Abstract

Abstract. This study aims to find out how the training in human resource development is carried out by the Nias Heritage Museum. This institution is the only museum that is a place for preserving Nias culture in the Nias Islands. Apart from that, the Nias Heritage Museum also has several business units such as: Lodging (Guesthouse), Café Museum, Rental hall (meeting room), production of Nias traditional medicine, zoo (mini zoo), so that the people in it play a role in services to guests/visitors. So this research will explain the urgency of training in human resource development at the Nias Heritage Museum. The type of research conducted is qualitative research and is descriptive in nature, namely research that describes the urgency of training in human resource development. Data collected by means of interviews, observation, and documentation. The data analysis technique used is data reduction, data presentation and conclusion. The results of the study show that training in human resource development at the Nias Heritage Museum tends to be carried out in the form of briefings or sharing sessions, but this is not optimal in developing human resources at the Nias Heritage Museum, while the implementation of formal training is carried out in certain situations when management identifies serious weaknesses in certain business units.

Abstract

Abstract. The Covid-19 pandemic has had a serious impact on poverty in Nias District. This research explores the strategies adopted by the Nias Regency Government in overcoming post-pandemic poverty, taking into account the management ecological perspective. The choice of this topic is based on the urgency of tackling poverty as a socio-economic impact of the Covid-19 pandemic. This research method uses a qualitative approach, including in-depth interviews with stakeholders and the public as well as direct observation. The results of the study revealed that the local government of Nias Regency has implemented various strategies, such as strengthening the local economy, providing social assistance to the community. Management ecology is integrated into the strategy, with a focus on sustainable natural resource management and active community participation. The results of this study underscore the importance of a poverty alleviation strategy by the Nias district government. Implementation of an ecology-based strategy can increase community resilience to the poverty crisis due to the Covid-19 pandemic, as well as create jobs and community economic recovery. This conclusion emphasizes the need for a holistic approach in post-pandemic policies to ensure economic, social and environmental sustainability in Nias District .

Abstract

Abstract. Implementation planning is everything that is prepared from the start before the activity or activities will be carried out to achieve certain goals. The problem in this research is that the implementation of employee recruitment planning at the Nias Heritage Museum was not analyzed or not predicted correctly, looking at the pluses and minuses of employee recruitment, where they did not carry out health tests, did not carry out intelligence tests and did not schedule announcements of accepted or rejected results. The aim of this research is to: 1) Understand the implementation of employee recruitment planning at the Nias Heritage Museum, Gunungsitoli City. 2) Knowing the procedures for implementing employee recruitment planning at the Nias Heritage Museum, Gunungsitoli City and 3) Knowing the obstacles to implementing employee recruitment planning at the Nias Heritage Museum, Gunungsitoli City. The theory used in this research uses the concept of Sri Budi Cantika Yuli quoted by Reinaldi Irvan (2014). The type of research used is qualitative research. The informants in this research were the Director and HRD of the Nias Heritage Museum who carried out observations, interviews and documentation as well as data analysis by reducing data, presenting data and drawing conclusions. The conclusion of this research is that the implementation of employee recruitment planning at the Nias Heritage Museum has not been optimal, where the implementation of employee recruitment planning is only carried out by determining the number and qualifications, aptitude tests, interviews and filling out application forms and assessing whether the results are accepted or rejected using procedures for setting goals in recruitment planning. employees reported to the Trustees of the MPN Foundation, determining recruitment requirements in accordance with Article 12 of the requirements for accepting employees of the Nias Heritage Museum, implementing employee recruitment planning adjusted to needs, implementing employee recruitment planning adjusted to skills, experience and education, determining recruitment time, determining costs, conducting evaluations employee recruitment planning and experiencing obstacles where assessing prospective employees does not match the expected skills and lack of exploring information and potential possessed by prospective employees which results in work results not being optimal. So this needs to be evaluated regarding the needs and qualities of those who will be recruited by the Nias Heritage Museum.

Abstract

Abstract. This research investigates the imperative need for training in enhancing the competencies of Civil Servants (ASN) within the Gunungsitoli District Court. Competency development among ASN is a critical aspect of ensuring effective and efficient public service delivery. Through a comprehensive analysis, this study assesses the current competencies of ASN, identifies skill gaps, and evaluates the role of training programs in addressing these gaps. The research also explores the impact of competency development on organizational performance and service quality. Findings from this study are expected to inform policy recommendations for optimizing training initiatives and enhancing the overall capacity of ASN at the Gunungsitoli District Court.

Abstract. Participative leadership is leadership that provides significant space and roles to subordinates in carrying out decision-making process activities. Participative is related to the level of maturity from medium to high. A follower or subordinate at this level of development has the ability but not the desire to perform a given task. Their unwillingness is often due to a lack of confidence. However, the Head of KP2KP Gunungsitoli has not been optimal in carrying out participatory leadership to improve service quality at KP2KP Gunungsitoli. Where the Head of KP2KP Gunungsitoli seems less assertive in conveying important information and less involved in developing the skills and career opportunities of employees and PPNPN. This study aims to determine the strategy of optimizing participatory leadership to improve the quality of tax services. Based on the research results, the strategies for optimizing participatory leadership to improve the quality of tax services are providing training, development and additional learning to employees and PPNPN on a regular basis, evaluating employees and PPNPN on a regular basis, building a work culture that encourages collaboration, where employees are valued for their contribution in sharing knowledge and working together to achieve common goals, making the decision-making process and tax implementation more transparent and accountable, ensuring that tax guides, brochures, and other information provided to taxpayers are easy to understand and available online or offline.

Abstract

Abstract. Evaluation is one of a series of activities to improve the quality and performance or productivity of an institution in implementing a program. Organizational Development (PO) is a long-term planning program and process that brings transformational change in organizational culture through the use/application of research and theories based on Information Technology and Science. The Osseda Faolala Perempuan Nias Consumer Cooperative has become a center for women's education & learning, especially for members of the Osseda Faolala Perempuan Nias Cooperative through various capacity building activities in the form of training (TOT), critical awareness discussions or courses aimed at increasing women's leadership potential so that they are able to involve themselves & become takers. decisions either in government agencies or non-government agencies. The obstacles faced by the Osseda Faolala Women's Nias Consumer Cooperative are caused by the Vision and Mission and the rule from year to year that membership is only women in accordance with the Vision and Mission that has been developed. It can be concluded that the problem is that it collides with the rules that have been established since time immemorial, especially the Vision and Mission that have been created and continue to be adopted to this day, however, they do not address the dynamics of the needs of the community, especially the Nias Islands. The results of this research are that the Osseda Faolala Perempuan Nias Cooperative has a good understanding of effectiveness, especially in the context of planning and evaluation. Their efforts to correct discrepancies between plans and results, as well as awareness of changes in the external environment, demonstrate a mature approach to managing challenges. A good understanding of challenges and changes, strong collaboration with stakeholders, a high level of member participation, and holding a scheduled Annual Membership Meeting every year are important elements that enable an organization to address and overcome challenges, maintain transparency, and achieve goals community economic development.

The importance of the community's role in Human Resources (HR) planning is reflected in their ability to provide input, aspirations and needs that are more accurate in accordance with local realities. Involving the community in the HR planning process not only creates policies that are more relevant to real needs at the village level, but also builds active participation and a sense of community ownership of the resulting policies. The research method used in this research is a qualitative research method, with data collection techniques through interviews and observation. The variable of this research is HR planning. The research results show that involving the community in HR planning can ensure that the policies and programs designed are more relevant, sustainable and responsive to the real needs of local communities. Active community participation can also increase acceptance and implementation of HR policies, create broader involvement, and strengthen connectivity between village government and its citizens to achieve holistic sustainable development. In an effort to improve village governance in Dahana Tabaloho Village, Gunungsitoli City, key steps need to be implemented, such as procuring competent candidates, training for increasing community participation in planning, implementing discipline with budget transparency, and performance evaluation. periodically. Pentingnya peran masyarakat dalam perencanaan Sumber Daya Manusia (SDM) tercermin dalam kemampuan mereka untuk memberikan masukan, aspirasi, dan kebutuhan yang lebih akurat sesuai dengan realitas lokal. Melibatkan masyarakat dalam proses perencanaan SDM tidak hanya menciptakan kebijakan yang lebih relevan dengan kebutuhan nyata di tingkat desa, tetapi juga membangun partisipasi aktif dan rasa memiliki masyarakat terhadap kebijakan yang dihasilkan. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian kualitatif, dengan teknik pengumpulan data melalui wawancara dan observasi. Variabel penelitian ini adalah perencanaan SDM. Hasil penelitian menunjukan bahwa melibatkan masyarakat dalam perencanaan SDM dapat memastikan bahwa kebijakan dan program yang dirancang lebih relevan, berkelanjutan, dan responsif terhadap kebutuhan riil masyarakat setempat. Partisipasi aktif masyarakat juga dapat meningkatkan penerimaan dan implementasi kebijakan SDM, menciptakan keterlibatan yang lebih luas, serta memperkuat keterhubungan antara pemerintah desa dan warganya untuk mencapai pembangunan berkelanjutan yang holistik. Dalam upaya meningkatkan tata kelola pemerintahan desa di Desa Dahana Tabaloho, Kota Gunungsitoli, langkah-langkah kunci perlu diterapkan, seperti pengadaan calon-calon yang kompeten, pelatihan untuk anggota BPD, peningkatan partisipasi masyarakat dalam perencanaan, penerapan disiplin dengan transparansi anggaran, dan evaluasi kinerja berkala.

Abstract

This research aims to: 1) To find out the role performed by the Village Head in managing institutional cooperation in the Tetehosi I village government of Gunungsitoli City. 2) To find out the supporting and inhibiting factors of the village head in managing institutional cooperation in the Tetehosi I village government of Gunungsitoli City. 3) The author determines that this research is carried out in a qualitative type of research with a descriptive approach because this type of research has the aim of describing and analyzing phenomena, events, or social activities that occur in society that occur in the present in Tetehosi I village. The results of this study are: 1) the role of the village head is very relevant to the objectives of institutional cooperation in Tetehosi I Village. 2) a. Supporting factors: Active in carrying out tasks, Strong communication, Support and motivation, Controlling the decision-making process, Inclusiveness in decision-making, Encouraging active involvement of team members. b. Inhibiting factors: Limited Information Dissemination, Lack of active involvement of team members, Differences in Priorities and Focus, Lack of Community Participation. 3) The Tetehosi I Village Head has implemented several important strategies to manage institutional cooperation. In addition, the Tetehosi I Village Head should prioritize improving communication and active involvement in managing institutional cooperation in the Tetehosi I Village government, the Village Head should improve the existing supporting components, also remain active in carrying out tasks and ensure strong communication with all communities and institutions.

Abstract

In today's globalization, it is inevitable that school organizations need to prepare human resources (HR) in order to adapt and improve school performance to be able to compete on a global scale. One of the efforts is to improve teacher performance. So that talent management is a concept that starts from how to plan, get, develop and maintain a talent in an organization or company. Because talent management is very important, therefore talent management is also needed in the world of education, which focuses on the professionalism of a teacher. This research was conducted in a type of qualitative research with a descriptive approach because this type of research has the aim of describing and analyzing phenomena, events, or social activities that occur. The teacher talent management system at UPTD SD Negeri 074056 Dahana Humene has several shortcomings and challenges that need to be overcome. First, the honorary teacher selection process has not been effective and optimal, which affects school quality and standards. Secondly, the placement of honorary teachers often does not match their expertise or academic qualifications, which can impact on the quality of teaching and learning. Thirdly, the development and training provided by schools do not always match teachers' needs and expertise, especially in terms of using IT and making technology-based learning tools. For this reason, schools need to make some improvements. In the selection process, schools should implement effective procedures, develop clear and relevant selection criteria, and conduct regular evaluation and improvement. In terms of training and development, schools should better understand teachers' skills and knowledge needs, design appropriate training programs and ensure the training and development process is sustainable. In addition, schools should also ensure that the placement of honorary teachers is in line with their expertise and academic qualifications.

Abstract

This thesis research aims to find out how Organizational Collaboration in implementing the Family Hope Program (PKH) in Sisarahiligamo Village, Gunungstoli Subdistrict, Gunungsitoli City, then also researchers want to know what are the supporting and inhibiting factors of organizational collaboration in implementing PKH in Sisarahiligamo Village. The organizations that are the focus of this research are the Sisarahiligamo village government, the Gunungsitoli sub-district government and the Gunungsitoli City Social Service. This type of research is descriptive with a qualitative approach, using data collection techniques with interviews, observation and documentation studies. This research uses the Collaborative Governance theory proposed by Ansell and Gash to analyze organizational collaboration in the implementation of PKH in Sisarahiligamo Village. The results of this study show that the administrative rules of collaboration have been carried out well starting from the face-to-face dialog that has been carried out, the establishment of a relationship of mutual trust, the existence of mutual commitment, the existence of mutual understanding, and the impact of the results of the collaboration carried out. The sustainability of collaboration is supported by the existence of strong rules regarding the implementation of PKH and the existence of competent human resources in PKH assistance in the field. In the process, there are still several factors that make the collaboration carried out by the Social Service, the Gunungsitoli sub-district government and the Sisarahiligamo village government not optimal, such as frequent changes in the PKH social assistance mechanism and also the lack of budget provided by the City government in the implementation of PKH in Gunungsitoli City, especially in supporting the acceleration of poverty data improvement which is the PKH Program database.
