Abstract

Implementation of learning in educational institutions can not be separated from the role of communication. Different from general communication, communication in education must have clear patterns and not be careless and apply good and correct methods. Research objectives: 1) To describe the communication patterns of aqidah moral teachers in the moral development of MA students at Raudlatul Jannah Islamic Boarding School, 2) To describe the supporting factors and obstacles encountered by teachers in the moral development of MA students at Raudlatul Jannah Islamic Boarding School also related to the problem of communication patterns that use. The research method uses descriptive qualitative with observation, interviews and documentation. The results of the study: the communication patterns carried out include one-way communication patterns, two-way communication patterns and multi-way communication patterns that play an important role in fostering student morals and ethics through the messages conveyed. This is supported by the commitment factor as well as the main vision and written regulations or rules of conduct at the Raudlatul Jannah Islamic Boarding School Islamic Boarding School. While the obstacles to the implementation of the application of communication patterns are: time, adequate and advanced technology, and the absence of Islamic boarding school educational background. At MA Raudlatul Jannah, the application of communication patterns in fostering morals has been running and is realized very well as evidenced by the application of morals in the school environment by students.

Abstract

This research was written with the aim of presenting a manuscript of the Al-Qur'an which is easily accessible to the Muslim community in Indonesia in studying and practicing reading the Qur'an from the history of Qalun through the initial step in the form of "Prototype of Indonesian Standard Al-Qur'an Manuscripts. The History of Qalun according to Tharîq al. -Syâtibiyyah ”.In this study, the findings of differences in the reading of the history of Hafsh and the history of Qalun according to tharîq al-Syâthibiyyah are presented, both in terms of general principles (ushyliyyah) and certain readings in certain verses and letters (farsy al-hurûf). In the ushûliyyah rule, the difference is in the mim jama 'rule, ha` kinâyah, idghâm saghîr, mad munfashil, two hamzah in one word, two hamzah in two words, ya` idhâfah, ya` zâidah, and the word التَّوْرٰىةَ. As for the difference in farsy al-hurûf there are certain words in certain verses, such as the word; ملك, يخدعون, يكذبون.Furthermore, the findings related to the punctuation marks (dhabth) applied to the Indonesian Standard Al-Qur`an Manuscripts of the history of Hafsh and several Al-Quran manuscripts of the history of Qalun circulating in the Islamic world today, including the Mushaf al-Jamâhîriyyah History of Qalun from Libya. Madinah al-Munawwarah, Jordan, Tunisia and Egypt. In general, the use of punctuation marks (dhabth) in these manuscripts follows the dhabth ulama of the masyâriqah or maghâribah school with reference books including: al-Thirâz 'alâ Dhabth al-Kharrâz by al-Tanasi, Dalîl al-Hairân' ala al-Kharraz by al-Maraghini, Al-Muhkam by al-Dani.The most interesting thing in this dissertation is the finding that the punctuation marks (dhabth) in the Indonesian Standard Al-Qur'an Manuscripts which are adapted to the qiraat narrations of Hafsh can be applied to qiraat narrations of Qalun by means of; (1) Keep using the punctuation mark (dhabth) which has been standardized in the Indonesian Standard Al-Qur'an Mushaf which is still relevant to be applied to qiraat narrations of Qalun; (2) Modifying its use in qiraat narrations of Qalun; (3) Creating a new punctuation mark (dhabth) that does not exist in the Indonesian Standard Al-Qur'an Mushaf.This research is in line with the Indonesian Standard Al-Qur'an Mushaf in several ways, namely related to rasm, count of verses and punctuation marks (dhabth) and in line with the Mushaf Application of al-Taysîr bi al-Qirâ`at al-'Asyr from Hazim's Qalun history. al-Barduni in terms of the face of the recitation of Qalun shillah mim jama 'ma'a al-qashr on the other hand, the findings of this study are different from the existing Indonesian Standard Mushaf (MSI) because MSI is in accordance with Hafsh's history reading, whereas in this dissertation it produces MSI according to the reading of Qalun's history. The difference with the Manuscripts of the application of al-Taysîr bi al-Qirâ`at al-'Asyr by Hazim al-Barduni and several manuscripts of Qalun history from abroad that exist in the world today is that the use of rhymes, verse counts, and punctuation in findings This dissertation is adapted to what MSI already exists.This research is a qualitative research through library research with a comparative study approach. The primary source of this research is the Standard Indonesian Al-Qur'an Manuscripts and several Al-Qur'an Manuscripts from Qalun from several countries, Hirz al-Amâniy Wa Wajh al-Tahâniy fî al-Qirâ`ât al-Sab 'by al-Qasim. bin Fiyrruh Bin Khalaf Bin Ahmad al-Syathibiy al-Ra'ainiy al-Andalusiy (d. 590 H), and Al-Mukhtashar al-Jâmi 'li Ushûl Riwâyât Qâlûn' an Nâfi 'by Abd al-Halim Muhammad Al-Hadi Qabah.

Abstract

Inclusive education aims to provide equitable learning opportunities for all students, regardless of their diverse characteristics, including abilities, backgrounds, and needs. This study explores the effectiveness of a holistic approach in inclusive education, emphasizing strategies that address the multifaceted nature of elementary school students' diversity. By integrating academic, social, emotional, and cultural dimensions into teaching practices, the holistic approach seeks to foster a supportive and adaptable learning environment. The research evaluates key elements such as differentiated instruction, collaborative teaching, and student-centered methodologies, highlighting their role in enhancing inclusivity and promoting positive outcomes for learners. Findings reveal that a holistic approach significantly contributes to addressing the varied characteristics of students, improving engagement, academic achievement, and social integration. This study underscores the importance of adopting comprehensive and flexible strategies to create inclusive classrooms that cater to the unique needs of every child.

Abstract

Penelitian ini mengkaji pengaturan pembagian kewenangan pengelolaan wilayah pesisir di Indonesia setelah berlakunya Undang-Undang No. 23 Tahun 2014 tentang Pemerintahan Daerah, dan menganalisis kesesuaiannya dengan prinsip otonomi daerah dalam Pasal 18 UUD NRI 1945. UU No. 23 Tahun 2014 membagi urusan kelautan antara Pemerintah Pusat dan Daerah Provinsi, dengan kewenangan pengelolaan laut Provinsi diatur paling jauh 12 mil laut dari garis pantai. Hal ini menimbulkan problematik karena UU No. 1 Tahun 2014 tentang Pengelolaan Wilayah Pesisir dan Pulau-Pulau Kecil (UU PWP&PPK) sebelumnya memberikan kewenangan komprehensif kepada daerah (Provinsi dan Kabupaten/Kota). Perbedaan signifikan ini, ditambah belum terbentuknya peraturan pelaksana UU 23/2014, mengakibatkan tumpang tindih kewenangan antara Pemerintah Provinsi dan Kabupaten/Kota, serta menimbulkan ketidakpastian hukum, seperti yang terjadi pada kasus reklamasi Teluk Benoa di Bali. Ketidakjelasan pembagian kewenangan ini dinilai tidak sesuai dengan amanah otonomi seluas-luasnya yang bertujuan untuk mempercepat kesejahteraan masyarakat dan menjamin kepastian serta kemandirian daerah dalam mengatur urusan pemerintahannya. Metode penelitian yang digunakan adalah hukum normatif dengan pendekatan perundang-undangan (statute approach) dan konseptual (conceptual approach), berfokus pada analisis peraturan perundang-undangan dan doktrin hukum. Hasil kajian menunjukkan perlunya harmonisasi antara UU No. 23 Tahun 2014 dengan UU PWP&PPK untuk mengembalikan keseimbangan kewenangan antara Pusat, Provinsi, dan Kabupaten/Kota demi terwujudnya prinsip otonomi daerah yang efektif.

Abstract

Evaluation of Islamic Religious Education (PAI) learning programs often emphasizes only the cognitive aspects, neglecting the affective and spiritual dimensions, which are crucial for Islamic character formation. This gap highlights the need for a model that encompasses behavioral and spiritual transformation. Kirkpatrick's model, with its four levels of reaction, learning, behavior, and outcomes, offers a comprehensive framework. This study examines its relevance for PAI evaluation, with its novelty in contextual adaptation through the integration of Islamic values ​​such as muraqabah (introspection) and ikhlas (sincerity) to authentically measure spiritual change. Using descriptive qualitative methods through literature analysis, the results show that this model encompasses PAI dimensions from perception to social impact. Despite challenges in affective measurement, the model is relatively effective when adapted. Its integration strengthens PAI evaluation toward transformative education. Practically, this implies that the development of instruments such as behavioral rubrics and tracking for the curriculum can have an impact. However, this research is limited to a literature review and has not been empirically tested in a real-world setting.

Abstract

The general function of government is to regulate and protect the public, carry out government administration, provide services to the public, develop and build, and empower the community. One of the government affairs whose authority is delegated to the Regency or City is employment. In 2024, the Pekanbaru City Manpower Office was in the public spotlight. This was due to its performance being deemed suboptimal. One reason was a limited and untimely budget allocation, resulting in an inability to absorb the population of Pekanbaru City who wanted to participate in workforce training and certification programs. This study aims to analyze the performance of the Pekanbaru City Manpower Office in 2024, particularly in the areas of Training and Productivity Development. This study used a descriptive qualitative approach with data collection techniques including interviews, documentation, and literature review. The results of this study indicate that the performance of the Pekanbaru City Manpower Office in 2024 was suboptimal. Budget limitations and untimely budget allocations required the Manpower Office to delay payments to ensure the program continued. Furthermore, limited training infrastructure was also a factor preventing the Manpower Office from optimally absorbing the population who wanted to participate in workforce training and certification programs in 2024. Abstract

Memasuki era new normal ini pemerintah memberikan himbauan kepada seluruh masyarakat agar menetapkan protokol kesehatan yang dianjurkan dan mentaati aturan yang dibuat. Hal ini menyebabkan pembelajaran terpaksa harus dilaksanakan secara daring. Kegiatan pembelajaran yang biasanya dilaksanakan di sekolah secara tatap muka menjadi terhambat dan tidak optimal. penggunaan aplikasi Zoom Meeting yang termasuk salah satu dari media pembelajaran e-learning dapat memudahkan para mahasiswa dalam menghemat waktu dan biaya Fenomena pandemi COVID-19 harus kita terima dengan baik. Karena, dengan adanya fenomena ini merupakan langkah dorongan terhadap setiap Universitas dalam memanfaatkan pembelajaran berbasis teknologi dan juga merupakan langkah untuk menuju revolusi industri 4.0.

Abstract

This research discusses the implementation of the Family Hope Program (PKH) in Aer Bale Village, Sosa District, Padang Lawas Regency, during 2023– 2024, and identifies the supporting and inhibiting factors in its implementation. PKH is a conditional social assistance program designed to improve the quality of human resources through access to education, health, and social welfare for low-income families. The background of this study is based on issues such as inaccurate data collection of beneficiaries, limited number of facilitators, and the presence of hard-to-reach areas. The study employed a qualitative descriptive approach. Data were collected through interviews, observations, and documentation, involving informants from the village government, PKH facilitators, and beneficiary families (KPM). The results show that, in general, the implementation of PKH in Aer Bale Village has helped improve access to public services for low-income communities, although its effectiveness is still hampered by technical and administrative issues. Supporting factors include clear regulatory frameworks, active community participation, and cross-agency coordination. To enhance its effectiveness, improvements in the data collection system, an increase in the number of facilitators, and stronger coordination among relevant stakeholders are recommended. Abstract

The development of a person’s second language is strongly influenced by the way in which the stages of his acquisition, through formal or informal activities. Based on this, problems are formulated to determine lexicon acquisition, phonology, and factors that influence second language acquisition. This research was included in the field research using a qualitative approach which was described descriptively. The data source in this research is Yudika Adya Tama, Wahyu Almira Dika, Ludfia, Anjani, Moh. Farid, and Ikrima Faiz Hafidz. The data source is based third-grade elementary school students 011 Sebulu as Kutai Kartanegara district which only had two languages. The results of the research indicate that data sources have been able to mention several second language lexicons. However, in terms of the acquisition of phonology, several lexicons (Indonesian language or English language) were found whose pronunciation still received transfers from the first language. As for the factors that influence the second language acquisition of third-grade elementary school students 011 Sebulu are (a) motivational factors, (b) age factors, (c) formal presentation factors, (d) first language factors, and (e) environmental factors. Perkembangan bahasa kedua (B2) seseorang sangat dipengaruhi oleh cara pada tahapan pemerolehannya, baik melalui kegiatan formal maupun informal. Berdasarkan hal tersebut, dirumuskan masalah untuk mengetahui pemerolehan leksikon, fonologi, dan faktor-faktor yang memengaruhi pemerolehan bahasa kedua (B2). Penelitian ini termasuk dalam penelitian lapangan dengan menggunakan pendekatan kualitatif yang dipaparkan secara deskriptif. Sumber data dalam penelitian ini adalah Yudika Adya Tama, Wahyu Almira Dika, Ludfia, Anjani, Moh. Farid, dan Ikrima Faiz Hafidz. Sumber data berdasarkan siswa kelas III SDN 011 Sebulu Kabupaten Kutai Kartanegara yang hanya memperoleh dua bahasa. Hasil penelitian menunjukkan bahwa sumber data telah dapat menyebutkan beberapa leksikon bahasa kedua (B2). Namun, dari segi pemerolehan fonologi ditemukan beberapa leksikon (bahasa Indonesia atau pun bahasa Inggris) yang pengucapannya masih mendapatkan transfer dari bahasa pertama (B1). Adapun faktor-faktor yang memengaruhi pemerolehan bahasa kedua pada siswa kelas III SDN 011 Sebulu adalah (a) faktor motivasi, (b) faktor usia, (c) faktor penyajian formal, (d) faktor bahasa pertama, dan (e) faktor lingkungan.
