Tasikmalaya District is one of the West Java regions with good agribusiness potentials in food crops and ruminant livestock. The potentials must be utilized properly to have an impact on regional economic improvements. This research aimed to design a dissemination model for mobile money application in rural communities, especially in Tasikmalaya District, in three sub-districts: Singaparna, Rajapolah, and Ciawi, using a structured approach through Soft System Methodology (SSM). The model must be built in a system, through a four-layered model, with components for each layer: a) Layer-1 consists of values, infrastructure (network, smartphone, merchant), customer capabilities, & regulations; b) Layer-2 consists of institutional support (local government and related agencies); c) Feature, communities, and communication media; d) Sweetener program. In the implementation process, layer-1's readiness is a priority that must be met first, followed by layer-2, layer-3, and layer-4's readiness.Keywords: dissemination model, soft system methodology, mobile money, Tasikmalaya

Abstract The highly increase of crop production in the future will be a compulsion and utilization of field will be more intensive. Therefore, precise pescription of crop fertilization is required. Site Specific Nutrient Management (SSNM) application is an innovative technology for rice farming through fertilization recommendation based on the principles of precision farming. The SSNM web-based application was developed by IRRI (International Rice Research Institute) in Philippines in collaboration with Agricultural Research & Development Council (LITBANG Pertanian) .The aim of this research is to study the impact, paritcularly on farmers’ income, in utilizing web-based version of SSNM. There was a significant differences in fertilization cost between the usage of SSNM-based farming system and manual-based farming system.. The manual based fertilization cost is Rp 23,078. (12.93 % of total cost) whereas the SSNM-based fertilization cost is Rp 320,065 ( 20.62% of total cost. The application of SSNM was able to increase average rice production about 314.38 kg / hectare and thus farmers income raised to Rp 1,100,328 / hectare. ABSTRACTThis study aims to analyze the characteristics and relations of counselor, obstacle of media use, information seeking phases on Cyber Extension and Cyber Extension utilization. The information stages intended use the theory of information seeking, namely: starting, chaining, browsing, differenciating, monitoring, and extracting. This study is conducted to 61 counselors in the Regent/District of Bogor, originationg from three different BP3K. This study is a quantitative research utilizing questionnaires as the research instrument and applying Spearman rank statistic test to analyze the relation between the characteristics of a counselor, the obstacle of media use for information seeking process, and Cyber Extension utilization. The study results state that the characteristics of a counselor has a definite relation with the information seeking phases on the age and motivation indicators. The obstacle of media use has a definite relation with the information seeking phase, and the information seeking phase in Cyber Extension has a definite and positive relation with the utilization of Cyber Extension. Keywords: Cyber Extension, Information Seeking, Counselor ABSTRAKPenelitian ini bertujuan menganalisis karakteristik dan hubungan penyuluh, hambatan penggunaan media, tahapan pencarian informasi pada Cyber Extension dan pemanfaatan Cyber Extension. Tahapan informasi yang diamksud menggunakan teori pencarian informasi yaitu, starting, chaining, browsing, differentiating, monitoring dan extracting. Penelitian ini dilakukan kepada 61 penyuluh di Kabupaten Bogor yang berasal dari tiga BP3K yang berbeda. Penelitian ini merupakan penelitian kuantitatif dengan menggunakan kuesioner sebagai instrumen penelitian dan menggunakan uji statistik rank Spearman untuk menganalisis hubungan antara karakteristik penyuluh, hambatan penggunaan media untuk proses pencarian informasi dan, penggunaan Cyber Extension. Hasil penelitian menunjukan bahwa karakteristik penyuluh memiliki hubungan nyata dengan tahapan pencarian informasi pada indikator umur dan motivasi. Hambatan penggunaan media berhubungan nyata dengan tahapan pencarian informasi dan tahapan pencarian informasi pada Cyber Extension berhubungan positif dan sangat nyata dengan pemanfaatan Cyber Extension.Kata kunci: Cyber Extension, Pencarian Informasi, Penyuluh

Utilization of Information and Communication Technology (ICT) is one solution to deliver information of governance and public services optimally to the village level. This research aimed to analyze website visitor characteristics, dimensions of website quality, role of internet opinion leader, and effectivenes of village website, also to analyze the correlation between three variables with effectiveness of village website. This study used correlational approach of quantitative. Data analysis used descriptive and inferential statistical analysis, also t-test analysis. Collecting data used a survey method by spreading e-questionnaire to 40 website visitors of two sample groups, active members of Facebook accounts Pewarta Desa Malasari and commenters on website. Based on the characteristics of website visitors, only indicator of monthly income and frequency of accessing website correlated significantly with effectiveness of village website. Information quality has strongest correlation with the effectiveness of village website, especially on the cognitive effects. The role of internet opinion leaders has no significant correlation with effectiveness of village website. Other findings showed that Facebook account of Pewarta Desa Malasari and Aji Panjalu acted as active internet opinion leaders. Village website can be effective as development information dissemination media by fullfil dimensions of website quality, and maximize the role of internet opinion leaders via social media. The use of social media has become important in supporting the existence of the village website, so it can do further research to see the relationship with the effectiveness of communication.Key words: effectivenness, village website, Facebook, internet opinion leader

Current IPB Center Library search engine has been developed to serve all users, independent of the special needs of any individual user. Personalized search is to carry out retrieval for each user incorporating his/her interest. This research propose a novel technique to learn user profile from user lending history to represent long-term interest and user search history to represent short-term interest. The user profiles are then used to improve retrieval effectiveness in online search. A general profile are learned from a category hierarchy. These two profiles are combined to map a user query into a set of categories which represent the user’s search intention and serve as context to disambiguate the words in the user’s query. Online search is conducted based on both the user query and the set of categories. Several profile learning and category mapping algorithms and a merging algorithm are evaluated. Experimental results indicate that this technique to personalize search is effective.

This paper tries to show the position of the public library as one of the local devices in developing e-government in Indonesia. It is described about the egovernment and how important is the integral understanding to a variety of the government elements in supporting the development. The description is based on the understanding of the Indonesian government model with its current local autonomy which give the local government a huge power to execute the government functions. The library is directed as the information dissemination elements and the coomunication device between the local goverment and thesociety.

Sistem informasi pengadaan bahan perpustakaan saat ini belum menjadi fokus utama dalam perancangan sistem informasi di perpustakaan perguruan tinggi swasta di daerah Jakarta dan sekitarnya. Penelitian ini bertujuan untuk mengembangkan suatu prototipe sistem informasi terintegrasi guna menunjang proses bisnis pengadaan bahan perpustakaan di Perpustakaan Swiss German University. Penelitian ini terdiri dari empat tahapan yaitu wawancara dengan tiga perpustakaan universitas yang telah menerapkan sistem informasi pengadaan, wawancara dengan semua unit yang terlibat dalam proses pengadaan bahan perpustakaan guna menganalisis kebutuhan staf, perancangan prototipe sistem informasi pengadaan bahan perpustakaan dan pengujian prototipe sistem informasi pengadaan bahan perpustakaan oleh semua unit yang terlibat dalam proses pengadaan bahan perpustakaan. Wawancara awal menunjukkan bahwa hampir seluruh unit yang terlibat dalam proses pengadaan bahan perpustakaan merasakan bahwa proses pengadaan bahan perpustakaan memakan waktu lama dan minimnya informasi mengenai status pemesanan bahan perpustakaan tersebut. Berdasarkan kebutuhan semua unit yang terlibat dalam proses pengadaan bahan perpustakaan dirancang sebuah prototipe sistem informasi pengadaan bahan perpustakaan yang tidak membutuhkan proses yang lama dalam mengajukan order, menyetujui order dan mengetahui status pemesanan bahan perpustakaan. Hasil pengujian menunjukkan bahwa prototipe sistem informasi pengadaan bahan perpustakaan dapat menghemat waktu dan proses persetujuan pengadaan bahan perpustakaan tidak terhambat karena sistem informasi dapat diakses dimanapun tanpa menghambat proses bisnis pengadaan bahan perpustakaan.Keywords : Information system, prototype, acquisition, university library, Swiss German University

Authority control adalah kegiatan menetapkan, membuat, dan menggunakan istilah standar yang dipakai dalam katalog perpustakaan beserta acuannya. Sampai saat ini authority control belum banyak digunakan, padahal authority control merupakan hal yang penting bagi perpustakaan sebagai bentuk kontrol bibliografi. Oleh karena itulah, perlu dikembangkan sebuah sistem authority control yang efektif, yang dapat dijadikan alat atau sarana bagi pustakawan dalam menentukan keseragaman akses pada katalog sehingga terdapat konsistensi dalam penentuan titik akses informasi dan untuk meningkatkan hasil temu kembali informasi. Rancangan sistem authority control dalam penelitian ini menggunakan metode SDLC (System Development Life Cycle) yang meliputi studi kelayakan, investigasi sistem, analisis sistem, desain sistem, implementasi, serta review dan maintenance (Avison dan Fitsgerald (2006). Penelitian ini dilakukan sampai tahap pembuatan prototipe. Fasilitas yang disediakan dalam rancangan sistem ini adalah fasilitas penelusuran dan input data yang terdiri dari tajuk subjek, tajuk nama pengarang, dan tajuk badan korporasi.Kata Kunci: Authority Control, Perpustakaan Nasional RI, Titik Akses Informasi, Referensi Silang, Tajuk Subjek, Tajuk Nama Pengarang, Tajuk Badan Korporasi

AbstractThe existance of information technology currently to higher education institution had become a necessity to support education processes. Manajemen Information Academic System (SIMAK) IPB is an aplication (software) that organize the whole academic activity processes namely compiling lectures’ schedules, re-registration through online KRS completion and academical data reports. The purpose of this study is to analyze the obstacles, analyzing the quality level of SIMAK IPB and to formulate recomendation of policy strategy to SIMAK IPB service improvement. Based on the result of SERVQUAL Gap analysis discover that performance degree of the services provide by Bogor Agricultural University was bigger than importance degree perceived by users of academic system in Bogor Agricultural University due to the SERVQUAL score valued >-0, which means the services provide by Bogor Agricultural University have already fulfill users’ expectation. The IPA resulted that in quadran A of Cartesian Diagram, based on students’ perception, there were 7 attributes which will become the main priority to be improved. Meanwhile, based on academic staffs’ perception indicated that there were 6 attributes that become the main priorityto be improved. The conclusion of this study users’ satisfaction degree to SIMAK IPB obtained from questionnaire deployment to students: average value of importance degree scored 3.34 (agree) and average value of performance degree scored 3.91 (satisfy). Meanwhile, the result obtained from questionnaire deployment among academic staff, average value of importance degree scored 3.33 (agree) and average value of performance degree scored 3.92 (satisfy) Keyword: academic information system, information system quality analysis, university system information, SIMAK
