The method that is used to measure the effectivity of subsidized organic fertilizer distribution is through “four proper” in which are proper of price, proper of place, proper of time and proper of amount and income analysis to know the comparison of balanced compound fertilizer’s income and full capacity of chemical fertilizer’s income. The result of this research shows that the distribution of subsidized organic fertilizer in terms of proper of price, place, and time is very effective (100%), while in term of proper of amount is very ineffective (0%). Based on the analysis of rice farm’s income, the average income of the Subak Sungsang respondents is increasing from Rp. 6.704.185,82/crop season by using full capacity of chemical fertilizer to Rp. 8.932.832,73/crop season by using balanced compound fertilizer. Abstract

Abstract Revenue Comparisons between Coffee Farming and Orange Farming in of Serai Village Kintamani District Bangli . For the last few years the District of KintamaniBangli Regency has undergone an increase in the yield of orange, as well as the number of farmers who switched from growing coffee plants toorange plants. Because farmers assume thatcultivating orange trees is felt to be more profitable than the cultivation of Arabica coffee plants and can increase their income. The area is good for orange and coffee farming activities because it is appropriate to the climate and soil conditions for the plants, so farming is widely practiced in the area and it becomes one of the major farmingactivities done in every household. This study aimed to determine the factors that encourage the switch of coffee farming toorangefarming and compare the income of farmers from orange plants with coffee plants. Results of this study showed that, with an area of 31.3 ha,the average revenue of coffee plants was Rp232,750,000.00 and orange trees showed the average value of Rp. 263,200,000.00. Abstract

Determination of Groundwater Prices for Sustainable Irrigation in JembranaRegency Subak Babakan Yehkuning is relatively new in obtaining Groundwater IrrigationNetwork, with the code YKN-127 in 2014. This study aims to determine the costcomponents and water prices that reflect the value of water use in a sustainablemanner. The method used in this research is quantitative calculation. The total waterdischarge from YKN-127 for three planting seasons in September 2015 until August2016 consecutively was 83,647.01 m3. This amount was derived from the total life ofthe pump for 2,733 hours, with a discharge 8.5 liters/second. The commoditiescultivated in three planting seasons were rice for two times and secondary crop (cornand soybean). Since the availability of ground water has a limited amount, it isimportant to note that the amount of water use should be less than the availabilities. The concept of sustainable value in the use of water is consisted of the total cost ofsupply, opportunity costs, and externalities costs. The results showed that the waterprice reflecting the sustainable water use value for irrigation at YKN-127 was Rp3,933.91/m3, which consisted of a full supply cost 65.9% (Rp 2,592.42/m3), anopportunity cost 27.9% (Rp 1,099.43/m3), and depletion premium 6.2% (Rp242.06/m3). This result is almost three times the operational and maintenance coststhat farmers usually pay for Rp 1,633.99/m3. This price describes the value that mustbe paid as an effort to maintain the development of irrigated agriculture sector andground water resources in order to remain sustainable in Jembrana, Bali Province.

Abstract

Change of Function of Rice Field in Blahbatuh District, Gianyar Regency Land use change is something that is difficult to avoid for both the agricultural and non-agricultural sectors. The reduction of land for irrigated rice farming in Gianyar Regency in the last 5 years reached 386 ha and specifically in Blahbatuh District reached 139 ha. Saba Village as one of the villages in Blahbatuh District has the most decline, which is 35 ha. This reduction in land occurred in the 5-year period from 2013-2017. This study analyzed the rate of conversion of rice fields in Saba Village and the sustainability of the existence of rice fields in Blahbatuh District. The study uses purposive sampling with a total of 30 respondents. The research method used in this study is Multidimensional Scaling (MDS). The results show that during the last five years the average rate of decline in the rice field area has reached 2% per year. The sustainability status of the three dimensions shows that the economic and environmental dimensions are very sustainable, while the social dimension is quite sustainable so that intervention in the social dimension is needed. Based on the results of the research, it is hoped that the Government, especially the Gianyar Regency Agriculture Office, provides more support for farmers by providing incentives to farmers who keep their rice fields and continue to farm and provide assistance to farmers who experience problems in their agricultural production processes.

Abstract

Analysis of Food Security in Sei Rampah Subdistrict, Serdang Bedagai District Food is the most fundamental human need with its fulfillment being the right for everyone. Fulfillment of food needs has four main aspects: food availability, food access, food utilization, food stability. In addition, nutritional status is the outcome of food security. This research aims to analyze the level of food security from three dimensions, namely, food availability, food access, and food utilization. This study uses secondary data obtained from relevant agencies, such as the Departments of Agriculture of Serdang Bedagai District and Sei Rampah. The method used in this research is calculation of indexes of food availability, food access, food utilization and the dimension of food security. The result suggests that the District of Sei Rampah is generally food secure. Looking at the dimension of food availability, 10 out of 17 villages experience high food surplus and 7 villages experience high deficit. The food access dimension of 17 villages shows high accessibility status, while the food utilization dimension shows high usefulness in every village. It is recommended that the government focuses on the proliferation of agricultural land areas in each village because so far only 10 villages produce rice and cassava. Future studies may investigate food insecurity at a broader level, such as at the level of regency and province.
