Abstract

Pelayanan farmasi rawat jalan sering mengalami hambatan yang berdampak pada lamanya waktu tunggu obat. Penelitian ini bertujuan menggambarkan alur pelayanan resep, faktor penyebab keterlambatan, persepsi pasien, pandangan petugas, serta strategi perbaikan yang diperlukan. Penelitian menggunakan metode kualitatif dengan design studi kasus melalui wawancara mendalam, dan partisipan terdiri atas dokter, perawat, petugas farmasi, kepala instalasi farmasi, dan pasien. Analisis data dilakukan secara tematik menggunakan Atlas.ti. Hasil penelitian menunjukkan bahwa alur pelayanan meliputi input resep, verifikasi, peracikan obat, dan penyerahan obat. Hambatan utama muncul pada tahap verifikasi dan penyiapan obat akibat faktor teknis pada SIMRS, sumber daya manusia, sarana prasarana, dan koordinasi antarunit yang belum optimal. Faktor penyebab keterlambatan mencakup ketidakstabilan SIMRS, keterbatasan SDM, beban kerja tinggi, sarana prasarana yang kurang memadai, serta sistem komunikasi yang tidak efektif. Pasien melaporkan waktu tunggu 30–90 menit dan mengeluhkan kurangnya informasi serta kenyamanan ruang tunggu. Petugas menyoroti masalah klarifikasi resep, keterlambatan pengiriman, dan kendala teknis di farmasi. Rekomendasi utama meliputi optimalisasi sistem informasi dan teknologi, peningkatan infrastruktur jaringan, pengembangan sumber daya manusia, penyusunan dan penerapan sop koordinasi antar unit, peningkatan sarana dan prasarana , serta monitoring dan evaluasi berkala. Perbaikan pelayanan farmasi membutuhkan pendekatan manajerial yang komprehensif untuk meningkatkan efisiensi dan kepuasan pasien.

Abstract

The Regional General Hospital (RSUD) of West Nusa Tenggara Province, as a major referral hospital, faces a serious issue of accumulated receivables from the National Health Insurance Agency (BPJS Kesehatan) due to claim payment delays of 60–120 days. This situation strains cash flow and affects drug procurement, medical staff remuneration, and service continuity. This study aims to evaluate the management of BPJS receivables and their impact on the hospital’s financial and operational conditions, as well as to formulate improvement strategies. A qualitative descriptive method was employed through interviews, observation of claim submission processes, and document review. The analysis covered receivable conditions, claim procedures, management strategies, operational impacts, and recommendations. The results indicate challenges related to incomplete medical records, limited coding personnel, and the lack of integration between the hospital information system and the BPJS e-Claim application, which lengthen receivable periods and weaken cash flow. Management efforts such as establishing a claim team, administrative digitalization, and routine coordination with BPJS have reduced claim rejection risks. Recommendations include strengthening electronic medical records, enhancing human resource capacity, integrating the hospital information system with BPJS applications, and conducting regular evaluations using average collection period and receivables turnover ratio to improve receivable management effectiveness and ensure service sustainability.

Abstract

This research aims to formulate a strategic plan for Siti Asiyah Bumiayu Hospital in facing the increasingly competitive competition of the health service industry in the Bumiayu District area. The research method used is qualitative with a case study approach, where data is collected through in-depth interviews with management and analysis of organizational strategic plan documents. Data analysis was carried out using the Internal Factor Analysis Strategy (IFAS), External Factor Analysis Strategy (EFAS), and TOWS matrix to map the competitive position of hospitals. The results of the study showed that RSU Siti Asiyah Bumiayu was in Quadrant III (Defensive/Survival) with a coordinate point (-0.20; -0.13), which indicated that the organization had significant internal weaknesses, such as the stigma of old buildings and the limited number of specialist doctors, amid a major threat from modern competitors around it. The recommended priority strategies are the WT (Weakness-Threats) strategy which focuses on risk mitigation through the gradual physical renovation of buildings, recruitment of specialist doctors, optimization of digital marketing to improve the image of hospitals, and the development of superior service units to prepare for the transition to a sustainable classification of type C hospitals.

Abstract

Penelitian ini bertujuan untuk menganalisis penerapan strategi pemasaran melalui pengoptimalan komponen marketing mix pada Koperasi Peternakan Bandung Selatan (KPBS) Pangalengan dalam menghadapi persaingan industri susu yang semakin kompetitif. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode studi kasus. Teknik pengumpulan data dilakukan melalui wawancara mendalam dengan pengurus dan anggota koperasi, observasi langsung terhadap aktivitas operasional dan pemasaran, serta studi dokumentasi yang berkaitan dengan kebijakan, laporan, dan strategi pemasaran KPBS Pangalengan. Data yang diperoleh kemudian dianalisis secara sistematis melalui proses reduksi data, penyajian data, dan penarikan kesimpulan untuk memperoleh gambaran yang komprehensif mengenai penerapan strategi pemasaran yang dilakukan koperasi. Hasil penelitian menunjukkan bahwa penerapan strategi pemasaran dengan mengoptimalkan tujuh komponen marketing mix (product, price, place, promotion, people, process, dan physical evidence) dapat meningkatkan citra merek dan loyalitas konsumen. Kesimpulan dari penelitian ini menegaskan bahwa penguatan strategi marketing mix secara terintegrasi menjadi faktor kunci dalam mendukung keberlanjutan dan pertumbuhan KPBS Pangalengan di tengah persaingan industri susu yang semakin ketat.

Abstract

Penelitian ini bertujuan untuk menganalisis perhitungan unit cost layanan hemodialisis menggunakan metode Activity Based Costing (ABC) serta membandingkannya dengan tarif INA-CBGs yang berlaku di RSUD Kabupaten Lombok Utara. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode ABC untuk menghitung biaya berdasarkan aktivitas yang terlibat dalam penyelenggaraan layanan hemodialisis. Biaya dianalisis dalam empat klasifikasi aktivitas, yaitu unit-level, batch-level, product/service sustaining, dan facility sustaining. Hasil penelitian menunjukkan bahwa biaya satuan layanan hemodialisis berdasarkan metode ABC adalah sebesar Rp785.822,61 per tindakan. Ketika dibandingkan dengan tarif pembiayaan INA-CBGs sebesar Rp841.900, diperoleh selisih positif (surplus) sebesar Rp56.077,39. Surplus ini mengindikasikan bahwa biaya riil penyelenggaraan layanan hemodialisis masih berada di bawah tarif INA-CBGs, sehingga pelayanan tetap berada dalam kondisi efisien dan tidak menimbulkan potensi kerugian finansial bagi rumah sakit. Temuan ini juga menegaskan bahwa metode ABC memberikan informasi biaya yang lebih akurat, terperinci, dan relevan untuk mendukung pengambilan keputusan manajerial dalam pengendalian biaya, perencanaan anggaran, dan peningkatan kualitas layanan. Dapat disimpulkan bahwa hasil perbandingan biaya hasil perhitungan ABC terhadap tarif INA-CBGs dapat menjadi dasar bagi rumah sakit dan pemerintah daerah untuk merumuskan strategi pembiayaan yang lebih tepat guna mendukung keberlanjutan pelayanan hemodialisis.

Abstract

This study aims to formulate a managerial strategy to accelerate waiting time through the identification of the root of the problem using the Failure Mode and Effect Analysis (FMEA) method. The research used a qualitative design involving five groups of informants, namely patients, specialist doctors, nurse at output patient clinics, medical record officers and management. Data were collected through in-depth interviews, observations, and Likert scale assessments, then analyzed using the FMEA approach to determine the Severity, Occurrence, Detection, and Risk Priority Number (RPN) values in each failure mode. The results of the study showed four failure modes with the highest RPN scores, namely: Hospital Management Information System failure (RPN 47.75), registration administration process (RPN 43.40), repeated service failures (RPN 42.05), and delay in specialist doctor attendance (RPN 40.98). HMIS is the most critical factor because it has the highest frequency of disruptions and has a direct impact on the entire service flow. Other dominant obstacles are delays in medical record files, insynchronization of administrative processes, and obstacles in pharmaceuticals. Based on these findings, the proposed managerial strategies include short-term improvements (optimization of human resources and SOPs), medium-term (digitalization through EMR and e-prescribing), and long-term (strengthening of Hospital Management Information System infrastructure and implementation of CQI). This research confirms that accelerating waiting times requires an integrated managerial approach, focusing on digitalization and cross-unit coordination.

Abstract

This study examines the implementation of Good Corporate Governance (GCG) principles in the procurement of goods and services at Jatisari Regional Public Hospital, Karawang, which operates as a Regional Public Service Agency (BLUD). A qualitative descriptive method with a phenomenological approach was employed to analyze the application of transparency, accountability, responsibility, independence, and fairness in procurement processes. Data were collected through in-depth interviews with hospital directors, procurement officers, and patients, supported by direct observation and document analysis. The findings indicate that Jatisari Regional Public Hospital has made positive progress in implementing GCG principles through the use of electronic procurement systems, public information disclosure, and compliance with regulatory standards. Nevertheless, several challenges remain, including incomplete digitalization, inconsistent reporting mechanisms, political and bureaucratic intervention affecting institutional independence, limited human resource capacity, and unequal distribution of facilities across service units. The study concludes that while GCG implementation demonstrates a positive trajectory, substantial improvements are required in system strengthening, human resource development, and the enhancement of information technology–based governance.

Abstract

Penelitian ini bertujuan menganalisis pengaruh mutu sumber daya manusia, ketersediaan data, teknologi dan sistem informasi, serta prosedur terhadap kecepatan pelaporan indikator mutu unit pelayanan di RSGM IIK Bhakti Wiyata Kediri. Pendekatan yang digunakan adalah kuantitatif dengan desain survei melalui kuesioner skala Likert yang disusun berdasarkan standar KARS, teori 4M Emerson, serta konsep manajemen mutu dan fungsi manajerial. Responden berjumlah 32 karyawan yang terlibat dalam penyusunan laporan indikator mutu, dipilih menggunakan metode sensus.Analisis data meliputi uji validitas, reliabilitas, asumsi klasik, dan regresi linier berganda menggunakan SPSS. Seluruh instrumen dinyatakan valid dan reliabel dengan Cronbach’s Alpha di atas 0,9. Model regresi memenuhi asumsi statistik dengan nilai R sebesar 0,938 dan R Square 0,880, menunjukkan bahwa variabel independen menjelaskan 88% variasi kecepatan pelaporan. Hasil menunjukkan bahwa mutu SDM, ketersediaan data, teknologi dan sistem informasi, serta prosedur berpengaruh positif dan signifikan, baik secara parsial maupun simultan. Ketersediaan data menjadi faktor paling dominan dalam meningkatkan kecepatan pelaporan mutu.
