Abstract

In coastal resource management is the key issue is still very large number of coastal communities whose income is below the average standard specified and is still dealing with health issues, lack of clean water, abrasion. The decline in environmental quality and carrying capacity. Limited facilities and infrastructure, as well as accessibility and the level of funding available include programs for sustainable resource management. Implementation of coordination or cooperation and optimizing the utilization of existing coastal resources is a solution to the problem of coastal community empowerment. However, until now the condition of the community empowerment can not be run with the maximum. The purpose of this study is to analyze the conditions of empowerment, analyzing environmental strategies, identify constraints, identify the enabling and inhibiting factors, identify key success factors, and provide a recommendation strategy for empowerment of coastal communities in Mangunharjo empowerment by analyzing the condition of coastal communities with environmental strategic SWOT analysis . Were then carried out the identification of strategic issues which further tested the Litmus Test as a way to define strategic issues existing empowerment of coastal communities. In this qualitative study using snowball sampling technique (snowball sampling). Method of data collection used in this study is the in-depth interview techniques and selecting the speakers with a purposive system. From the results obtained, the conclusions obtained are the condition of coastal resources that exist in the Village Mangunharjo constantly increasing. A key success factor for coordination and cooperation strategies for the empowerment of coastal communities, namely the implementation of coordination or cooperation fatherly mentoring and development of processed marine and administrative training includes training on the operation of the network use the Internet, as well as preparing the budget allocation for the program to be executed

Abstract

Increasing population growth in Sub Banyumanik effect by increasing the amount of waste from year to year. Waste management system is needed to address the problems that arise as a result of waste overload. The aim of this study was to determine the condition of waste management, as well motivating factor inhibiting factor and waste management solutions in the District Banyumanik. The research method used is descriptive qualitative research methods. The results showed that the waste management in the city of Semarang, especially in Sub Banyumanik yet either. There are still obstacles that make waste management, especially at the stage of transporting waste from TPS to landfill and waste processing stage less running smoothly. Automaticaly the service quality provided to the public by the waste management officer can not be maximized. The writer suggests that the addition of waste management facilities and infrastructure in the form of TPS, the government together with the Institute of Public Social socializes The Waste Management System (3R) to the public periodically. The Department of Hygiene and Urban Landscapping of Semarang together with coordinator / Sub District Hygine officer of Banyumanik need to evaluate hygiene care facilities needs by adapted to the number and distribution of the population.

Abstract

Keamanan parkir di kampus Universitas Diponegoro masih mengkawatirkan kejadian seperti ini bisa terjadi karena sistem pengelolaan parkir diatur oleh fakultas masing-masing. Desain penelitian yang digunakan adalah kualitatif dengan menggunakan tipe penelitian deskriptif analitis. Manajemen dalam penelitian ini dilihat menggunakan model manajemen milik George R. Terry yaitu Planning, Organizing, Actuating, dan Controlling. Hasil penelitian menunjukan manajemen perparkiran di Universitas Diponegoro masih kurang baik dari segi perencanaan, organisasi, pelaksanaan serta pengawasannya. Hal tersebut tergantung dengan siapa pengelolanya karena jika pengelola mampu mengarahkan karyawannya maka manajemen perparkiran di Universitas Diponegoro akan cukup baik. Faktor penghambat pengelolaan parkir di Universitas Diponegoro antara lain tidak ada paying hukum yang jelas. Kurangnya sumber daya manusia di tempat parkir yang dikelola FPIK Universitas Diponegoro. Kurangnya partisipasi dari pengguna parkir karena terkadang masih ada yang meninggalkan barang di kendaraannya, kurangnya biaya dalam merealisasikan rencana penyelenggaraan parkir bagi FPIK karena kurangnya biaya menyebabkan pengelola sulit untu membeli rambu-rambu bagi pengguna parkir. Pihak-pihak yang terlibat dalam pengelolaan perparkiran di Universitas Diponegoro Semarang adalah PT. Sentury Park Indonesia, Himpunan Mahasiswa Jurusan (HMJ), PT. Abstract

ABSTRAK Kota Surakarta merupakan salah satu kota yang memiliki potensi dalam pengembangan pariwisatanya. Namun jumlah kunjungan wisatawan di Surakarta cenderung tidak stabil dan keberadaan Badan Promosi Pariwisata Daerah Surakarta (BPPDS) juga belum optimal. Penelitian ini bertujuan untuk menganalisis efektivitas kinerja Badan Promosi Pariwisata Daerah Surakarta (BPPDS) dan mengidentifikasi faktor yang menghambat efektivitas organisasi BPPDS. Penelitian ini merupakan penelitian kualitatif deskriptif dengan penentuan informan menggunakan teknik purposive sampling. Teknik pengumpulan data menggunakan teknik wawancara, observasi, dan analisis dokumen. Metode pengujian kualitas data menggunakan teknik triangulasi. Hasil penelitian menunjukan bahwa Badan Promosi Pariwisata Daerah Surakarta (BPPDS) dalam melakukan pengembangan pariwisata Kota Surakarta belum efektif, adapun faktor yang menjadi penghambatm yaitu: tidak ada pendelegasian wewenang yang spesifik, spesialisasi tidak dimaksimalkan dengan baik, tidak adanya peraturan tentang pendanaan dan riset BPPDS, secara organisasi BPPDS masih dalam tahap berkembang dan fokusnya masih pada peningkatan kunjungan wisatawan domestik saja, jumlah sumber daya manusia yang terbatas, tingkat kekompleksan yang tinggi, keaktifan yang masih kurang dari anggota organisasi, dan belum adanya fasilitas pencatatan wisatawan mancanegara yang datang ke Kota Surakarta juga rekomendasi yang belum dijalankan dengan baik. Oleh karena itu, saran yang dapat diberikan adalah: (1) Perlu adanya peningkatan eksistensi BPPDS, (2) Memperjelas regulasi tentang tugas dan fungsi BPPDS, (3) Memperbarui roadmap untuk BPPDS, dan (4) Perlu adanya kajian juga pembaharuan terkait peraturan tentang BPPDS, serta (5) Meningkatkan dukungan pada BPPDS.

Abstract

Revitalization of Vocational High Schools Program is one of the government’s strategies in increasing competitiveness of Indonesian human resources in facing global challenges as a result of Industrial Revolution 4.0, based on Presidential Instruction Number 9 of 2016 concerning Revitalization of Vocational High Schools in the context of Improving the Quality and Competitiveness of Indonesian Human Resources. Vocational High School 6 Semarang as one of nationally referral Vocational High Schools in Revitalization of Vocational High Schools Program, involving many actors in the implementation process. The purpose of this study was to identify actors, the role of actors, the stages of the actor-network, and the model of actor-network that formed in the Development Program of Revitalization of Vocational High School 6 Semarang. The research method used in this study is qualitative descriptive. The results showed that there were 13 actors involved before Vocational High School 6 Semarang became self-managed; started from bureaucracy, judicial institutions, pressure groups, and community organizations; which were further classified as primary actors and secondary actors. Actors carried out their role as informant, consultant, partner, or control. The stages of the actor-network that was formed started from Punctualization, Translation, Problematization, Interessment, Enrollment, Inscription, Speaker/Delegate, Betrayal and Irreversibility. The model of actor-network formed in the form of Penta Helix. The results also showed that the change in the status of the development Program of Revitalization of Vocational High School 6 Semarang to be self-managed, requiring the adjustment toward actors who were involved and their roles as well as having an impact on the actor-network and the model of actor-network that have been formed. The implementation of the program, until now, is yet to be optimal and requires an improvement efforts from actors that are still involved in the development program.

Abstract

Semarang Wildlife Park is a place that combines the concept of conservation, education and recreation that be equipped with various supporting facilities should be managed optimally in order to attract tourist’s interests and to produce tourist’s satisfactions. Satisfaction is a perception or a result of opinion and public appraisal on service performance which is given by apparatus of public service provider. This research aims to know the level of visitor’s satisfactions and the suitability of visitor’s expectations toward the service performance in Semarang Wildlife Park. The theory used was PERMENPAN-RB No. 16 year 2014 about Public Satisfaction Surveys on Public Service Management by referring to the nine existing elements that are requirement, procedure, service time, cost/ tariff, product specification type of service, executor competence, executor behavior, service announcement, handling complaint, suggestion and input. It also used the dimension theory of service quality according to Zeithaml et al by referring to five elements that are tangibles, reliability, responsiveness, assurance and empathy. The method used in this research was descriptive quantitative and to know the elements that determine the level of visitor’s satisfactions used Cartesian Diagram. The results of the research showed that from 14 indicators there were 5 indicators that were included in satisfactory category such as requirement, procedure, service time, cost/ tariff, and executor behavior. There are seven indicators that were included in the quite satisfactory category such as the product specification type of service, executor competence, service announcement, reliability, responsiveness, assurance, and empathy. There are two indicators that were included in the less satisfactory category such as handling complaint, suggestion and input indicators and alsotangible indicator.

Abstract

Program Indonesia Pintar, hereinafter referred to as PIP or The Smart Indonesia Program, is government cash assistance provided to students whose parents are not and / or less able to pay for their education. The method used in this research is descriptive qualitative method. The purpose of this research is to see how the implementation of the Smart Indonesia Program (PIP) in Tembalang District Elementary Schools and to analyze the factors that influence its implementation by using the effectiveness of policy implementation through Riant Nugroho's "five right", namely: First policy accuracy, accuracy of implementation, Accuracy of targets, Accuracy of Environment and Accuracy of Process. The recommendation given is that the implementing agency should be more responsible for coordinating junior secondary schools and distribution banks, to be able to pay attention to the human resources involved in this program so that they are more adequate not only in quantity but also in quality, the implementing agency must be able to act firmly and strict on violations that occur, for the social environment, especially parents of the beneficiary Indonesia Pintar Program, must be better understood and comply with the provisions and technical programs of Indonesia Pintar

Abstract

Problems in this study were less than optimal performance of employees at the Badan Kesatuan Bangsa Dan Politik Kota Semarang. The purpose of this study was to determine how much influence the work ability and work motivation on employee performance. This study uses a quantitative research with respondents a number of 33 employees are all employees of Badan Kesatuan Bangsa Dan Politik Kota Semarang. The sampling technique used is the technique of the census. The analytical tool used in this study is the Rank Correlation Coefficient Kendall, Kendall Konkordasi coefficient, and the coefficient of determination. Results from this study indicate that there is a positive and significant influence between the variables of work ability (X1) with employee performance (Y) with correlation coefficient 0.335 amounting to KD 2.741 at 11.22%; there is a positive and significant influence between the variables of work motivation (X2) with employee performance (Y) with correlation coefficient 0,331 and with a KD of 10.95%; and there are two variables influence work ability and work motivation on employee performance amounted to KD 69.12 by 29.16%. The conclusion from this study is that the performance of employees in the Badan Kesatuan Bangsa Dan Politik Kota Semarang has been good, the ability to work in the Badan Kesatuan Bangsa Dan Politik Kota Semarang has been good, and motivation to work in the Badan Kesatuan Bangsa Dan Politik Kota Semarang is good. The advice given is conducting training to all employees, inculcate discipline, reward and punishment, inculcate cooperation, and more diffuse leaders to subordinates.

Abstract

Security Childbirth Program is an extension of membership of Public Health Security Program and includes not only the poor alone. Benefits received by beneficiaries Security Childbirth Program is limited to pregnancy care, delivery, postpartum, newborn and postpartum family planning. Management of Security Childbirth Program done at every level of government (central, provincial, and district / city) which is an integral part of the Security Childbirth Program and managed to follow the governance of Public Health Security Program. The purpose of this study is to describe and analyze the implementation of the PHC Ngesrep Security Childbirth Program in Semarang viewed from membership aspects. This study used a qualitative descriptive type using the informan of the City Health Office of Semarang, Ngesrep Public Health Center, Independent Practice and Community Midwives. Model Implementation Van Horn and Van Metter used to analyze the implementation of the Security Childbirth Program At PHC Ngesrep Semarang.   The results showed that the Security Childbirth Program in Semarang for this is still in compliance and equity of health personnel and facilities. The main objective to reduce MMR and IMR is still not achieved even no trend of increased MMR and IMR. There is a weakness in the claims payment process Jampersal program which resulted in delays in the disbursement of claims. The delay will affect the income of the Independent Practice Midwife working with the government to serve the patient, the program imposes costs Security Childbirth Program but rather the fact that participants did not conform Security Childbirth Program Technical Instructions. Researchers advise that funding claims each month on an ongoing basis, the increase in the amount of claims service delivery, increase the number of midwives and providing standardized ambulance to transport for referral of patients in emergency cases.

Abstract

This research is motivated by problems - problems that occurred in the Village Mangunharjo Semarang, such as the level of welfare of society. The purpose of this study to describe the strategy in an effort to optimize public welfare. In answer to the problem and the purpose of this study, the authors used the theory of empowerment and strategic prencanaan using descriptive qualitative research methods. In collecting the data, the writer uses tehnique through interviews, observation. The informants were selected include: urban employees and the people of community. The results showed the results of the existing planning. Recommended in this research to increase the number of human resources so that the service provided to the community becomes optimal
