Abstract

Mining activities in most of Indonesia’s regions rarely pay attention to sustainable development, which is mining activities do not pay attention to the economic, social and environmental sustainability of the mining area. In the Marok Kecil village there was once a bauxite mining activity which at the moment is not longer operating. The purpose of this research is to analyze how development on ex-bauxite mining area in the Marok Kecil village and what are the factors influencing development on ex-bauxite mining area in the Marok Kecil village.This research was conducted at Marok Kecil village, South Singkep Sub Districs, Lingga Regency. The theory used in this research is Asdak’ theory, there are have three concepts of sustainable development that is sustainability of social system, sustainability of economic and ecological sustainability. The researh method used is descriptive qualitative research with data collection technique done through interview, observation and documentation. Selection of research informant using purposive sampling technique for Ltd Sanmas Mekar Abadi and accidental sampling techique for people in Marok Kecil Village.The result of this research indicate that the presence of influencing factors of development on ex-bauxite mining activities in the Marok Kecil village . That factors is not tranparancy regarding the use of funds for development, the existence of interest factors of certain people in the realization of development, lack of community knowledge about the use of ex-mining land and lack of community participation in developmnet-related activities.Keywords: Sustainable Development, Bauxite Mining.

Abstract

This research is motivated by the Pekanbaru City government which will apply the concept of Smart city Madani. That in the concept of Smart city Madani, the pillars are to realize the government in arranging the planning to be carried out.In running and realizing the City of Pekanbaru with the concept of Smart City Madani it is necessary to consider factors that support the realization of the program. One of the supporting factors is by conducting socialization to the public. Because socialization is an effort to communicate activities to create dialogue with the community. Through outreach will help to increase the understanding of the community and related parties about planned community empowerment programs and activities. Therefore, socialization is very necessary because many people in Pekanbaru still don't know about the government program. This research was arranged in a systematic frame of mind using a deductive model. The type and research approach used in this research is descriptive qualitative. Research informants numbered 3 (three) people. Data collection is carried out through observation, interviews and documentation which are then analyzed using qualitative analysis techniques. The study found that at the moment Pekanbaru City towards Smart City Madani has not been implemented well due to the lack of budget to realize the six (6) pillars towards Smart City Madani. But in optimizing the realization of Smart City Madani Pekanbaru City has six (6) priorities to accelerate the realization of Smart City Madani, namely: first, Pekanbaru SmartCard as a service card. Second, Simcard RT / RW Service. Third, Pekanbaru Command Center. Fourth, Data Center. Fifth, Pekanbaru Techno Park. Abstract

During the duties and functions of the Office of Religious Affairs (KUA) districtsespecially in Mandau districts Bengkalis in implementing the perceived service is stillinadequate. Phenomena occurring in the performance of its duties are still focused weddingactivities alone. Though the task KUA is not only cater weddings, as outlined in the Decreeof the Minister of Religious Affairs No. 517 of 2001 that the Office of Religious Affairs incharge of carrying out some tasks of the Ministry of Religious Affairs Office of the District /Municipality in the field of Islamic Affairs in the District. Ranging from matters of marriage,family and household consultation problematic, coaching and consulting religious, charity,charitable, and social worship, halal food and community partnerships, harmonious family,kemasjidan coaching, consulting inheritance, until the giver of information and guidanceaffairs Hajj rituals.This study used qualitative methods and then analyzed using descriptive analyticaltechniques through interviews. To obtain the informant, the researcher uses triangulationtechniques. Then to complete the data, the authors also took the documentation of literatureand internet media.PENDAHULUANNegara Indonesia memiliki daerah yang sedang giat melakukan pembangunan yangdilaksanakan mulai dari pusat sampai ke daerah. Pembangunan di Indonesia saat ini tidakhanya diarahkan kepada tercapainya hasil fisik dan kesejahteraan materil, akan tetapimencakup segala bidang yang lazimnya disebut dengan pembangunan nasional.Pembangunan nasional hanya akan berhasil dengan baik apabila diimbangi administrasipemerintahan yang berdaya guna dan berhasil guna (efisien dan efektif) dalam melaksanakanyang bersifat pembangunan.Selanjutnya sebagai bagian integral dari pembangunan Negara RI, agama menjadilandasan moral dan etika dalam bermasyarakat, berbangsa dan bernegara. Agama memilikikedudukan dan peran yang sangat penting dalam kehidupan bangsa indonesia, pengakuanakan kedudukan dan peran penting agama ini tercermin dari prinsip ketuhanan yang maha esasebagai sila pertama falasafah negara pancasila, yang juga dipahami sebagai sila yangmenjiwai sila-sila pancasila lainnya. Oleh sebab itu pembangunan agama bukan hanyamerupakan bagian integral pembangunan nasional hendaknya melainkan juga bagian yangseharusnya melandasi dan menjiwai keseluruhan arah dan tujuan pembangunan nasional.Selain memiliki posisi yang sangat penting, agama juga menempati posisi yang unikdalam kehidupan berbangsa dan bernegara. Abstract

Economic empowerment of ex-prostitutes is an assistance provided by the Pekanbaru city Social Service for ex-prostitutes. This is very important to supply the basic needs of every citizen which includes social rehabilitation, assurance, social empowerment and social protection. This research was conducted at the Social Service of Pekanbaru city. The formulation of the problem in this research was how the function of the Pekanbaru city Social Service in the economic empowerment of ex-prostituted in Pekanbaru city and what factors affected the function of the Social Service in the economic empowerment of ex-prostitutes in Pekanbaru city. The purpose of this researchare to know the function of the Pekanbaru city Social Service in the economic empowerment of ex-prostituted inPekanbarucity and what factors influenced the function of the Social Service in the economic empowerment of ex-prostitutes in Pekanbaru city. This research use the concept of organizational theory by Wursanto (2005: 270). This research uses qualitative research methods with descriptive data assessment and data analysis techniques using interactive models from Milles and Huberman cited by Sugiyono (2008: 142). The type and source of this data are primary data and secondary data, while the data collection technique of the research uses interview, observation and documentation techniques. The results of this research can be identified based on the following indicators (1) planning activities, the Pekanbaru city Social Service makes training activities for ex-prostituted women (2) Organizing, in carrying out this program the Pekanbaru city Social Service collaborates with Utama Riau Foundation (3) giving motivation (motivating), ex-prostitute women get motivation in the form of direction from the Utama Riau Foundation appointed by the Social Service as the executor of Productive Economic Business (4) controlling, every month the Utama Riau Foundation monitors the program of Productive Economic Business run by women who are prostitutes. Abstract

Based on the Law of the Republic of Indonesia No. 10 Year 2009 on Tourism inchapter 1 verse 10 says : " strategic areas of tourism is the area that has the primary functionof tourism or have the potential for development of tourism which has a significant impact onone or more aspects , such as economic growth , social and cultural , environmental support ,and defense and security . " the legal basis is the reason for the Department of Culture andTourism cultural Festival Tabuik Pariaman enter the work program which is used as aplatform to attract tourists to come to the city of Pariaman .The purpose of this study was to determine whether the program created by theDepartment of Culture and Tourism of Pariaman already running equally effective as theprevious objectives and determine the impact of the program for the City pariaman . Thisresearch was conducted at the Department of Culture and Tourism of Pariaman , usingqualitative descriptive method with data collection through interviews , observation anddocumentation of the people who play an important role in the Program of Culture andTourism in Tabuik Cultural Festival in Pariaman City West Sumatra province . This researchwas conducted by using the theory of Richard M. Steers (1985 ) about the factors thatinfluence the effectiveness of an organization .The results of this study indicate that the Program of Culture and Tourism CulturalFestival Tabuik in Pariaman City West Sumatra province has been effective . It can be seenfrom the increasing number of tourists both foreign and domestic tourists/ Kota Pariamanespecially on Tabuik Cultural Festival . Abstract

Unlicensed gold mining is still a big problem in Kuantan Singingi district. Kuantan Singingi Regency Government has established an Integrated Team for the implementation of illegal mining supervision and control (PETI). Despite having a special team to deal with the problem, unauthorized gold mining still exists today.The research is done to know how the implementation of unauthorized gold mining supervision and to know what factors affect the supervision of gold mining without permission in Kuantan Singingi Regency. According to the theory there are several types and supervision techniques that need to be applied in the implementation of surveillance, which researchers use is refresive supervision with indicators set the measuring tool (standard), perform assessment actions, and take corrective action. This research uses descriptive qualitative method that is analysis which try to give detailed description based on reality found in field.The results of this study indicate that the implementation of unauthorized gold mining supervision in Kuantan Singingi regency conducted by the Integrated enforcement team of PETI Kuantan Singingi has not been successful. There are some shortcomings such as the adoption of standards, taking assessment actions, and remedial actions have not run maximally. This is because there are several factors that influence the implementation of such supervision.Keywords : Gold Mining, Suvervising, Integrated Team

Abstract

A general public service or any form of service, either in the form of public goods and public services are in principle be the responsibility of and implemented by the relevant agencies, in an effort to meet the needs of society as well as in the implementation of the provisions of the legislation. But the services provided by government officials still raises a lot of complaints from the public that result in an adverse impact on government agencies. Types and methods of research used is descriptive research, which can be interpreted as a problem-solving process was investigated by depicting or describing the state of the subject and the object of research at the present time based on the facts that appear or how it is. While the methods used are qualitative research methods to describe the actual situation in detail and by looking at the actual problem and research objectives. The results showed that the presence of some inhibiting factors both from the government and from the public regarding birth certificates. From the government side it can be concluded that there are such constraints on government that takes care of the issuance of birth certificates. So the number of birth certificates in Pematangsiantar was still very low. So is the case of the people in the city itself Pematangsiantar there are several obstacles facing the community include, lack of public understanding about the importance of having a birth certificate, then a low level of education and uncomfortable service provided by the Office of Population and Civil City Pematangsiantar. Abstract

Pedestrian is a sidewalk that is destined for pedestrians to enjoy the feel of urban buildings and gardens City / District. In an urban context it is usually referred to as a special room for pedestrians that serves as a means of attainment which can protect from the danger coming from motor vehicles. The sidewalks in Pekanbaru have been transformed into two-wheeled parking spaces, where street vendors, billboards and so on. Several related agencies are responsible with this matter, such as the Office of Transportation with the Municipal Police Force Unit Pekanbaru. The purpose of this study is to find out how the coordination between relevant agencies in the functioning of pedestrian and to determine what factors affect the coordination between the two related agencies.This research was conducted to know the coordination between the Department of Transportation with the Civil Service Police Unit in Functioning Pedestrian in Pekanbaru City. Using the grand theory of Fayol, Koontz and O'Donnell, in which there are 4 indicators are: 1. Cooperation in harmony, 2. Knowing each task. 3. Good communication, 4. Meetings through meetings. This research uses qualitative descriptive method. The technique of collecting through observation, interview and documentation with key informant as source of information and technique of snowball as source of data validity.The result of the research stated that the coordination that has been done by the Transportation Agency with the Pekanbaru City Police Precinct Police Unit has not been optimally can be seen from 4 indicators namely communication, cooperation, division of tasks and meeting meetings conducted not only after the violation but must be done for supervisory control in the pedestrian . In addition, supporting facilities and infrastructure should be sufficient to create optimal performance between the two agencies. Facilities and infrastructure should also be supported by potential human resources (HR) so that everyone knows their duties and functions in order to avoid overlap in the execution of tasks. If all this goes well, then pedestrian will serve as a place for pedestrians.Keywords: Coordination, Pedestrian

Abstract

Based in Kuantan Singingi Regency by focusing on the field of cooperatives. The Office of Cooperatives, UMKM, Trade and Industry of Kuantan Singingi Regency certainly has a strategy to make cooperatives in Kuantan Singingi Regency continue to grow and develop. The purpose of this study is to find out and analyze the strategy program and strategy formulation carried out by the Department of Cooperatives, UMKM, Trade and Industry of Kuantan Singingi Regency. The theoretical concept used as an indicator of strategy performance in improving institutional quality by the Office of Cooperatives, UMKM, Trade and Industry of Kuantan Singingi Regency is the theory of Hubeis and Najib dalam (Dian, 2017), namely: Annual goal setting, Policy formulation, Motivating workers, Allocating resources , and for discussion of strategies using the theory of SWOT Analysis (Strengths, Weaknesses, Opportunities and Threats). This study uses a snowball sampling technique with data collection techniques including: observation, interviews, literature study and documentation. The results of this study indicate that the strategy of the Office of Cooperatives, UMKM, Trade and Industry of Kuantan Singingi Regency in improving institutional quality is on target, with the SWOT analysis producing a Recommendation the strategy given is Progressive, meaning that the organization is in prime and steady condition so it is possible to continue expand, increase growth and achieve maximum progress. This situation is very beneficial, because the strength possessed can be utilized for the opportunities that exist.Keywords : Strategy, Instutional Quality, Cooperatives

As for intention of this research is to know Body performance of counterneasures Disaster and fire company of Area Sub-Province of Pelalawan ( Case Study Disaster Forest Fire and Farm) Year 2014 and to know factor - factor resistor of performance ( Good study of Case Disaster Forest Fire and Farm) Year 2014.This research is done/conducted by in Body of counterneasures Disaster and Fire Company Of Area Sub-Province of Pelalawan, taken by officer of body of counterneasures Disaster and Fire Company Of Area Sub-Province of Pelalawan made by informan by method of snowball sampling. In line with research which have been mentioned by above, hence needed data, for example primary data and data of sekunder. For the technique of data collecting done/conducted] with interview technique, bibliography study and observation. Method analyse data which is used in this research is descriptive analysis method qualitative.Result of research indicate that performance officer of Body of counterneasures Disaster and Fire Company Of Sub-Province of Pelalawan in winning case kebakaran of farm and forest in Sub-Province of Pelalawan done/conducted by is officer have been put accross.. In doing/conducting attainment of performance officer of Body of counterneasures Disaster and Fire Company Of Sub-Province of Pelalawan in handling forest fire and farm there are some factor influencing it for example : ( a). Inexistence standard measuring instrument of[is make-up of performance, ( b). inexistence record-keeping of result assessment of and performance ( c).
