Abstract

Inventarisasi Barang Milik Negara (BMN) merupakan bagian krusial dalam penatausahaan aset pemerintah untuk memastikan akurasi data, kepastian hukum, dan akuntabilitas pengelolaan barang. Penelitian ini bertujuan menganalisis pelaksanaan inventarisasi BMN pada Sekretariat Dukungan Kabinet (Setdukab) berdasarkan aspek fisik dan yuridis serta mengidentifikasi langkah perbaikan yang diperlukan. Penelitian menggunakan pendekatan kualitatif melalui wawancara mendalam, observasi lapangan, dan telaah dokumen. Hasil penelitian menunjukkan bahwa inventarisasi BMN di Setdukab belum berjalan optimal. Pada aspek fisik ditemukan ketidaksesuaian antara data fisik dan sistem, ketidaktertiban labelisasi, ketidakakuratan pencatatan kondisi barang, serta penataan ruang yang belum mendukung proses verifikasi. Pada aspek yuridis diketahui bahwa SK Tim Inventarisasi sering terlambat diterbitkan bahkan tidak terbit, sebagian aset belum memiliki Penetapan Status Penggunaan (PSP), dan pengelolaan dokumen kepemilikan belum terdigitalisasi dengan baik. Penelitian ini merekomendasikan penyempurnaan regulasi internal, perbaikan SOP inventarisasi, digitalisasi dokumen, serta penguatan pengendalian internal untuk meningkatkan keandalan data BMN dan mengurangi temuan berulang dalam pemeriksaan eksternal.

Abstract

This research aims to determine whether Leaning Organization and Organizational Climate affect Employee Performance, mediated by Knowledge Sharing variables at PT. Qalin Buana Laras. The hypotheses proposed in this study are 1) Learning Organization has a significant effect on Employee Performance at PT. Qalin Buana Laras; (2) Organizational Climate has a significant effect on Employee Performance at PT. Qalin Buana Laras; (3) Knowledge Sharing has as significant effect on Employee Performance at PT. Qalin Buana Laras; (4) Learning Organization has a significant effect on Knowledge Sharing at PT. Qalin Buana Laras; (5) Organizational Climate has a significant effect on Knowledge Sharing at PT. Qalin Buana Laras; (6) Learning Organization mediates the effect of Performance on Knowledge Sharing at PT. Qalin Buana Laras; (7) Organizational Climate mediates the effect of Employee Performance on Knowledge Sharing at PT. Qalin Buana Laras. This study uses a quantitative descriptive analysis design. The sampling technique uses Saturated sampling, with 100 respondents. Data collection instruments use questionnaires. The data analysis technique uses BLUE assumption tests (linearity test, normality test, multicollinearity test, autocorrelations test, and heteroscedasticity test) as well as hypothesis tests (regression analysis, coefficient of determination analysis, t-test, and path analysis). The results of this study show the following findings; (1) there is a strong and significant effect between performance and Knowledge Sharing; (2) there is a strong and significant effect between Employee Performance and Learning Organization; (3) there is a very strong and significant effect between Employee Performance and Organizational Climate; (4) there is a strong effect between organizational Learning and Knowledge Sharing; (5) there is a strong relationship between Organizational Climate and Knowledge Sharing; (6) there is an indirect effect in the regression model where Leaning Organization can be a mediating variable between Employee Performance and Knowledge Sharing; (7) there is no indirect effect in the regression model where competence cannot be a mediating variable between Employee Performance and Knowledge Sharing at PT. Qalin Buana Laras.

Abstract

Penelitian ini bertujuan untuk menganalisis dan merumuskan strategi optimalisasi kinerja pelaksanaan anggaran pada satuan kerja Kantor Pusat Sekretariat Jenderal Kementerian Kehutanan yang terdiri dari aspek budaya organsiasi, sumber daya manusia, dan faktor di luar organisasi. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui wawancara, telaah dokumen, dan obeservasi. Hasil penelitian menunjukkan dari aspek budaya organisasi faktor pendukung, yaitu pemimpin telah memberikan perhatian terhadap pelaksanaan anggaran, komunikasi yang dilakukan seluruh unit kerja berjalan cukup baik, dan komitmen pimpinan satuan kerja yang kuat dalam pelaksanaan anggaran. Faktor penghambat, yaitu struktur organisasi baru belum didukung SOP dalam pelaksanaan anggaran. Aspek sumber daya manusia, faktor pendukung, yaitu kompetensi SDM dalam pengelolaan keuangan sudah baik. Faktor penghambat, yaitu masih kurangnya pelatihan dan pengembangan SDM, masih rendahnya perencanaan SDM. Faktor pendukung terkait aspek faktor diluar organisasi, yaitu tersedianya sistem aplikasi keuangan yang telah terintegrasi dan handal. Faktor penghambat, yaitu regulasi dan kebijakan yang dinamis dalam pelaksanaan anggaran, dan minimnya penghargaan kepada satuan kerja dalam pelaksanaan anggaran.

Abstract

Archives are records of activities and events made and received by an agency that are useful as a monitoring tool and source of information. To protect the archives, archival supervision activities are carried out in accordance with PerANRI No. 6/2019 concerning Archival Supervision. BMKG is one of the LPNKs that has carried out internal archival supervision activities since 2019. The implementation of internal archival supervision at BMKG needs to be carried out to keep Meteorology, Climatology and Geophysics data and administrative data well managed and maintained. Using the policy implementation theory model from Van Horn, Van Meter, and Grindle which includes policy standards and objectives, resources, inter-organizational relationships, attitudes, characteristics of implementing agents, social and political conditions, and types of benefits. Using qualitative research with a descriptive approach. The results showed that the implementation of the internal archival supervision policy still has limited archival human resources and financial resources, and not all work units have carried out archival supervision so that MKG observation data has not been saved. Some of the inhibiting factors are inadequate human resources, limited funds, and a work culture that is less concerned about archives.

Abstract

The Legal Documentation and Information Network (JDIH) Management Policy is aform of public services using ICT in  providing legal data and information sourceswhich can be easily, briefly, clearly and completely accessed by public The Secretariat General of the MPR RI as a supporting system for the Assembly is one of the members of the National JDIH. However, since was formed in 2018 until 2022 it has not been able to implement this policy properly. The management of JDIH that has not been well organized, the overlapping functions between the website management unit and the JDIH implementation team, infrastructure facilities that are not optimal, insufficient number and competency of human resources are some indicators as the weakness of JDIH implementation of MPR. This article will discuss about the implementation of JDIH management policy at the Setjen MPR RI, why is it still not running as expected and recommend some strategic steps to improve the JDIH in the future. This research uses study case qualitative methods with the Edward III and Grindle models as analytical tools. Data collection carried out using in-depth interviews, observation and documentation.

Abstract

Indonesia's blue economy holds significant potential for regional economic development, yet coastal and fisheries communities remain underserved by formal financial services. This study examines how digital transformation in Regional Development Banks (BPDs) can drive financial inclusion and enhance revenue generation in the marine and fisheries sector. Using Bank Jatim as a case study, this research employs a qualitative approach with in-depth interviews and document analysis involving stakeholders from banking, regional government, fisheries agencies, and coastal community representatives. Findings reveal that digital financial services—including mobile banking, digital payment systems for fisheries transactions, and regional tax digitization—significantly improve access to capital for small-scale fishers and aquaculture businesses while accelerating Regional Own-Source Revenue (PAD) collection from marine resource levies. The study proposes an integrated Blue Economy Digital Finance Model encompassing four dimensions: (1) digital infrastructure for coastal financial inclusion, (2) adaptive institutional governance linking banks, fisheries agencies, and coastal communities, (3) capacity building for digital literacy among fishing households, and (4) collaborative policy frameworks aligning blue economy goals with regional fiscal sustainability. This research contributes to the literature on blue economy financing and provides policy recommendations for leveraging digital banking to strengthen Indonesia's marine and fisheries sector development.

Abstract

Masih banyak Jumantik yang menemui masalah komunikasi di lapangan, adanya penolakan dari masyarakat setempat pada saat pemeriksaan dan pemantauan DBD, tentunya akan mempengaruhi kinerja pencapaian program penanggulangan Demam Berdarah Dengue (DBD) di Kalrahan Semanu Kabupaten Gunung Kidul. Oleh karena itu perlu mengkaji Partisipasi Masyarakat Dalam Pengendalian Penyakit Demam Berdarah. Metode yang digunakan dalam penelitian ini adalah studi kasus di Kalurahan Semanu Kabupaten Gunung Kidul Provinsi DI Yogyakarta. Teknik pengumpulan data berupa: wawancara, observasi dan telaah dokumen. Wawancara dilakukan dengan Pejabat di Dinas Kesehatan Gunung Kidul, Pejabat di Kelurahan Semanu, Ketua RW, Ketua RT, dan Masyarakat di wilayah Kelurahan Semanu. Pengolahan data dilakukan melalui tahapan: (a) Mengklasifikasi materi data hasil wawancara, observasi dan telaah dokumen; (b) Mengolah data berdasarkan keterkaitan antar komponen; (c) Merangkum, memilih hal-hal yang pokok, mencari polanya (d) Mendeskripsikan secara keseluruhan dan sistematik keterkaitan antar satuan-satuan gejala tersebut, menafsirkan partisipasi masyarakat dalam penanganan DBD. Hasil penelitian: ditinjau dari aspek komunikasi, diketahui bahwa alur komunikasi dilakukan secara dua arah (top down dan button up) antara pihak aparat dengan warga masyarakat. Untuk aspek perubahan sikap, harus ada kerja bersama antara aparat, warga dan seluruh komponen yang ada untuk secara kontinyu memberikan pemahaman tentang penyakit DBD sehingga bisa ada perubahan sikap, perilaku dan tingkah laku. Kesadaran masyarakat dalam penanggulangan penyakit DBD di Kelurahan Semanu sudah cukup baik. pada dasarnya kesediaan masyarakat untuk andil dalam penanggulangan penyakit DBD adalah karena merupakan kebutuhan masyarakat itu sendiri. Aspek rasa tanggungjawab akan pentingnya menjaga kesehatan lingkungan sudah tumbuh pada warga masyarakat Kalurahan Semanu, walaupun masih ada yang disebabkan adanya ajakan atau karena sesuatu hal sehingga rasa tanggungjawab itu muncul. Dari petugas/aparat melakukan kerja sama lintas sektor, memberikan info-info terkait DBD melalui kerjasama dalam monitoring PSN, penyuluhan maupun melalui media sosial. Adanya anggaran, honor dan alat kerja untuk kader jumantik juga bukti tanggung jawab pemerintah, untuk memberikan reward kepada kader jumantik sehingga kinerjanya lebih meningkat lagi. Abstract

This study aims to formulate a comprehensive strategy for improving team performance through structured human resource planning and standardized operational procedures. PT XYZ, a company specializing in data analytics and artificial intelligence, faces performance challenges within its Solution Team due to uneven competency levels and workload distribution. A qualitative research approach was employed, using Focus Group Discussions (FGD) with senior and middle managers as the primary data collection method. The analysis proceeded through three sequential stages: (1) mapping internal human resource elements using the HR Model Canvas, (2) identifying and developing strategic alternatives through the SOAR (Strengths, Opportunities, Aspirations, Results) framework, and (3) evaluating and prioritizing strategies using the Quantitative Strategic Planning Matrix (QSPM). Findings reveal that the “Cross-Training Presales” strategy achieved the highest attractiveness score (4.46) and was established as the top priority. This strategy effectively addresses skill gaps, balances workload distribution, and enhances service quality consistency. The study contributes theoretically by demonstrating the complementary use of HR Model Canvas, SOAR, and QSPM as an integrated framework for strategic performance management. Practically, it provides actionable guidance for PT XYZ and similar technology-based firms to design measurable and standardized work plans that sustain employee and team performance improvement.
