Abstract

This paper study on the Tourism development of Tanjung Lesung Banten in order to improve the welfare of the community. This study aimed to 1) to analyze existing condition of Tanjung Lesung tourism, 2) to analyze the role of Tanjung Lesung tourism towards the improvement of society welfare 3) to analyze factors that influence income of local peoples in Tanjung Lesung 4) to set alternative idea of Tanjung Lesung tourism development that can improve people's welfare. The research method used mix method, which combines quantitative and qualitative research. Data analysis includes; descriptive analysis, exact test fisher analysis, test U mann withney analysis, and multiple regression analysis. Results of this study indicate that the absorption of commodities from the local area is still very small, whether from kinds of the commodity and its quantity. From total commodities transactions, 62.4% was spent in Jakarta, only 14.8% in Labuan District, and 11.5% in Tangerang. These tourism activities have low effect on the local community economic, while the remote area receives more economic benefit than the local area. Tourism activity has not been proved has significant influence on increasing local community welfare. Factors that increase household income per capita are controlled by the number of the family member and the existence of side jobs. Local government, through the Village Owned Enterprises, needs to encourage cooperation with the management of Tanjung Lesung to use local commodities for their the supply Target investment plan of Pandeglang Regency and Central Government related to KEK Tanjung Lesung need to be followed up by Infrastructure needs to facilitate tourist access.Keywords: Tourism, Tanjung Lesung, KEK, Commodity, income, Welfare.

Abstract

Anti-poverty programs and policies are designed similar for all regions in Indonesia, disregarding the local socio-culture and the poverty spatial pattern of the regions. The approach is based on central government’s program and not based on each region’s locality. This generic programming approach caused the achievement of development goals decline. The effect of space on poverty can be identified by the presence of spatial autocorrelation, which is the link between the examined variable to itself in a spatial manner or commonly referred to as spatial dependence.The aim of this paper is to investigate the global and local spatial autocorrelation for micro poverty data set in Bengkulu City in order to identify spatial approach for its anti-poverty program. Global Moran Index (MI) tests identifies the overall occurrence of autocorrelation, meanwhile the local spatial test shows which subdistricts has the presence of autocorrelation. Global and local MI are popular tools utilized to calculate the spatial effect, particularly to present spatial dependencies. The relation between urban village linkages obtained an MI value of 0.322. This MI value indicates the presence of spatial autocorrelation for subdistricts located in cluster. In local spatial effect observation using Local Indicator of Spatial Autocorrelation (LISA), its discovered that there are several subdistricts having autocorrelation, meanwhile the rest are not significant. Cluster mapping on global MI and LISA shows high-high poverty districts are located in the south of the city, low-high poverty districts in the east, and low-low high-low poverty districts near the city center.

Abstract

The West-East corridor is one of the main gateways to enter West Sumatra Province. The West-East corridor, which passes through 65 districts, has a variety of potentials and problems. This means, the growth rate of each district will be different. The growth rate and strength of the relationship among regions can be observed through the gravity model's spatial interactions. The gravity model can calculate the relative strength of the relationship between regions. To see the strength of the relationship among regions in the West-East corridor, strategic economic areas were taken into considerations based on their distance and several observational variables, which were the total population variable, infrastructure completeness, level of security, and investment value. Observation analysis units consisted of sixty-five sub-districts along the West-East corridor. Mass 1 (M1) was the central government, West Padang district, and mass 2 (M2) was the other 64 sub-districts. The analysis results show that the total population, infrastructure completeness, level of security, and investment value are not only influenced by their closeness to the government/city center. The infrastructure completeness factor can influence the total population in a region. Likewise, the investment value can be influenced by the infrastructure completeness and the level of security in a region.JEL Classification: O10; R12; R19

Abstract

Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable. Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

Abstract

The purpose of this study is to analyze the empowerment of electricity beneficiaries through community empowerment activities following the use of wind and solar renewable energy (PLTH) in Pantai Baru. To achieve these objectives, the data collection in this study was carried out using a structured research questionnaire to 68 PLTH electricity beneficiaries in Pantai Baru, where they are also managers of tourism business in Pantai Baru.This study uses a frequency distribution analysis method to identify: (1) the profile of renewable electricity beneficiaries and (2) determine the extent of empowerment renewable energy electricity beneficiaries in Pantai Baru. The results showed that the characteristics of the beneficiaries were generally of a mature age, had a clear direction of life and goals, and had and adequate level of education. Furthermore, in terms of the empowerment indicators used in this study, they are rated as high. Thus, this study indicates that the community empowerment activities through the development of renewable energy have an impact to the empowerment of PLTH electricity beneficiaries in Pantai Baru.

Abstract

This research work aims to, firstly, analyze the structure of economic growth based on regency/city typology in Jambi Province in 2008-2007, and secondly, to analyze regional development inequality in Jambi Province in 2008-2017. The analytical methods used are cluster analysis and Williamson Index. In this study, regions are grouped based on similar characteristics of economic growth in Regency/City in Jambi Province using cluster analysis in the period 2008 to 2007. The results of the cluster analysis generated three regional groups with different economic characteristics each year. Through Williamson Index it is found that the average value of development inequality in Jambi Province in 2008-2017 is 0.389, indicating that Jambi Province’s inequality index is in the intermediate level. The results of panel data regression analysis show that HDI and Expenditure on Goods and Services have a significant effect on economic growth.

Abstract

One of the common characteristics of rural areas is their vulnerability to socio-economic and environmental shocks. Therefore, rural development policies should consider these features to take full advantage of the benefits of rural development. This study aims to develop a pastoral assessment based on the TOPSIS-Etropy-Inhomogeneity Method. This research was conducted in Lampung Province using data at the regency level. The data uses village data from the 2018 Village Potential Survey (PODES). The results show that rural areas' exposure, sensitivity, and adaptive capacity factors play an essential role in rural development regarding vulnerability and resilience. Pesisir Barat, Mesuji, and Tulang Bawang Regencies are highly susceptible to low adaptation factors such as difficult access to health centers, inadequate credit facilities from the government, quiet village anticipation and mitigation, and a lack of security systems. The lowest vulnerabilities are in Tanggamus and North Lampung Regencies with common sensitivity factors, where people with malnutrition, persons with disabilities, households living in slums, and the habit of not using river water or the like for drinking or cooking have lower scores. In addition, other factors contribute to vulnerability, and these factors should be considered in rural development policies

Abstract

The Indonesian Government implemented the tax amnesty policy in 2016 with several objectives, among others, to achieve tax revenue targets in the short-term, while in the long term it is to improve tax compliance, especially for the wealthier Indonesian citizens, while also accelerating tax reforms to increase tax participation’s rate. This paper examines the effects of factors (wealth, tariff period system, tax fines, audit probability, and taxpayers’ expectation of future tax amnesty) on tax compliance. Tax compliance is measured by the percentage of assets unit, the percentage of assets value reported by taxpayers, and the taxpayer participation rate in tax amnesty policy. This behavioral economics study uses an experimental approach because it is impossible to use conventional methods. The result showed that the taxpayers with higher wealth have lower compliance and prefer to participate in tax amnesty programs at the lowest tariff rate. The government's effort to impose fines and audits shows a greater effect on tax compliance. The tax amnesty policy should only be implemented once because if people expect a similar policy to be applied in the future, they will wait for the policy so that tax compliance is low. A tax amnesty policy­—while it can increase tax revenues in the short term—could reduce tax compliance, especially if the government imposes a second tax amnesty in the future.

Abstract

Government Securities (SBN) is one of the instruments that dominates in financing the deficit in the State Revenue and Expenditure Budget (APBN) in Indonesia. This is in line with the government's efforts to continuously improve financial independence. The purpose of this study is to analyze the effect of SBN and other factors on economic growth through government spending, and the condition of debt sustainability in Indonesia using data for the period 2004-2019. The analytical method used in this study uses a simultaneous equation model. The increase in SBN has a significant positive effect in increasing the types of capital expenditures and TKDD expenditures. SBN did not increase subsidies and personnel spending. Capital spending has a significant effect on economic growth with the highest elasticity among other significant government spending. Indonesia's debt condition tends to show a sustainable debt condition, because an increase in SBN is followed by an increase in the primary balance, through productive capital expenditures, thereby increasing growth and state revenues.

Abstract

Abstrak Penelitian ini bertujuan menganalisis kerawanan banjir dan kesiapsiagaan kelembangaan dalam penanganan bencana banjir di 24 Desa/Kelurahan Kota Batu. Lokasi dipilih karena merupakan Kota Pariwisata dengan basis sektor pertanian yang berpotensi rawan terhadap banjir.Kerawanan banjir dianalisis melalui parameter kemiringan lereng, geomorfologi, curah hujan, jenis tanah, penutup lahan danbuffersungai.Metode yang digunakan dalam analisis kerawanan banjir adalahSpatial Multi Criteria Evaluation(SMCE).Matrix of Alliances and Conflicts,Tactics, Objectives and Recommendation(MACTOR) untuk analisis keberlanjutan dengan prespektif aktor-faktor. Pengolahan SMCE menghasilkan perbedaan zonasi tingkat kerawanan desa setiap tahun dengan kerawanan tinggi dan sedang di sebagian Kecamatan Bumiaji, Batu dan Junrejo.Hasil analisis MACTOR menunjukkan upaya yang dilakukan oleh sebelas OPD mendukung pelaksanaan dan memberikan pengaruh tinggi dalam strategi dan penanganan kebencanaan Kota Batu, baik pra bencana, saat bencana, maupun pasca bencana banjir dengan Dinas Pariwisata dan Dinas Pertanian sebagaikey driverdalam pelaksanaan strategi kebencanaan banjir di Kota Batu.Abstract This study aims to analyse flood susceptibility and institutional preparedness in handling flood disasters in 24 villages/sub-districts of Batu City, East Java. Location was chosen in this research because it is a Tourism City with an agricultural as the base sector. It has the potential to flood vulnerability. Flood susceptibility was analyzed through slope parameters, geomorphology, rainfall, soil type, land cover and buffer zone. Spatial Multi Criteria Evaluation (SMCE). Matrix of Alliances and Conflicts, Tactics, Objectives and Recommendations (MACTOR) are used as a method to analyze the sustainability with actors-factors perspective. SMCE resulted zone differences of village vulnerability levels in each year which have high and moderate vulnerability in some areas of Bumiaji, Batu and Junrejo District. MACTOR analysis showed that the efforts carried out by eleven OPD support the implementation of flood disaster and has huge impact on the disaster management strategy, in pre, during, and afer the flood disaster with the Tourism Office and the Agriculture Office as key drivers in the implementation of the flood disaster strategy in Batu City.
