Abstract

The background of this research is the expansion of a region which caused the change of territorial boundaries, and the boundaries of the territory are not clearly defined. Unclear regional boundaries can trigger conflicts in border areas and hinder the implementation of local government functions. The conflicts are also made the society of five villages feel confused because of the dualism of leadership in the local government which is from Kampar regency and Rokan Hulu regency. The society is very disadvantaged with the conflicts. The objectives of this research are (1) to find out the post-conflict public administration service of the five villages in Kampar regency, (2) to know the factors affecting the post-conflict public administration service of the five villages in Kampar regency.The theoretical concepts used by the researcher are Carson and Schwarz's service theory in Denhard; which uses the indicators of Comvenince (convenience), Security, Reliability, Personal Attention, Problem Solving Approach, Faireness ( justice), fiscal responsibility and citizen influence. This study used descriptive qualitative method.The result of this research is that the post-conflict population administration service of five villages in Kampar regency has not run optimally. This can be seen from the indicators used by the researcher. The things that has not been done well is The citizen influence where the society in the area is less aware or less understand that they can affect the quality of government service. An approach to the society is needed to enable them understand the conflict and the importance of taking care their administration data , so that their status as a citizen is clear. The influencing factors based on the researcher study are facilities, infrastructure, employee discipline and road access.Keywords: Service, Public administration

Abstract

This research is to describe The Organizing of Taman Median Jalan in Pekanbaru. Taman Median Jalan is one of Green Places that is needed by the society to maintance the water supply area. The function is also to control the traffic, to restreet, to separate and to control the rapidity. Based on the observation in the field, the problems occur because the officer does not taking care the Taman Median Jalan properly. The aims of the study is to find out and to analyze the organizing of Taman Median Jalan by the officer of Sanitary and Landscape Ministry, then it is also to find out the cause of factors that influences the organizing of Taman Median Jalan in Pekanbaru.The Grand theory used of Amirullah & Budiyono (2004:9) is Management, starts from Planning, Organizing, Actuating and Controlling. The method is Qualitative by using descriptive data analysis. In collecting the data, The researcher used interview, observation and documentation.The results of this study showed that Taman Median Jalan was not organized well by the officer. There were still weaknessess in Planning, Organizing, Actuating and Controlling. There are some main factors that is caused this problem, first, the lock of/or limitation in budgeting, second, because of the human resources, many employeers worked in different place based on their educational background. Third, there were many on qualified employeses (Based on the standard operational procedur) that was established by the government so that Taman Median Jalan was not organized properly.Keywords: Management, Taman Median Jalan

Abstract

Local governments set policies to regulate and control the used of foreign workers that working in Riau province and make the retribution of extension of employment license of foreign worker to become the local revenue through Riau Province Regional Regulation No. 1 of 2015 About Retribution of Extension of Employment License of Foreign Workers. Along with the implementation of this Regional Regulation, related problems that are still found in foreign workers are their work permit period has been exhausted but still can work in Riau province. Other than that, the application of all aspects that exist in the Regional Regulation still can not be applied maximallyThe purpose of this study is to find out how the application and the factors that influence the implementation of Riau Province Regional Regulation No. 1 of 2015 About Retribution of Extension of Employment License of Foreign Workers. This research uses the concept of policy implementation theory according to Riplay and Franklin in Tahir (2015: 95) about the success of policy implementation based on three perspectives, that are: level of bureaucratic compliance, smooth routines, no problems and performance. This research uses qualitative method with descriptive data assessment. In collecting data, researchers used interview techniques, observation, literature study and documentation by using purposive sampling method as source of information and data analysis. Results of research related to the implementation of Riau Province Regional Regulation No. 1 of 2015 Retribution of Extension of Employment License of Foreign Workers that known not yet running maximally, which is caused by influencing factors, namely the distribution of authority of the implementor is less tailored to the division of tasks, socialization that has not been maximized and the lack of human resources of employment controller, so that the implementation of retribution of extension of employment license of foreign workersi is not running maximallyKeywords: Policy Implementation, Retributions of Permissions, Foreign Workers

Abstract

Payung Sekaki district Action Plan (Renja) is a planning document for a one-year period. Law No. 17 of 2007 on the national development planning system and Law No.2 of 2015 on local government has required each unit of regional apparatus to prepare work plans as work guidelines for a period of one year and serves to translate five strategic plans annual basis as outlined in the Renstra into annual planning that is more operational. Problems in the implementation of Payung Sekaki district Action Plan is the lack of quality of staff in running the program, fund changes, apparatus resources and facilities at Payung Sekaki district and time constraints. Research objectives: 1) To know the evaluation of the implementation of work plan Payung Sekaki District Year 2015, 2) To determine what factors affect the implementation of the work plan Payung Sekaki district.The concept of theory that uses Mulyono and Yumari (2017) as guidelines for evaluation research implementation 1) Input is what will be used 2) Output is what is produced, 3) Outcome is what will be achieved. The informant of this research is taken from Secretary of Sub-district and Sub section of Payung Sekaki Sub-district. Population used as informant because this research use qualitative research. Types and data sources use primary data, ie data obtained directly from respondents and secondary data, ie data obtained through reports, books and documents. Techniques of collecting data using interviews, observation and documentation.Data analysis techniques by means of data collection, data reduction, data presentation, and draw conclusions.From the results obtained in the research implementation of Payung Sekaki district Action Plan how much the target of the implementation of the work plan can be clearly illustrated that the implementation of this renja is still experiencing many obstacles or obstacles and not all of them run smoothly. In Payung Sekaki district impact on the development process. Factors affecting the inhibition of the implementation of Payung Sekaki district Project work plan in 2015 are Funds and Budget, Time and Resources.Thus it is concluded that the evaluation of the implementation at Payung Sekaki district is unoptimal in the quality of the implementation because the evaluation aims to determine the quality of an executed implementation.Keywords: Evaluation, Work Plan, Program, Payung Sekaki district

Abstract

City Labor Office Pekanbaru provide its services as a proof for Manpower who work in Pekanbaru City. This is useful to prevent the entry of illegal labor and can work for local labor. Problems in labor licensing service in Pekanbaru can be seen from the length of time available, which can be completed within 5 days to 10-15 days.In accordance with Winarsih (2006), service can reflect through Simplicity, Clarity, Certainty of Time, Accuracy, Security, Responsibility, Completeness of facilities and infrastructure, Ease of access, Discipline, Courtesy and Friendliness and Comfort. Informants in the study are employees and the community used as many as 8 people.Result of research that service of work permit in Labor Office of Labor of Pekanbaru City is good enough, only less maximal in the form of service given to interested public. Of the 6 types of theories put forward include: simplicity, clarity, certainty of time, accuracy, completeness of facilities, accessibility, showing service on labor permits Pekanbaru City that has been quite satisfy the existing requirements on the theory. Factors inhibiting labor licensing service in Pekanbaru city can be seen from the internal and external environment. Internal environment is a factor that is less than external factors ie companies that provide less data and information appropriate to work. It is expected that the City Manpower Office Pekanbaru more guidance implementation and technical guidance so that the parties easier to understand it.Keywords : Services, Licensing, Foreign Workers

Abstract

The Government Regulation No. 19 of 2008 concerning the District, has been given the opportunity and guidance for a regency / city who wish to form a sub-district or sub-district devide into several districts, if it has met the requirements of the administrative, technical and physical territoriality. Bengkalis is one of the largest districts in Riau have attempted expansion planning district that is currently in the process of approval of the central government and the Province.The concept of theories used by researchers is the theory Dervish concept consists of Planning, Objectives, Policies, Procedures, the progress of the program. This study uses qualitative research with an assessment of descriptive data. In collecting the data, the authors use the technique of interview, observation and documentation.Researchers used the method in this research is descriptive qualitative, the source of the data used in this study include primary and secondary data, the location of this research is in the district of Bukit Batu Bengkalis. Informen in this study is the Parliament, Expansion Team, Head, Head of the village, and the people concerned.The results of this study indicate that the planning division of Bukit Batu Bengkalis districts already implemented through several processes and requirements for expansion in accordance with Government Regulation No. 19 of 2008, but once the planning division is influenced by several factors. Abstract

Terminal built since 1991 and until now has never been used and enforced, it is because of the lack of clarity from the government on this Gerbangsari terminal. The purpose of this study was to determined the effectiveness of Terminal Function Gerbangsari Rengat Western District of Indragiri Hulu. And to investigate the factors that influenced the effectiveness of Terminal Function Gerbangsari Rengat Western District of Indragiri Hulu.The concept of the theory used in this study is the concept of effectiveness Duncan (2008). The research is a qualitative research with descriptive assessment. In the data collection researcher used interviewing techniques, observation and documentation. By using Key Informants as a source of information.From the results of research conducted on the general terminal functions can be assessed not effective, it is because of not achieved some of the existing indicators, as indicators of goal achievement, integration and adaptation. From the several factors that influenced the effectiveness of Terminal functions Gerbangsari Rengat Western District of Indragiri Hulu were the factors that most influenced Facilities gerbangsari terminal that is damaged and no longer maintained, it is very influential on the ineffectiveness of gerbangsari terminal functions. The thing to be done is the repair or renovation of terminal facilities have been damaged. The human resource factor is the driving factor ineffectiveness gerbangsari terminal in terms of human recources are inadequate facilities that are not maintained.Keywords: Effectiveness, Terminal Gerbangsari

Abstract

The village administration is spearheading national development which is led by a village chief as the holder helm of the highest in the country, as the main determinant for success in rural development. As supreme leader, village head should perform well in the governance process stipulated in Law No. 6 2014. Implementation of Rural Infrastructure Development is the development of village infrastructure such as public facilities and infrastructure. Implementation of village infrastructure development such as public facilities and infrastructure aims to improve the welfare of people and improve human resources, expected in order to improve a better life, which is implemented through a pattern of community empowerment. However, irregularities in implementation of rural infrastructure development, this was due to lack of supervision in the implementation of rural infrastructure development. The purpose of this study is to identify and analyze the implementation of infrastructure development in the village of Desa Nusantara Jaya subdistrict Keritang Indragiri Hilir. The concept of the theory used is the management which includes planning, organizing, implementation and supervision. To analyze the implementation of rural infrastructure development in the Village Nusantara Jaya subdistrict Keritang Indragiri Hilir, researchers used the theory of George R.Terry in Manullang (2012: 8), this study uses qualitative research methods to study descriptively. In collecting the data, the authors use the technique of interview, observation and documentation. By using key informen as a source of information and as a source triangulation techniques in testing the validity of the data. The results of this study indicate that the implementation of rural infrastructure development are not fully implemented in accordance with existing regulations. In the implementation of rural infrastructure development is still the occurrence of irregularities in the process of development of rural infrastructure. Meanwhile inhibiting factors in the implementation of rural infrastructure development is the budget or the perceived costs less. Abstract

As an effort  Pekanbaru government to realize Pekanbaru as a Madani city is to approve the planery mosque as a place for fostering the faith and piety of Pekanbaru city residents whose existence of the plenary mosque itself is increasingly being multiplied by the designation plan at the   village level . The problem of coaching is not yet optimal has an impact on aspects of planning that are not yet participatory, slow and not rimely budget disbursement and bugdet accountibility which are difficult to perceive as a factor affecting of the coaching planery mosque at tampan sub- district pekanbaru.This  research is examined by using the concept of government coaching with the concept and effectiveness of the organization with fundamental analysis on the implementation of coaching activities and whether or not the activity is measured.  This research was designed using a quality approach and descriptive data analysis.This research found that implementation of coaching planery mosque at Tampan sub-district no effective as well. Coaching conducted conditionally has not had a significant impact on the achievement of performance indicators of the plenary mosque program as a forum for fostering the community to reach civil society. The coaching carried out is more focused on the imarah  program  (prosperous),  while idharah (management) and riayah (maintenance and procurement of facilities) have not been taken seriously yet. As for the factors that influence the implementation of the plenery mosque in the tampan sub-district identified in two aspects. First, the aspect seriousness of the government as the owner of the plenery mosque program seriousness in question is that coaching should be used as routine and planned activities. Secondly, the additional aspect of the task is that this guidance is only an additional task for the subdistrict head and other official so that it does not become a priority scale. Keywords  : Coaching, Planery Mosque, Pekanbaru

Abstract

Forest and peatland fires in Kabupaten Bengkalis are one of the environmental problems that often occur and are considered important so that it becomes the government's attention. Based on the source of the cause, forest and land fires can be grouped into two, namely natural amd forest firest that occur naturally and forest and land fires that occur as a result of human activities. Envorimental problems that are currently occuring which are quite severe problems are forest and land fires caused by irresponsible parties. The occurrence of forest and land fires in Kabupaten Bengkalis was caused in part by large activities in the framework of human land clearing, both for agricultural and plantation businesses supported by climatic condition and the presence of natural phenomena such as Elnio Southern Oscillation (ENSO). To overcome this problem, the government involves various parties such as the private sector and the community to be able to work together in overcoming the problem of forest and peat land fires called collaborative governance. The purpose of this study is to find out collaborative governance fakcotrs in the prevention of forest and peat land fires in Kabupaten Bengkalis. This study uses a type of qualitative research obtained through interview techniques, observation and documentation. The results of this study indicate that, the factors that hinder collaborative governance in preventing forest and peat land fires in Kabupaten Bengkalis are communication, regulations and work programs. Keywords : Factors of Collaborative Governance, Prevention of Forest and                                Peatland Fires
