Abstract

Life in the Pesantren Musthafawiyah Purba Baru is still colored by clientelistic relations, the relationship of interdependence between Tuan Syekh Bakri who acts as a patron and santri as his client. Santri's compliance with Tuan Syekh occurred because there was a Patron-Client relationship between Tuan Syekh and Santri, so that a proper Paternalistic relationship was established. Tuan Sheikh played a pattern of clientelistic relations and also increased participation in choosing santri in order to support the successful implementation of the 2015 Mandailing Natal district election. All the roles played by Tuan Syekh Baksi could increase the participation of santri voters by 71 percent.

Abstract

This study examines the implementation of Law No. 14 of 2008 concerning Public Information Openness in the Pariaman City Information and Documentation Management (PPID) Officer and the factors that influence it. The implementation of wisdom in this study uses the Edward III policy implementation model which consists of four variables, namely communication, resources, disposition and bureaucratic structure. The results showed that the Pariaman City PPID in carrying out the mandate of Law 14 of 2008 concerning KIP did not run optimally, although in terms of regulations and implementation guidelines (SOP) already had complete guidelines, information services were still limited to the use of external media in the form of magazines. print and electronic media and the use of government website media that have not been compiled according to the KIP Act. The implementation of the UU KIP has not been optimal due to policy communication related to the promotion of understanding that has not been maximally maximized for PPID members, the availability of human resources and budgetary resources also has an impact on the attitude of the implementing apparatus in carrying out their main tasks and functions. Standard in standardizing the standards applied, but existing SOPs have not been applied in the practice of public information disclosure.

Abstract

This research is motivated by the use of state forest areas in the buffer zone of Siberut National Park by the Matotonan Indigenous People. In fact, the Mentawai Islands Regency consists of 82% of the state forest area and only 18% of the Other Use Areas are space for the community, placing the country in a dominant regulation on the use of forests in Mentawai. But until 2016, 79% of the forest area on Siberut Island was controlled and utilized by indigenous peoples. The Matotonan indigenous people utilize state forest areas more dominantly as spiritual needs rather than as economic needs. With the belief that indigenous peoples are experts in preserving forests, the government provides space for indigenous peoples to utilize state forest areas with the issuance of regional regulations on the recognition and protection of Uma as a customary law community unit. Thus, when the state views forest use in accordance with its interests and objectives, the government responds positively to the use of state forest areas by indigenous peoples.

Abstract

Public integrity and politicians will be seen when they are faced with public policies concerning the management of state assets. This is because, when the public official is faced with conflicting obligations, but is able to provide solutions to the exclusion of personal or group interests. The integrity of public politicians, good governance will be created. The problem is, currently the public of politicians with integrity are rarely found, the many conflicts of interest make public officials waste their spending on the state, ultimately resulting in inefficient and low quality public policies. The case that occurred in the Bukit Pamewa Village government, Mentawai District, reflects that there has been a degradation of the integrity of the public politicians. Village funds budget (ADD) which should be used for the welfare of the community through development, was apparently not implemented in accordance with the program or activity plan. The results of this study found that abuse of public officials' authority over the use of public funds carried out by the Village Head together with his equipment was seen in the determination of the amount and budget allocator there was always the interest of the Village Chief who was accommodated by the Village Apparatus. This study uses a qualitative method, where the theory of budgetary politics and elite theory is used as a knife for analysis.

Abstract

The role of interpersonal communication in public services is very important to support the quality of public services in each agency, especially in government agencies. With the optimal role of interpersonal communication in public service, the information conveyed by communicators to communicants regarding knowledge and understanding of procedures or the process of making passports, will make the service process effective. This study used descriptive qualitative method. From the research conducted, conclusions have been drawn, interpersonal communication that occurs between the officers of the Immigration Office and passport maker, is well established, where the passport maker can understand and understand the information related to the passport-making process, which starts with registering online using the application and inputting data based on the applicant's NIK, then set a date choice for the collection of materials as well as the schedule of interviews and photos. The applicant also easily knows how much it will take to arrange a passport and how long it will take to get a passport book.

Abstract

The low awareness among migrant workers of the need to exercise their voting rights is rarely highlighted. This research addresses how the General Elections Commission (KPU) and companies can realize the voting rights of these workers. One solution offered is the establishment of TPS in unique locations, namely within companies. This article views the successful establishment of TPS in these particular locations as an application of the collaborative governance concept. This article uses a qualitative research approach of the case study type. This research collected data through in-depth interviews with several sources from the KPU and Bawaslu of Pelalawan Regency, PT. Riau Andalan Pulp and Paper (PT. RAPP), labor unions, and other stakeholders. This article finds that the collaborative governance implemented by the Pelalawan Regency KPU and PT. RAPP to fulfill the political rights of workers follows several key stages. These stages reflect the process of collaborative governance, namely collaborative initiatives, the parties involved, the collaborative process, the collaborative result, and the collaborative impact. By adhering to the principles of collaborative governance, the Pelalawan Regency KPU and PT. RAPP have established a more effective and harmonious partnership, ultimately leading to better and more sustainable outcomes for all parties involved.

Abstract

Optimism to end poverty in 2030 is entering a pessimistic phase. The unfinished pandemic and geopolitical conflict has an impact on the most basic problem, namely the food crisis and has caused poverty rates to increase. In responding to global challenges regarding many poverty issues, more than 160 countries have agreed to create an action plan in Sustainable Development Goals (SDGs). The Poverty and Shared Prosperity report at the end of 2022, it turns out that 10.7 percent of the global population is in poverty. It is recorded that 767 million people live below the international poverty line. The current phenomenon that is occurring is that the poverty rate in Indonesia has reached 27.77 million people or 10.64 percent with the total population of Indonesia amounting to 275.77 million people in 2022. In the Extreme Poverty Reduction Policy Program in Indonesia, Meranti Islands Regency is a priority area with The number of poor people is 45 thousand out of 213,532 people or around 25.28 percent of the total population with the number of extremely poor people being 11.22 percent. The Policy Evaluation Theory put forward by William N Dunn is an indicator for analysis. This research will be carried out in Meranti Regency. The aim of this research is to resolve the chaotic problem of extreme poverty. The method and type of this research is Qualitative Descriptive. The technique for withdrawing informants uses a proportional sampling technique and data collection techniques in this research are interviews, observation, literature study and documentation.Indonesia has a forest area of around 94.1 million hectares which consists of various spatial functions including those used as Production Forests. Production forests which are currently used are around 63 million ha of Indonesia's forest area which is divided into permanent production forest areas, limited production forests. , and convertible production forests (HPK). In accordance with the policies contained in the Agrarian Reform Object Land (TORA) program issued by the central government, HPK is one of the targets used for area release. The current phenomenon that is occurring is that TORA does not accommodate land issues that previously had property rights issued by the National Land Agency which then turned into Convertible Production Forests. So far, what has arisen regarding land issues is the land mafia, but in this phenomenon the community is harmed again by changes in areas where the land with property rights status cannot be cultivated and bought and sold. This research will be carried out in Riau province with the National Land Agency and the Riau Provincial Forest Service as objects. The aim of this research is to resolve disputes over land issues, not only TORA, but also people who previously had land rights issued by BPN, changing their status to HPK. The method and type of this research is Qualitative Descriptive. The technique for attracting informants uses a proportional sampling technique and data collection techniques in this research are interviews, observation, literature study and documentation.

Abstract

Penelitian ini bertujuan untuk mengkaji persepsi siswa tunarungu terhadap pesan komunikasi visual mitigasi bencana gempa dan tsunami di SLB Kecamatan Kuta Alam, Kota Banda Aceh. Penelitian ini menggunakan metode campuran (mixed method) yang melibatkan analisis kuantitatif melalui kuesioner serta analisis kualitatif melalui observasi dan wawancara. Sebanyak 30 siswa tunarungu menjadi responden dalam penelitian ini. Hasil penelitian menunjukkan bahwa sebagian besar siswa tunarungu sukar  dalam memahami informasi mitigasi bencana yang disampaikan melalui media visual seperti poster dan banner, dengan 83% responden menyatakan bahwa informasi yang disampaikan cukup mudah dipahami, namun hanya 17% yang merasa benar-benar percaya terhadap efektivitasnya. Ilustrasi atau gambar merupakan elemen visual yang paling membantu dalam pemahaman mereka. Meskipun demikian, simulasi menggunakan teknologi Virtual Reality (VR) tidak berhasil menstimulasi refleks mitigasi yang sesuai, seperti berlindung atau berlari. Faktor bahasa isyarat yang sulit diterjemahkan ke dalam media visual juga menjadi kendala. Penelitian ini menyimpulkan bahwa media visual mitigasi bencana yang dirancang untuk masyarakat umum belum inklusif bagi siswa tunarungu. Oleh karena itu, perlu ada perancangan media komunikasi visual yang lebih sederhana, jelas, dan mampu menjembatani kebutuhan komunikasi siswa tunarungu agar mereka lebih siap dalam menghadapi potensi bencana gempa dan tsunami.

Abstract

Stunting has become a national issue, as evidenced by the issuance of Presidential Regulation No. 72 of 2021 concerning implementing the National Strategy for Accelerating the Reduction of Stunting. Although this national action plan has been developed, its implementation at the regional level requires effort. Even stakeholder coordination could have been more optimal, resulting in unmet objectives. This study highlights the importance of selecting an appropriate policy formulation model for addressing stunting, especially at the local level, considering the many stakeholders involved with diverse interests, particularly within government. Few researchers explain how the choice of policy model is made amidst the various alternative models available for government use. This research examines how the Padang Panjang City Government chose to address stunting using the incremental model. The incremental model is often viewed as non-progressive, tending toward the status quo, and reflective of conservative governance. However, the decision by the Padang Panjang City Government to use the incremental model has positively impacted the reduction of stunting prevalence. The key lies in how the Padang Panjang City Government maintains continuity and stability in the policies adopted by the central government, adapting and developing them according to the local community’s needs. This study demonstrates that the Padang Panjang City Government achieved continuity and stability in stunting management policies through an incremental approach shaped by four key variables: consensus and compromise, monitoring and evaluation, resource optimization, and resistance to radical changes. Using a qualitative case study method, data were gathered from interviews with key informants and document reviews. The findings emerged through a systematic process of coding and categorization, highlighting how incremental adjustments effectively reinforced policy sustainability over time.

Abstract

This study aims to examine the political coalition between Prabowo Subianto and Gibran Rakabuming Raka in the 2024 Presidential Election, using the concepts of political reciprocity and social exchange theory. The coalition brings together two figures with distinct characteristics and voter bases: Prabowo, an experienced political figure with a conservative voter base, and Gibran, a younger figure targeting progressive voters, particularly from the millennial and Gen Z generations. This research highlights the relationship between the two figures in forming a mutually beneficial coalition through strategic political resource exchanges. The introduction outlines the importance of political coalitions in the 2024 election as a key factor for victory. The coalition between Prabowo and Gibran aims to combine their political strengths and maximize electoral opportunities. The social exchange theory applied in this study reveals that the coalition is essentially a transaction involving the exchange of political resources between the involved parties. This includes political support, legitimacy, and access to a wider voter network. Additionally, the study investigates the role of media in introducing and shaping the political image of both figures. Mass media, both traditional and social, plays a crucial role in shaping public perception of the political alliance and influencing voter opinions ahead of the election. The analysis also examines how the coalition impacts the dynamics of political parties, with Gerindra and Golkar playing pivotal roles in supporting the pair. By applying political reciprocity and social exchange theories, this study offers insights into how political alliance strategies function in the context of Indonesia's 2024 election.
