Abstract

Over time, there has been a paradigm shift regarding the concept of security itself, where initially aspects that were considered as security issues only revolved around the military and national defense. Not only for Indonesia, but also for the world, Covid-19 has become a security issue or threat to the state, especially the community itself. This research analyzes how the process of securitization and desecuritization in an effort to reduce the number of Covid-19 cases in Indonesia. The method used in this research is a qualitative method, with the data collected from secondary data which includes news, agency reports, books and journal articles on the handling of the Covid-19 pandemic. This study analyzes that the securitization carried out by the government against this outbreak was less successful because of the inappropriate handling since the beginning of this outbreak. The government from the beginning only focused on the economic approach, this made there was no certainty in treating the Covid-19 case as a threat. In addition, this has also caused public trust in the government to decline and communication between government figures and the wider community to be poor due to various mistakes that continue to be made by the government.

Abstract

The presence of the military in the history of the Indonesian government has long strengthened Indonesia's independence. The military itself has had various impacts on the Indonesian government, including acceptable impacts, good impacts, and bad impacts. Indonesia is trying to create a professional military, which could increase demotions and reduce the military's opportunities for politics. However, there are many obstacles that hinder the success of a professional military and reduce the military's influence in the Indonesian government. After the era of demands for reform and the dismissal of the military from the government, people began to realize that it was difficult for the government and the military to become one. If forced, there will be dysfunction in government institutions. This analytical study concerns the need for a supervisory role in order to improve civil-military relations. Continuous and ongoing monitoring can improve civil-military relations and achieve democratization in civil-military relations. However, until now, the supervision between civilians and the military has not gone well. This happens because of the minimal participation of the government, which supervises and regulates the military, so that there is no arbitrariness in carrying out its duties and relations with civil society.

Abstract

Terrorism issues are rapidly evolving in the Southeast Asian region, particularly for Indonesia, Malaysia, and the Philippines as countries directly impacted by terrorism issues due to the presence and growth of terrorist groups like Jamaah Islamiyah (JI) and Abu Sayyaf Group (ASG). Criminal activities and terrorism continue to occur in these three countries. Therefore, the Trilateral Cooperation Agreement (TCA) of Indomalphi collaboration was established in response to address terrorism issues that could threaten regional security and stability. One form of this cooperation is sharing intelligence information to detect the movements of terrorist groups. However, there are some obstacles in the implementation of cooperation in the Southeast Asian region, including distrust, the ASEAN Way, and differences in the paradigms of handling terrorism issues within Indomalphi. Hence, this article aims to analyze how the collaborative efforts by Intelkam Polri strengthen intelligence cooperation within Indomalphi on terrorism issues from 2018 to 2022. This paper employs a qualitative method with a theoretical approach. Primary data is obtained through documentation studies, and secondary data is obtained through literature review. The research findings indicate that Intelkam Polri has made collaborative efforts to strengthen intelligence cooperation within Indomalphi. This is evident through information sharing, workshops, training, and coordination with BAIS TNI and other cooperation units in Malaysia and the Philippines. However, operational aspects, as well as the determination of authority, responsibilities, and rights, should be clarified and articulated in a regulation or standard operating procedure (SOP) to facilitate Intelkam and cooperating units.

Abstract

Artikel ini dilatarbelakangi oleh permasalahan perbatasan yang terjadi antara India dan Tiongkok, dimana permasalahan tersebut disebabkan oleh adanya perbedaan pandangan terkait letak dari garis perbatasan. Terdapat dua area yang menjadi letak dari sengketa, yaitu Aksai Chin di bagian barat dan Arunanchal Pradesh di bagian timur. Meskipun permasalahan masih terjadi, kedua negara sudah berusaha untuk melakukan tandatangan di beberapa perjanjian internasional tentang isu sengketa perbatasan ini. Selain itu, perjanjian terbaru yang ditandantangani kedua negara adalah Border Defence Cooperation Agreement (BDCA) di tahun 2013. Dengan menggunakan beberapa konsep Determinan Kebijakan Luar Negeri artikel ini menyimpulkan bahwasanya setiap konsep determinan tersebut memiliki variasi pengaruh bagi keputusan India untuk menandantangani BDCA, dikarenakan permasalahan perbatasan antara India dan Tiongkok belum bisa terselesaikan. Hal ini disebabkan mengingat di satu sisi, India masih berpegang teguh terhadap klaim yang ada di sepanjang perbatasan karena faktor keamanan. This article is motivated by border problems that occur between India and China, where these problems are caused by different views regarding the location of the border line. There are two areas where the dispute lies, namely Aksai Chin in the west and Arunanchal Pradesh in the east. Even though the problems still occur, the two countries have attempted to sign several international agreements on the issue of this border dispute. In addition, the latest agreement signed by the two countries is the Border Defense Cooperation Agreement (BDCA) in 2013. By using several concepts of Foreign Policy Determinants, this article concludes that each of these determinant concepts has various influences on India's decision to sign the BDCA, because border issues between India and China cannot be resolved. This is due to the fact that, on the one hand, India still adheres to claims along the border due to security factors.

Abstract

Asean Our Eyes merupakan wadah pertukaran informasi strategis terkait dengan terorisme dan radikalisme bagi ke-10 negara Asean yang terdampak di Kawasan Asia Tenggara. Dalam melaksanakan tugasnya, TNI melakukan operasi militer yaitu Operasi Militer untuk Perang (OMP) dan Operasi Militer Selain Perang (OMSP). Salah satu bentuk OMSP yaitu mengatasi terorisme. TNI sebagai Lembaga pertahanan negara memiliki kontribusi penting dalam pelaksanaan program AOE tersebut, dalam melaksanakan tugasnya, TNI melakukan operasi militer yaitu Operasi Militer untuk Perang (OMP) dan Operasi Militer Selain Perang (OMSP). Salah satu bentuk OMSP yaitu mengatasi terorisme. Tulisan ini akan mengulas tentang kontribusi TNI khususnya TNI AU dalam program Asean Our Eyes guna mendukung keamanan negara. Objek penelitian ini adalah kontribusi intelijen TNI AU dalam Asean Our Eyes guna mendukung keamanan negara. Penelitian ini menggunakan metode penelitian kualitatif karena permasalahan kontribusi TNI AU dalam program Asean Our Eyes guna mendukung keamanan negara, peneliti ingin mengeksplor fenomena-fenomena yang tidak dapat dihitungkan dengan angka-angka, peneliti juga ingin berupaya dapat menjelaskan dan mengungkap permasalahan kontribusi intelijen TNI AU dalam program Asean Our Eyes guna mendukung keamanan negara dengan metode deskriptif dengan cara menelaah, memaknai, dan menarik kesimpulan agar diketahui permasalahannya. Penelitian ini memberikan kesimpulan sebagai berikut: Pertama, intelijen TNI AU memiliki fungsi deteksi dini dengan penginderaan awal atau yang lebih dikenal dengan early warning system. Kedua, intelijen TNI AU masuk dalam kategori defensif aktif yaitu kegiatan intelijen untuk menyelidiki aksi lawan menggunakan pengawasan, umpan, agenda, mata-mata atau electronic tapping.  Asean Our Eyes is a forum for exchanging strategic information related to terrorism and radicalism for the 10 affected Asean countries in the Southeast Asia Region. In carrying out its duties, the TNI conducts military operations, namely Military Operations for War (OMP) and Military Operations Other Than War (OMSP). One form of OMSP is overcoming terrorism. The TNI as a state defense institution has an important contribution in implementing the AOE program, in carrying out its duties, the TNI conducts military operations, namely Military Operations for War (OMP) and Military Operations Other Than War (OMSP). One form of OMSP is overcoming terrorism. This paper will review the contribution of the TNI, especially the Indonesian Air Force in the Asean Our Eyes program to support state security. The object of this research is the contribution of Indonesian Air Force intelligence in Asean Our Eyes to support state security. This study uses qualitative research methods, research data consists of primary data obtained from observations and interviews, as well as secondary data taken from various relevant documents. These data were then validated by tringaulation technique. Problems with the contribution of the Indonesian Air Force in the Asean Our Eyes program to support state security, researchers explore phenomena that cannot be calculated with numbers, researchers also explain and uncover problems with the contribution of Indonesian Air Force intelligence in the Asean Our Eyes program to support state security. This study provides the following conclusions: First, TNI AU intelligence has an early detection function with early sensing or better known as an early warning system. Second, TNI AU intelligence is included in the active defensive category, namely intelligence activities to investigate the actions of opponents using surveillance, decoys, agendas, spies or electronic tapping.

Abstract

Oko Mama dalam keseharian masyarakrat suku Timor memiliki peranan penting sebagai sarana perantara komunikasi antar masyarakat. Menjelang pemilihan kepala daerah kabupaten Kupang Oko Mama sebagai media sarana komunikasi antar warga mengalami pergeseran makna dari nilai sosial budaya kepada nilai politik. Tujuan penelitian ini yakni untuk mendeskripsikan dan mengalisis penggunaan Oko Mama dalam pemilihan kepala daerah dan strategi komunikasi politik pasangan Korinus Masneno-Jerry Manafe dengan memanfaatkan Oko Mama sebagai alat komunikasi politik pada pemilihan kepala daerah Kabupaten Kupang tahun 2018. Jenis penelitian menggunakan metode kualitatif. Data dalam penelitian dikumpulkan melalui teknik wawancara dan pengumpulan dokumen, sedangkan teknik pengambilan informan dilakukan secara purposive. Validitas data menggunakan teknik triangulasi. Hasil penelitian menunjukkan bahwa menjelang pemilihan kepala daerah fungsi Oko Mama dalam ranah sosial budaya masyarakat berubah perannya di ranah politik. Oko Mama yang berisikan pinang, sirih kapur dan uang perak dijadikan mediator antara kandidat calon dengan kelompok masyarakat seperti Usif (raja), Amaf (tokoh adat), tokoh masyarakat, tokoh agama dan lain sebagainya. Dalam pemilihan kepala daerah Kabupaten Kupang pasangan Korinus Masneno-Jerry Manafe melakukan berbagai pendekatan politik sebagai strategi komunikasi politik dengan masyarakat, termasuk pendekatan dengan Oko mama. Media Oko Mama digunakan untuk membangun relasi, menyampaikan pesan politik, membangun konsensus dengan kelompok masyarakat, mengarahkan pilihan politik kepada kandidat dan meningkatkan partisipasi politik masyarakat. Dengan demikian penggunaan Oko Mama sebagai salah satu media strategi politik dapat berdampak langsung pada perolehan suara, kususnya pasangan Korinus Masneno-Jerry Manafe yang telah memenangakan pemilukada dengan presentasi suara 33,23%. Oko Mama in the daily life of the Timor community has an important role as an intermediary means of communication between communities. Ahead of the Kupang district head election, Oko Mama as a medium for communication between citizens experienced a shift in meaning from socio-cultural values to political values. The purpose of this study is to describe and analyze the use of Oko Mama in the regional head election and the political communication strategy of the Korinus Masneno-Jerry Manafe pair by utilizing Oko Mama as a political communication tool in the 2018 Kupang Regency regional head election. This type of research used qualitative methods. Data in the study were collected through interview techniques and document collection, while the technique of taking informants was purposive. Data validity uses triangulation techniques. The results showed that before the regional head election, Oko Mama  function in the socio-cultural realm of the community changed its role in the political realm. Oko Mama which contains areca nut, betel lime and silver money is used as a mediator between candidates and community groups such as Usif (king), Amaf (traditional leaders), community leaders, religious leaders and so on. In the Kupang Regency regional head election, the Korinus Masneno-Jerry Manafe pair took various political approaches as a political communication strategy with the community, including the approach with Oko Mama. Oko Mama media is used to build relationships, deliver political messages, build consensus with community groups, direct political choices to candidates and increase community political participation. Thus, the use of Oko Mama as one of the political strategy media  have a direct impact on vote acquisition, especially the Korinus Masneno-Jerry Manafe pair who won the election with a 33.23% vote presentation.

Abstract

ABSTRACT: Terrorism is one form of transnational crime and is very threatening tranquility and peace. In Indonesia, terrorism crimes often occur and consume victims that are not small in number from their own citizens or from foreign nationals. The purpose of the study "Overcoming Terrorism Threats at Air Base: Study of terrorism threat prevention cases at Halim Perdanakusuma Air Base" is to describe and analyze the handling of terrorism threats at the Base Air both in terms of policy and technical. The indicators used in this study are the ability of the Air Base and Halim Perdanakusuma Airport to be viewed from aspects of human resources, infrastructure, operations, supervision and equipment. The informants in this study were Air Base personnel, Angkasa Pura and officials in the Halim Perdanakusuma Air Base area. The research data is preceded by collecting secondary data and then followed by interviews and observation methods. Based on the results of the research carried out, it was obtained the results that counterterrorism at Halim Perdanakusuma Air Base was seen from the aspect of human resources, infrastructure, operations, supervision and equipment was still not optimal. So it needs a method that is solved in an innovative idea where it will indirectly provide input in improving terrorism threat control at Halim Perdanakusuma Air Base and Halim Perdanakusuma Airport.

Abstract

Sistem pertahanan suatu negara mencerminkan kedaulatan dan kekuatan negara tersebut. Dengan beban berat yang dimiliki oleh Sistem Keamanan di Indonesia, Pengadaan Alat Utama Sistem Pertahanan (Alutsista) sudah selayaknya harus ditingkatkan. keseriusan pemerintah dalam pengadaan Alutsista tersebut juga harus diimplementasikan secara bijak dan tegas terutama dalam mencapai Minimum Essential Force (MEF) yang hingga sampai saat ini belum mencapai target standar 100 persen atau dengan kata lain masih berada di bawah target yang telah ditetapkan. Penelitian ini bertujuan untuk menganalisis terkait dengan bagaimana implementasi kebijakan pengadaan Alutsista dalam kerangka Minimum Essential Force atau MEF. Penelitian ini menggunakan metode kualitatif-deskriptif. hasil dari penelitian ini adalah meskipun sumber daya manusia yang dimiliki dalam industri pertahanan Indonesia saat ini masih dalam proses perkembangan untuk menjadi lebih baik lagi, sumber daya finansial merupakan faktor yang memiliki dampak yang besar dalam keberhasilan kebijakan pemenuhan MEF tersebut. Selain itu, payung hukum yang jelas yakni dalam Permenhan RI Nomor 17 Tahun 2014 mengenai Pelaksanaan Pengadaan Alat Utama Sistem Senjata di Lingkungan Kementerian Pertahanan dan Tentara Nasional menjelaskan alur komunikasi serta sikap dan kecenderungan dari para pelaksana kebijakan. A country's defense system reflects the country's sovereignty and strength. With the heavy burden that is owned by the Security System in Indonesia, it is appropriate that the Procurement of the Defense System Main Equipment (Alutsista) should be increased. the seriousness of the government in the procurement of defense equipment must also be implemented wisely and decisively, especially in achieving the Minimum Essential Force (MEF), which until now has not reached the 100 percent standard target in other words it is still below the set target. This study aims to analyze related to how the implementation of defense equipment procurement policies within the Minimum Essential Force or MEF framework. This study uses a qualitative-descriptive method. The results of this study are that although the human resources in the Indonesian defense industry are currently still in the process of developing to become even better, financial resources are a factor that has a major impact on the success of the MEF compliance policy. In addition, a clear legal umbrella, namely in the Minister of Defense of the Republic of Indonesia Number 17 of 2014 concerning the Implementation of the Procurement of Main Weapon System Equipment within the Ministry of Defense and the National Armed Forces, explains the flow of communication as well as the attitudes and tendencies of policy implementers.

Abstract

Selat Malaka merupakan perairan dunia yang strategis dan hampir seluruh perdagangan serta kapal-kapal dari seluruh negara melewati perairan ini. Banyaknya kepentingan dari berbagai negara atas keberadaan Selat Malaka menjadikannya sebagai selat tersibuk dan memiliki peluang untuk menjadi target dari kejahatan transnasional terorganisir. Hal ini dibuktikan dengan meningkatnya angka pembajakan dan perompakan bersenjata di perairan tersebut. Dengan begitu, keamanan maritim Selat Malaka menarik perhatian dunia, terutama litorial states. Sebagai litorial states, Indonesia memiliki hak atas perairan tersebut sehingga Indonesia perlu mengadakan segala upaya untuk menjaga keamanan Selat Malaka. Indonesia dan litorial states lainnya, yaitu Singapura dan Malaysia melakukan kerjasama bernama Malacca Strait Patrol (MSP). MSP terdiri dari tiga kegiatan patroli utama, salah satunya Eye in the Sky (EiS). Dalam menjalankan EiS, Indonesia melakukan interoperabilitas yang dilakukan TNI AU guna mendukung keberhasilan kegiatan patroli lainnya, seperti Malacca Sea Strait Patrol. Penelitian ini menggunakan metode kualitatif deskriptif. Bahan kepustakaan sebagai sumber data melalui penelusuran literatur, jurnal buku, dokumen atau sumber data yang terkait dengan penelitian. Hasil penelitian menunjukkan bahwa interoperabilitas yang dilakukan Indonesia telah berjalan baik dan menguntungkan namun belum sepenuhnya maksimal dalam memberantas kejahatan armed robbery di Selat Malaka. Ditambah lagi, bila muncul ancaman baru maka Indonesia perlu beradaptasi dengan cepat sesuai perubahan dalam persyaratan operasional dalam suatu operasi tunggal matra darat dan operasi gabungan tri matra terpadu. Adaptasi yang cepat ini akan memberikan hasil yang signifikan dalam meningkatkan interoperabilitas

Abstract

 PSI resmi menjadi peserta pemilihan umum pada tahun 2019. Sebagai peserta baru dalam pemilihan umum 2019, pemasaran politik dilakukan oleh PSI Tangerang Selatan untuk menjaring dukungan serta suara. Artikel ini menggunakan metode penelitian kualitatif serta teori pemasaran politik milik Nursal untuk menjabarkan pemasaran politik yang dilakukan oleh PSI Tangerang Selatan dan keempat anggota terpilih. Proses pengumpulan data melalui wawancara dan dokumen terkait, kemudian data divalidasi dengan teknik triangulasi sumber. Pemasaran politik yang dilakukan PSI Tangerang Selatan banyak berfokus ke warga di kompleks perumahan, terutama yang swing voter dan golongan putih. Selain turun langsung ke masyarakat, PSI Tangerang Selatan aktif untuk memuat rilis di media berita lokal untuk membahas atau mengkaji masalah-masalah yang sedang terjadi di Tangerang Selatan. Tandem bersama calon legislatif PSI lainnya juga dilakukan dalam rangka efisiensi biaya. Walaupun PSI Tangerang Selatan tidak memiliki tokoh yang dikenal masyarakat, mereka banyak memanfaatkan Grace Natalie sebagai tokoh pasif agar lebih mudah untuk masuk ke masyarakat. PSI officially became a participant in the general election in 2019. As a new contender in the 2019 general election, PSI South Tangerang engaged in political marketing to garner support and votes. Political marketing is a strategy that aids the success of a party or candidate in a general election. Utilizing qualitative research methods to analyze the political marketing of PSI South Tangerang through Nursal's political marketing theory, data was collected through interviews and relevant documents then validated with triangulasi to find correlations between the theory and the political marketing conducted by PSI South Tangerang, resulting in them securing 4 seats in the South Tangerang City Regional Council. The political marketing efforts of PSI Kota Tangerang Selatan were largely focused on residents in housing complexes, especially those who were a swing voter and non-voter. Apart from direct community engagement, PSI Tangerang Selatan was active in issuing press releases in local news media to discuss or assess ongoing issues in the region. Collaborative efforts with other PSI legislative candidates were also employed to ensure cost efficiency. Despite not having well-known public figures, PSI South Tangerang made use of Grace Natalie as a passive figurehead to facilitate their integration into the community.
