Abstract

Adipura trophies a great achievement for a local chief. Not only the achievements, but also Adipura trophy is the prestige for the region it self. For the first time Pasaman was awarded adipura trophies in 2013 and then successfully for the second time in 2014 and became the only district/city are awarded in the province of West Sumatra.This achievement is the result of cooperation with the relevant agencies that assigned through the regent decree about the establishment of a coordination team of healthy city / Adipura. This study aims to identify and analyze the implementation of coordination in order to achieve the Adipura award in Pasaman and the factors that influence it. The concept theory that used is the Stoner coordination concept. It means that the better coordination includes four indicators, planning, communication, schedule of work, and supervision. This study used a qualitative descriptive study. In collecting the data, researchers use interviewing techniques, observation, and documents. Informants were taken using snowball sampling technique. The result of this research is showed that the implementation of coordination in the Adipura award has been implemented optimally. The implementation of coordination has covered all four indicators. It is influenced by the high commitment of heads of regions and their incentive funds budgeted forthe implementation of this coordination. Keywords: Implementation, Coordination, and Adipura

Abstract

Controlling Building Permit is one of the problems that often occurs in the city of Pekanbaru. Shophouse building owners are found to have no Building Permit. Although the government of Pekanbaru City gave authority to the One Stop Investment and Integrated Service Service to supervise the Shop Houses building, but the supervision of Building Construction Permits was still well implemented. The purpose of this study is to find out how the supervision of Building Shop Houses Permit for 2017-2018 in Pekanbaru City and the factors that become obstacles to the supervision. The theory used in this study is the Manullang theory which has an indicator that is setting standards, making judgments and making corrective actions. The research method used is a type of qualitative research with a case study method with data collection techniques through interviews, observation, and documentation. The selection of research informants used a purposive sampling technique. The results of this study indicate that there are factors that influence the Supervision of Building Permits for Shop Houses in Pekanbaru City. These factors are inadequate human resources and low community participation in building construction permits.Keywords : Controlling, Building Permit, Shophouse

Abstract

Kuantan Singingi District Government supervises permits that apply to permit holders in carrying out activities carried out for licenses owned. The supervision of the oil palm plantation businnes by thr Agriculture Office of Kuantan Singingi  Regency was carried out in the benthic administration of plantation business licenses. The phenomenon that arises in this supervision is still weak supervision by the Agriculture Sevice and there are still many problems encountered in the licensing of oil palm plantation businesses. The purpose of this study is to find out how the supervision by the Agriculture Service on oil palm plantation business permits and what are the inhibiting factors in the supervision of business permits for oil palm plantations. The theoritical concept used in this research is Stoner’s concept of supervision which consist of determining standards and methods of perfomance assessment, perfomance appraisal, comparing performance with standars and taking corrective actions. The selection of this informant uses purposive sampling. The result of this study indicate that supervision of the Department of Agriculture has not been optimal, the lack of time standars in conducting direct supervision to the field which is not yet effective, and also the inhibiting factors in conducting supervision are human resource and funds or cost.

Abstract

All of freight transport in Dumai sometimes make result traffict jum, accident and road damage. And then, author lift this theme for make change, like make safety, comfort and dicipline in driving.In this theme, author use UKAS theory. Dumai transportasion agency and police unit as informant in this study. Author use descriptive qualitative with data collection techniques throught observation, interview with informant and documentation.The result of this study of freight transport in Dumai City signify. Result obtained average but author get kind of deviations as conducted from field supervisors and much drivers. Factors of deviations among human resorces, availabilities of founds and awareness of drivers. The all of factor very important to implementation of better transport control in Dumai City.Keywords: Monitoring, Freight Transport

Abstract

The number of minor disciplinary offenses committed by civil servants in the localgovernment environment. Siak, requires local governments in enforcing discipline inanticipation of such breach. The problem in this study is how the effectiveness of theenforcement of discipline in the civil service environment Siak Regional Employment Boardand the factors that affect the enforcement of discipline. As for the purpose of this researchwas to determine the effectiveness of the enforcement of discipline in the civil serviceenvironment Siak Regional Employment Board and to determine the factors that influencethe effectiveness of the enforcement of discipline.The concept of the theory is that researchers use effectiveness, organization anddiscipline. This study used qualitative research methods to the assessment of descriptive data.In collecting the data, the researcher used interview techniques, observation and study ofliterature. By using key informants as a source of information.The results of this study show that the effectiveness of the discipline of civil servantsin the Regional Employment Board Siak quite effective. Factors that influence theeffectiveness of this discipline is Chairman, remuneration, supervision attached, legalsanctions, mindset and justice.Keywords: Effectiveness, Enforcement Discipline

Abstract

This study aims to investigate the implementation of the function of BPD in Pangkalan Pisang, and to determine what factors are driving and inhibiting execution of these functions. The factors driving the implementation of the function of BPD in mind that (1) Coordination and cooperation among agencies, (2) the ability and experience of the board BPD community organizations. While inhibiting factor, namely, (1) People do not fully understand the functions performed by the BPD, resulting in the execution of the function BPD often have a discrepancy or difference of the community, and (2) lack of facilities and infrastructure supporting the implementation of the function. Therefore, the presence of various factors driving and inhibiting the function execution Village Consultative Body (BPD), resulting in the implementation of these functions can be run and also sometimes hampered in its execution. The theory used is the theory siagian. This study used a qualitative descriptive data collection techniques of observation and interviews. The results showed that the implementation of the functions known BPD (1) Function village set rules less accomplished because of constraints in its implementation, namely the lack of facilities and infrastructure supporting the implementation of the function, (2) Function accommodate public aspirations less done because there are still problems in implementation, namely community not yet fully understand the functions performed by the BPD, so that in the process of accommodating and aspirations of society often gets disagreement or debate of society, (3) Implementation of the oversight function has been implemented with good fit because it supported the implementation of coordination and cooperation between agencies in the village. Abstract

In order to improve the quality of life and people's livelihoods through healthy, safe, harmonious and orderly housing and settlements, it is necessary to improve the quality of slum housing and slum settlements. The government has established a Self-Help Housing Stimulant Assistance through the Ministry of Public Housing. Based on Regulation of the Minister of Public Works and Public Housing Number 07 of 2018 concerning Self-Help Housing Stimulant Assistance, the Self-Help Housing Stimulant Assistance is a government facilitation in the form of stimulant assistance for low-income communities to develop / improve the quality of homes for low income communities. The phenomenon in this study is that the assistance provided is not yet on target. The purpose of this assessment is to find out how effective the implementation of self-help housing stimulant programs in the city of Pekanbaru and to determine the inhibiting factors of the program's effectiveness. This research was conducted at Pekanbaru City by using a qualitative descriptive method, the data were collected through observation and interviews.This research was conducted using effectiveness theory by Makmur, which consists of timeliness, cost calculation, measurement, accuracy in making choices, the accuracy of thinking, the accuracy of carrying out orders, the accuracy of determining goals and the accuracy of the target. The conclusion of this study is that the implementation of the Self-Help Housing Stimulant Assistance program at Pekanbaru City has not been carried out effectively. This is indicated by the fact that there are still many people who receive self-help housing assistance who complain about the implementation of program. This happens because the efforts made in the process of implementing the program are not optimal in terms of supervision and authority. Keywords : Effectiveness, Implementation, Self-Help House

Abstract

The number of ships in and out of the water Tembilahan which of course requires good supervision and administration of the order, to prevent shipwrecks. administration of the authors mean is, the administration in the narrow sense, namely: correspondence relating to reporting activities skipper / company starting from the arrival of the vessel until the vessel will depart (sail) to the port of destination.The purpose of this study was to determine how supervision Syahbandar in efforts to achieve safety, security, and order Tembilahan passengers at the port and to determine which factors are dominant in this study. To determine the factors that influence in creating a safe harbor master control, security, and order the passengers at the port of Tembilahan researchers saw Griffrin theory (2004). This research was conducted at the harbor master's office Tembilahan. In conducting the data collection methods used observation and in-depth interviews to research informants. Once the data is collected and then drawn conclusions based on the laws of inference and analysis using qualitative descriptive analysis.After doing research, it was found that the factors affecting supervision Syahbandar in realizing the safety, security, and order the passengers at the port Tembilahan are, among others, in terms of measuring performance in overseeing kelaiklautan Syahbandar ships, safety, and order passengers in ports Tembilahan not maximized because of the persistence of passengers who complained in safety, security and order passengers.Keywords: Monitoring, efforts to achieve safety, security, and order passengers, port Tembilahan.

Abstract

The purpose of this study is to describe and explain the implementation of the Child Identity Card Policy in Dumai City. and explain and describe what factors are the obstacles and impetus for the implementation of the Identity Card Policy in Dumai City. This research uses qualitative research. The required data are both primary data and secondary data obtained through observation, interviews and documentation and then analyzed based on research problems. The results of this study indicate that the implementation of the Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards has been going well. Supporting the implementation of Permendagri Factor Number 2 of 2016 concerning Child Identity Cards, namely the existence of great motivation to maintain performance, then supported by community participation, developing human resources, and information technology that is able to support program implementation, while the obstacle is when there is interference network that causes the completion is not in accordance with the specified timeKeywords: Implementation, Minister of Home Affairs Regulation No. 2 of 2016, Child Identity Card

Abstract

Pekanbaru City government has set a minimum wage for Rp.1.450.000 Pekanbaru City, - per month for the year 2013, as stated in Riau Governor Regulation No. 67 Year 2012 on Minimum Wage District / City Seprovinsi Riau in 2013. With the enactment of the Governor of Riau expected labor welfare will increase and as an effort to improve the welfare of society. The problem in this research is how the implementation of the minimum wage Pekanbaru City and inhibiting factors in carrying out the implementation of the minimum wage of Pekanbaru. As for the goal in this study to determine the extent of implementation of the minimum wage Pekanbaru City and to determine the factors inhibiting the implementation of the minimum wage in the process of Pekanbaru.Theoretical concept that researchers used is implementation, public policy. This study uses qualitative research methods to study descriptively. In collecting the data, the researcher used interview techniques, observation, and literature study. By using key informants as a source of information.The results showed that the implementation of the minimum wage Pekanbaru City conducted by the Department of Labor has not been effective Pekanbaru City. Limiting factors in implementing the minimum wage implementation of Pekanbaru, namely: lack of complaints that workers can not wage minimum wage, maximum less supervision, the absence of strict sanctions.Keywords: Implementation, Public Policy, minimum wage.
