Abstract

Abstract The advancement of digital media demands content management that not only delivers information but also aligns with the increasingly diverse needs, interests, and preferences of users. In an era where information is easily and rapidly accessible, audiences play a more active role in selecting content that meets their specific needs. This study aims to evaluate the effectiveness of digital content on online media by applying the Uses and Gratifications Theory, which views audiences as active subjects in selecting, utilizing, and responding to media to fulfill specific purposes such as acquiring information, entertainment, or engaging in social interaction. Through a conceptual approach to digital content practices across various platforms, this study identifies three main issues on the online media website fajarcirebon.com: the absence of clearly presented key points that aid comprehension, the lack of external links that support informational credibility, and the suboptimal use of images that affects visual appeal and content reach. This article proposes solutions including the development of key points, the addition of external links, and the optimization of visuals to enhance user engagement and overall content effectiveness. The findings are expected to serve as a reference for online media in designing content strategies that are more adaptive and responsive to the current needs of digital audiences.

Abstract

There is a significant misalignment between existing regulations and practices on the ground, which not only hinders timely medical services but also places doctors at high legal risk. Law Number 22 of 2022 concerning Corrections and Government Regulation Number 32 of 1999 provide a legal framework for prisoner health services but their implementation often experiences obstacles. The research method used is empirical with data collection through direct observation and in-depth interviews with prisoners, doctors, and administrative staff. This study aims to understand in real terms how health services are provided and identify gaps between policy and daily practice. The study found that long and complicated bureaucratic processes and lack of adequate facilities are major obstacles to effective health care provision in prisons. Doctors are often reluctant to immediately refer prisoners to outside facilities without the approval of the prison warden, even if the patient’s medical condition requires immediate treatment. Based on these findings, the study recommends bureaucratic reforms to streamline the medical referral process, regular training for prison wardens and administrative staff, and stronger legal protection for doctors. The study underscores the importance of closer integration of prison health services with the national health system and strengthening oversight mechanisms to ensure effective and humane implementation of regulations.

Abstract

The rapid economic growth in Cirebon City, especially in the trade and service sectors, is not balanced by the availability of adequate parking lots, thus causing an increase in illegal parking that disrupts traffic order. This study aims to analyze the application of collaborative governance in dealing with the problem of illegal parking in Cirebon City, especially in traffic order areas such as Jalan Dr. Sudarsono and Jalan Dr. Cipto Mangunkusumo. The method used in this study is a descriptive qualitative approach, with data collection techniques through observation of illegal parking locations, in-depth interviews with stakeholders, and document studies related to parking policies. The data obtained were analyzed using Ansell & Gash's collaborative governance model, which includes four dimensions: initial conditions, institutional design, facilitative leadership, and collaborative processes, which are further classified in a hexahelix framework (government, private, academic, community, mass media, and society). The results of the study show that the collaboration carried out by the Parking Unit with various stakeholders has not run optimally, due to: (1) weak coordination between agencies, (2) limited resources in regulatory enforcement, (3) lack of active participation of several hexahelix elements in the decision-making process, and (4) the absence of strict sanctions against illegal parking violators. This study recommends the need to strengthen the role of facilitative leadership and increase the effectiveness of collaborative processes through regular discussion forums and feedback mechanisms involving all elements of hexahelix.

Abstract

This study analyzes the performance of the Trans Cirebon Bus Rapid Transit (BRT) service as a modern and sustainable public transportation initiative. Using a descriptive qualitative method and Colin Talbot’s performance model, data were collected through observation, interviews, and document analysis, with triangulation ensuring data validity. Findings show that while BRT Trans Cirebon contributes to mass transportation, challenges remain, including limited routes, low public interest, and continued reliance on private vehicles. Key actors include the Cirebon City Government, PD. Pembangunan, and private partner PT BIG. Improving service effectiveness requires good governance, transparency, accountability, and public participation. A more comprehensive strategy—enhancing management, infrastructure, operations, and digital integration—is needed to optimize the BRT system and reduce private vehicle use.

Abstract

This study examines the implementation of the Neglected Children Development Program Policy by the Cirebon Regency Social Services Agency. The objective is to analyze the development program, identify obstacles, and evaluate the policy's impact. The method used is descriptive qualitative through interviews, observation, and documentation, as well as data validation through source triangulation. Referring to Charles O. Jones's policy implementation theory, the results show that the organizational indicators function well despite being constrained by a lack of staff, facilities, and coverage. Interpretation indicators indicate that the program meets children's needs, but is constrained by facilities and budget. Application indicators show progress thanks to inter-agency collaboration. This study recommends improving human resources, facilities, budgets, and synergy between related institutions.

Abstract

This study intended to assess the efficacy and obstacles of SIAK implementation in Majalengka Regency to improve the quality of public services. The applied method is a descriptive qualitative approach with the Design-Reality Gap Model (ITPOSMO). The findings show that SIAK has not yet been fully implemented because of various reasons in terms of technological capability, staff competencies and managerial linkup. Little information is given on quality of services, and resources are scarce. In summary, SIAK has the ability to help improve efficiency, but it has not been fully reached with its intended perfect design.

Abstract

This study examines the Hexahelix collaboration in increasing investment in MSMEs through the SME Mall Program in Cirebon City, using Ansell and Gash’s collaborative governance theory. A qualitative descriptive method was employed, with data collected through interviews, observations, documentation, and literature review. The analysis focused on four indicators: initial conditions, institutional design, facilitative leadership, and collaborative process. Findings reveal that the Hexahelix model has moderately succeeded in boosting investment but faces challenges such as communication gaps, product layout limitations, and lack of coordination with government agencies. Despite these, the program demonstrates potential in supporting MSMEs. The study recommends strengthening institutional collaboration, implementing clearer policies, and conducting regular evaluations to enhance program effectiveness.

Abstract

The Basic Education Data (DAPODIK) is a data collection system managed by the Ministry of Education and Culture that contains data on educational institutions, students, educators, educational staff, and educational content, with data sourced from educational institutions that is continuously updated online. The purpose of this study is to analyze and understand how the Basic Education Data (DAPODIK) service is provided at the Education Office of Majalengka Regency. This study uses a qualitative method. The study found that the lack of waiting areas often leads to congestion among service users. The Basic Education Data (DAPODIK) service lacks Standard Operating Procedures (SOP), inadequate service implementation, and a manual complaint system that requires a significant amount of time and does not provide an estimated timeframe for resolving user issues. From the research findings, it can be concluded that the Basic Education Data (DAPODIK) service at the Majalengka Regency Education Office is not operating at its full potential.

Abstract

Kekerasan dalam rumah tangga (KDRT) yang berujung kematian merupakan permasalahan serius sebagaimana tergambar dalam Putusan PN Kabanjahe No. 281/Pid.B/2017/PN-Kbj, di mana penelitian hukum normatif ini menganalisis pengaturan hukumnya dalam KUHP dan UU No. 23 Tahun 2004, faktor-faktor penyebabnya yang berakar pada sistem patriarki dan relasi kuasa tidak setara, serta mengidentifikasi kekeliruan fundamental dalam putusan tersebut karena majelis hakim menerapkan Pasal 44 ayat (3) UU PKDRT dengan pidana 14 tahun penjara meskipun fakta persidangan menunjukkan terpenuhinya unsur pembunuhan berencana (Pasal 340 KUHP) yang seharusnya diancam dengan pidana lebih berat.

Abstract

Law Number 11 of 2012 concerning the Juvenile Criminal Justice System shifts the paradigm of child handling from a retributive approach to a restorative one through a diversion mechanism. This study aims to analyze the effectiveness of the application of restorative justice in handling cases of child abuse in the jurisdiction of the Binjai Police. The method used is empirical juridical with a socio-legal research approach, including document studies, observations, and interviews with child perpetrators, victims, and investigators. Of the 36 cases of child abuse, 25 cases (69.4%) were resolved through diversion and 11 cases (30.6%) through the formal justice process. The research findings indicate that the application of restorative justice is effective in reducing the criminalization and stigmatization of children and is in line with the principle of the best interests of the child as specified in the SPPA Law. However, optimization of implementation needs to be done through strengthening human resources, improving coordination between stakeholders, and developing a periodic evaluation system. This research contributes to the development of a more humane and sustainable juvenile criminal justice policy.
