Abstract

Abstrak Titik lemah dari implementasi keterbukaan informasi publik, berada di kebijakan pemerintah dan kepala daerah. Khusus kepala daerah memiliki kewenangan dalam hal mengeluarkan regulasi, politik anggaran yang pro dengan pengembangan sistim dan budaya keterbukaan dan strategi dalam menggerakkan stakeholders untuk keterbukaan informasi publik.Tujuan penelitian ini adalah menjelaskan dan menganalisis kebijakan pemerintah daerah di Kabupaten Pesisir Selatan dan Kota Padang dalam melaksanakan keterbukaan informasi publik. Penelitian ini menggunakan pendekatan kualitatif dengan tipe penelitian studi kasus. Teknik pengumpulan data dilakukan dengan metode wawancara dan dokumentasi. Dari hasil penelitian ini, peneliti menemukan bahwa dalam melihat kebijakan kepala daerah sebagai political will di Pesisir Selatan dan Kota Padang dilihat dari (a) aspek regulasi dan perangkat keputusan yang dibuat merupakan titik tolak bagaimana sebuah kebijakan bisa diimplementasikan dengan baik, (b) pemahaman yang sama pada agenda formal, sehingga masalah yang muncul menjadi masalah publik untuk diagendakan menjadi kebijakan publik. ( c) Insentif dan disinsentif pendukung terkait dengan kepatuhan implementator dalam menerapkan kebijakan publik dan (d) bagaimana kepala daerah mengorkestrasi komitmen bersama melalui pendanaan dan sanksi dan penerapan kebijakan, mekanisme penegakan hukum disertai sanksi yang jelas, serta ada dukungan dari pelaksana kebijakan atau birokrat. Abstract Local Government Policies in Implementing Public Information Disclosure: Case Studies in Pesisir Selatan Regency and Padang City. The weak point of the implementation of public information disclosure is in the policies of regional heads. Regional heads have authority in terms of issuing regulations, pro-budgetary politics with system development and a culture of openness and strategies in mobilizing stakeholders for public information disclosure. The purpose of this study is to explain and analyze the policies of regional heads in Pesisir Selatan Regency and Padang City in implementing public information disclosure. This study uses a qualitative approach with a case study research type. Data collection techniques were carried out using interviews and documentation methods. From the results of this study, researchers found that in viewing regional head policies as political will in Pesisir Selatan and Padang City seen from (a) the regulatory aspects and the decision tools made are the starting point for how a policy can be implemented properly, (b) a good understanding the same on the formal agenda, so that problems that arise become public issues to be scheduled to become public policies. (c) Supporting incentives and disincentives related to implementer compliance in implementing public policies and (d) how regional heads orchestrate shared commitments through funding and sanctions and implementation of policies, law enforcement mechanisms accompanied by clear sanctions, and support from policy implementers or bureaucrats.

Abstract

The aim of this research on "Political Marketing Trends and Strategies in the Digital Era: A Literature Study" includes several important aspects aimed at understanding and analyzing political marketing practices in the context of digital technology. This type of research is a literature study which involves searching and analyzing relevant theoretical references from various sources such as books, scientific articles, research reports, journals and previous studies. The study results show that in the current digital era, political marketing strategies have evolved to become more complex and innovative by utilizing social media such as Facebook, Twitter, Instagram and YouTube to not only spread campaign messages widely, but also to interact directly with voters, getting direct feedback, and build a more personal relationship. Analytics and big data technology also play a key role in identifying potential voter segments and tailoring campaign messages according to their preferences and behavior. However, challenges such as the spread of fake news and disinformation highlight the need for an honest approach, integrity and transparency in political practice. Overall, the digital era brings great potential for innovation in political marketing by creating a more engaged and relevant experience for voters, while addressing challenges such as the use of algorithms and big data technology. Literature studies on political marketing trends and strategies in the digital era, especially in the context of school education, emphasize the importance of preparing the younger generation with the necessary technological skills and developing critical political awareness. This kind of education is key to increasing participation in a democratic process that is increasingly digitally connected and facing new dynamics in political marketing strategies.

Abstract

Local democracy in the village is essentially based on these rights of origin and traditional rights. This paper aims to discuss the problems of villages in exercising their rights of origin in Indonesia. To understand how these rights of origin are implemented, this article refers to the practice of Nagari as a customary legal community unit in West Sumatra Province. Not only that, enrichment related to implementing rights of origin also refers to Desa Pakraman in Bali Province. This article uses a literature study derived from documents that have been published from various sources such as articles in scientific journal, mass media news, and official government documents. This article finds that problems in the application of origin and traditional village rights arise because of strict government regulations that encourage village governments to focus on carrying out governance functions in their area. Using the principles of recognition and subsidiarity in the administration of village government results in an attitude of ambiguity in the administration of village government. As a result, the village government prefers to implement the household authority handed over to it accompanied by a budget through Village Fund transfers rather than developing the original rights that have become the identity of pre-existing local democracy.

Abstract

 Partai politik adalah sekelompok manusia yang terorganisir secara stabil dengan tujuan merebut atau mempertahankan kekuasaan terhadap pemerintahan bagi pimpinan partainya, dan berdasarkan penguasaan ini memberikan kepada anggota partainya kemanfaatan yang bersifat ideal. Pelembagaan menurut Vicky Randall dan Lars Svasand sebagai sebuah proses pemantapan partai politik dalam aspek struktural dan kultural. Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan bagaimana pelembagaan Partai Gerindra dalam kesuksesan memenangkan Pilkada Bupati Kabupaten Pesisir Selatan Tahun 2020. Metode yang digunakan adalah metode kualitatif dengan studi kasus. Penelitian ini menggunakan teori pelembegaan menutur Vicky Randall dan Lars Svasand. Hasil penelitian ini adalah Partai Gerindra Kabupaten Pesisir Selatan telah melaksanakan semua fungsi dan kewajibannya sesuai dengan AD/ART, dalam hal pengambilan keputusan, gaya kepemimpinan, hubungan dengan pihak luar, serta cara partai menempatkan diri di tengah masyarakat, sehingga peneliti menyimpulkan bahwa kemenangan yang diraih oleh Partai Gerindra Kabupaten Pesisir Selatan pada saat Pilkada 2020 melalui pelembagaan partai politik yang baik. Terlepas dari keuntungan kompetitif dengan membawa nama Prabowo Subianto, Partai Gerindra berhasil hadir di tengah masyarakat sebagai partai yang mengedepankan dan mengutamakan kesejahteraan masyarakat melalui kader-kader partai yang terpilih dan duduk di kursi pemerintahan. Kata kunci: Partai Politik; Partai Gerindra; Pelembagaan Partai Politik

Abstract

Skrispsi ini membahas tentang Dinamika Pemilihan Wali Nagari Lansek Kadok Barat Kecamatan Rao Selatan Kabupaten Pasaman Pada Tahun 2022. Penelitian ini bertujuan untuk menjelaskan bagaimana Dinamika Pemilihan Wali Nagari yang sampai saat ini belum juga dilantik. Pendekatan yang digunakan untuk penelitian ini adalah kualitatif dengan metode studi kasus. Penelitian ini dikaji menggunakan konsep Berdasarkan Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 112 Tahun 2014 Pasal 6 Tentang Pemilihan Kepala Desa dilaksanakan melalui tahap-tahap yaitu Persiapan, Pencalonan, Pemungutan Suara, dan Penetapan serta adanya hubungan Relasi Elit Kuasa Desa dalam Pemilihan Wali Nagari di Lansek Kadok Barat. Hasil penelitian ini menunjukkan bahwa belum juga dilantiknya Wali Nagari terpilih di Nagari Lansek Kadok Barat terindikasi bahwa adanya sanggahan dari pihak yang kalah mengatakan bahwa calon Wali Nagari yang terpilih masih terdaftar di SIPOL (Sistem Informasi Partai Politik). Akan tetapi Panitia pemilihan Wali Nagari mengatakan jika memang calon tersebut terdaftar di SIPOL (Sistem Informasi Partai Politik) dari awal dia tidak akan bisa mengikuti proses pencalonan Wali Nagari di Lansek Kadok Barat. Jadi bisa dilihat bahwa pelaksanaan Pemilihan Wali Nagari Lansek Kadok barat telah melalui tahapan-tahapan yang telah diatur oleh perundang-undangan namun terdapat permasalahan dalam proses penetapan Wali Nagari yang terpilih oleh pihak Kabupaten yang sampai saat ini belum bisa untuk menetapkan dan melantik Nagari Lansek Kadok Barat yang terpilih. Tidak hanya itu adanya relasi kuasa elit desa antara calon yang kalah dengan pihak Kabupaten membuat permasalahan ini tak kunjung selesai karena calon yang kalah ini merupakan seorang yang disegani di masyarakat atau datuk di Nagari Lansek Kadok Barat maka sampai sekarang permasalahan yang terjadi di Nagari Lansek Kadok Barat tak kunjung selesai.

Abstract

This research aims to analyze the dynamics of communication and community readiness in using the Dukcapil Ceria Mobile application in Padang Pariaman Regency. This innovation was carried out by the Padang Pariaman Regency Population and Civil Registration Service (Disdukcapil) in initiating e-government at the regional level by releasing the Dukcapil Ceria Mobile (DCM) population service application since 2019. This application is used to increase efficiency, transparency and accessibility of population services. This research uses qualitative methods with a constructivist paradigm and a case study approach. Data was collected through in-depth interviews, observation and documentation. The research results show that the communication dynamics that occur show a shift from conventional to digital methods, where various communication channels are used to socialize the benefits and use of this application. Effective communication strategies through mass media, social media and grassroots methods have succeeded in disseminating information about DCM applications quickly and widely, increasing public understanding and interest. Overall community readiness in using the DCM application is quite good, although some individuals experience obstacles related to limited internet access and technical support. This research also found that the DCM application was successful in increasing the efficiency and accessibility of population services, as well as minimizing the costs and time needed by the public to process population documents. However, to achieve wider and more comprehensive adoption, ongoing socialization is needed from the government and related stakeholders. Penelitian ini bertujuan untuk menganalisis dinamika komunikasi dan kesiapan masyarakat dalam menggunakan aplikasi Dukcapil Ceria Mobile di Kabupaten Padang Pariaman. Inovasi ini dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kabupaten Padang Pariaman dalam menginisiasi e-government pada pemerintahan tingkat daerah dengan merilis aplikasi layanan kependudukan Dukcapil Ceria Mobile (DCM) sejak tahun 2019 lalu. Aplikasi ini digunakan untuk meningkatkan efisiensi, transparansi, dan aksesibilitas layanan kependudukan. Penelitian ini menggunakan metode kualitatif dengan paradigma konstruktivis dan pendekatan studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa dinamika komunikasi yang terjadi memperlihatkan pergeseran dari metode konvensional ke digital, dimana berbagai saluran komunikasi digunakan untuk mensosialisasikan manfaat dan penggunaan aplikasi ini. Strategi komunikasi yang efektif melalui media massa, media sosial dan metode grassroot berhasil menyebarkan informasi mengenai aplikasi DCM dengan cepat dan luas, meningkatkan pemahaman serta minat masyarakat. Kesiapan masyarakat secara keseluruhan dalam menggunakan aplikasi DCM cukup baik, meskipun beberapa individu mengalami hambatan terkait keterbatasan akses internet dan dukungan teknis. Penelitian ini juga menemukan bahwa aplikasi DCM berhasil meningkatkan efisiensi dan aksesibilitas layanan kependudukan, serta meminimalisir biaya dan waktu yang dibutuhkan masyarakat dalam mengurus dokumen kependudukan. Namun, untuk mencapai adopsi yang lebih luas dan menyeluruh, diperlukan sosialisasi yang berkelanjutan dari pihak pemerintah dan stakeholder terkait.

Abstract

Penelitian ini membahas mengenai motif dari calon legislatif dalam pencalonannya di Pemilu Tahun 2024. Masih banyak ditemukan calon legislatif yang maju dari partai politik non-parlemen yang secara historis tidak dapat meraih suara yang signifikan. Penelitian ini menggunakan metode penelitian kualitatif untuk mendeskripsikan apa motif yang mendasari calon legislatif memilih partai politiknya. Ada tiga indikator dalam menentukan keputusan menurut Verba dan Schlozman yakni 1) sumber daya, 2) keterlibatan, dan 3) mobilisasi. Peneliti mewawancarai secara mendalam calon legislatif yang bertahan di partai politik lamanya. Ditemukan bahwa para calon legislatif ini tidak memiliki pilihan lain untuk pindah partai. Kondisi ini dipengaruhi dengan kaderisasi partai politik yang buruk.

Abstract

This research explores internal stakeholders' preferences for the use of digital public complaint applications compared to traditional communication methods such as telephone in public services in Pekanbaru City. Using a qualitative approach, the case study method on the Pekan Kita Application (PEKA) was chosen to analyze in depth stakeholder preferences for the adoption of digital innovation. Data was collected through semi-structured interviews, participant observation and documentation. The findings show that the adoption of the PEKA application is more symbolic, where stakeholders prefer conventional methods because they are considered more practical and in accordance with daily work habits. This indicates that there is a gap between the digital innovation policies implemented and the real needs and preferences of internal stakeholders. The need for fast response and responsiveness to emergency conditions is a preference for internal stakeholders in digital public complaints policies. The implications of this research are very important in designing more effective and humane digital policies, which do not only focus on technical aspects, but also consider non-technical factors such as habits, needs, preferences of internal users and humanity so that technology implementation can be more successful and relevant in practice.

Abstract

This research examines the use of cartoon illustrations in the political campaign of the presidential candidate pair Prabowo - Gibran, focusing on visual analysis using the semiotic theory approach of Charles Sanders Peirce. The use of cartoon illustrations depicting cute and adorable characters contrasts with Prabowo's image as a stern and authoritative former military figure. This study aims to understand how visual cartoon elements are used to shape the candidates' identities and influence voters' perceptions. Through qualitative research methods, data were collected through observation, documentation, and content analysis of campaign media. Peirce's semiotic theory was used to analyze the visual signs and messages contained in the cartoon illustrations. The research findings indicate that cartoon illustrations can effectively create engaging visual narratives and can alter public perceptions of the candidates, although there are challenges in aligning the visual image with the candidates' original character. This research contributes significantly to the understanding of the role of visual communication in political campaigns and its strategic implications.

Abstract

The diffusion of innovations in public service contexts regularly involves various yet complex challenges that require a deep understanding of the dynamics of the adoption, spread, and application of new ideas. Persuasion may no longer be fully expected to influence the adoption of innovation, so this article aims to analyze negotiation as an important part of the innovation-decision process for public complaint services in Pekanbaru (city). This research applies qualitative methods with data collection techniques through interviews, documentation, and observation. All data that have been collected are then analyzed through data reduction, data presentation, and data conclusions. The research results show that the negotiation stage is an important part of the innovation decision process, negotiation is a key element in facilitating the adoption of innovation in the context of public services, through negotiation stakeholders can interact with each other and reach agreement. Conflicts of interest, sectoral egos, and limited resources make negotiation important in the innovation diffusion stage of the innovation-decision process to create agreement and sustainability.
