Abstract

Primary clinics play a crucial role in improving public health through healthcare services, disease prevention, and education. However, the challenges in accreditation preparation include the staff's lack of technical understanding in completing applications, limited facilities such as computers, and insufficient support from clinic leadership and monitoring from the Health Office. This study aims to analyze factors related to the accreditation status of primary clinics in Pekanbaru City in 2024. The population consisted of 198 people, with a sample size of 198 respondents. Data analysis was conducted using univariate, bivariate, and multivariate analyse. There is a relationship between activity standardization (p= 0.000), completeness of clinic facilities (p= 0.000), activity coordination (p= 0.016), leadership support (p= 0.013) and attitude (p= 0.005) with the accreditation status of the Pratama Clinic. There is no relationship between knowledge factors (p= 0.596), competence (p= 0.319), work team support (p= 0.237), ease of access to information technology systems (p= 0.074), motivation (p= 0.826) and support from the Health Office (p= 0.367) with the accreditation status of the Pratama Clinic. The most dominant variable related to the accreditation status of the Pratama Clinic in Pekanbaru City in 2024 is the activity standardization variable (POR= 11.572). Suggestion: The Pratama Clinic needs to routinely evaluate and update operational procedures to ensure compliance with national accreditation standards. In addition, the establishment of an internal monitoring system and additional training on ASPAK applications, DFO, and managerial skills are essential to maintain compliance and improve operational effectiveness.

Abstract

Health workers play a key role in handling outbreaks, with performance influenced by factors such as ability, discipline, experience, perception, motivation, leadership support, and appreciation. Despite efforts, basic immunization coverage in recent years has not met the national target of 95%, underscoring the need for optimal health worker performance to achieve coverage goals, control rubella outbreaks, and protect vulnerable groups. This study, conducted at Sentajo and Perhentian Luas Health Centers from January to May 2024, analyzed factors affecting health worker performance in managing rubella outbreaks using a sample of 85 respondents and multivariate regression analysis. The findings indicated that awards (r = 0.377, P = 0.000), motivation (r = 0.336, P = 0.002), ability (r = 0.345, P = 0.000), and work experience (r = 0.302, P = 0.005) significantly influenced performance, with awards having the strongest impact. Conversely, leadership support, discipline, and perception had no significant effect on performance. Based on these results, the Kuantan Singingi District Health Office is advised to implement effective reward policies, such as performance bonuses and certificates of achievement, to boost health worker motivation and performance in handling rubella outbreaks. Enhancing health worker skills and rewarding good performance at the health centers can also help improve immunization rates and community protection against rubella. This approach could serve as a model for other health institutions aiming to increase immunization coverage and disease prevention efforts.

Abstract

The Riau Provincial Health Service Health Training Center UPT Institute has an important role in improving the Training Institute using the Learning Organization method. This research uses the Watkins & Marsick Approach model which includes seven dimensions of Learning Organization. At the individual level there are two dimensions, namely Continuous Learning and Inquiry and Dialogue. At the team/group level it is reflected in Team Learning. At the organizational level there are four dimensions, namely Embedded System, Empowerment, System Connection, and Strategic Leadership.  There were 8 informants. Triagulation is used in sources, methods and data. The research results show that the three dimensions of the Learning Organization have been running, with several obstacles. The other four dimensions, namely Organizational Culture, Embedded System, Empowerment, and System Connection are still not optimal. The main obstacles include ineffective communication, low motivation, limited understanding of technology, and lack of infrastructure support. Strategic Leadership alsoneeds to be improved to provide better guidance and resources. This research highlights the importance of improving communication, motivation, and understanding of technology to achieve better organizational performance. Apart from that, the implementation of the Embedded System, Empowerment, System Connection, and Strategic Leadership also still requires improvement.  Overall, this research concludes that the UPT Health Training Center has the potential to become a more effective Learning Organization, requiring more comprehensive efforts in increasing human resource capacity, building an organizational culture that supports learning, and aligning leadership strategies with Learning Organization principles. Recommendations for UPT Bapelkes Riau Province to strengthen continuous learning, inclusive dialogue, team learning, and technology-based systems for efficiency.
