Abstract

This article aims to describe the process of implementing door to door socialization carried out by the General Election Commission of North Bengkulu Regency for voters in the midst of Covid-19 conditions and to determine the effectiveness of door to door socialization carried out by the General Election Commission of Bengkulu Regency as a form of effectiveness of the institution's function in socialization in pandemic period. The problem focuses on the effectiveness of the KPU's function in socializing the election of Regent and Deputy in North Bengkulu Regency. In order to approach this problem, Christopher C Hood's reference theory is used. Data was collected through interviews and documentation methods and analyzed qualitatively. This study concludes that during the implementation of socialization carried out by the North Bengkulu Regency KPU through four categories of tools that influence the effectiveness of institutional functions, they were only effective in participation tools, while the other three tools such as regulations, incentives and law enforcement showed ineffective results. The implementation of door to door outreach, which was used as a new media, apparently did not produce effective results. This can also be seen from resource capacity factors related to system culture and accountability factors related to implementing reports which also show ineffective results. However, the North Bengkulu Regency KPU has tried its best to carry out socialization regarding the 2020 Regent and Deputy Regent elections.

Abstract

Revitalization programs necessitate community involvement for their efficacy. In the case of the Padang Lua Market revitalization, community engagement plays a pivotal role in its success. This study seeks to identify and elucidate the various forms of community participation in the Padang Lua Market revitalization and to analyze the underlying reasons driving community involvement in this endeavor. Utilizing a qualitative approach and employing the case study method, this research draws upon Sastropoetro Santoso's framework on forms of community participation in development and Cohen and Uphoff's theory concerning considerations of community participation in development. The study reveals that the community engages in multiple forms of participation, encompassing the sharing of ideas, labor, skills, resources, and financial contributions, all contributing significantly to the revitalization of the Padang Lua Market. However, the study also highlights variations in the intensity of community participation across these five forms, with a pronounced inclination towards formal channels due to their accessibility.Keywords: Society Participation; Market Revitalization; Padang Lua AbstrakProgram revitalisasi, khususnya, memerlukan keterlibatan komunitas untuk keberhasilannya. Penelitian ini bertujuan untuk mengidentifikasi dan menjelaskan berbagai bentuk partisipasi masyarakat dalam revitalisasi Pasar Padang Lua serta menganalisis alasan mendasar yang mendorong keterlibatan masyarakat dalam upaya ini. Dengan menggunakan pendekatan kualitatif dan metode studi kasus, penelitian ini merujuk pada kerangka kerja Sastropoetro Santoso tentang bentuk partisipasi masyarakat dalam pembangunan dan teori Cohen dan Uphoff tentang pertimbangan partisipasi masyarakat dalam pembangunan. Penelitian ini mengungkapkan bahwa masyarakat terlibat dalam berbagai bentuk partisipasi, mencakup berbagi gagasan, tenaga kerja, keterampilan, sumber daya, dan kontribusi keuangan, yang semuanya berkontribusi secara signifikan pada revitalisasi Pasar Padang Lua. Namun, penelitian ini juga menyoroti variasi dalam intensitas partisipasi masyarakat dalam lima bentuk tersebut, dengan kecenderungan yang nyata menuju saluran formal karena ketersediaan akses.Kata Kunci: Partisipasi Masyarakat; Revitalisasi Pasar; Nagari Padang Lua

Abstract

It is argued that an excessive euphoria of autonomy was the primary consequence of the first five years of decentralisation in Indonesia after the New Order. The euphoria of autonomy led to the emergence of ethnic nationalism perpetuated by traditional powers that regulated the control and exploitation of natural resources. The New Order government tried to control local democratic practices by weakening traditional leaders' legitimacy. This article explains how this reality occurs in West Sumatra Province. First, based on village and regional government laws following the New Order, local democracy led to the delegitimisation of traditional power. Second, the systematic implementation of local democracy erased the traditional leadership authority that relegated the Minangkabau ethnic and traditional values. It was concluded that the government enacted the local government and village laws to regulate the traditional authority.

Abstract

This study explores the political economy of Minangkabau, a culturally rich and the world’s largest matrilineal community. The research focuses on understanding the power dynamics between men and women by conducting a gender analysis. The findings reveal that Minangkabau women hold a unique and privileged societal position. Traditionally, societal expectations allocate more roles and responsibilities to men, particularly in economic and political domains. Contemporarily, the special rights held by women have faded and been replaced by dominant male gender roles. Some gender roles have begun to disappear, such as the role of Bundo kanduang, mamak and tigo tungku sajarangan. In accessing economic resources, Minangkabau women experience challenges from men, private parties, and the government. These ignore the role of women as the legitimate owners of inherited property in Minangkabau land. Meanwhile, Minangkabau women have difficulty competing with men within systems that tend to be biased for political resources. In addition, Minangkabau women increasingly participate in productive work, demonstrating their ability to compete with men in the labor market. Abstract

The entry of foreign cultures into the Mentawai people made the settlements change. The Mentawai people no longer make Uma a social and economic community. This change was due to the existence of housing and the form of houses built by different Governments. This study aimed to look at outside culture's influence on Uma settlements in Mentawai. This qualitative research method uses ethnographic, sociological, and anthropological approaches using observational data collection techniques, documentation studies, and interviews. Data analysis techniques in this study are data reduction, data presentation, and conclusion or verification. The results of this study show that outside culture has a major influence on the Uma settlement in the Mentawai. Nevertheless, the Siberut archipelago is the only archipelago that has survived despite changes in the housing environment and the shape of houses built by the Government with a description of socio-cultural and economic characteristics, which still survive. This condition still applies today. However, in Sikakap, Sipora, North Pagai, and South Pagai all the uma settlements no longer exist. This is caused by the influence of an outside culture that enters Mentawai society. These external cultural influences are as follows: the entry of foreign cultures into the Mentawai islands, the open nature of the Mentawai people, and the modernization of the form of permanent houses to eliminate uma as the original settlement of the Mentawai people.

Abstract

Pejabat Pengelola Informasi dan Dokumentasi atau yang disingkat dengan PPID memiliki tugas dan tanggung jawab dalam mengelola dan menyediakan informasi publik. Dasar hukum pelaksanaan tugas tersebut diatur dalam UU Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik. PPID utama berada di Dinas Komunikasi dan Informatika, sedangkan PPID Pembantu berada di Organisasi Perangkat Daerah (OPD). Penelitian ini bertujuan untuk mengetahui bagaimana hambatan yang dihadapi PPID Pemerintah Kota Solok dalam menyediakan informasi Publik. Penelitian yang digunakan menggunakan pendekatan kualitatif. Hasil penelitian ini menunjukkan bahwa hambatan yang dihadapi PPID dalam menyediakan informasi publik antara lain : belum ada regulasi yang mengatur tentang Daftar Informasi Publik apa saja yang harus disediakan oleh masing-masin PPID Pembantu, PPID Pembantu tidak mengetahui jumlah target Daftar Informasi Publik yang harus dicapai dalam satu tahun dan Sosialisasi yang dilakukan tentang PPID terhadap PPID Pembantu masih kurang.

Abstract

In 2024 Indonesia will again hold General Elections. This national political succession has become a magnet for all Indonesian people to talk about it in conversations in various public spaces. Interestingly, the public discussion of each candidate who advances in the general election is inseparable from the religious and ethnic background that will determine the people's choice of a candidate. The problem that arises is that religious and ethnic issues tend to cause hostility among potential supporters. This study aims to analyze how identity politics, especially religion and ethnicity, influences people's choice of a candidate. This research uses qualitative methods with phenomenological and ethnographic approaches. Sources of data are taken from various communication theories, mass psychology, political communication theory, and results of analysis of various previous research results that examine these issues and problems in different contexts and issues. All the findings in this study will be discussed in an interesting way and based on phenomena that occur in society.

Abstract

ABSTRAKPenciptaan buku ilustrasi Legenda Patung Putih Untuk Anak-Anak Usia 7-11 Tahun merupakan upaya melestarikan warisan budaya lokal dengan cara memperkenalkan kembali cerita rakyat dari Kabupaten Simeulue, tentang kisah seorang wanita yang berbudi luhur dan berparas rupawan, namun demi menghindari lamaran dari Naga dan Galenang, dirinya melakukan perjalanan pada malam hari menuju Ulu, sehingga menjadi Patung Putih yang sekarang dikenal sebagai Legenda Patung Putih. Namun saat ini Legenda Patung Putih tidak banyak pihak yang mengetahui asal usul cerita tersebut, karena kurangnya kepedulian masyarakat dan pemerintah untuk melestarikan legenda ini. Padahal Legenda Patung Putih merupakan bagian dari warisan budaya yang harus di lestarikan karena mengandung banyak nilai-nilai positif yang baik untuk perkembangan anak-anak. Legenda Patung Putih mempunyai hubungan yang erat dengan perkembangan intelektual, sosial, emosi, dan kepribadian anak. Metode yang dipakai dalam penciptaan Buku Ilustrasi Legenda Patung Putih menggunakan metode analisis SWOT, metode ini digunakan untuk mengkaji bagaimana kekuatan, kelemahan, peluang, dan tantangan pada media yang akan di ciptakan. Hasil dari penciptaan ini adalah terciptanya sebuah buku ilustrasi yang menceritakan tentang Legenda Patung Putih untuk anak-anak usia 7-11 tahun guna untuk melestarikan kembali Legenda Patung Putih yang ada di Desa Along, Kecamtan Salang, Kabupaten Simeulue. ABTRACTThe creation of the illustration book The Legend of the White Statue for Children Aged 7-11 Years is an effort to preserve local cultural heritage by reintroducing folklore from Simeulue Regency, about the story of a virtuous and beautiful woman, but in order to avoid proposals from Naga and Galenang , himself traveled at night to Ulu, thus becoming the White Statue which is now known as the Legend of the White Statue. However, at present the Legend of the White Statue not many people know the origin of the story, due to the lack of public and government concern to preserve this legend. Even though the Legend of the White Statue is part of the cultural heritage that must be preserved because it contains many positive values that are good for children's development. The legend of the White Statue has a close relationship with the intellectual, social, emotional and personality development of children. The method used in the creation of the White Statue Legend Illustrated Book uses the SWOT analysis method, this method is used to examine the strengths, weaknesses, opportunities and challenges of the media that will be created. The result of this creation is the creation of an illustrated book that tells about the Legend of the White Statue for children aged 7-11 years in order to preserve the Legend of the White Statue in Along Village, Salang District, Simeulue Regency.

Abstract

Penelitian ini membahas pesan yang terdapat pada iklan Tokopedia dalam film pendek “Berbeda bersama” serta ide kreatif yang mendasarinya. Tokopedia merupakan salah satu mall belanja berbasis online terbesar di Indonesia. Peneliti memilih judul ini dikarenakan iklan ini bertema “Ramadhan”, namun atribut yang digunakan oleh pemeran perempuan tidak susuai dengan anjuran agama islam, penulis menilai iklan ini kontradiktif (bertentangan) dengan anjuran yang seharusnya. Akan tetapi, setiap iklan termasuk iklan ini terdapat ide kreatif yang mendasari konsep iklan tersebut. Selain itu, dalam iklan tersebut kemungkinan mengandung pesan positif yang perlu dikaji secara mendalam. Penelitian ini menggunakan teori semiotika Pierce dalam mencari makna serta ide kreatif yang terdapat pada iklan Tokopedia dalam film pendek “Berbeda bersama” yang bertema “Ramadhan”. Teori yang digunakan adalah teori segitiga makna Pierce yang dibagi menjadi tanda, objek dan interpretasi, penulis memfokuskan analisis tanda berdasarkan objek, yang membagi tanda menjadi ikon, indeks dan simbol. Penelitian ini menggunakan metode kualitatif, yang bersifat deskriptif dan lebih menekankan pada proses dan makna untuk menjelaskan fenomena secara lebih mendalam. Makna pesan yang terdapat dalam iklan adalah menjalin silaturahmi dengan mengunjungi tetangga, berbagi dengan sesama yaitu dengan memberikan kue ke tetangga, dan mengajak berbuka bersama para tetangganya.

Abstract

The election of the Regent and Deputy Regent in 2020 in the midst of a pandemic which resulted in socialization activities being delayed and there were several obstacles to delays in the implementation of the socialization, namely the PSBB which made it difficult for the KPU to gather the community to carry out election socialization. And what's more, in North Bengkulu Regency, there are many areas that are isolated and have poor infrastructure. Responding to this obstacle, North Bengkulu Regency KPU took quick steps to add a mode of implementation of the socialization, namely Door to Door socialization, which was carried out within 14 (fourteen) days before the D-day of the voting. The socialization was carried out by the Adhoc agency which only used assignment letters from the KPU without any SK from the KPU. This study aims to describe in detail the process of implementing community outreach by the KPU of North Bengkulu Regency in the midst of a pandemic; knowing the effectiveness of Door to Door socialization as a form of the effectiveness of the institution's function in the socialization function, this mode will be used as a new solutive mode in the socialization stage. The research method used is qualitative, in the form of a case study research type. Data collection techniques are in-depth interviews, as well as documentation. Selection of research informants using purposive sampling technique. The theory used is Institutional Effectiveness according to Christopher C Hood. The results of this study indicate that the implementation of socialization by North Bengkulu Regency KPU is effective only on participation tools, while 3 other tools namely regulations, incentives and law enforcement show ineffective results. Implementation of Door to Door socialization which is used as a new method, also gives ineffective results from the factor of resource capacity as seen from the culture of the system; and accountability factors as seen from the executive report
