Abstract

Menganalisis implementasi kebijakan Kawasan Tanpa Rokok (KTR) yang tertuang di dalam Peraturan Daerah Kota Samarinda Nomor 8 Tahun 2017 dan faktor penghambatnya merupakan tujuan penelitian ini. Taman Samarendah dipilih sebagai lokasi penelitian atas pertimbangan sebagai salah satu taman kota yang merupakan Ruang Terbuka Hijau di Kota Samarinda, dengan luas lahan yang mencapai 2,5 hektar, dan terletak di tengah kota sehingga menjadi ruang publik yang dipergunakan oleh masyarakat luas, termasuk wisatawan. Penelitian ini merupakan penelitian deskriptif kualitatif yang mempergunakan model implementasi kebijakan publik top-down dari Edward III sebagai sub fokus penelitian. Data primer diperoleh dari wawancara terhadap Kepala Seksi Pembangunan Bidang Pertamanan Dinas Lingkungan Hidup sebagai key informan, kemudian Kepala Seksi Pemeliharaan Bidang Pertamanan Dinas Lingkungan Hidup dan pengunjung Taman Samarendah Kota Samarinda sebagai informan. Data yang telah terkumpul kemudian dianalisis dengan menggunakan alat analisis model interaktif yang dikombinasikan dengan teknik triangulasi sumber dan metode. Hasil penelitian menunjukkan bahwa implementasi Peraturan Daerah Kota Samarinda Nomor 8 Tahun 2017 tentang KTR belum terlaksana dengan optimal, sebab dalam komunikasi masih ditemukan adanya transmisi yang terhambat, ketidakjelasan dan inkonsistensi informasi bagi para pelaksana, yang seharusnya terdapat koordinasi dan pembagian tugas yang jelas antara Dinas Lingkungan Hidup Kota Samarinda dengan Satuan Polisi Pamong Praja (Satpol PP). Hal ini memperkuat temuan pada kondisi sumberdaya manusia yang belum sepenuhnya memiliki pemahaman dan sikap yang mendukung kebijakan KTR. Padahal substansi kebijakan telah mengatur secara jelas adanya pembagian tugas dan kewenangan dalam pelaksanaan kebijakan KTR. Meskipun demikian, terdapat isi kebijakan yang membutuhkan perbaikan terkait adanya ketentuan mengenai penyediaan tempat merokok khusus pada tempat umum dalam KTR. Ketentuan tersebut tidak sesuai untuk implementasi pada tempat umum yang berfungsi sebagai tempat wisata, rekreasi dan olahraga outdoor apabila hendak mencapai tujuan menciptakan lingkungan yang bersih dan sehat, serta melindungi kesehatan masyarakat dari rokok.

Abstract

Pemerintah Kota Samarinda melaksanakan Program Perlindungan Perempuan untuk mencegah, memfasilitasi, dan menangani korban agar memperoleh layanan terkait kekerasan dalam rumah tangga.  Tujuan penelitian ini untuk menguraikan implementasi Program Perlindungan Perempuan pada kekerasan dalam rumah tangga oleh Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP2PA) Kota Samarinda serta mengidentifikasi faktor penghambatnya. Jenis penelitian ini menggunakan penelitian deskriptif kualitatif yang berfokus pada implementasi Program Perlindungan Perempuan pada kekerasan dalam rumah tangga oleh DP2PA Kota Samarinda dan faktor penghambatnya. Penelitian ini menggunakan teori implementasi kebijakan George C. Edward III. Data diperoleh dari key infoman Kepala Bidang Perlindungan Perempuan DP2PA Kota Samarinda serta informan Kepala UPTD PPA Kota Samarinda dan masyarakat (Forum Perkasa).  Teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi program perlindungan perempuan pada kasus kekerasan dalam rumah tangga sudah berjalan cukup baik. Komunikasi antar pelaksana, baik DP2PA, UPTD PPA, maupun Forum Perkasa, dilakukan melalui sosialisasi, penyebaran leaflet, dan video layanan masyarakat. Struktur birokrasi dirancang sederhana agar mudah dipahami serta menghindari proses berbelit. Namun demikian, terdapat hambatan berupa keterbatasan sumber daya manusia akibat banyaknya pegawai pensiun, keterbatasan anggaran, serta disposisi pelaksana yang belum rutin mendampingi masyarakat atau Forum Perkasa dalam penanganan kasus di lapangan.

Abstract

Program Rantang Kasih merupakan salah satu bentuk Program Bantuan Jaminan Sosial Lanjut Usia yang dilaksanakan oleh Pemerintah Kota Bontang. Penelitian ini dilakukan untuk tujuan menganalisis pelaksanaan bantuan pangan Rantang Kasih bagi Lansia di Kota Bontang pada aspek efektivitasnya dan mengidentifikasi dampaknya terhadap kualitas hidup Lansia penerima manfaat. Pendekatan metode campuran dipergunakan sesuai peruntukkan pengumpulan data dan tujuan penelitian. Observasi, survei, wawancara, Focus Group Discussion dan studi dokumen menjadi sejumlah teknik yang dipergunakan dalam pengumpulan data. Analisis deskriptif secara kualitatif maupun kuantitatif dari penggunaan statistik deskriptif digunakan untuk menguraikan pelaksanaan Program Rantang Kasih oleh para pelaksana. Program Bantuan Sosial Rantang Kasih yang dilaksanakan oleh Pemerintah Kota Bontang melalui Dinas Sosial dan Pemberdayaan Masyarakat telah memberikan manfaat signifikan dalam meningkatkan kualitas hidup Lansia, terutama dalam aspek pangan dan psikologis. Namun, beberapa tantangan seperti kendala distribusi, ketergantungan penerima manfaat dan keterbatasan anggaran memerlukan perhatian lebih lanjut untuk meningkatkan efektivitas dan keberlanjutan Program Rantang Kasih. Maka implikasi dari hasil penelitian ini adalah dengan mengukur secara mendalam perkembangan pelaksanaan dan dampak program, penelitian ini memberikan pemahaman yang lebih mendalam bahwa Rantang Kasih tidak hanya hadir sebagai program pemenuhan gizi bagi peningkatan kesejahteraan Lansia, melainkan juga sebagai model layanan sosial terpadu yang mengedepankan nilai kepedulian, kebersamaan dan pemberdayaan masyarakat.

Abstract

In the context of bureaucracy reform and improving the quality of public services, proactive employee behavior towards change, including championing behavior, is crucial. This study aims to analyze the relationship between organizational culture and transformational leadership in fostering work engagement and championing behavior among employees of the Central Statistics Agency in East Kalimantan Province. The research approach used quantitative methods with path analysis techniques through SPSS 23 and Smart PLS. The research sample consisted of 184 employees of the Central Statistics Agency in East Kalimantan Province. The results of the analysis showed that organizational culture had a positive and significant relationship with work engagement; transformational leadership did not have a substantial relationship with work engagement;  organizational culture is positively and significantly related to championing behavior; transformational leadership is positively and significantly associated with championing behavior; championing behavior is positively related to work engagement; and organizational culture and transformational leadership simultaneously positively and significantly associated with work engagement and have an impact on championing behavior. These findings confirm that an adaptive and collaborative organizational culture and transformational leadership play an important role in encouraging work engagement, while championing behavior strengthens employee contributions to organizational change.

Abstract

Human resources are the main strategic factor in efforts to increase the nation’s competitiveness. Bureaucratic reform in the human resources aspects of the apparatus is carried out through structuring a merit-based human resource management system for the apparatus to realize Good Governance. This research analyzes the successful implementation of the Governor of East Kalimantan Province Regulation Number 14 of 2019 which regulates the existence of the Regional Technical Implementation Unit for Employee Competency Assessment, the Regional Civil Service Agency of East Kalimantan Province in its function of carrying out regional technical personnel activities in the field of employee competency assessment. Through a qualitative approach and the use of interactive analysis, this research describes the findings that the implementation of the competency assessment policy for State Sivil Servant carried out by the Regional Technical Implementation Unit for Employee Competency Assessment, the Regional Civil Service Agency of East Kalimantan Province is in line with the commitment and efforts of the East Kalimantan Provincial Government in implement human resource management policies based on a merit system. This is because there is implementor compliance with the underlying policy so that it is in line with the working procedures of the existing organizational structure, as well as performance or implementation achievements that achieve policy targets, both at the provincial and district/city levels in East Kalimantan. Although until 2022, the Regional Technical Implementation Unit for Employee Competency Assessment facility is still utilized by only a few regional officials and faces limited human resources in carrying out its duties and functions.

Abstract

This study addresses the persistent inequality in educational quality between coastal and non-coastal regions, where geographic isolation, fragile local economies, and limited public services systematically undermine access to and outcomes of schooling. It specifically analyzes how local government policy is implemented to improve education quality in coastal areas, with particular attention to institutional capacity, governance dynamics, and multi-stakeholder engagement. A qualitative, exploratory research design was employed, combining in-depth interviews with local officials, school leaders, teachers, community figures, and parents, along with field observations and analysis of policy documents and program reports. Data were analyzed through thematic coding and constant comparison, and their credibility was reinforced using source and method triangulation. The findings show that successful policy implementation is strongly shaped by the capacity of local governments to translate national regulations into context-sensitive programs, coordinate relevant actors, and institutionalize collaborative mechanisms with communities, educational institutions, and non-governmental organizations. However, weak inter-agency synergy, inadequate infrastructure, teacher shortages, and low community participation remain critical barriers to improving educational quality in coastal settings. The study concludes that an adaptive, participatory, and locally grounded policy approach is essential to ensure the sustainability and equity of education quality in coastal areas. The novelty of this research lies in its integrated focus on institutional capacity, governance practices, and multi-actor collaboration within the specific socio-geographic context of coastal communities. The results contribute empirically and conceptually to the literature on decentralized education governance and provide practical guidance for local policymakers seeking to reduce territorial disparities in education.

Abstract

Gender-based violence remains pervasive in Indonesia, yet the practical effectiveness of protection policies at the local level is not well understood. This study aims to analyze women’s perceptions of the effectiveness of gender-based violence protection policies in Balikpapan by exploring how the regulatory framework is experienced in practice, what barriers hinder access to services, and how local government and community actors shape policy implementation. Employing a qualitative descriptive design, the research draws on in-depth interviews, non-participant observations, and document analysis to capture institutional dynamics and lived experiences across relevant service and governance settings. The findings show that, although policies such as the establishment of the UPTD PPA and related mechanisms provide a formal structure for protection, their perceived effectiveness is significantly constrained by structural limitations, entrenched cultural stigma, psychological trauma, and institutional inefficiencies. Simultaneously, the collaborative engagement of local government, community cadres, and civil society organizations illustrates the critical role of shared governance in enhancing accessibility, legitimacy, and trust in protection services. The study concludes that meaningful protection cannot be secured by legal frameworks alone but requires an inclusive, responsive, and context-sensitive implementation strategy that addresses systemic and socio-cultural obstacles. The novelty of this research lies in integrating women’s perceptions, multi-level barriers, and governance configurations within a single analytical framework. It contributes empirically and conceptually to debates on localized gender-based violence governance and offers actionable insights for strengthening community-embedded protection systems in comparable urban settings

Abstract

This study examines public satisfaction with the Core Education Data System (Dapodik) administrative services at the Bontang City Education and Culture Office, focusing on the factors that shape user perceptions and the service-quality dimensions most in need of improvement. Using a quantitative descriptive design with an evaluative survey approach, the study applies the Public Satisfaction Survey (SKM) framework established under Regulation of the Minister of Administrative and Bureaucratic Reform of the Republic of Indonesia No. 14 of 2017, integrated with the SERVQUAL model’s five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Data were collected from 152 school operators across various educational levels via a structured questionnaire distributed through Google Forms, using a four-point Likert scale (1 = dissatisfied to 4 = very satisfied) and a proportional quota sampling method. Statistical analysis comprised the SKM computational model for satisfaction indexing, descriptive statistics for indicator-level scores, and multiple linear regression to identify the most influential service-quality predictors. The overall satisfaction index falls in the “Good” (Baik) category, indicating that while the service system and technology function adequately, several service dimensions have not yet met user expectations. Among the nine service indicators, assurance and competence scored highest, reflecting users’ confidence in staff professionalism and reliability, while responsiveness, reliability, and complaint handling scored lowest, pointing to delays and inconsistency in service delivery. The study concludes that improving Dapodik users’ satisfaction requires more than procedural and technological gains: continued attention to responsiveness and empathy in service delivery is essential.

Abstract

Implementation of Health Operational Assistance Fund (BOK) at the Pasundan Health Center, Samarinda City under the guidance of Prof. Dr.H.Masjaya, M.Si as supervisor I and Daryono, M.Si., Ph.D as supervisor II. This study aims to examine the implementation of the Health Operational Assistance Fund (BOK) at the Pasundan Health Center in Samarinda City and identify supporting and inhibiting factors in its implementation. The research method uses a descriptive qualitative approach with data collection techniques through interviews, observations, and document analysis. The results of the study show that the implementation of the BOK Fund has not been optimal. The budget absorption for the 2021-2024 period did not reach 100% and the implementation of activities is still constrained by administrative aspects, limited human resources, and ineffective reporting and evaluation systems. Supporting factors are in the form of clear regulations and implementation commitments, while inhibiting factors include disbursement delays, coordination that has not been maximized, and high workload. This study emphasizes the need to improve the quality of planning, coordination effectiveness, and strengthening utilization and evaluation to increase the effectiveness of the use of BOK Funds in supporting basic health services.

Abstract

The study examines the growing role of digital bureaucracy in transforming public administration by enhancing efficiency, transparency, and public trust. The purpose of the research is to analyze how digital tools, such as e-government platforms, AI, and data analytics, have reshaped bureaucratic systems and their relationship with citizens. A systematic literature review methodology was employed, reviewing studies that assess the integration of digital technologies in government operations. The findings reveal that while digital transformation significantly improves service delivery and transparency, it also introduces challenges, such as the digital divide and concerns over data privacy and security. Digital platforms, by making government processes more accessible, foster greater public trust, yet these tools must be inclusive and secure to prevent alienating marginalized groups. The research suggests that governments need to address digital exclusion through investments in infrastructure and digital literacy programs, and prioritize data protection measures to maintain public trust. The implications of this study are far-reaching, urging policymakers to ensure the equitable distribution of digital services and the ethical use of technology, which is crucial for fostering a well-informed, engaged, and trustful relationship between the government and citizens.
