Abstract

Prevention and overcoming separatism is an important part of the government’s agenda in realizing a safe and peaceful Indonesia. The implementation of development in all regions of the country within the framework of the Unitary State of the Republic of Indonesia is always accompanied by comprehensive efforts to prevent and overcome separatism. One of the complicated problems that still seizes a lot of attention from the nation and state of the Republic of Indonesia until now is undeniable is the separatist movement that developed in several regions of the Republic of Indonesia (NKRI). The separatist movement in Papua has now become an issue that has not yet found a solution based on a comprehensive and dynamic strategy in the context of adjusting to developments in Papua. Various police efforts have been and continue to be carried out in order to overcome the separatism of armed criminal groups (KKB) in Papua. This study aims to examine the extent of the role of the Police in efforts to combat separatism in Papua and measures to optimize that role.

Abstract

Conflicts that occur in various countries indirectly affect Indonesia, namely with population migration for security reasons or also called refugees abroad (refugee). Until now, the number of foreign refugees in Indonesia as of May 2023 has reached 12,704 people. This study aims to analyze the threat of refugee existence in Indonesia by collecting data related to the prominence of Afghan and Rohingya refugees in Indonesia with descriptive qualitative methods referring to threat analysis. The research used a descriptive approach with qualitative data from relevant literatures. The results showed that the existence of refugees has the potential to become a threat as a result of prominent factors such as intention, circumstance, and vulnerability. The intention factor results from refugees who have long lived in Indonesia in shelters that have a saturation point. The situation factor by the main issue is the slow process of resstelement and voluntary repatriation into problems for which there is no definite solution and several relevant issues including Australia's interest in handling overseas refugees in Indonesia, religious and cultural similarities in hosting in Indonesia and the role of trafficking syndicates in the arrival of overseas refugees in Indonesia. Vulnerability factors include gaps in the assessment process for determining refugee status and procedures for handling migrants with final reject status as well as the role of trafficking syndicates.

Abstract

Women's representation in government is considered able to reflect the resilience of democracy in Indonesia. This study aims to analyze the resilience of democracy in DKI Jakarta by looking at the representation of women in the legislative ranks of the DKI Jakarta Provincial DPRD. The method in research is a qualitative approach with literature study methods and case studies on women's representation in the legislative ranks of the DKI Jakarta DPRD. The results showed that women's involvement in politics in the DKI Jakarta DPRD in 2009, 2014, and 2019 was still not in accordance with Article 65 paragraph (1) of Law Number 12 of 2003 concerning Elections where it was stated that election participants could submit candidates for members of the DPR, Provincial DPRD, and Regency / City DPRD for each electoral area by taking into account the representation of women at least 30 percent. In 2009, out of a total of 94 seats, only 22 seats (23.40%) were occupied by women, while the rest were by men. Then, in 2014, the number of female seats was slightly reduced to 19 seats (17.92%), while in 2019, there was an increase to 23 seats (21.70%). The mismatch of women's representation in political seats can cause concern about the resilience of Indonesia's democracy. When women's involvement in the political decision-making process is too low, there will be indications of imbalances in political representation and reducing the plurality of voices in the policy-making process.

Abstract

The studies of international migration, migrant worker, and subjective wellbeing (SWB) have been thoroughly examined.  However, the question on those subjects is still rarely developed when it comes to the particular circumstances. Given the problems, this study focuses on detailed settings such as blue-collar worker and non-procedural (NBMW). This study also aims to explore the perception of public, government, and workers about the issue: how the different perspective of legality, obligation, rights, and security differ among parties. It is important to understand the rationale between them to acquire the proper insight and formulate the best grasp. It is done by analysing the components of SWB (pleasant and unpleasant affect) and the coping mechanisms to deal with it. This study uses qualitative method and interview to gather the data in order to obtain maximal result. This study finds that international are able to change their perception about life. NBMW are able to alter their unpleasant affect to the pleasant ones by doing some sort of coping mechanisms. There is almost non-existent dysfunctional coping used. Most of them are using problem and emotional focused coping mechanism to deal with the problem. One of the reasons is their consideration of future planning for family left behind and themselves. International migration plays an important role despite their imperfection while doing it. International migration provides them positive aspects such elation and hope though negative aspects like sadness, and anxiety and worry are not necessarily absent.

Abstract

The relocation of Indonesia's capital (IKN) from Jakarta to Nusantara is an ambitious undertaking with far-reaching strategic implications for the nation. This study examines the capital relocation through the framework of nine strategic intelligence components: ideology, politics, economy, socio-culture, defense and security, law, information, technology, and the environment. The analysis integrates findings from previous research (synthetic analysis) with data gathered from news sources and field observations (narrative analysis). This study employs a qualitative approach using synthetic analysis and narrative analysis methods. The synthetic analysis was conducted by reviewing and summarizing previous research related to the IKN relocation, while the narrative analysis involved gathering data from various sources, such as news reports, official documents, and field observations. The conclusion of this research indicates that the relocation of the IKN to Nusantara is a strategic, complex, and multidimensional initiative, holding significant potential benefits but also facing various challenges.

Abstract

This research is based on the fact of Indonesia's great efforts in combating money laundering and terrorism financing practices that brought Indonesia to be recognized as the 40th member of the FATF. The purpose of this study is to analyze the threats, vulnerabilities and risks of money laundering and terrorism financing crimes and describe the potential impact of Indonesia's involvement as a member of the FATF on the prevention, supervision and enforcement of these crimes. Using a descriptive qualitative approach, this study uses secondary data from related institution documents and a number of previous research journals as a basis for analyzing the problem under study. The results showed that money laundering and terrorism financing crimes are very high when viewed from the trend in the number of crackdowns in recent years. In addition, the vulnerability related to several problems that are still faced such as weak declarations on carrying cash, large objects of supervision, problems with data input in the system, not standardized supervisory infrastructure, limited authority of the DGT and not integrated reporting applications among related institutions. The potential impact of Indonesia's involvement as a member of the FATF on the prevention, supervision and enforcement of crimes is to increase the credibility of the country's economic management as the main investment attraction. Safeguarding Indonesia's international political interests in influencing international policy in accordance with Indonesia's national interests. And become a catalyst that encourages or "forces" Indonesia to focus on strengthening supervision and law enforcement through various efforts and strategies.

Abstract

The purpose of this study is to determine the role of immigration intelligence in tackling human smuggling crimes at Soekarno-Hatta International Airport in 2023. This study used qualitative research methods in this study. This Study uses this method to explain and describe the analysis related to the role and function of the immigration intelligence apparatus in tackling human smuggling crimes. Based on the case study that occurred, human smuggling actors are in Indonesia to ensure that 'victims' can enter Indonesian territory and successfully exit Indonesian territory. The Indonesian state is a transit location for foreigners to be smuggled because of its strategic location and is considered to have no advanced technology in detecting fake passports. Based on the results of this study, it is necessary to apply further studies related to training and education on intelligence specifically related to immigration for Immigration apparatus assigned to the Field of Intelligence and Immigration Enforcement.

Abstract

This research is based on the increasing threat of sedimentation in water areas by utilizing technological developments through the use of High Speed Crafts (HSC). The increase in threats is faced with obstacles for the authorities in balancing surveillance facilities and infrastructure with the technology used by smugglers. In addition, the need for intelligence data that is integrated with all related apparatus also requires a lot of development. This paper uses a qualitative approach. The data used are secondary data derived from related documents from several institutions, mass media articles and literature reviews related to strategic intelligence. Researchers concluded that smuggling using High Speed Crafts (HSC) in Indonesian waters has been frequent for the past few years. In 2019 and 2020, the DJBC and the Ministry of Finance succeeded in uncovering the practice of smuggling using HSC which had the potential to cause considerable state losses related to alleged money laundering crimes. The mode of HSC smuggling is carried out by the ship-to-ship method from large ships. Enforcement is challenged because the surveillance vessel facilities have a capacity that is not faster than the ships owned by the perpetrators, plus the changing point of the HSC of the smugglers spread across Sumatra and Java. An important evaluation of the supervision of smuggling in the HSC mode is at least related to increasing the quantity and capacity of DJBC through human resources and surveillance ship facilities that have capabilities above the facilities owned by smugglers.

Abstract

This article began with the existence of a major threat to national resilience related to transnational organized crime (TNOC) in wildlife trade and smuggling. The Directorate General of Customs and Excise (DJBC) as the guard of Indonesia's entrance has a strategic role in efforts to supervise TNOC activities. This study aims to analyze the threat of TNOC acts of animal smuggling and all efforts made by DJBC with other law enforcement officials. This paper uses a qualitative approach, with the research method of literature study or document study. Data collection techniques come from secondary data such as related institutional documents and literature that are in accordance with the concepts discussed. The results of the study show that the threat of wildlife smuggling is still very high which has the potential to pose a great risk to national resilience in the context of biodiversity conservation, community protection from various viruses to economic losses that Indonesia can get. From the perspective of strategic intelligence, the supervision of TNOC actions requires various strengthening, especially in strengthening data and intelligence information systems, strategic intelligence resources and creative thinking of law enforcement. Finally, various efforts to strengthen the legal foundation require dynamic efforts by adjusting environmental conditions and international laws and regulations, accompanied by synergy between institutions.

Abstract

The Golden Visa policy, aimed at attracting quality investors and global talents, has gained prominence globally, including in Indonesia through Permenkumham 22 of 2023. This policy is designed to enhance the domestic economy by offering incentives and streamlined processes for foreign investors and talents. However, the potential threat posed by the Golden Visa system is a subject of concern, prompting this research to delve into its implications using qualitative research methods and an inductive approach. The analysis reveals that the potential threat of the Golden Visa lies in its capacity to negatively impact national security. Recognizing the significant role of the Directorate General of Immigration, the agency vested with authority in the immigration sector, becomes crucial in mitigating these threats. The integration of intelligence analysis and collaborative governance within the Directorate General of Immigration can serve as an effective early detection mechanism for potential threats associated with the Golden Visa program. In conclusion, while the Golden Visa policy holds the promise of economic benefits for Indonesia, it is imperative to address and manage the potential security threats it may pose. By leveraging the expertise of immigration authorities and employing strategic intelligence analysis, Indonesia can strike a balance between attracting foreign investments and talents while safeguarding its national security interests.
