Abstract

Background: The world of intelligence and security is still seen as the realm of men, due to the strong patriarchal culture and existing stigma, the world of intelligence and security is seen as a world that requires physical abilities, mental resilience, aggressiveness, which are considered to be more owned by men. Aim: This research is intended to describe the role of women in the intelligence and security sector, the obstacles and constraints for female officers to be more involved in intelligence and national security activities, and the importance of repositioning the role of women in fields that are still often seen as a male world. Method: This study used a qualitative research method by conducting literature studies, observing in the field, and collecting data related to this research. Findings: Awareness about the role of women in the security sector such as intelligence, law enforcement, military, needs to be continuously disseminated to all parties, not only to policy makers, organizational leaders, men, or the community, but also to women themselves so that they are not skeptical of their ability to assume a more strategic role in the sector.

Abstract

The revision of the Broadcasting Law 2024, particularly Article 50B paragraph 2  (c) which prohibits the "exclusive investigative journalism," has sparked controversy among media and democracy stakeholders in Indonesia. This study aims to (1) analyze stakeholders' perspectives on this provision, (2) examine the differences and similarities in perspectives in the context of democratic resilience, and (3) synthesize the underlying issues to provide recommendations for strengthening democracy. Grounded in  democracy theories, this research adopts a qualitative approach using document studies from national media sources and official documents between May and November 2024. The data is analyzed using assumption analysis to identify stakeholder perspectives. The findings reveal a polarization between policymakers, who emphasize restrictions as a protective tool, and the press, which perceives them as a threat to freedom. However, a consensus emerges on the need for clearer media regulation and the protection of public interests. From a democratic resilience perspective, the macro-institutional level is identified as the weakest due to regulatory ambiguity and overlapping institutional authority, which may undermine democratic oversight and impede media control functions. The study concludes that Article 50B paragraph 2 (c) of the Broadcasting Act has the potential to threaten democratic sustainability. It therefore recommends a reassessment of the law and the article, as well as strengthening institutional coordination to harmonize regulations.

Abstract

Jakarta, as the capital city and the center of gravity of Indonesia, is highly vulnerable to modern aerial threats. Its dense population, the presence of government institutions, vital infrastructures, and its role as the nation's political, economic, and diplomatic hub make Jakarta a strategic target for drone attacks and aerial strikes. These threats are asymmetric in nature—fast, precise, difficult to detect, and cost-effective—thus requiring the strengthening of an adaptive and integrated air defense system. This study employs a qualitative descriptive-analytical approach through literature reviews, policy document analysis, and comparative case studies of international practices. The findings reveal that integrating advanced radar technology, early warning systems, Counter-Unmanned Aerial Systems (C-UAS), and the readiness of the Indonesian Air Force are crucial in establishing a layered air defense system in Jakarta. These efforts align with Indonesia's total defense doctrine, emphasizing cross-sector synergy, military-civil collaboration, and defense diplomacy to safeguard national stability.

Abstract

Purpose: This study investigates the implications of quantum computing for Indonesia’s national resilience by placing digital security, data sovereignty, and governance preparedness as the focus of analysis. It examines how quantum technology may affect the stability and adaptive capacity of Indonesia’s national resilience system, particularly in the dimensions of cybersecurity, defence, and strategic governance. Study Design/Methodology/Approach: This study uses a descriptive qualitative approach based on an analysis of international and domestic literature published between 2018 and 2025, using Indonesia’s national resilience framework, including Asta Gatra and ATHG, combined with Complex Adaptive Systems theory to examine the interactions of actors, institutions, and technologies in facing strategic disruption in the quantum computing era. Findings: The findings reveal that the US, China, Japan and the EU have created advanced and coordinated quantum research ecosystems. quantum computing presents risks to public-key cryptography, digital infrastructure, signals intelligence, data sovereignty, and several dimensions of Asta Gatra because of limited human resources, insufficient research facilities, fragmented regulation, and the absence of an integrated post-quantum cryptography roadmap. This risk advocates for immediate actions such as the creation of a post-quantum cryptography roadmap, cryptographic asset mapping across public institutions, and national coordination in digital security. Long-term responses should include strengthening technological sovereignty, developing advanced quantum education, and building national research capacity in post-quantum security. Originality/Value: This study presents a new insight by incorporating quantum computing into Indonesia’s national resilience analysis through the Asta Gatra, ATHG, and Complex Adaptive Systems frameworks and gives policy recommendations for Indonesia to increase its technological sovereignty and adaptive capacity at an early stage in the quantum revolution.

Abstract

Purpose: The purpose of this paper is to examine the relationship between the first term of the Trump administration (2017–2021) and the United States Intelligence Community (USIC), with particular attention to intelligence politicisation, bureaucratic politics, and the deployment of the “deep state” narrative. The authors argue that these dynamics are changing patterns of democratic governance and impacting the national resilience of the United States in the realms of politics, government, and security. Study Design/Methodology/Approach: This study adopted a qualitative approach to analyze the implementation of inter-institutional competition, while a national resilience framework based on the Asta Gatra framework was used to assess the interaction between political authority, administrative integrity, and security governance. Findings: Persistent distrust, populist rhetoric, and political intervention characterise the relations between President Trump and the Intelligence Community. These dynamics weakened analytical independence, institutional coordination, and transparency, thereby disrupting the balance between political and administrative resilience and constraining the state’s adaptive capacity in managing national security under political turbulence. Originality/Value: This study contributes to the literature by integrating bureaucratic politics and national resilience perspectives to reinterpret the Trump-Intelligence Community conflict as a test of institutional resilience, rather than a conspiracy phenomenon.

Abstract

Purpose: This study proposes a theoretical model to analyse water resilience as part of Jakarta's adaptation strategy towards becoming a resilient and sustainable global city, focusing on three aspects: water governance vulnerability, city resilience status, and adaptation strategy as the main policy response. Study Design/Methodology/Approach: This study uses a qualitative conceptual approach based on literature review and document analysis. The model was developed by integrating global city theory, social-ecological interaction theory, adaptation strategy, and national resilience. Relevant academic studies and policy documents on Jakarta’s water governance, PAM Jaya, piped water service expansion, and urban resilience were reviewed to identify the main dimensions and indicators of the proposed model. Findings: The proposed model connects three elements: water governance vulnerability as the independent variable, city resilience status as the mediator variable, and adaptation strategy as the dependent variable. The model suggests that higher water governance vulnerability may weaken city resilience, while stronger city resilience may support more effective adaptation strategies through infrastructure improvement, institutional strengthening, stakeholder collaboration, and community participation. Originality/Value: This theoretical model represents both the concept of water security and global city theory, which is embedded in its strategic framework with the Asta Gatra idea. It is also conceptually and policy relevant for other large cities in developing countries facing similar challenges in water governance, urban resilience, and urbanisation pressure.

Abstract

Traditional communities in various regions of Indonesia continue to face multiple barriers in accessing modern healthcare services. These barriers are not only geographical and structural but also socio-cultural in nature. This article aims to identify and analyze socio-cultural barriers affecting healthcare access and utilization among traditional communities through a systematic literature review. The study employed a literature review approach by searching for scholarly articles in PubMed, Scopus, Google Scholar, and ISJD databases published between 2015 and 2025. In total, 41 articles were retrieved and analyzed from these databases. Inclusion criteria encompassed studies addressing socio-cultural barriers and the integration of traditional and modern medicine within healthcare services for traditional communities in Indonesia. Five key socio-cultural barriers were identified: (1) reliance on traditional healing systems; (2) communication gaps between healthcare providers and communities; (3) social values and norms that restrict access; (4) incongruence between healthcare services and cultural needs; and (5) stigma toward disease and modern medicine. These barriers significantly influence service quality and accessibility. Culturally responsive strategies are therefore required, including the integration of traditional and modern medicine, enhancement of healthcare workers’ cultural competence, empowerment of local cadres, and the adaptation of services to align with community cultural values, in order to improve healthcare access and quality among Indigenous populations.

Abstract

Covid-19 pandemic significantly affects the community’s social life. It does not only result in a health crisis but also an economic crisis. This condition requires a collaboration between the governments and the community as national integration. Recent political situation exhibits a decrease in the tense relationship between the state and the civil society. A transformation is necessary to compromise. Accordingly, the state and civil society should cooperate, help each other, and control each other. Pancasila, as an open ideology, should be implemented as a national life guideline to obtain the state goals amid this pandemic.

Abstract

Pasar tradisional di Manokwari, Papua Barat, menjadi pusat aktivitas ekonomi lokal, khususnya bagi mama-mama Papua yang berperan sebagai pencari nafkah utama keluarga. Namun, ketimpangan kepemilikan komoditas dan akses terhadap sumber daya ekonomi menciptakan kesenjangan daya saing antara pedagang lokal dan pedagang lainnya. Penelitian ini bertujuan menganalisis ketimpangan kepemilikan komoditas dan mengevaluasi pemberdayaan ekonomi mama-mama Papua. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan studi lapangan, melibatkan wawancara mendalam, observasi, dan analisis dokumen. Data dikumpulkan dari tiga pasar utama, yaitu Pasar Wosi, Pasar Sanggeng, dan Pasar Borobudur, dengan narasumber seperti pedagang lokal, kepala dinas, dan akademisi. Hasil penelitian menunjukkan ketimpangan kepemilikan komoditas disebabkan oleh keterbatasan modal, teknologi, dan akses jaringan distribusi. Program pemberdayaan pemerintah masih minim dan kurang fokus pada kebutuhan lokal. Penelitian ini menyimpulkan perlunya kebijakan inklusif berbasis kebutuhan lokal untuk mengatasi ketimpangan, melalui dukungan sektor UMKM, pelatihan keterampilan, dan pengembangan infrastruktur pasar. Implikasinya, kebijakan yang terpadu dan berkelanjutan penting untuk memberdayakan ekonomi lokal, menciptakan pasar tradisional yang adil dan inklusif, serta memperkuat ketahanan ekonomi masyarakat Papua Barat.

Abstract

This study aims to understand the resilience strategies of migrant crew on Taiwanese fishing vessels in the face of stress and pressure at work. Using a qualitative approach, this study involved in-depth interviews with seven resource persons who were migrant fishermen in Taiwan. The snowball sampling technique was used to select interviewees who had previously worked on Taiwanese fishing vessels. Data collection was conducted through interviews to gain comprehensive insights into the experiences and resilience strategies of migrant fishermen. The results showed that migrant fishermen are exposed to various sources of stress and pressure in the workplace, including hazardous working conditions, distance from family and home, work pressure, and poor accommodation conditions. However, the study also revealed that migrant fishermen use a variety of resilience strategies to overcome these challenges, including social support from colleagues, independence in solving problems, improved adaptation skills, and finding sources of strength from personal beliefs and values. By deepening the understanding of migrant fishermen's resilience strategies on Taiwanese fishing vessels, the research is expected to provide valuable insights for developing policies and intervention programs to improve the welfare and safety of migrant fishermen in risky work environments. In addition, the findings of this study can also be a foundation for further research in understanding the dynamics and determinants of individual resilience in high-risk occupational sectors.
