Abstract

Implementation refers to the implementation of activities that are formulated based on the public policy formulation process. Implementation is the most important stage in public policy, because the success or failure of a policy formulation can be seen from the implementation process. The purpose of this study is to find out how the process of implementing distance education (PJJ) at SMA Negeri 2 Pekanbaru during the covid 19 pandemic. Changes in learning methods in education due to the corona virus outbreak in Indonesia which requires the learning process to be carried out through online media and also face to face limited advance. This research is descriptive in nature with a case study approach and the data required are primary and secondary data derived from observations, interviews, documentation analyzed by researchers so as to obtain accurate and clear data related to the implementation of distance education during the covid 19 pandemic. Implementation of distance education away using several online media, whatsapp, classroom, and zoom. This study uses the implementation model according to George Edward III, namely communication, resources, disposition and bureaucratic structure. The results of the study show that distance education has not been implemented properly because there are still some obstacles encountered when implementing distance education policies, such as limited access to the internet network in several areas in the city of Pekanbaru, with this distance learning method also burdening students' parents in buying internet quota. Students also feel burdened and bored with this distance learning method. Because students also find it difficult to understand the material provided by the teacher because there are still some teachers who only provide material and assignments without prior explanation. Suggestions The school principal should conduct training related to the use of applications used in distance learning methods and teachers must be creative in delivering learning material so that students do not feel bored or burdened with the assignments given.

Abstract

The coal mining sector is a strategic sector in efforts to improve welfare, but coal mining activities can result in changes to the physical environment and have an impact on changes in social, cultural and economic life. The implementation of coal mining policies in the City of Sawahlunto where problems that arise are incompatibility with existing regulations and SOP with conditions in the field. The purpose of this study was to determine the implementation of coal mining policies in the City of Sawahlunto and the inhibiting factors for the implementation of coal mining policies in the City of Sawahlunto. The theoretical concept used in this research is the theory of public policy implementation by Donald Van Metter & Carl Van Horn. The method used in this research is descriptive qualitative. The results of this study indicate that the implementation of coal mining policies in the City of Sawahlunto has not run optimally due to constraints on the implementation of the policy on resource indicators, the characteristics of implementing agents and social, political and economic impacts. Factors that become obstacles in implementing the policy are environmental damage and pollution due to coal mining business/activities, there are individuals who do not comply with SOP, lack/limitation of local workforce in the coal mining sector.

Abstract

Health in social life is a prosperous state of body, soul, and social that allows every person to live socially and economically productive, where the position of health is very important in improving the life of society. The prevention and elimination of elephantiasis is now a concern of the Government and is one of the disease control programs that should be pursued in a more systematic and sustainable manner. Filariasis or better known also elephantiasis disease is a chronic infectious disease that is always present in the tropics caused by filaria worm infection. The Filariasis Prevention Bulk Drug Program (POPM) is an action that prioritizes people's safety above individual interests. The purpose of this research is to see how the implementation of the program of drug prevention of bulk (POPM) of elephantiasis (filariasis) in Pangko pusako district of Rokan Hilir district. The concept of theory used is, the implementation proposed by Edward III which says that there are four variables that determine the successful implementation of a policy, namely: Communications, Resources, Disposition and Bureaucratic Structure. This research uses qualitative method with descriptive data. In collecting data of researcher use purposive sampling method as source of information and data analysis with triangulation technique. The results showed that the implementation of the program of prevention of bulk foot (elephant) foot mass (filariasis) in Bangko Pusako district of Rokan Hilir district has been running well, but only the lack of comprehensive socialization or counseling in the implementation. In addition, the community should also be the target group of the program has awareness to take the drug, so that the program can be done as expected.Keywords : Implementation, medicine, Filariasis

Abstract

Environmental policy is a manifestation of sustainable management and utilization of natural resource and environment. In Batang Kuantan River Pasir Keranji Village there are many mining activities that cause river pollution. Based of research showed Environmental Impact Assessment Program by environmental Agency is not optimally yet. Based on this, researcher are interested to studying how the Implementation of Environmental Management Program of Indragiri Hulu Regency ( Case Study Environmental Impact Assessment Program Batang Kuantan River Pasir Keranji Village). Theoretical concept used is implementation in Van Meter and Van Horn (2008) who said that there was several variables that affected the performanced of the public policy implementation. This research used qualitative method by using snowball as information and the data analys thecnique by using triangulation technique. Result of the research showed that Implementation of Environmental Management Program of Indragiri Hulu Regency ( Case Study Environmental Impact Assessment Program Batang Kuantan River Pasir Keranji Village) is not optimally yet. This is caused lack of resources, infrastructure, insufficient funds. Social and economic factors of society become obstacle in Implementation of Environmental Management Program especially Environmental Impact Assessment Program in Batang Kuantan River. Abstract

Breastfeeding special room is one of the government programs to increase Exclusive breastfeeding and to support high maternal mobility. Provision of Breastfeeding Special Room program is written in Riau Governor Regulation No. 109 of 2015. The regulation affirms that the government provides protection to mothers in providing exclusive breastfeeding to their baby and enhances the roles and support of families, communities, Provincial Governments and the private sector to exclusive breastfeeding.Therefore, to raise the awareness of mothers about the importance of exclusive breastfeeding, one of the ways that can do is to provide a room that can support the mother to breastfeed comfortably and privacy. But the results show that the implementation of this policy implementation has not run maximally. Although regulations have been issued on the obligation of every public facility to provide a special room for breastfeeding mothers in Riau Governor Regulation No. 109 of 2015, but the application of Special Provision of Breastfeeding in the field is still very low and has not been supervised by the government.Suggestions for related institutions, improvement of socialization activities to the policy objectives and improving supervision on the provision of breastfeeding special room in public facilities, especially in Pekanbaru City and crack down on public facilities that have not yet provide special room for breastfeeding.Keywords: Implementation, Breastfeeding Room, and Place of public facilities.

Abstract

Supervision Installation of billboard in Kecamatan Tampan Pekanbaru City conducted by (Satpol PP) is a government agency responsible for the Supervision of Board Installation and according to city regulation Pekanbaru Number 4 Year 2011 About Reklame and mayor regulation Pekanbaru Number 24 Year 2013 About Implementation of Advertising. The purpose of this study is to find out how the implementation of Monitoring Board Installation in Kecamatan Tampan Pekanbaru City. Theoretical concepts used by the researcher are the indicators that influence the supervision used by Brantas where the indicator used is to determine the standard to be used, measure the implementation or the results achieved, compare the implementation or results with the standard and determine the deviation if there is and take action improvement if there are deviations. This research uses qualitative descriptive method, using interview technique, observation and documentation. The results of this study indicate that (Satpol PP) in this case as an authority in supervising the installation of billboards has not done the supervision of the installation of billboards maximally and there are still many deficiencies in terms of monitoring the installation of billboards such as the number of billboards that have expired time still attached and limited human resources so that the need for additional personnel in the supervision team so supervision runs optimally. Abstract

This study aims to analyze the implementation of the Minapolitan area development policy in Koto Mesjid Village, XIII Koto Kampar, Riau Province, through a policy network approach. The method used is descriptive qualitative with data collection techniques in the form of observation, in-depth interviews, documentation, and questionnaires. The results show that the Minapolitan policy involves actors from various sectors: government, community, private sector, NGOs, and academics. This study uses Van Waarden's seven dimensions to examine policy networks, including: actors, which include individuals and groups with an interest in the policy-making process. The second indicator concerns the role of actors in the policy network. The third indicator, structure, examines the patterns of relationships between the actors involved. The fourth indicator, institutionalization, is assessed as the organizing institution or organization. The fifth indicator, rules of behavior, concerns the procedural and behavioral constraints on actors. The sixth indicator, power relations, is related to collaboration in actor interactions, and the seventh indicator, actor strategies, refers to the methods used to achieve goals. The findings show that even though a collaborative network has been formed, there are still obstacles in terms of unequal power distribution, a lack of cross-sectoral network institutionalization, and a low level of understanding of technical policy rules at the local level. This study concludes that in order to achieve the goals of integrated and sustainable Minapolitan area development, it is necessary to strengthen institutional synergy, increase the capacity of local actors, and restructure policy networks in an inclusive manner.

Abstract

This research is motivated by the gap in technology, information and communication between villages and cities which causes slow governance in villages. This condition is a challenge for villages to actively participate in the current era of digitalization. The aim of village innovation is to encourage village development of higher quality, effectiveness and efficiency through various activities in village government administration that are more innovative and sensitive to the needs of village communities. This effort can encourage productivity and economic growth in rural communities in a sustainable manner to improve the socio-economic welfare of the community and village independence. However, in the development of village innovation, it has not proceeded according to the plans that have been set. This is because the community's digital awareness is still low, as well as the culture and organizational arrangements of the village government which are not yet fully ready to implement digitalization in the administration of village government. This research aims to analyze and explain innovative governance in the implementation of village government in Kuantan Singingi Regency, as well as identifying obstacles to implementing innovation in the form of the Gigades.id application and website. This research uses the Innovative Governance theory of Sangkala Tahun (2014) which explains that there are 6 criteria for best practices in an innovation, namely impact, partnership, sustainability, leadership and community empowerment, gender equality and social exclusion, innovation in the local context and transferability. This research uses an explanatory qualitative research method with a case study approach that uses data collection techniques through interviews, observation and documentation. The results of this research show that the implementation of village government in Kuantan Singingi Regency has made a breakthrough in the form of innovative governance in the implementation of village government in the form of innovation in the form of the Gigades.id application and website, but it has not been successfully implemented properly by the village government. Findings in the field show that the implementation of partnerships is still formed between the village government and the private sector, the trilogy of good governance in building partnerships has not been implemented well, even though the community has a big role in realizing the implementation of village government. Then the obstacles experienced by this innovation are the lack of socialization carried out by the village government and the private sector to village communities, the low quality of knowledge and innovation skills of village government officials, the inadequate quality of the internet network, and a community culture that is difficult to change.

Abstract

Tujuan penelitian ini adalah untuk menganalisis dan eksplanasi implementasi program rehabilitasi dan rekonstruksi pasca bencana di Kabupaten Pasaman Barat dan mengidentifikasi kendala yang dihadapi dalam program rehabilitasi dan rekostruksi pasca bencana di Kabupaten Pasaman Barat serta menganalisis dan eksplanasi upaya yang dilakukan pemerintah dalam implementasi program rehabilitasi dan rekonstruksi pasca bencana di Kabupaten Pasaman Barat. Penelitian ini menggunakan teori implementasi MSN dari Yulianto Kadji. Dan penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data primer diperoleh langsung melalui wawancara dari beberapa informan, mulai dari penanggung jawab program hingga masyarakat. Teknik olah data dalam penelitian ini menggunakan aplikasi Nvivo. Hasil penelitian ini adalah pemerintah belum menjalankan sikap/prilaku, tugas/fungsi hingga kerjasama dengan optimal disebabkan terjadinya kesalahan dalam survei data awal karena proses identifikasi pendataan rumah rusak yang belum dirumuskan dengan jelas dan proses pelaksanaan yang sangat lambat. Dapat diakibatkan juga karena sumber daya manusia yang kurang kompeten, tingkat pelayanan kepada masyarakat yang kurang diperhatikan serta sosialisai yang kurang jelas.
