Abstract

This journal defines public policy as actions taken by governmental authorities to address specific social issues and emphasizes citizen participation as a key element in the democratic process. It outlines the importance of community involvement in policymaking to enhance legitimacy, governmental accountability, and the quality of policies. Factors influencing citizen participation include education, socioeconomic status, and access to information. The theoretical framework underscores the significance of active participation for successful community development, particularly highlighting the role of Generation Z in political engagement through digital platforms.Various methods for involving citizens in decision-making—such as public forums, surveys, and online platforms—are discussed, alongside the benefits of integrating technology to promote transparency and inclusivity. To explore this phenomenon in depth, a qualitative research method with an exploratory case study approach is employed. The study involves in-depth interviews with key informants such as public officials, representatives of civil society organizations, and Generation Z citizens who are actively engaged in digital participation. Additionally, participatory observation of public policy forums and documentation of various technology-based participatory initiatives are conducted. Thematic analysis is used to identify patterns, themes, and factors that influence the effectiveness of citizen participation in policymaking. Data validity is ensured through source and method triangulation, as well as member checking with selected respondents.This paper also presents case studies of successful participatory initiatives while addressing challenges such as unequal power dynamics and limited access to information. The recommendations focus on strategies to raise awareness, enhance transparency, encourage inclusivity, and foster a culture of active participation to ensure that policies reflect the diverse needs of society. Overall, meaningful citizen engagement is deemed essential for effective governance and policymaking.

Abstract

The development of digital technology can change the way Islamic da'wah is conveyed, through social media platforms. Digital da'wah can make it easier to spread Islamic teachings more widely, in depth and easily accessed by various groups. However, behind this convenience, there are big challenges in aspects of Islamic law, especially related to the validity of information, ethics in preaching, and the potential for spreading teachings that are not in accordance with Islamic law. This research aims to examine the challenges of Islamic law in dealing with the digital da'wah phenomenon, especially in the spread of Islamic narratives on social media. The research method used is a literature study with a qualitative approach, which analyzes various literature related to Islamic law, ethics of da'wah, and the phenomenon of digital da'wah. The research results show that digital da'wah has great potential in spreading Islamic teachings, but also faces various challenges, such as a lack of supervision of Islamic content, the emergence of preachers without adequate knowledge, and the commercialization of da'wah which can obscure the essence of conveying Islam. Therefore, regulations and a deeper understanding of the principles of Islamic law are needed in preaching in the digital era so that da'wah.

Abstract

Mass media plays a crucial role in shaping public perceptions of various groups, including Muslims. This study examines how Muslims are represented in the media and its impact on national identity. The research employs a literature review method with content analysis from academic journals, books, and news reports. The findings show that Muslim representation in the media varies, often exhibiting biases that influence public perception. In politics, Muslims are frequently associated with extremism, particularly in Western media. In social and cultural aspects, negative stereotypes persist despite some media highlighting positive Muslim contributions. These representations impact national identity, either strengthening or weakening individuals' sense of belonging to their country and their access to citizenship rights. Therefore, more objective and balanced journalism practices are needed to support the creation of an inclusive and harmonious society.

Abstract

One of the human rights protected by several national and international legal instruments is freedom of opinion. In a democratic country like Indonesia, it is protected under Article 28e Paragraph (2) and (3) of the 1945 Constitution and Article 19 of the Universal Declaration of Human Rights. However, in Islam, freedom of opinion is not absolute, meaning that it has a basis based on Sharia principles to uphold the common good. This study uses a qualitative literary analysis method in conjunction with a descriptive-analytical approach with relevant aspects of Islamic law and national regulations. According to the results of the study, Islam encourages behavior that is consistent with the law and does not conflict with Sharia principles, such as not requiring slander, hoaxes, or division. As stated in positive legal regulations, the state also has an obligation to maintain harmony between individual rights and public welfare. Therefore, it is necessary to align Sharia law and the right to freedom of opinion to create a democratic society that still respects religious norms.

Abstract

Pancasila, as the foundation of the Indonesian state, embodies universal values that are relevant for resolving global conflicts. Indonesia, as a nation that upholds these values, has played a significant role as a mediator in various international conflicts, employing a diplomatic approach based on the principles of Pancasila. This article aims to examine the application of Pancasila values in Indonesia’s diplomacy, focusing on case studies of Indonesia’s role in mediating the Palestinian conflict, the Rohingya crisis, and tensions within ASEAN. This research adopts a qualitative approach with a case study methodology, enabling a deep understanding of Indonesia’s diplomatic dynamics in the context of these global conflicts. Additionally, the research analyzes official documents, academic journals, and Indonesia’s foreign policies to provide a comprehensive picture of the effectiveness of a Pancasila-based approach. The results of the analysis indicate that despite existing geopolitical challenges and the dominance of global power structures, the Pancasila-based approach can serve as an effective model for conflict resolution, emphasizing dialogue, social justice, and humanity as the foundation for solutions. Indonesia’s diplomacy, which prioritizes Pancasila values, has proven its relevance in fostering a more just and peaceful world order, while strengthening Indonesia’s position as a moral leader in international diplomacy.

Abstract

The education system in Indonesia comprises a series of interconnected components and educational activities aimed at achieving national education goals. With the growing demands for educational reform, policies related to education have undergone several modifications. Every individual in the country has the right and obligation to attain a decent life; however, in reality, many are still unable to experience genuine well-being. This situation arises because the government and leaders tend to prioritize rights over fulfilling their responsibilities. The methodology employed is qualitative, The research findings indicate that the education policies implemented have not yet fully reached all segments of society, particularly vulnerable groups, despite the presence of public participation in forums such as Musrenbang. Moreover, the success of implementation largely depends on effective coordination between central and regional governments, as well as adequate socio-political support.

Abstract

Human rights must be weighed against the state's interests, especially in a multicultural society. The concept of multicultural citizenship often conflicts with state policy priorities they defense of personal liberties. The state must recognize and protect cultural, religious, and ethnic diversity. Inversely proportional, social stability and national integration are top priorities. This study examines different theories of citizenship, the fundamentals of the rule of law, as well as the problem of managing diversity in a democratic legal system. A descriptive qualitative approach is used in this study to examine policies and regulations related to multicultural citizenship in Indonesia and how they impact human rights and national interests. The results show that despite regulations that assist inclusion, the application of anti-discrimination and the use of policies is still difficult. Therefore, to accept diversity without sacrificing human rights or national interests, more equitable, inclusive, and flexible policies are needed.

Abstract

Constitutional amendments are crucial instruments in the dynamics of state governance, particularly in democratic countries that adopt either a presidential or parliamentary system. This study aims to analyze and compare the mechanisms, implications, and challenges of the constitutional amendment process in both systems. Using a descriptive-comparative approach, the research examines how each system designs and implements constitutional changes, including the role of the legislative and executive branches, as well as public participation. The findings indicate that the presidential system tends to have a more rigid amendment procedure compared to the parliamentary system, which is more flexible in enacting constitutional changes. These differences have implications for government stability, decision-making effectiveness, and the balance of power within each system. Therefore, a deep understanding of constitutional amendment mechanisms in different governmental systems is essential to ensure that constitutional changes remain aligned with democratic principles and national interests.

Abstract

In this article, we discuss protection the rights of citizens in democratic countries from a constitutional point of view and human rights (HAM). The constitution, as the highest legal document of a country, contains the basic principles governing the relationship between the state and its citizens, including in terms of human rights protection. By analyzing the framework of Indonesian law, including the Constitution that was adopted in 1945 and various international human rights instruments. The constitution of Indonesia, especially in Article 28A-28J. However, the implementation of these rights still faces various complex challenges, including regulatory inconsistencies, social inequalities, as well as other political, economic and social factors. It is hoped that this article can make a positive contribution to strengthening the human rights protection system in Indonesia, so that the rights of citizens can be guaranteed and protected properly. Normative juridical research method applied in this article includes analysis of legal rules related to human rights protection, including constitutional laws, government regulations, a court decision. With the application of this research method, this article is expected to make a significant contribution to strengthening the human rights protection system in Indonesia, so that the rights of citizens are guaranteed and protected effectively.
