Abstract

Ketahanan energi nasional merupakan aspek strategis yang tidak hanya berkaitan dengan ketersediaan sumber daya, tetapi juga pengamanan infrastruktur vital yang menopangnya. Dalam konteks Indonesia, kehadiran Komponen Cadangan (Komcad) TNI menjadi elemen penting dalam mendukung pengamanan infrastruktur energi dari berbagai ancaman, termasuk yang bersifat non-tradisional dan geopolitik. Studi ini bertujuan untuk meninjau secara sistematis peran Komcad TNI dalam memperkuat ketahanan energi melalui pendekatan pengamanan fisik dan dukungan operasional terhadap objek-objek vital nasional di sektor energi. Dengan metode studi literatur, penelitian ini mengkaji regulasi, strategi pertahanan, serta kerangka kerja sinergis antara sektor militer dan energi. Hasil kajian menunjukkan bahwa integrasi Komcad dalam strategi ketahanan energi dapat meningkatkan respons negara terhadap potensi gangguan yang bersifat eksternal maupun internal. Oleh karena itu, penguatan kapasitas Komcad dalam konteks keamanan energi menjadi langkah adaptif yang relevan dengan dinamika geopolitik kontemporer.

Abstract

Contemporary leadership is generally based on the context of modern organizations and does not conduct much research on historical leadership models that once shaped large-scale government systems. This study was conducted in an effort to fill this gap by analyzing the leadership of Genghis Khan, which has often been reduced to narratives of conquest and violence, without being analyzed as a structured leadership system. The study aims to analyze the principles of Genghis Khan's leadership and assess its relevance to modern leadership and management paradigms. This study uses a systematic literature review method by synthesizing 22 selected scientific sources consisting of classical historical texts and reputable journal articles with a thematic analysis approach. The results of the study identify five main themes, namely the historical context of Mongolia, leadership theory, meritocracy and organizational justice, servant leadership and social empathy, and value-based leadership. These findings show that Genghis Khan's leadership was a crucial factor in the success of the Mongol Empire, which was characterized by merit-based governance, adaptive organizational structures, strategic intelligence, and moral accountability. These leadership principles remain relevant and applicable in facing the complex and dynamic challenges of contemporary leadership and organizations.

Abstract

The escalating geopolitical rivalry between major powers, particularly the United States and China, has profoundly reshaped the maritime security landscape of the Indo-Pacific region. Strategic sea lanes, such as the Strait of Malacca and the South China Sea, have become central arenas for this competition, creating a volatile, uncertain, complex, and ambiguous (VUCA) environment with direct implications for regional stability. This study analyzes the impact of this great power competition on Indonesia's maritime security and formulates an optimal national strategy. Employing a qualitative approach, the research utilizes a SWOT analysis strengthened by Internal Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS) matrices. The findings reveal that Indonesia is positioned in Quadrant I of the SWOT matrix, indicating significant internal strengths and substantial external opportunities. Consequently, a Strength-Opportunity (SO) strategy emerges as the most optimal choice. This strategy advocates for Indonesia to leverage its geostrategic position and diplomatic capital to lead regional cooperation, enhance maritime domain awareness through technology, and pursue adaptive defense diplomacy, thereby maintaining the stability of strategic sea lanes amidst great power rivalry.

Abstract

Non-military defense is a defense to deal with non-military threats that can endanger or have implications for national defense. Non-military threats have ideological, political, economic, socio-cultural, technological, public safety, and legislation dimensions. In the general policy of national defense for the years 2020-2024, it is stated that in the policy of implementing non-military defense, it is directed to deal with the dimensions and types of threats by determining the ministry/institution as the main element. Bank Indonesia realizes that the payment system needs to adapt to the presence of digital technology. To that end, BI has issued a blueprint for the Indonesia Payment System (SPI) 2025, one of whose vision is to support the digitization of banking as the main institution in the digital-financial economy, both through open-banking and the use of digital technology and data in the financial business. The research objective is to provide government input on the role of Bank Indonesia in the Electronification of the Digital Economy as a Form of Non-Military Defense. Research with qualitative methods is aimed at understanding social phenomena from the perspective of participants. The results achieved are in accordance with the Role theory that Bank Indonesia encourages banking digitalization, supports the integration of the national digital economy, ensures interlink fintech and banking, to ensure consumer protection and national interests are maintained.

Abstract

The relocation of Indonesia's capital to East Kalimantan introduces unique security risks distinct from those in Jakarta, including potential vulnerabilities to terrorism, espionage, and internal conflicts due to its remote location. This strategic move aims to address Jakarta’s long-standing issues of traffic congestion, air pollution, flooding, and overpopulation, which have overburdened its infrastructure. However, the development in East Kalimantan also poses environmental challenges, such as threats to tropical forests and endangered species habitats. This study examines the security implications and infrastructure requirements of relocating the capital. Employing a literature study method, it analyzes data from books, academic journals, articles, and other published works to develop a comprehensive foundation for policy formulation. The findings reveal that the relocation requires extensive investments in new defense infrastructure, logistical adjustments, and military operations to ensure national security. Integrating modern defense technology will involve significant investment in infrastructure, research and development, and personnel training. Key priorities include safeguarding radio and satellite communications, constructing a new command center, and incorporating advanced technologies such as drones, radar systems, and cybersecurity measures. Additionally, a data center is essential for big data analysis to enhance intelligence and decision-making capabilities. The relocation also necessitates upgrading military facilities and equipment, conducting comprehensive assessments of existing infrastructure, and ensuring readiness to respond to potential social unrest or conflicts. Despite challenges, relocating the capital provides an opportunity to design a modern and integrated defense system while building sustainable infrastructure. It also strengthens national defense readiness and resilience to address future security threats effectively. This study concludes that careful planning and strategic investments are essential to ensure a smooth transition and secure the new capital, optimizing its strategic advantages while mitigating risks.

Abstract

Managing border areas shows how serious a country is in maintaining and regulating its territorial boundaries. One sign is the existence of a clear and comprehensive rule of law as a guideline for such management. This research analyzes Indonesia's land border management policy by comparing it to global best practices to formulate a more effective and sustainable strategy. A qualitative approach was taken to examine border management policies in various countries as lessons for Indonesia, by analyzing legal, social, and economic aspects through literature studies. Indonesia's border management shows strengths in law, security and diplomacy, but still faces challenges such as a lack of technological infrastructure. Countries like Poland have successfully tackled the hard-to-reach border in the Białowieża Forest by implementing AI-based smart fences. Indonesia can replicate this approach through digital transformation and the development of technology-based surveillance systems. In addition, improvements in strengthening the legal framework, providing incentives for cross-border economic development, increasing diplomatic engagement, and optimizing security surveillance must also be carried out simultaneously as an integrative effort in managing Indonesia's borders.

Abstract

Hybrid warfare integrates military and non-military instruments, with cyberspace emerging as a critical domain. Cyber threats in this context are systemic, multidimensional, and difficult to attribute, yet existing studies often treat cybersecurity and hybrid warfare separately. This study maps cyber threats within hybrid warfare frameworks and formulates strategic responses to support national defense. A qualitative descriptive approach was used, combining systematic literature review (45 peer-reviewed articles and policy documents, 2018–2025), Soft System Methodology (SSM) for complexity analysis, and SWOT analysis for strategic formulation. Four principal cyber threat types were identified: attacks on critical infrastructure, cyber espionage, disinformation campaigns, and influence operations. Key characteristics include multidimensionality, attribution difficulty, asymmetry, and involvement of both state and non-state actors. SSM revealed interconnected systems across technology, governance, and society. SWOT analysis identified strengths (growing digital human resources) and weaknesses (limited inter-agency coordination). A strategic response model comprising system integration, capacity enhancement, and national coordination is proposed. National defense systems must adopt holistic, adaptive frameworks that integrate cyber capabilities, cross-sectoral collaboration, and societal resilience. Future research should empirically test the proposed model in national defense contexts.

Abstract

Purpose: This study aims to analyze and compare the role of the defense industry in supporting economic growth, focusing on the gap between global trends and the realities faced in Indonesia.Method: A systematic literature review (SLR) following the PRISMA protocol was employed for this research. It analyzes 48 articles from 2014 to 2024 using both descriptive and bibliometric methods to synthesize the findings.Results: A significant gap between global trends and Indonesia's reality is evident. While the defense industry globally has consistently been a key economic driver through increased exports, investment, and innovation, in Indonesia, its role remains largely untapped. The industry is hindered by various challenges, such as a high dependence on imported weapons and components, which limits export capabilities, suboptimal human resources, inconsistent domestic orders, and a minimal R&D budget that drains resources without fostering competitive innovation.Practical Implications for Economic Growth and Development: This study offers an evidence-based diagnosis of the main challenges the Indonesian government must address. The findings can inform the development of more effective policies to promote the defense industry’s independence, enabling its transition from a potential contributor to a real driver of economic growth and development.Originality/Value: This study is novel in two ways: first, it is the first SLR comparing the global and Indonesian contexts, and second, it uniquely applies the "industrialization by invitation" framework. This theoretical lens sheds light on Indonesia's performance gap by mapping its structural challenges, providing a deeper analytical understanding of the issue.
