Abstract

The Kei Islands of Southeast Moluccas, like other parts of Indonesia, have a customary order and cultural diversity. The values of local wisdom existing in the Kei community, which is contained in the customary law of Larwul Ngabal, is a very important cultural social capital in the social integration of its society. The type of study was an empirical research with sociological-anthropological juridical approach. The results show that the existence of customary law of Larwul Ngabal supports the implementation of regional autonomy with full authority and reinforcement in local regulations based on local wisdom in Kei Island. The dominant factors that caused the values of customary law of Larwul Ngabal have not provided legal strength in the implementation of local government is because it is determined by the recruitment factor of the leader who lacks capacity and competence. Added to the polarization of political parties and the values of local wisdom on financial strength in determining leadership. Therefore, to realize good local governance in Kei Islands, the values of customary law of Larwul Ngabal in various Local Regulations and local government policies must be accommodated, keeping in mind the custom, governmental and religious factors that are the foundation of Kei community life.

Abstract

This research explores issues related to mainstreaming the 2015 Regional Budget (APBD) of Riau Province amounted IDR 10.7 trillion. Based on the data obtained from the Riau Finance and Asset Management Board (BPKAD), Riau could only spend APBD 37.58% of APBD until October 2015. Meanwhile, the Ministry of Home Affairs of the Republic of Indonesia calculated Riau spent only 59.6% throughout 2015 and it wast the lowest regional spending in Indonesia. This poor expenditure rate demonstrates a problem in the implementation of Riaus APBD which was inneficient and not yet relevant. An assessment by government expenditure theory reveals that these problems indicate a gap in APBD allocation that affect on the non-performance regional development as targeted in mid-term regional development plan (RPJMD). This APBD seems to perform only a budget plan, not an implemented budget policy yet.

Abstract

The format of inheritance rights of sons and daughters, namely 2:1, is based on universal truths in the form of justice with accompanying rights and obligations. The format can be carried out quantitatively if the rights and obligations between sons and daughters go as they should. If there are considerations that guarantee more justice, the numbers can be interpreted qualitatively, namely number 2 (the share of sons) is the maximum number and number 1 (the share of daughters) is the minimum number. Both are aimed at ensuring the realization of maqashid al-syari>'ah in the form of justice. This is also in line with the asitinajang local wisdom (principle of decency)

Abstract

It was well known that Papua as large population of non muslim society. In fact, muslim already establish their community on 1512. Therefore, it is a need to explore how the existence of muslim in West Papua province nowdays. This research was applied qualitative approach which is grounded theory. In finding data, observation and in-depth interview were conducted. In addition, the main instrument was researcher itself, and then other instruments are observation sheet and interview guidance. This research shows three things, they are leadership and tradition, religiousity and diversity, and learning spirit. Those kinds of main findings means that muslim in the region not only preserve their tradition but also try to maintain the harmony to other religions. This attitude did not arise spontaneously, there was a long history of co-exist with the others as a family.

Abstract

Abstract: State and power are two things that cannot be separated from one another. Substantially, both have the main purpose of creating prosperity for the people. In fact, the Indonesia's democratic system seems to be imperfect. Therefore, it needs to have reorientation and revitalization of the concept in its implementation. The thought of Muhammad Ainun Najib (Cak Nun), in this context, is an alternative offer, such as; first, there is a distinction between state institutions and government institutions, between the head of state and the head of government, for the sake of creating political stability and the administration of the good governance; second, the criteria of a leader need to have scientific quality that is not only knowing issues of the personal and group interests, but also understanding in detail about the life of the regions; third, Indonesia should have five national pillars such as people, Indonesian National Army (TNI), intellectuals, customs and culture, as well as spiritual powers. Those five pillars are supposed to support the upright and the solid state of the Republic of Indonesia. Keywords: Concept of the country, Cak Nun, Indonesia. Abstrak: Negara dan kekuasaan merupakan dua hal yang tidak dapat dipisahkan satu sama lain, yang secara substansial mempunyai tujuan utama menciptakan kesejahteraan bagi rakyatnya. Sistem demokrasi Indonesia terbukti masih belum sempurna, perlu ada reorientasi, dan revitalisasi konsep dalam pelaksanaanya. Pemikiran Muhammad Ainun Najib (Cak Nun) dalam konteks ini menjadi alternatif yang dapat ditawarkan misalnya; pertama, adanya pembedaan antara lembaga negara dan lembaga pemerintah, antara kepala Negara dan kepala pemerintahan, demi terciptanya kestabilan politik dan penyelenggaraan pemerintahan yang baik dalam suatu negara; kedua, kriteria seorang pemimpin perlu memiliki kualitas keilmuan yang tidak hanya sekedar mengetahui persoalan yang bersifat kepentingan pribadi dan golongan, tapi wajib memahami secara rinci tentang kehidupan di wilayahnya; ketiga, Indonesia seharusnya memiliki lima pilar kebangsaan seperti rakyat, TNI, Intelektual, adat dan budaya, dan kekuatan spiritual yang menopang tegak dan kokohnya Negara Kesatuan Republik Indonesia yang tata tentren kerta raharja. Kata Kunci: Konsep negara, Cak Nun, Indonesia.

Abstract

this article to investigate the empirical evidence about the effect of Survey, Question, Read, Recite and Review and Reciprocal Teaching Technique on Student’s Reading Comprehension for the eleventh grade of SMA Islam PB Soedirman. The research was applied quantitative method and the research design was quasi experimental study. There were two classes used in this research namely Class XI IPA 3 and IPA 4. Class XI IPA 3 was given RTT method as experiment class and Class XI IPA 4 was given SQ3R method as comparison class. Each class consisted of 36 students, so the total number was 72 students. This research was conducted by following procedures: giving pretest, implementing treatment and giving protest. The data was analyzed by two-ways ANOVA. The findings of this research were: (1) there was no effect of teaching methods towards students’ reading comprehension (2) there was interactional effect between teaching method and students’ learning style towards students’ reading comprehension (3) therewere differences of students’ reading comprehension score between students who own visual learning style in RTT and SQ3R class and those who own auditory learning style in class.

Abstract

Madrasah as the oldest institution, constantly have to innovate for the sake of maintaining the quality of education. To meet the leadership of the madrasa has a share fully in developing and advancing the whole element of education, ranging from human resources to management. This research was descriptive qualitative approach to the leadership of Madsarah Ibtidaiyah Roudlotul Khuffadz of West Papua in extending the educational system through the transformative leadership patterns that are very dynamic and democratic, developing human resources simultaneously, process leadership (planning, organizing, moving and cordinatoring), encourages the occurrenceof sincere work. Finally, other efforts are implemented memorizing the Qur'an, mapping the talents of interest of students, evaluation of each program and pay attention to accountability and transparency.

Abstract

The discrimination suffered by Rohingya Muslims is increasingly blewed up in media in last decade. The peak of the discriminatory treatment against Rohingya Muslim by Myanmar government is the unavailability of shelter from Myanmar government. In the perspective of international law, Myanmar government's actions constitute a serious violence, because it ignores the rights of its citizens. Even a series of massacres and inhumane treatment became a major offense committed by Myanmar government in terms of humanity. This attracted international attention in solving the problem. This article illustrated the fate of Rohingyas who are not given citizenship rights by Myanmar government. It also revealed the irony of Muslims of Rohingya life who are discriminated by the government of Myanmar, both in the practical as well as in the political context.Diskriminasi yang diderita oleh Muslim Rohingya semakin mengemuka di media dalam dekade terakhir. Puncak perlakuan diskriminatif terhadap Muslim Rohingya adalah tidak tersedianya tempat tinggal dari pemerintah Myanmar. Dalam perspektif hukum internasional, tindakan pemerintah Myanmar ini merupakan bentuk kekerasan yang serius, karena mengabaikan hak warganya. Selain itu serangkaian pembantaian dan perlakuan tidak manusiawi menjadi pelanggaran besar yang dilakukan oleh pemerintah Myanmar dalam hal kemanusiaan. Hal ini menarik perhatian dunia internasional dalam upaya memberikan solusi atas permasalahan-permasalahan tersebut. Artikel ini selain menggambarkan nasib warga Rohingya yang tidak diberikan hak kewarganegaraan oleh pemerintah Myanmar, juga mengungkap ironi Muslim dari kehidupan Rohingya yang didiskriminasi oleh pemerintah Myanmar, baik dalam praktik maupun dalam konteks politik.

Abstract

This article focuses on the leadership style, role, and construction of West Papuan women's leadership in politics and education.This research applied case study method.The results show that West Papuan women have several roles in empowering society in different ways.This is indicated by the large number of women in West Papua occupying important positions in the government in West Papua.In addition, education field shows that West Papuan women made many breakthroughs and led several educational institutions in West Papua.In fact, it can be concluded that the role of West Papuan women, both in politics and in education,is not a complement of men, but partners of men in leading and building West Papua.

Abstract

Arabic has a special characters and positions compare to bahasa Indonesia as the mother tongue of students. These conditions are prospect to create joyful learning and teaching. Therefore, through the teaching and learning it is the opportunity to accelerate the process of understanding source language. This research was conducted in higher education of north Sulawesi in Manado. Non-participant observation and in-depth interview were conducted to collect data. Four months of research was studied from May to September of 2016. There was three circles of focus group discussion in validating data for triangulation. This article shows that the learning material consists of two categories language competency and religious teaching. This study illustrate that learning material was integrated to teaching of Islam. Religious material used to developed interactive substantial discussion and the medium of conversation is the Arabic. Additional activities and class hour was programed to enhance student chance to learn and practice outside formal classroom. There were some instructors were provided to maintain student training for couple weeks. This research discusses that in the field of Arabic language learning emphasize constructing learning opportunity environments, it is important which contents are included and it is also students’ great interest how these contents are presented. Lecturers and instructors tried to provide instructional explanations. Furthermore, they communicate and demonstrate prior knowledge and student motivation in determining learning outcomes. The learning provides student opportunity to acquire conceptual knowledge and language competency. The article concludes by considering how embodied language material learning to religious content is the way to speed up two subject in one teaching for curriculum enhancement.
