Abstract

Seberida District Office is a government agency or public organizations in the implementation refers to standardization in the service of showing the duties and functions of each part that is in Head Office Seberida. As a government agency that includes the human resources that employees who work at the institution. Camat Seberida Indragiri Hulu implement development programs work performance of employees. However, if viewed directly in the field then there's also a mismatch with their responsibilities. The work should be completed in a short time could be delayed, employee professionalism in providing services to the community is still poor and own problems that occurred.This study used qualitative research methods to study descriptive data. The concept of using the concept of performance theory. Theory Dwiyanto in Pasolong (2008:203) and Mangkunegara (2010:13). In collecting the data, the researcher used interview, observation, and documentation. By using key informants as a source of information and triangulation techniques for analysis data.These results indicate that the district office employee performance Seberida still not working optimally. Still, there are employees who work not in accordance with its function and follow the vision and mission of the District Seberida. District of Seberida employees also have the ability / level of education that is not in accordance with the job description. Required training for office workers to enhance the performance and capabilities Seberida district office employees to comply with the Mission Vision of the District Seberida.Keyword : Perfomance, Training, Mision Vison

Abstract

Based on economic development in the village has long been run by the government. Village-owned enterprises (BUMDes) is an economic institutions at the village level aims to manage the potential welfare villages and rural communities that are managed by the village government and the community. The establishment of the village-Owned Enterprises carried out by aspiration of the people and the government village through village consultation. The purpose of this research is to know the Implementation Of Development Policy Of UED-SP Into BUMDes In Rokan Hulu District (Case Study BUMDes Mekar Sari Rambah Baru Village Rambah Samo Subdistrict). Theoretical concepts used by the researchers are the factors that influence the implementation of policies used by George Edward III where the indicators used are communication, resources, disposition and bureaucratic structure. This research uses qualitative descriptive method, using interview technique, observation and documentation. The result of this research shows that the implementation of development policy of UED-SP into BUMDes in Rokan Hulu District has not been run in accordance with the purpose of forming BUMDes and not yet able to help improve the village economy. There are still some obstacles in the implementation of policies and management of BUMDes such as the limited human resources to be a companion team to oversee BUMDes in every village, the type of business that is run is still limited and coordination between the BUMDes and the village government is less than be maximum because the village head is less supportive with the BUMDes program. Abstract

The condition of Lake Maninjau, which is currently being polluted, with the status of one of 15 lakes being priority management is one of the development priorities in West Sumatra Province. The main concern that must be followed up is the large number of floating net cages scattered in Lake Maninjau which is uncontrollable. This has caused the decline in the function of the Lake Maninjau area. The availability of clean water is hampered by the emergence of dangerous toxins from Lake Maninjau which are usually used by the surrounding community. This study aims to determine the management of the Lake Maninjau area function and the inhibiting factors in managing the functions of the Lake Maninjau area in Agam Regency. The method used is qualitative with a case study approach. The research information was determined by purposive sampling technique. Collecting data through observation, interviews and documentation and data analysis using qualitative descriptive methods. . The results of this study are that the management of the Lake Maninjau area is still not optimal and there is still a mismatch between the relevant agencies in carrying out their respective duties and functions. In addition, there are also various inhibiting factors in managing the functions of the Lake Maninjau area, such as lack of public awareness and participation, lack of budget, absence of technology and weak human resources.  Keywords: good governance, the function of the Lake Maninjau area, sustainable development

Abstract

The tourist attractions Rupat North is the potential of the region that must be developed to improve the welfare of society's economy. The development of tourist Rupat North has not changed a very significant. The purpose of research to find out how the development of and factor inhibiting the development of the tourist area concept is used Development of the tour by (Wardiyanto, 2011) of tourist attractions, accommodation facilities, facilities, human resource, service facilities and unsure institutional. The research method used is the research a qualitative with case studies, the source using a technique Purposive sampling. The data collection through observation, interviews and documentation. This research result the development of the tourist area Rupat North can come to fruition by local governments the Bengkalis District. Factor inhibitors include regional budgets are limited and limited land owned. Abstract

The purpose of this study is to determine the extent of operational supervision of orphanages in Pekanbaru City and to find out what factors are hampering the operational supervision of orphanages in Pekanbaru City. The problem of this research is that there are still many orphanages that do not provide monthly activity reports to the Pekanbaru City Social Service, the lack of supervision of the Pekanbaru City Social Service on the existence of orphanages in Pekanbaru City. The selection of informants uses Purposive Sampling techniques with data collection techniques including: observation, interviews and documentation. The results of this study can be seen that the Oversight of Orphanage Operations in Pekanbaru City is not optimal. Operational oversight of orphanages in Pekanbaru City has not run optimally, this is because there are still orphanage owners who have more than one orphanage by using one name and supervision schedule should be done once a month but, in fact Pekanbaru City Social Service is sometimes not go down to the institution to conduct surveillance for reasons that are not clear. In addition, the deadline set by the Office is too close or fast, that is, once a month the orphanage must report the activities of the orphanage to the Office, consequently making the orphanage owner in Pekanbaru feel overwhelmed, therefore the orphanage does not fulfill its obligation to report activities every month to the Social Service City of Pekanbaru.                                                                                                            Keyword: Supervision, Operations, Orphanages

Abstract

This study aims to find out and analyze how the policy of determining the room rate applied to the Hotel Aryaduta Pekanbaru.The method of this research is using kualitatif analysis method. Analysis in the research based in literature, observation, and direct interview with informan who consider able to provide informationrelation to problem examined.Room occupancy is increasing but income is not in accordance with the target revenue that has been set, therefore management need to consider and fix back the policy of setting room rate which have been applied at Hotel Aryaduta Pekanbaru.Keywords : Implementation, Room Rate Policy

Abstract

This study aims to determine the development Strategy the technopolitan area through the downstreaming of palm oil and what are the factors that influence the development of the technopolitan area through the downstreaming of palm oil in Pelalawan Regency. The research method used in this study is a qualitative descriptive research method. Data collection techniques were carried out by means of interviews, observations, and documentation studies. Data analysis was carried out in various steps, namely: data collection, reducing the data that had been collected, describing the data systematically in the form of descriptions and drawing conclusions. Based on the results of the research, the development of the downstream industry still needs attention because the downstream industry is less attractive and the margins are relatively low, but with the STTP, it has been able to produce processed products of crude palm oil such as margarine, cooking oil, soap and cosmetic equipment.Key word: Technopolitan Development Strategy, Pelalawan College of Technology, Crude Palm Oil, Downstream Industries

Abstract

Village Allocation Funds are funds allocated by the district / city for the village derived from the financial balance between the central and local governments received by Regency / City. Thus the Siak district government issued regulations of Regions No. 9 of 2010 on Village Fund Allocation. The purpose of this Regulation is such as to alleviate poverty and reduce inequality, improve development planning and budgeting and Improving rural incomes and rural communities through village-owned enterprises. This study aims to determine the Village Fund Allocation Policy Implementation in the village of Banjar Seminai 2015 and to determine the factors that influence the Village Fund Allocation Policy Implementation in the village of Banjar Seminai Year 2015. In theory the implementation model by Van Meter and Van Horn, there are six variables which forms the link between policy and performance, namely: the sizes of the basic and policy objectives, policy resources, communication between the organization and activities of implementers, implementing body characteristics, economic conditions, social and political, as well as the tendency executor.The method used in this research is qualitative research. With the technique performed is purposive sampling, to key informants in this study. In this study, the informant is the village headman in the village Banjar Seminai, Secretary of the village in the village Banjar Seminai, Treasurer of the Village in the village Banjar Seminai, chairman of the village in the Village Consultative Body Banjar Seminai and Society in the village of Banjar Seminai. Then analyzes the data and manage.Based on the research and discussion that researchers do in the field, it was found that the Village Fund Allocation Policy Implementation in the village of Banjar Seminai 2015 have not been implemented to the fullest. Abstract

Based on interviews and observations at the resort, there is found a phenomenon that occurs : (a) The main duties of UPTD in resort areaa of Muara Takus Tempel at XIII Koto Kampar has not been done entirely properly, (b) Many programs that have been created by UPTD inresort areas of Muara Takus Tempel was not implemented, (c) The employees in the UPTD is stiil lacking so it is affecting the main duties to be carried out properly. The aim of this study was to determine how the performance of UPTD in resort areas of Muara Takus Tempel at XIII Koto Kampar on this resort management and what are the factors that affect the performance.The locatin method of this study performed in the UPTD office in resort areas of Muara Takus Tempel XIII Koto Kampar ditrict. The primary date source that is stated by Stephen P. Robbins (2001:266), that is (ability), (motivation) and (chance). While secondary data is the data obtained from the UPTD office in resort area of Muara Takus Tempel at XIII Koto Kampar district that is employment data, the data of observation, documentation, review and interviews that conducted and analyzed qualitatively.The results showed that the employee performance of UPTD in resort areas of Muara Takus Temple seen from the ability, motivation, and opportunity, in value is not maximal yet, because there are stiil the man duties that have not been implemetated in conducting employee performance achievement, there are several factors that effect performance include the lack of employees, lack of facilities and infrastucture of its employee, as well as the problem of law levels of education possessed employees.Keywords : Employee performance, Ability, Motivation, Opportunity

Abstract

The Implementation of Micro and Small Business License (IUMK) in Tampan sub-district Pekanbaru City has been running since it is launched in November 2015. To facilitate the society to get this IUMK, the government makes the policy that can be handled in the district office where its business is located. And also to facilitate the permissions process, by way of free IUMK management. The purpose of this IUMK is to facilitate the public in obtaining the legality of its business and easy access to capital. The purpose of this study is to find out how the implementation of Micro and Small Business License in Tampan sub-district and what are the factors that inhibit the application of IUMK in Tampan sub-district.This study is conducted by using descriptive qualitative method. By using Syafiie theory that consists of planning, organizing, implementing, and monitoring to determine and to reach the target goal. The informants in this study are Department of Cooperatives, Small and Medium Enterprises of Pekanbaru City, Office of Tampan sub-district, BRI, IUMK and PUMK Assistant (Small and Medium Business Actor).The result showed that the application of IUMK in Tampan sub-district must have good organizational management that consists of planning, organizing, implementing and monitoring. There are inhibiting factors in the implementation of this Small and Micro Business License. They are the existence of micro and small businesses that do not have permission yet, the time of permission completion thatis not one day but until a week, the existence of a fictitious Business, the lack of socialization, and stagnancy occurs.Keywords: Implementation, Management, Business License
