Abstract

Gambling is a societal issue that negatively affects morality, the economy, and family resilience. This practice can lead to financial loss, domestic violence, and the deterioration of social functions within society. Although gambling is regulated under criminal law in Indonesia, such as Article 303 of the Indonesian Criminal Code and Law No. 7 of 1974, gambling cases continue to rise, including in Gorontalo. This study aims to analyze the legal impact of gambling as a criminal act and how law enforcement is implemented to maintain family resilience. This study uses a qualitative method with a case study approach conducted at the Polres (Kepolisian Resor or Precinct Police Station) of Gorontalo City to examine the legal impact of gambling crimes on family resilience. The findings show that gambling crimes in Gorontalo City, particularly lottery gambling, have fluctuated between 2020 and 2024, with a significant increase in 2023. Gambling has serious impacts on family resilience, causing economic loss, domestic conflict, social stigma, and psychological disorders, especially among children. The main contributing factors include economic pressure, environmental influence, weak supervision, and suboptimal law enforcement. Perpetrators who are repeat offenders, organizers, or who involve others are subject to heavier penalties. The legal impact is not only experienced by the perpetrators but also undermines family stability and causes public concern. Gambling crimes in Gorontalo City have wide- reaching effects, legally disadvantaging the perpetrators and destroying family resilience economically, socially, and psychologically. Key factors such as economic pressure, environmental influence, and weak law enforcement contribute to gambling behavior. As a result, offenders' families experience conflict, stigma, and even household breakdowns. These social impacts create a ripple effect that disrupts community stability.

Abstract

This study aimed to determine the impact of alcoholic beverage (liquor) consumption among teenagers and to identify both preventive and repressive efforts in addressing such behavior in Moyag Todulan Village, Kotamobagu Timur Subdistrict, Kotamobagu City. The phenomenon of alcohol consumption among teenagers shows a worrying trend, marked by an increase in juvenile delinquency, fights, and social disturbances that concern the community. This research used a qualitative approach with a phenomenological method and data collection techniques including interviews, observation, and documentation. The results of the study indicate that alcohol consumption leads to various negative effects such as physical health issues, dependency, declining academic performance, and even law violations. Contributing factors include social environmental influences, lack of parental supervision, and low awareness among teenagers regarding the dangers of alcohol. Mitigation efforts are carried out through preventive measures like public awareness campaigns and repressive actions such as law enforcement and rehabilitation programs. This research recommends the active involvement of all elements, including parents, schools, and the government, in creating an environment free from the negative influence of alcohol to ensure a better future for the youth.

Abstract

Based on research results witness or victim protection is regulated in Law no. 13 of 2006 and to find out how the legal protection of the rights of the defendant in criminal cases in Gorontalo the violation of the defendant was carried out by the investigator both from the beginning of the process until the end of the process. The human rights law must be fulfilled and there are several violations committed by the investigator both intentionally or unintentionally. The defendant's human rights are listed in Law No. 8 of 1981 concerning criminal procedural law in article 98 paragraph 1 explains"If an act which forms the basis of an indictment in an examination of a criminal case by a district court results in a loss for another person, the presiding judge may at the request of that person determine to incorporate the case for the compensation claim to the criminal case".Paragraph (2) explains;"The request referred to in paragraph (1) may only be submitted at the latest before the public prosecutor recommends a criminal charge. In the event that the public prosecutor is not present, the request is submitted no later than before the judge passes the sentence ".The defendant's human rights law is a right that must be carried out by the investigator from the beginning of the process until the end of the investigation process.

Abstract

For the sake of realizing a prosperous, just and prosperous Indonesian society based on Pancasila and the 1945 Constitution. The quality of Indonesia's human resources must be continuously improved for national development capital and making Indonesia a developed country. It also includes attention to youth and children as the next generation, so that one day they can bring Indonesia into a developed country. Talking about the problem of adolescents and children is an interesting subject to be discussed and discussed hotly these years of years the level of juvenile delinquency in narcotics abuse, brawl that leads to criminal acts, more specifically criminal acts of theft perpetrated by children. In the current era, we hear a lot of theft, both adults and young children. According to article 1 number 1 of the Child Protection Act, "a child is someone who is not yet 18 years (eighteen) years old, including those still in the womb". In juvenile criminal law, hereinafter referred to as Delinquency / (crime) against several acts that are against the law. According to Romli Atmasasmit Juvenile (15), Delinquency is any act or behavior of a child under the age of 18 years and has not married which is a violation of applicable legal norms, and can endanger the child's personal development.

Abstract

This study aims to determine the application of the elements of the crime of premeditated murder under Article 340 of the criminal code in Decision No : W20.U1/25 / AT.05.02/12/2019 and to find out the legal considerations of the panel of judges in the imposition of penalties against perpetrators of premeditated murder in the decision No. W20.U1/25 / AT.05.02/12/2019.The method used in this study is the technique of data collection by way of research study of documents conducted in the Gorontalo District Court and reading literature and other reading sources as well as interview techniques in which the authors conduct direct questioning to the parties concerned in this case Gorontalo District Court judges, prosecutors and legal experts concerning the object research. The results of this study showed that the application of elements of the crime of premeditated murder law and Decision No: W20.U1/25 / AT.05.02/12/2019 is accurate.the public prosecutor uses the indictment of the first indictment primair Article 340 of KUHP ,indictment subsidiair 338 of KUHP indictment more subsidair 351 paragraph(3) of KUHP and the second indictment 285 of KUHP

Abstract

The discussion related to bank credit problems cannot be denied that there are urgent matters that can be considered disturbing for the bank as a creditor, one of which is related to the impact of divorce which certainly causes problems in terms of implementing the credit agreement system made. In several previous studies, it was found that after a divorce, customers face unfavorable financial conditions, so in the end they experience problem loans because the object of credit is joint property. Spouses who have divorced and are entitled to gono-gini property, often have disputes about this. However, the wishes of each party are usually contrary to the laws applicable to the divided gono-gini property. The purpose of this study is to analyze the juridical joint property with the marriage Agreement and analyze the validity of Bank Credit Agreements by customers who are bound by marital Status with the object of joint property.

Abstract

The reform of Indonesia’s national criminal law through the enactment of Law Number 1 of 2023 concerning the Criminal Code (KUHP) introduces significant changes in the regulation of criminal offenses, particularly within the domain of morality-related crimes. One of the most notable developments is the reclassification of certain offenses into complaint-based crimes, which were previously treated as ordinary offenses. This policy shift is grounded in the intention to better respect individual privacy, human dignity, and the autonomy of victims in deciding whether a case should proceed through legal channels. At the same time, it reflects the state’s effort to limit excessive intervention in the private sphere of citizens. Nevertheless, the implementation of complaint-based offenses in morality-related crimes presents a number of challenges. In practice, this mechanism may hinder victims’ access to justice due to various factors, including social pressure, stigma, unequal power relations, and economic dependence on the perpetrator. This study aims to comprehensively examine the concept of complaint-based offenses in morality crimes under the new Criminal Code and to analyze its implications for victim protection. This research employs a normative legal method using both statutory and conceptual approaches, supported by primary and secondary legal materials. The findings indicate that while complaint-based offenses provide victims with greater control over legal proceedings, they also pose risks of injustice, particularly for vulnerable groups such as women. Therefore, strengthening legal policies, improving victim assistance mechanisms, and adopting a more victim-oriented approach are essential to achieving substantive justice.

Abstract

 Di lingkungan kampus universitas negeri Gorontalo, kecamatan kota tengah  kota gorontalo, provinsi  Gorontalo ada beberapa kalangan anak muda  yang belum mampu mengimplemantasikan perilaku nilai-nilai yang terkandung dalam Pancasila, dan tidak memahami makna dari nilai-nilai tersebut yang menyebabkan  banyak kalangan remaja yang belum bisa menghargai perbedaan  satu sama  lain yang timbulnya sikap  rasisme terhadap individu ataupun  kelompok  sehingga terjadinya pertikaian antara satu dengan yang yang lain karna tidak adanya penanaman nilai-nilai Pancasila pada kalangan remaja tersebut. berdasarkan masalah di atas peneliti melakukan sosialisasi terhadap kalangan remaja di lingkungan kampus 1 Universitas Negeri Gorontalo, mencakup : (1). Melakukan koordinasi dengan kalangan remaja, (2). Melakukan identifikasi atas masalah perilaku anak muda di kota gorontalo, tepatnya di kota tengah, kota gorontalo, provinsi gorontalo, (3). Melakukan sosialisasi di kalangan remaja, (4). Mempersiapkan sarana dan fasilitas pendukung kegiatan, dan (5). Pelaksanaan kegiatan. Penulis ingin mengatahui bagaimana cara para pengajar melakukan penerapan nilai nilai pancasila pada peserta didik  sebagai asas dan idiolagi kita masyarakat Indonesia, penerapan nilai nilai pancasila ini sebagai hal wajib untuk sebgaimana semua peserta didik  harus paham dan hapal apa yang terkandung.dalam 5 sila Pancasila.

Abstract

Mahasiswa di Jurusan Ilmu Hukum dan Kemasyarakatan menjadi objek utama dalam pelaksanaan edukasi hukum terkait kekerasan seksual. Kekerasan seksual adalah setiap perbuatan merendahkan, menghina, menyerang dan/atau tindakan lainnya, terhadap tubuh yang terkait dengan nafsu perkelaminan, hasrat seksual seseorang, dan/atau fungsi reproduksi, secara paksa, bertentangan dengan kehendak seseorang, dan/atau tindakan lain yang menyebabkan seseorang itu tidak mampu memberikan persetujuan dalam keadaan bebas karena ketimpangan relasi kuasa, relasi gender dan/atau sebab lain, yang berakibat atau dapat berakibat penderitaan atau kesengsaraan terhadap secara fisik, psikis, seksual, kerugian secara ekonomi, sosial, budaya, dan/atau politik. Tahapan pelaksanaan kegiatan pengabdian yang diselenggarakan di Gedung Bersama Fakultas Ilmu Sosial, Jurusan Ilmu Hukum Kemasyarakatan : (1) Melakukan koordinasi dengan birokrasi jurusan Ilmu Hukum Kemasyarakatan (2) Melakukan identifikasi atas masalah perilaku yang mungkin terjadi kepada mahasiswa terkait persoalan kekerasan seksual di lingkungan jurusan Ilmu Hukum Kemasyarkatan. Berdasarkan judul diatas, maka saya sebagai narasumber melakukan sosialisasi terhadap mahasiswa dan mahasiswi digedung belajar fakultas ilmu sosial, Kelurahan dulalowo, Kabupaten kota timur dengan tujuan untuk: (1) Menurunnya tingkat kasus kekerasan seksual (2) Mahasiswa paham akan delik terkait kekerasan seksual (3) Terhindar dari kekerasan seksual. (4) Memberi Sosialisasi tentang Pemberian Edukasi Hukum Terhadap Kekerasan Seksual di Lingkungan Jurusan Ilmu Hukum Kemasyarakatan.

Abstract

This field activity focuses on the utilization of cow dung waste as a social and environmental solution through the production of solid organic fertilizers. Held on April 16, 2025 at the Mootoduwo agricultural and Rural Self-Help Training Center (P4S) in Huluduotamo Village, this activity involved all members of Class A of the S1 agribusiness Study Program, Faculty of Agriculture, Gorontalo State University and lecturers for citizenship courses. The stages of activities include the preparation and collection of materials (cow dung, rice bran, granulated sugar, EmA11), grinding cow dung using special machines, mixing and composting of materials , regular monitoring and stirring every 3-4 days, and finally, ripening and packaging of fertilizers. The method used is the delivery of material directly in the field, practicum production of organic fertilizers, and group discussions. The results showed success in producing solid organic fertilizer of good quality, characterized by dark brownish color, brittle texture, and no pungent odor after fermentation. The utilization of this waste not only contributes to improving the quality of the environment and soil fertility, but also provides a positive social and economic impact for rural communities through job creation and increased income in line with civic values.
