Abstract

Department of Revenue strip of Riau Province as one of the regional government which has duties and functions to manage local revenue that is necessary for the provision of financing penyeleggaraan governance, development, the vision of local Revenue Office in Riau Province should constitute part of a strategic and integral in its efforts to realize vision Riau Province which consists of a long-term vision and menengahyang term vision is the crystallization of the commitment of the whole society Riaubaik Province for the construction of long-term and medium-term development has been defined by Regulation strip of Riau Province.In this case I want to see how the policy program of the Strategic Plan Revenue Service Riau Province, the Strategic Plan can also be used as a means to undertake activities implemented within one year for the whole range of the Regional Revenue Office of Riau Province, the Strategic Plan also provide feedback that is needed in decision-making and planning in the future by the leaders of the management and entire staff Riau Provincial Revenue Office so that would be obtained performance improvement towards a better future. To analyze these problems the author uses the theory Dunn, 1994: 405 in Subarsono Ag, 2006: 126 which is consistent with the theory that problem. This research is a descriptive qualitative approach, where data collection technique is a technique of observation and interviews with key informants as key informants.Determination of Strategic Planning at the Department of Revenue Riau Province has been sufficiently supported by the accountability and competence of the employees, the work achieved quite reach the target, execution of the work being done already planned and systematic thus the need for a policy to conduct employee performance improvements so that the achievement of the Strategic Plan determination can be effectively achieved.Keywords: Evaluation, Strategic plan implementation, Riau Provincial Revenue Office

Abstract

Indragiri Hilir is a regency which has waters, rivers, swamps, and generally the condition of it’s soil included peat moss. People who live in the area have a problem to get good and clean water condition, also depending with the water from rain to use in dailly activities. However when they are in dry season, they get more difficult for source of clean water. The necessity for clean water make Indragiri Hilir has many water depots as a consequences from increasing of people.The purpose of this research is to know controlling and checking realization for quality water and the factors that can affect Health Department’s effort in Tembilahan City.The Method is used in this research is : location is in Health Department of Indragiri Hilir, Jalan M. Boya No. 07 and refill water depots. Informers included The Chief of Environment Sanitation and staff in Health Problem Restraint Health Department Indragiri Hilir, officer in saniation of UPT Puskesmas Tembilahan City, included Refill Water Depots owners around it.The theory concept is used on this research is controlling and checking realization from Mannulang (2001:184) consists of determining technique and administration standard, do evaluation and scoring also act emendation. This research uses Qualitative Method with data assesment descriptively, in accumulation of data assesment the researcher uses interview sessions, observation, documentation and literatures.The result of this research is to show deficiency of controlling and checking realization Health Department Tembilahan City for clean water because The Implementation is not suitable with set standard, limitedness of humanity resources as sanitatior, facilities, fund, also awareness and knowledge from refill water depot owners can be included as the obstruction factors on realization.Keywords : checking, controlling, refill water depots

Abstract

Telecommunications towers arragement in Pekanbaru still cause problems including the amount of towers than can affect the aesthetics in pekanbaru. Still the tower that has not pocketed a building permit erection of the tower location that is not in accordance with safety telecommunications towers arragement in Pekanbaru still cause problems including the amount of towers than can affect the aesthetics in pekanbaru. Still the tower that has not pocketed a building permit erection of the tower location that is not in accordance with safety and security and order The purpose of this study was to Knowing how Governance Telecommunication Tower in the city of Pekanbaru and the factors that impede arregement telecommunication towers.Researchers used the theory of George R. Terry in Manullang (2008: 3) which states that the principle of management that is no planning, organization, actuating and controling. This study used descriptive qualitative method, data collection through triangulation, namely: observation, interviews and documentation which the parties involved in this study as an informant. The outcome of reeaserch of this study indicate that Telecommunication Tower in Pekanbaru still didn’t meet the standart. this can be seen from the number of telecommunication towers unlicensed and placement that does not comply with the standards. Coordination and enforcement of sanctions that are not expressly so it does not give deterrent effect to the provider. so well that the management is not effective. Factor inhibiting arrangement Telecommunication Tower Pekanbaru is human resources, funding and infrastructure.Keywords : Arregement, telecommunication and tower

Abstract

This research is based on the phenomenon where there are many vehicle tax arrears so that the government provides relief to the community through the exemption / elimination of motor vehicle tax administration sanctions and motor vehicle name transfer fees in Riau province. This type of research uses a descriptive research method with a qualitative approach. The focus of this research is based on the study of program effectiveness theory according to Mahmudi in Fransiska (2015: 86), in this case there are 4 studies, namely, Input; the implementation here is preparatory, starting from regulation, coordination, resources, and in implementing the input it is good. Process; of the program is effective because in the implementation process it can be said that it is good. Output; from the motor vehicle tax sanction exemption program is to increase Regional Original Income, and after the program is running, it can be seen that the Regional Original Income has increased, indicating the program has been effective. Outcome; of this program is to make people who comply with taxes, and this has received a positive response from the community because most people who are overdue on taxes pay their obligations. The implementation of the motor vehicle tax sanction exemption program in Riau province is appropriate because it is seen from the right target, implementation time, and the purpose of the tax sanction exemption policy being created. Keywords: Effectiveness, Tax, Sanction Waiver Program

Abstract

Nagari Governance System (Study at Nagari Padang Magek Tanah Datar regency). The nagari governance system is a governance system that only legality in west Sumatra province. From the history, this governance system got many intervention from other governance system but nagari governance system keep defend it authenticity until now. According to that explanation, this study aims to determinate what is nagari governance system, how the implementation and what are the factors that can influence it by doing study in Nagari Padang Magek Kabupaten Tanah Datar. This research is qualitative research with descriptive method. The researcher trying to find the fact that appropriate with the truth. The data will be explains truly in order to get an understanding. The result of the research can be conclude that nagari governance system is a governance system which lead by a wali nagari who help by old customs and tradition institution, religion local institution, youth constitution, KAN, and BPRN. The purpose of this research was to evaluate the Perda No. 3 in 2009 About Levy's service in the field of Land Transport Levy specifically about the Organization of parking at the curb and to know the common factors that affect the evaluation of Perda No. 3 in 2009 About Levy's service in the field of Land Transport in particular in Retribution the inaugural at the edge of the road.The concept of the theory is a theory that the author use Dunn, there are 6 (six) evaluation indicators, namely: effectiveness, efficiency, sufficiency, equity, responsiveness, and accuracy policies. This research uses qualitative research methods with the study of descriptive data. In data collection, the author uses interview techniques, observation and documentation. With the use of key informants as a source of information and technique of triangulation as a source in the validity of the data.From the results of the qualitative analysis of descriptive data from the evaluation, rule number 3 2009 Areas of Levy of service in the field of Land Transport (case study on the curb parking rates in General) are categorized yet feels maximum, evidenced from the still high number of violations and irregularities committed by the interpreter with the parking levy rates in excess of parking Ordinance that is in the local regulations for personal gain. Abstract

Cooperative is a form of business activities together with the community that can meet theneeds of economic and social together. Where in accordance with the meaning of theCooperative itself contained in Law no. 17 of 2012 on Cooperatives which states that:Cooperatives are legal entities established by individuals or legal entities cooperatives, withthe separation of the wealth of its members as capital to run the business, which fulfills theshared aspirations and needs in the economic, social and cultural fields in accordance withthe values and principles of the Cooperative. This study aims to determine the Coaching ofCooperative Development by the Department of Cooperatives Small and Medium EnterprisesPekanbaru City and to know the constraints in the Coaching of Cooperative DevelopmentSmall and Medium Enterprises Pekanbaru City. This research uses descriptive qualitativeapproach. Informant research Head of Cooperatives, Head of Sub Division Personnel,General, and Equipment. Data collection techniques by interview, observation, anddocumentation. Data obtained will be analyzed by qualitative descriptive method. Based onthe results of research known that the implementation of co-operative development by theOffice of Cooperative Enterprises, Micro, Small and Medium City Pekanbaru alreadycoaching but not optimal and yet can be said good because the cooperative has a goal toachieve the desired goal to improve the welfare of society as a whole through the institutionalCooperative. There are two factors that become obstacles in the coaching of cooperation bythe Office of Cooperatives Micro Small and Medium Enterprises Pekanbaru city that is internalfactors such as limited facilities and infrastructure, limited funds for coaching program, lackof accurate data of cooperatives, limited human resources (HR) coach cooperative, and fromexternal factors namely: lack of capital Cooperatives, limited human resources, andCooperative business is not run professionally.Keywords: Coaching, Cooperative. Abstract

Human resource factor is an important element that is considered by the organization, because human resources with good performance are needed to support the successful implementation of organizational activities. In the absence of human resources with good performance, it will be difficult for an organization to achieve its stated goals The purpose of this study is to determine the performance of Regional Income Agency Post-Dismissal of honorary workers in 2017 Kuantan Singingi Regency and to determine the factors that affect the performance of Regional Income Agency Post-Dismissal of honorary workers in 2017 Kuantan Singingi Regency The location of this study is in the District Revenue Agency Kuantan District Singingi.Data collection techniques of this study are documentation, interviews and observations. Analysis of data used by researchers is a reasoning analysis of the phenomena that will be studied, after the data collected through observation techniques and interviews then analyze the data descriptively. Based on the results of the discussions that have been described on the performance of Regional Income Agency Post-Dismissal of honorary workers in 2017 Kuantan Singingi Regency has not been running with the maximum. Based on the five indices used in this study, it is known that there are still many parts of the work that have not run with the maximum. Although the regional revenue agency of Kuantang Singingi has designed and made programs that are very good, the limited funds and human resources are the obstacles.Keywords: Performance, Honorary employee

Abstract

Development is one of the most important aspects in a country. Development here is not only physical such as office buildings or physical infrastructure. But the intended development is various aspects of life, such as physical development, social development, economic development and many other developments. Likewise for city development which has not much different definitions for national development in general. In the development of settlement construction, precisely in the city of Pekanbaru, so far there have been many complicated problems. The purpose of this study was to determine the effectiveness of supervision of settlement development in Pekanbaru city and to find out the factors that influence the effectiveness of supervision of settlement development in Pekanbaru City. The theory used in this study is the effectiveness of supervision, settlement construction, spatial concepts. After conducting research, it was found that the effectiveness indicators of the supervision of settlement construction in Pekanbaru City were input, process, output, outcome. The factors that influence the effectiveness of supervision of settlement development in Pekanbaru are human resources and infrastructure inadequate as well as limitations and budget. The conclusion of the effectiveness of development supervision is that supervision by the office of spatial planning and building in carrying out its duties and functions is still not fully implemented, because there still need to be some improvements that must be considered.
