the ability to read the Al-Qur'an and Pekanbaru City's achievement has decreased significantly in Musabaqah Tilawatil Qur'an (MTQ) at the Riau Province level in 2019. The aim of this research was to describe the efforts made by the Pekanbaru City Government in empowering the community through (LPTQ) Pekanbaru City 2019-2022 and to find out the factors that influence community empowerment through (LPTQ) Pekanbaru City 2019-2022. This research uses the theory of community empowerment proposed by Isbandi Rukminto Adi (2013), namely Preparation Stages, Assessment Stages, Planning Stages, Program Implementation Stages and Evaluation Stages. This research uses descriptive qualitative research methods with the main data sources being primary data and secondary data. The data collection techniques used were interview techniques and documentation techniques. This data analysis technique is Data Reduction, Data Presentation, and Drawing Conclusions. The research results show that the Pekanbaru City Government's community empowerment efforts through the Pekanbaru City LPTQ are carried out by means of socialization and work meetings. The inhibiting factor for community empowerment by the Pekanbaru City government through the Pekanbaru City LPTQ is the limited existing budget funds. The supporting factors for community empowerment by the Pekanbaru City government through the Pekanbaru City LPTQ are community participation and support from the government. Abstract

Mobile libraries are an innovative solution to increase access to literacy in areas that lack library facilities. This initiative involves the use of modified vehicles to carry various types of books and other reading materials to remote communities. The main aim of a mobile library is to provide easy access to reading materials, increase interest in reading, and support informal education in the community. These programs are usually run by local governments, non-governmental organizations, or local communities, and often involve additional activities such as shared reading sessions, literacy workshops, and storytelling competitions. The purpose of this research is to find out the implementation carried out by the Tanah Datar Regency Library and Archives Service in increasing the reading interest of Tanah Datar Regency Students by referring to the theory of program implementation according to Jones (1996:295): 1. The objectives of the activities to be achieved. 2. Activities taken to achieve goals. 3. Rules that must be adhered to and procedures that must be followed. 4. Estimated budget required. 5. Implementation strategy.. This research is descriptive qualitative research with the main data sources being primary data and secondary data. The data collection techniques used were interview and documentation techniques. This data analysis technique is Data Reduction, Data Presentation and Conclusion Drawing. The results of this research are that the programs carried out by the Tanah Datar Regency government and the Tanah Datar Library and Archives Service are not yet optimal due to a lack of funds and infrastructure. Abstract

The emergence of various social problems such as criminal acts that hit Pujud District, Rokan Hilir Regency, proves that the crime rate has increased. The crime that often occurs in Pujud District is the distribution and abuse of crystal methamphetamine. On the other hand, this social phenomenon is a problem for society and the government. With the drug case in Pujud District, Rokan Hilir Regency, apart from disrupting security and order. This research aims to determine collaborative governance in an effort to create public order and public peace in Pujud District, Rokan Hilir Regency in 2021-2022. This research approach uses descriptive qualitative. Data collection techniques through interviews and documentation. There were seven research informants. The results of this research explain that collaborative governance in an effort to create public order and peace in the community needs to collaborate or cooperate by involving the local government, and the police chief as an assistant who participates, such as: (1). Face-to-face dialogue, this process is carried out within the framework of a meeting or deliberation with the parties involved. (2). Building trust, concludes that in the context of a meeting or deliberation to carry out a collaboration process, of course the government and various elements in society must build trust in the form of good cooperation. This will be beneficial for stakeholders. 3. Commitment to the process, that everyone must participate in creating good cooperation to be able to resolve existing problems. (4). Sharing understanding, which is done through socialization, or sharing information with each other. (5). Interim results are the results of a significant process to build momentum that can lead to successful collaboration. Abstract

The village of Caturharjo Pandak Bantul has had a tradition of using natural cosmetic ingredients in skin care and health, but the trend of the commercial cosmetics industry has shifted people's interest towards using natural ingredients. Public problems related to cosmetics include a lack of knowledge about cosmetic safety, beauty pressure, and the circulation of illegal cosmetic products. Community Service (PKM), which involves collaboration between the Caturharjo sub-district and the Ahmad Dahlan University community service team, aims to provide a solution by utilizing spirulina as a natural cosmetic ingredient and health supplement. Problem solving is carried out through educational activities, demonstrations on making and using facial cosmetics from spirulina, as well as monitoring and evaluation. The spirulina product used is the result of research funded by the Kedaireka Matching Fund in 2022 which has received BPOM permission and is considered suitable for consumption. This PKM also produces output in the form of a video recording which is published on the LPPM UAD YouTube channel and has Intellectual Property Rights (IPR) on the video. Through this outreach, it is hoped that the public can increase awareness in using cosmetics and understand the benefits of spirulina for health.

Abstract

Desalination technology, which has been the most widely utilized method of meeting the requirement for clean water for the past 50 years, can be employed in attempts to use seawater. The purpose of this study is to ascertain how variations in the composition of distilled water are affected by the multistage distillation of seawater from Cemara Sewu Beach, Bantul, Yogyakarta. LPG gas is used as fuel to heat sea water during the distillation process. To obtain distilled water, the seawater vapor is then condensed. Subsequently, the distillation procedure is executed in three phases, with every phase being evaluated using the distilled water. The overall CaCO3 hardness level in the first stage of distilled water is still high, thus it does not exceed clean water quality criteria. Meanwhile, in the second and third stages, there are two parameters, namely pH and total hardness level, which do not meet the clean water requirements. In general, the first stage of distilled water is sufficient to be processed into clean water with the addition of water hardness treatment. Repeated distillation has a tendency to reduce pH, total hardness, TDS, fluoride, nitrate and detergent.

Abstract

مخطوطة خير نظم الوصية للشيخ محمد سعيد بنجول من أهم المخوطات القديمة المعثورة فى مينانجكابا و التى كانت لها مكانة هامة لتصوير وتوضيح اللون من ألوان العقيدة الكلامية (ثيولوجي) لشعب مينانجكابو. وكانت النتيجة من التحليل لهذه المخطوطة أن يتضمن فيها تعاليم التصوف الأخلاقي الغزالي بكلام أهل السنة والجماعة وقد ألف الشيخ مخطوطة خبر نظم الوصية نقدا وردا لعقيدة القدرية والجبارية التي يراها المؤلف سببا رئيسيا لتجمد وتأخر المسلمين آنذك ولا سيما الشعب الإسلامي في مينانجكاباو وعلم الشيخ محمد سعيد بنجول في هذه المخطوطة صحة العقيدة عن قضى الله وقدرته وكسب الأنسان وما أشبه ذلك. وتدل هذه المخطوطة أن الشيخ محمد سعيد بنجول كان يعلم كلام أهل السنة والجماعة من مفاهم قضي وقدرته وكسب الإنسان حتى الأحداث عن الموت والبرزخ والبعث والمحشر الله والميزان والمصراط والجنة والنار وغيرها من المباحث الغيبية . وكان في هذه المخظوظة تتصور بوضوح عقيدة أهل السنة والجماعة حيث يكون كل التصورات عن هذه الأشياء من مباحث الإيمان لا سيما عن اليوم الآخر تصورا جسديا ماديا لا روحيا.
