Abstract

Legalitas usaha merupakan salah satu aspek penting dalam mendukung pengembangan Usaha Mikro, Kecil, dan Menengah (UMKM). Namun demikian, masih terdapat pelaku UMKM yang belum memiliki Nomor Induk Berusaha (NIB) akibat keterbatasan pemahaman mengenai prosedur pengurusan legalitas usaha dan rendahnya literasi digital dalam penggunaan sistem Online Single Submission Risk Based Approach (OSS-RBA). Sebagai upaya mengatasi permasalahan tersebut, Kelurahan Babatan melaksanakan Program Pendampingan Legalitas NIB bagi UMKM. Penelitian ini bertujuan untuk mendeskripsikan efektivitas Program Pendampingan Legalitas Nomor Induk Berusaha (NIB) bagi UMKM di Kelurahan Babatan Kecamatan Wiyung Kota Surabaya. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif dan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data menggunakan model interaktif yang terdiri atas pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Penelitian ini menggunakan teori efektivitas program menurut Budiani yang meliputi ketepatan sasaran program, sosialisasi program, tujuan program, dan pemantauan program. Hasil penelitian menunjukkan bahwa Program Pendampingan Legalitas NIB bagi UMKM di Kelurahan Babatan telah berjalan efektif. Ketepatan sasaran program telah tercapai karena program diberikan kepada UMKM yang belum memiliki NIB dan membutuhkan pendampingan dalam pengurusannya. Sosialisasi program telah berjalan dengan baik melalui berbagai media komunikasi dan kegiatan sosialisasi yang melibatkan pemerintah kelurahan dan pelaku UMKM. Tujuan program juga telah tercapai melalui meningkatnya kepemilikan NIB dan terbukanya akses UMKM terhadap berbagai program pengembangan usaha. Namun demikian, pemantauan program masih belum optimal karena kegiatan monitoring dan evaluasi belum dilakukan secara rutin dan menyeluruh kepada seluruh penerima manfaat program.

Abstract

The integrity zone program is a work unit or government agency that has successfully encouraged the creation of good governance and has good public service standards. The Brantas River Basin Center of Surabaya City is a work unit that implements the integrity zone program and found problems related to complaints about the long time it takes to complete services due to the long bureaucratic process so that services have not run optimally. Meanwhile, from the policy implementer's side, there are obstacles related to difficulties in filling out evaluation worksheets and compiling supporting evidence according to the assessment provisions, which causes the integrity zone development process to not run optimally. This study uses a descriptive method with a qualitative approach. Data sources used are primary and secondary data. Data collection techniques include observation, interviews, and documentation. Data analysis techniques through data collection, data reduction, data presentation, and verification. The focus of this study uses the theory of George C. Edward III, namely communication, resources, disposition, and bureaucratic structure. The results of this study on the communication indicator still found obstacles in the dissemination of information received by the target group, namely field workers and the community. In the resource indicator, there were obstacles in the placement of cross-sector members and a suboptimal digital service system. In the position variable, there has been a commitment to program implementation. Indicators of bureaucratic structure have been implemented, the standard operating procedures have not been formed and coordination between teams is running well.

Abstract

Street Lighting (PJU) is a public service that plays a vital role in supporting the safety, security, and comfort of road users, especially at night. Street lighting management in Sidoarjo Regency is implemented based on Sidoarjo Regent Regulation Number 58 of 2022. However, in Jabon District, problems are still found in the form of damaged and non-functioning street lights. This study aims to describe and analyze the implementation of street lighting management in Jabon District, Sidoarjo Regency. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The analysis was carried out using the George C. Edward III policy implementation model which includes indicators of communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of street lighting management in Jabon District has generally run well. In the communication indicator, implementation is considered quite effective through coordination meetings, although communication with the community is still not optimal so that participation in reporting street lighting problems is relatively low. The resource indicator is supported by the availability of competent human resources, clear authority, and adequate facilities. In the disposition indicator, policy implementers demonstrate high commitment and responsibility. Meanwhile, a bureaucratic structure supported by standard operating procedures (SOPs) and a clear division of authority also contributes to the smooth management of street lighting. Suggestions include increasing direct outreach to the community at the village level and expanding information on street lighting complaint channels to ensure wider access.

Abstract

Kemiskinan tetap menjadi tantangan pembangunan multidimensional yang krusial, termasuk di wilayah Kabupaten Nganjuk. Penelitian ini bertujuan untuk menganalisis implementasi dan mengevaluasi ketepatan sasaran Program Bantuan Langsung Tunai Dana Desa (BLT-DD) dalam kerangka pengentasan kemiskinan di Kabupaten Nganjuk. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pendekatan studi kepustakaan (library research). Data bersumber dari literatur ilmiah, regulasi pemerintah, serta data statistik resmi dari Badan Pusat Statistik (BPS) dan instansi terkait yang dianalisis menggunakan teknik analisis isi dan sintesis literatur. Hasil penelitian menunjukkan bahwa meskipun angka kemiskinan di Kabupaten Nganjuk mengalami tren penurunan hingga mencapai 10,17 persen pada Maret 2024, jumlah penduduk rentan masih signifikan. Implementasi BLT-DD secara operasional telah berjalan melalui mekanisme Musyawarah Desa Khusus (Musdesus) dengan tren penurunan jumlah Keluarga Penerima Manfaat (KPM) dari 27.842 pada tahun 2021 menjadi 19.862 pada tahun 2024. Ditinjau dari teori George C. Edward III, variabel komunikasi dan sumber daya manusia masih memerlukan optimalisasi guna menjamin efektivitas program. Meskipun secara umum dinilai cukup tepat sasaran, tantangan berupa inclusion error dan exclusion error masih ditemukan akibat fluktuasi kondisi ekonomi dan kendala pembaruan data kesejahteraan sosial. Program ini terbukti memberikan dampak positif jangka pendek terhadap daya beli rumah tangga, namun memerlukan integrasi dengan program pemberdayaan ekonomi untuk menciptakan kemandirian masyarakat yang berkelanjutan.

Abstract

Penelitian ini bertujuan untuk menganalisis ketepatan sasaran Program Indonesia Pintar (PIP) di SMP Negeri 1 Jember. Program Indonesia Pintar merupakan kebijakan pemerintah di bidang pendidikan yang ditujukan untuk membantu siswa dari keluarga kurang mampu agar tetap memperoleh akses pendidikan. Namun, dalam implementasinya masih ditemukan indikasi ketidaktepatan sasaran dalam penyaluran bantuan. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif dan metode studi kasus. Data penelitian diperoleh melalui studi dokumentasi dari pemberitaan media online yang berkaitan dengan pelaksanaan Program Indonesia Pintar di SMP Negeri 1 Jember. Teknik analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan adanya ketidaksesuaian antara jumlah penerima bantuan dengan jumlah siswa yang tergolong kurang mampu. Dari total 1.076 siswa, sebanyak 1.057 siswa menerima bantuan Program Indonesia Pintar, sedangkan jumlah siswa kurang mampu diperkirakan hanya sekitar 200–300 siswa. Temuan tersebut menunjukkan bahwa pelaksanaan Program Indonesia Pintar di SMP Negeri 1 Jember belum sepenuhnya tepat sasaran. Oleh karena itu, diperlukan perbaikan dalam sistem pendataan, verifikasi, dan pengawasan agar penyaluran bantuan dapat berjalan lebih efektif dan sesuai dengan kriteria penerima bantuan.

Abstract

Presidential Instruction No. 1 of 2025 on Expenditure Efficiency in the Implementation of the State Budget (APBN) and Regional Budget (APBD) for Fiscal Year 2025 is a strategic policy that requires local governments to adjust non-priority expenditures without compromising the quality of public services. This study aims to analyze the implementation of this policy at the Legal Bureau of the East Java Provincial Secretariat. The approach used is descriptive qualitative, employing George Edward III’s policy implementation model, which encompasses communication, resources, disposition, and bureaucratic structure. Data were collected through interviews, observations, and documentation, and subsequently analyzed using an interactive model. The results of the study indicate that the implementation of the expenditure efficiency policy has generally been quite effective. Policy communication has been understood by implementers, although there are still limitations regarding technical clarity. From the resource perspective, budget cuts, particularly regarding official travel and support expenditures, have become the primary challenge, leading to limited mobility and the potential for reduced effectiveness, especially in handling litigation cases. Implementers’ dispositions demonstrate a strong commitment, while the bureaucratic structure continues to adhere to existing operational standards with technical adjustments; however, it lacks specific guidelines regarding efficiency. This study concludes that policy implementation has aligned with national policy directions; however, a gap persists between efficiency demands and operational needs.

Abstract

Digital transformation in public services is a local government strategy to improve the effectiveness, efficiency, and transparency of services. The Surabaya City Government implemented the Surabaya Single Window (SSW) Alfa as an integrated electronic-based licensing and non-licensing service system. This study aims to evaluate the implementation of the SSW Alfa Program at the Menur Public Service Center (SPP) in Surabaya City. The study used a qualitative approach with data collection techniques through observation, interviews, and documentation. Research informants consisted of the Head of SPP Menur, service officers, and community users of SSW Alfa services. The program evaluation analysis used William N. Dunn's policy evaluation criteria, including effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results showed that from the aspects of effectiveness and efficiency, SSW Alfa was able to accelerate the licensing process and save time and service costs. However, from the aspects of adequacy and equity, the program has not fully reached all community needs, especially related to digital literacy and service access. In terms of responsiveness, services are still not optimal due to slow responses to public complaints. Meanwhile, from the aspect of accuracy, SSW Alfa is considered to be in line with community needs and the direction of Surabaya City's e-government policy. This study recommends improving public digital literacy, enhancing officer responsiveness, and enhancing the system so that all services can be accessed digitally without the applicant's physical presence.

Abstract

The Free Vehicle Roadworthiness Test Retribution Program is a policy of the Surabaya City Government in the transportation sector that aims to increase vehicle owner compliance in conducting vehicle roadworthiness tests, support traffic safety, and improve the quality of public services, implemented by the Wiyung Motor Vehicle Testing Unit (PKB) of the Surabaya City Transportation Agency through the elimination of regional levies. This study aims to describe the implementation of the policy using a descriptive qualitative approach through interview, observation, and documentation techniques, and analyzed using Van Meter and Van Horn's policy implementation theory which includes policy measures and objectives, resources, characteristics of implementing organizations, attitudes of implementers, inter-organizational communication, and social, economic, and political conditions. The results of the study indicate that the implementation of the Free Vehicle Roadworthiness Test Retribution Program has not been running optimally, marked by the community not fully understanding the objectives of the policy who still perceive the program as a free service, limited human resources and infrastructure, and suboptimal policy socialization, even though policy implementers have shown commitment in implementing the program. Therefore, it is necessary to increase socialization, strengthen supervision, and optimize resources so that policy implementation can run more effectively and sustainably.

Abstract

Tuntutan Kurikulum Merdeka dan asesmen berbasis penalaran (AKM dan TKA) mengharuskan guru SMA rumpun IPS merancang pembelajaran mendalam, kontekstual, dan kolaboratif. Hasil pemetaan di SMA Negeri 3 Kota Mojokerto menunjukkan guru masih kesulitan menggeser pembelajaran dari orientasi materi ke penguatan kompetensi serta mengintegrasikan literasi, numerasi, dan HOTS dalam perangkat ajar. Program PKM ini bertujuan memperkuat kompetensi pedagogik guru dalam merancang deep learning terintegrasi AKM–TKA berbasis konteks melalui pelatihan, lokakarya, dan pendampingan. Metode yang digunakan adalah blended training berupa sosialisasi dan FGD daring, workshop luring, coaching clinic, micro teaching, serta evaluasi melalui angket skala 1–4 dan penilaian produk. Hasil menunjukkan guru mampu menyusun dan merevisi modul ajar sesuai CP–ATP, mengembangkan LKPD kontekstual, merancang rubrik asesmen autentik, serta menyusun kisi-kisi dan soal setara AKM–TKA berbasis HOTS. Dampaknya terlihat pada meningkatnya keterlibatan siswa dalam diskusi dan pemecahan masalah kolaboratif. Evaluasi peserta menunjukkan respons sangat positif (skor 3,5–3,8). Program ini efektif karena menghasilkan perangkat ajar siap implementasi dan meningkatkan kesiapan guru menghadapi AKM–TKA.

Abstract

This study discusses efforts to reduce poverty and hunger in Medan City through the achievement of the Millennium Development Goals (MDGs) targets as the first step towards the Sustainable Development Goals (SDGs). The research method used is in the form of a quantitative descriptive approach by utilizing secondary data from various regional development indicators. Analysis was carried out on poverty conditions, employment opportunities, labor productivity, and community nutritional status to see the development of population welfare. The findings of the study show that the poverty rate in Medan City has a tendency to decline in recent years even though the achievement has not been fully in accordance with the set target. On the other hand, indicators of the depth and severity of poverty show an improvement in the economic conditions of the poor. Labor productivity has also increased in line with regional economic growth, although the provision of jobs still needs to be expanded. In addition, the nutritional condition of toddlers shows quite good results with low rates of malnutrition and malnutrition. In general, the implementation of MDGs-based development programs in Medan City has had a positive impact and can be a foothold in supporting the implementation of the SDGs in the future
